Abstract

abstract : The phenomenon in the management of village funds, the Village Head as the holder of the power of financialmanagement and village assets, in determining the budget of village income and expenditure does not involve the componentsof society other than that the obligation to submit reports on the implementation of APBDes to the community is notimplemented. Based on the background of the problem, the purpose of this research is to know / explain the role of villagehead in managing the village fund in South Essang Subdistrict The type of research used in this study is qualitative research.The focus of this research is the role of village head in the management of village fund in South Essang sub-district.Reviewed on budget planning, implementation, and evaluation. Determination of informants is based on the criteriaaccording to the research objectives. The result of the research shows that the Village Fund Program Planning in SouthEssang Subdistrict has not gradually implemented the concept of village community participation development which isproven by participative, responsive, transparency principle, in order to realize every priority program of society needs.Villages that are held through Musrembangdes, the implementation of the Village Fund program, in the physicaldevelopment, community empowerment has been running in accordance with the planning in musyawarah kan, but theproblem is the lack of supervision by the village government to the people who cheat so that inhibition of village fundmanagement in the field of development and Empowerment. Abstract

Supervision is a process to ensure that all activities carried out in accordance with what has beenplanned and taking action that can support the achievement of the expected rasults in accordance with thespecified performance. Basically supervision is part of the management function. Supervision has threetypes of supervision: preliminary supervision, councurrent supervision, feedback supervision. Localgovernment is one of the tools in the governance system. This research uses qualitative research typeresearch than is research used to examine natural objects where researchers as a key instrument. Theresults of the study showed that the supervision of the local government in the distribution of alcoholicdrinks in the eastern Pinolosian sub-district of Bolaang Mongondow district, namely the supervision andcontrol of alcoholic drinks, explicitly regulates that only sellers of alcoholic berverages must have a permit.But in the field still found some sellers do not have permission but freely sell these alcoholic drinks for aare no sanctions or confinement measures from the local government. Even thoung regulations on thesupervision and control of alcoholic drinks in south Bolaang Mongondow Regency especially in eastPinolosian subdistrict have been made since 2016, but the presence of policy has not shown changesregarding the distribution of alcoholic drinks in east Pinolosian subdistrict. This is because the function oflocal government supervision of the circulation of alcoholic beverages in the eastern olosian region has notbeen carrien out properly,seeing the reality in the field so far the government has not been consistent inapplying the rules of circulation and alcoholic drinks.if severe alcoholic beverage sellers can still be foundin various places, then the governmrnt will find it increasingly difficult to control the buying interest ofconsumers.although the local government has appealed that especially in east Pinolosian it must be nonalcoholicand pressurize every village head and the shari’ih must make village regulations so thansupervision in east Pinolosian is maximal because the seller or diluent is still free to sell drinks even thoughhe does not have permission from the governmrnt.Keywords: Surveillance, Local government, Alcoholic Drinks

Abstract

ABSTRACTThis research thesis is prepared in order to obtain a Bachelor’s degree in The Faculty of Social and Political Sciences, University of Sam Ratulangi Manado. Based on the preliminary study conducted by the researcher, the low awareness of civil servants in the implementation of labor discipline policies in the scope of the civil servants health bureau of north Sulawesi province that has been set in accordance to PP no 53 of 2010, on discipline of civil servants. This the research discovered a need to review and reconsider the policy implementation on labor discipline of the civil servants in north Sulawesi provincial health bureau. This study used qualitative research methods. Date were collected from the stage of observation, interview, to documentation.The conclusion that can be drawn from this research is that the civil servants in north Sulawesi provincial health bureau still have low awareness on the importance of discipline improve the quality of their work. In the other words, they can improve the quality of public service provided to the communities in need.Keywords : Policy Implementation, Employee Work Discipline.

Abstract

In the effort to overcome poverty various ways have been done by the government throughSocial assistance programs and One of the programs is the Family Hope Program. The hope familyprogram is a social protection program through the provision of cash assistance to very poor familiesby fulfilling the required requirements related to efforts to improve the quality of human resources,namely education and health. As for the purpose of this research was to determine how theImplementation Of Hope Family Program In Pasan District Southeast Minahasa Regency. Theresearch method used in this study is qualitative research method. Informants in the study are peoplewho can provide information about the situation and condition of the research background. Thefocus of research is communication, resources, disposition and bureaucratic structure. Technique ofcollecting data through observation / direct observation kelokasi research, do interview, anddocumentation. The results showed that the implementation of hope family program in Pasan Districtof South Minahasa Regency has not been implemented well. The lack of socialization to theparticipants of the hope family program and resources in the mentoring process has not been welldone into the implementation of the family hope program appropriately.Keywords : Implementation, Program, Family Hopes

Abstract

The research is motivated by the problems that are recorded. In Ratahan Subdistrict HealtCenter, Minahasa Regebcy, namely in the Effect of the quality of medical personnel on health servicesachieved optimally. This is alleged to have links that affect healt services. In doing healt, medicalpersonnel should have high performance and heven the quality of medical personnel who are in healtservices. Therefore, there is a need to to influence the quality of good medical personnel so that healthservice can improve good service for paserv pubictients. The quality of medical personnel is the level ofexcellence that is expected to the public service and control over the level of excellence to meet thedemands. Quality of service depends service on the ability to provide service on the ability to provideservices to meet the expectations. Health at Ratahan District Health Center. Southeast Minahasa. In thisstudy the method used is a quantitative method. While the data analysis technique used is correlationanalysis and simple analysisi to show the extebt of the relationship between the two variables. Based onthe research conducted and continued by analyzing the data obtained, the resukt is that a strong opinionis between the influence of the quality of medical personnel of 0.970. this means testing hypotheses isaccepted. From the result of the study obtained a correlation determination coefficient of 0.941% for 94%while the rest is the study.Keywords : effect Of Quality Of Medical Personnel, Health Service

Abstract

Abstract: the incidence of complaints from the public against BPJS employment in Manado city due to insufficient services areprovided. Based on this research background the purpose of this research was to describe the influence of motivation ofworking employees to quality public services that exist in the BPJS Manado city Employment.In this study the methods used i.e. quantitative methods, using the approach to the analysis of correlationand simple linear regression analysis. Because of the use of quantitative research, then the researchers in this study intends toanalyze the extent of variations or other factors more based on coefficients of korelasinyaThe results showed Labor Motivation in Employment BPJS Manado is generally not well seen from the indicator measurementsused i.e., passionate and spirited, satisfaction in work, creativity and participation, responsibility, work productivity. Abstract

ABSTRACT: Proliferation of Regional Rural Policy intensively until now has been developed in Indonesia as one way for equitable development and improve the welfare of society .Historically ,the village is the origin of the formation of political society and government in Indonesia long before this nation was formed . Based on the above authors interested in conducting a study on the implementation of village expansion policy in the administration of public services in the district of Minahasa District Tompaso .The study is titled on the implementation of village expansion policy which aims to improve services public.research aims to describe,analyze and determine the division of policy implementation in public service village in the district of Minahasa regency Tompasowith indicator; Communication, recourcess, Disposition and bureaucracy structure.The research method used was qualitative research using analytical methods Milles Huberman.Berdasarkan research has been done , then the author can draw the conclusion that the expansion policy implementation in rural districts Tompaso going well , although the influence of power and kepentigan actor and implementing compliance and responsiveness somewhat affect the implementation of the program assessed the implementation and facilities are still lacking influence public nature of the service , but the corresponding field interviews deficiency does not prevent the implementation of village expansion policy in the administration of public services in the district Tompaso . Abstract

Tujuan penelitian untuk mendapatkan jawaban mengapa mutasi pada ASN Daerah di KomisiPemilihan Umum Bolaang Mongondow dapat terjadi meskipun hal itu tidak memenuhi ketentuanKetentuan Peraturan Pemerintah.Metode penelitian menggunakan pendekatan kualitatif.. Informan penelitian yaitu :Sekretaris Komisi Pemilihan Umum, Kepala Badan Kepegawaian Daerah, Ketua Komisi PemilihanUmum, dan Para Aparat Sipil Negara di Kantor Komisi Pemilihan Umum. Data dalam penelitian iniadalah terdiri dari data Primer dan data Sekunder.Hasil penelitian menunjukkan bahwa teori mutasi yang tidak ilmiah yang dikemukakan olehHasibuan (2013) masih amat relevan dengan masalah penelitian, terutama aspek “Tidak didasarkankepada norma/standar kriteria tertentu” dan aspek dilakukan “berdasarkan spoil system”. Dalamkasus mutasi di lingkungan Komisi Pemilihan Umum Kabupaten Bolaang Mongondow, ditemukanpula bahwa selain 4 aspek dalam teori mutasi bukan ilmiah, ditemukan pula bahwa aspekPaternalistik Birokrasi juga merupakan hal yang amat mendeterminasi terjadinya mutasi.Dapatdisimpulkan pula bahwa salah satu penyebab, terjadinya mutasi, distimulasi oleh nilai-nilai politikdalam lingkungan birokrasi yang belum dapat menerima perbedaan pandangan atau pilihan politik.Artinya bahwa Demokrasi masih dilihat sebagai sebuah cara untuk mencapai tujuan dan bukansebagai ruang kebebasan berpolitik.Disarankan Teori Mutasi yang tidak ilmiah dapat ditambah dengan satu aspek lagi, yaituaspek paternalistik birokrasi. Dengan ditemukannya aspek Paternalisitik Brikorasi, maka TeoriMutasi yang ilmiah harus diperkuat dengan menambahkan aspek integritas sebagai salah satu aspekpenilaian.Kata Kunci : Mutasi, Aparatur Sipil Negara, Komisi Pemilihan Umum
