Abstract

Abstract: the Hajj is mandatory practice for Muslims who are able to do once ina lifetime. Implementation of the Hajj in Makkah Al Mukarramah housed (Saudi Arabia)on the10th Dzulhijjah every year. Organize and restructure the Organization of theHajj is indeed not an easy job andonce so it can satisfy all parties. Methodology the study used qualitative method and become objects in thisresearch is the Managerof Hajj in the Regional Office of the Ministry of religion of North Sulawesiprovince and pilgrims period 2013 – 2015 and other Islamic organizations. Data collection is carried out bymeans of interviews to 15 informants consist of four staff in theOfficeof Kemenag Prov. Flammable (SISKOHAT), 2 representatives of BPS-BPIH, 6 peoplepilgrims by 2013 –2015, 3 people from religious figures/community. As for the goalin this research that the management of theOrganization of the Hajj in North Sulawesi province were still low so that the role of management inorganizing the Hajj should be further enhanced, as well as the understanding of the people aboutthe management and service of pilgrimage in some things to be fixed. From this research it can be concludedthat pull in the management of the Organization of the pilgrimage in North Sulawesi wasstill low. Recommended socialisation, improved infrastructure and increasing the professionalism of theofficers work.Keywords: Management Of Organizing The Pilgrimage.

Abstract

Abstract: The purpose of this research is to know and describe the Evaluation of Waste Management Policybased on evaluation criteria such as Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, andaccuracy as for the object of research in Manado City environmental office. The type of research is qualitativeresearch with data collection techniques consist of observation, interview and primary data. While analyticaltechniques by the way, data reduction, data presentation, conclusion. The results of the study indicate thatwaste management policies have been implemented but have not been good because there are still problemsin evaluation criteria such as effectiveness, adequacy, responsiveness, and accuracy. As for the criteria ofefficiency and equity is good. The effectiveness is not good because the vehicle in transporting waste inManado City is still minimal and commonly suffered damage, Efficient for this criterion is good because thecost of retribution paid by the society is in accordance with the services provided, Adequacy in this criterionis still a problem because there are still many people who dumping waste is not in time, Equity for this criterionis good because the cost of retribution has been applied thoroughly in Manado City, Responsiveness of thiscriterion also not yet run properly in case because society still apathy or less care of cleanliness ofenvironment, in criterion Accuracy still not good also because there are still many districts do not have wastemanagement programs such as Bank garbage program, TPSS, and TPS 3R.Keywords: policy, evaluation, effectiveness, efficiency, adequacy, equity, Responsiveness, and accuracy

Abstract

ABSTRACT : Background: In the framework of the implementation of Law No. 32 Year 2004 on Regional Government and Law No. 25 of 2009 concerning public services provided to the public, the government as service providers are required to provide excellent service to the community. Excellent public services can be assessed from the process and product services. Aspects of the human resources of the process include, mechanisms and facilities used in the process. While aspects of the product services on the type, quality, and service product kuantits. Dynamic society has evolved in a variety of activities that increasingly require professional government apparatus. Along with the dynamics of society and its development, the need for increasingly complex services as well as better service, fast and precise and able to provide good service to the community. Research Methodology: This study uses descriptive research through in-depth interviews to 19 informants, observation, and document search aided by additional instruments such as interview guides and stationery. Results: Based on the duties and functions of the village chief and public services according to Lanvine the role of village heads in the services, responsiveness, responsibiliti, accountability and effectiveness of service is quite good, although there are still some problems in improving the effectiveness of services. Conclusion: the role of the village head as a public servant based study in rural South Pinabetengan can say is good enough.Keywords: Head of the village, Effectiveness, Public services.

Abstract

mplementation of the program Sulut Prosperous aims to help underprivileged communities that want to establish or expand a business. But the program is already three years running, has not been able to walk with the maximum. Therefore, this research dimaksudnkan to answer questions about program implementation Agency-affluent Amil Zakat Nasional in Manado in North Sulawesi. In this study researchers use the implementation model of George c. Edward III, the implementation of the policy views of 4 variables that influence the implementation of the policy. Communication is an important factor in the success of a policy, including the orders and decision making. Adequate resources either human resources or financial resources will have an effect on the level of success of the policy. The disposition is the attitude that is owned by implementing such policy ethics and commitment to making this policy work. Bureaucratic structure i.e. how far the range control between the leadership and the subordinates in implementing organizational structure. In this research uses qualitative research methods, descriptive, namely through interviews to 10 informants in direct observation, and search documents that have to do with the program, even in the presence of assisted research guidelines interviews, recording device and stationery to write. The results of the research in General explained that the implementation of the Program in the Prosperous Flammable Amil Zakat Nasional in Manado North Sulawesi has not run optimally.Keyword : Policy Implementation, Sulut Prosperous

Abstract

ABSTRACT : Since the enactment of PP. 41 Year 2007 on Regional Perengkat organizations, localgovernments Tomohon has conducted reorganization regional secretariat. Accordingly, this research toknow "how the effectiveness of the arrangement of regional organizations secretariat Tomohon areasthat exist today.Research using qualitative methods. Informants in this study were taken from the executive officersand employees of the Regional Secretariat of Tomohon, the district secretary, the assistant secretary ofthe area, two heads of sections, subsections two heads, and two executive employees / staff. Datacollection by interview; while the analysis of data using analysis techniques interactive model of Milesand Hubernann.Based on the results of the study conclude that the Regional Secretariat organizational structuringTomohon have been effective. In other words, the organization secretariat Tomohon area that is nowable to create or realize the implementation of the basic tasks and functions of the secretariat of thearea effectively. The effectiveness of the arrangement organaisasi secretariat area Tomohon can bedemonstrated by several criteria: rationality, according to need, efficiency, can function optimally, cantarget the optimal results, it can use the budget appropriately and efficiently, is able to anticipate thedevelopment and enhancement task / job, and is able to overcome the problems or barriers / obstaclesthat arise in the implementation of tasks and functions.Based on the conclusions of the research results it is suggested that the organization needs analysis isalways done periodically and continuously so that the future organization of the secretariat ofTomohon area will be more effective in carrying out the duties and functions as mandated by thelegislation in force.Keywords: effectiveness, organizational management

Abstract

Abstract : This research aims to know the role of Government in development in the village of Dodap sub-district ofTutuyan. This study uses qualitative methods with selected informants consisted of the village head/old/Sangadi Law,Secretary of the village, head of Development Affairs, head of BPD, head of Dusun, and local communities. Datacollection techniques used are interviews, observation and documentation. Qualitative data were analyzed withdescriptive narrative supported by primary and secondary data. The results showed that the associated role ofGovernment in development in the village of Dodap sub-district of Tutuyan has shown a fairly good results, in terms ofmaking new innovations in development, interaction and relationship building with community through socializationand the construction. It can be seen from the construction work training Hall, a cooperative village, smart village alsoworship facilities, and medical facilities and much more. In addition to counseling groups making the villagers by givingan explanation of the development of physical and nonphysical. Similarly, the ability of the Government in memanajand manage natural resources is already fairly well with how to increase self-reliance, dig the creativity of local resourceof the village in order to create a more productive village in processing the results of the source natural resources in asustainable way. In addition to that Government's role as a pioneer in the development of a Government which is alsoquite good also down directly to a location without intermediaries or without connecting, media and Governmentdirectly become a motivator in the work programme, the givers of guidance and direction for the community inparticipating actively in every development and also the Government coordinating direct factors that can push the paceof development and the granting of aid in the community. The development process undertaken by the Government inthe village of Dodap is quite good starts with creating a strategy and work plan according the decision of the team workof the village Dodap and align development village through the efforts against policies in building villagers in theautonomous region. Abstract

The point of the special autonomy for Papua region which are intended to improve the standard of living in terms of improving the welfare and progress of the people of Papua, the freedom to empower wealth, accelerating economic development and respect for the rights - basic rights of the people of Papua, but in reality the impact of the implementation of the policy for ± 13 years has not been fully felt by the indigenous people of Papua. This study used quantitative methods with sampling done by 5 (five) village 1 (one) villages in the region of East Mimika district of Papua Mimika Provini. The study sample of 100 respondents assign less capable of being taken at random, from 5 villages and 1 sub-district with a number of different respondents Wania village where the village as much as 9 respondents, 15 respondents mware village, village Tipuka were 21, 16 Kaugapu village people, village Hiripau 6 and hometown Pomako 33 people. Making the sample size is determined by the number of residents in each village / urban village. Collecting data on the use of simple linear regression statistical analysis and product moment correlation. Based on the analysis of the data showed: (1) the regression coefficient of the special autonomy impact on the welfare of indigenous Papuans is 0.689 scale. (2) the correlation coefficient of the special autonomy for the welfare of the indigenous people of Papua is 0.345 and the coefficient of determination is 0.119 or 11.9%. Based on these results it can be deduced that the impact of the special autonomy policy on the welfare of indigenous Papuans enough impact on the indigenous Papuans. Based on the conclusions suggest that the performance of the special autonomy be improved in order to give effect to the indigenous people of Papua is not a good standard of living. Abstract

ABSTRACT: This study is based on the results of the initial observation that the performance of employeesgovernment environments Eastern District of Siau indicated relatively low. This condition is presumablyrelated to the implementation of policies not optimal development of human resources quality civil servantsin the region. Thus, this study aims to: (1) Examine the impact of the quality of human resource developmentpolicy environment of government civil servants Eastern District of Siau Island District Sitaro. (2) to analyzedifferences in the performance of employees government environments Eastern District of Siau IslandDistrict Sitaro between before and after participating in education and training (Training).This research applies descriptive and quantitative approach combined with a qualitative approach, thesample of respondents purposively set as many as 44 employees. After analyzing the data collected byapplying the product moment correlation technique and simple linear resgresi.The results of data analysis showed that (1). The average implementation of the development policy ofhuman resource quality of civil servants and the gains of government employees districts Siau Timur, bothare in the category of "medium" or not achieve optimal results. (2) Policy development of quality humanresources dilingkingan government civil servants Eastern District of Siau positive and significant impact onemployee performance improvement.The conclusions that can be drawn from this research is that an employee who has been following thedevelopment program through education and training (training) showed a much higher performance thanbefore following the employee development program. Abstract: The purpose of this study was to find out the quality of free public health service in Nabire district general hospital.Research benefits as an information material for district goverments and communities. The method used is qualitativemethod with descriptive appoarch type and research location at general hospital of Nabire district. Based on the results ofresearch in accordance with the speed,timelines of service,accurate and quality but in the district general hospital Nabireuntil now the quality of healt services is not timely in health services and provide inaccurate data in the service and qualitythat is given has not run well in public health service because the quality of free public health service in Nabire districtpublic hospital has not done well. Abstract

ABSTRACT : Hospital is a health care institution that organizes personal health services in plenary thatprovides inpatient, outpatient, and emergency department. In connection with the Hospital opened healthservices through programs that one Regional Health Insurance program (JAMKESDA) which is aprogram for the poor that health care costs are guaranteed by the Government.This study is intended to answer the "Is service health insurance program area (JAMKESDA) in the cityof Bitung is already effective. This study uses a qualitative method. Data source / informant study is thehead of the general hospital one person, public hospital employees 10 people, and participants Jamkesda20 people, so the total number of informants there were 31 people. Primary data collection using thequestionnaire technique and help with the interview.Results of the data analysis showed that the implementation of the regional health insurance servicesprogram (JAMKESDA) in the city of Bitung is already operating effectively, although not optimal. Basedon the results of these studies conclude that it is not optimal effectiveness of the implementation of theRegional Health Insurance services program (JAMKESDA) related to the implementation of satisfactionindicators and indicators of adaptation that has not been effective, both the level of satisfaction ofemployees / employee hospitals and patients and families of patients who have not been satisfied on theservice they received.Referring to some of the findings in this study, then to optimize the achievement of effectiveimplementation of the Regional Health Insurance program (JAMKESDA) in city Bitung forward, needs tobe optimized implementation of satisfaction indicators and indicators of adaptation, through increasing itscapacity to adjust to the dynamics and demands of internal environment and externally.Key words: : Effectiveness of Care Regional Health Insurance Program (JAMKESDA).
