Abstract

The local government as a stakeholder in the area should be responsible for the implementation of the development so thatcreated equitable development and the process of effective and efficient Accountability the purpose of the research is toknow the accountability the management of the budget revenue of regional expenditure in infrastructure developmentThis research uses descriptive approach that is qualitative. The focus in research is the accountability of the managementof budget revenues and expenditures in the area of infrastructure development area in North Halmahera Regency. Datacollection was done through the study of librarianship, Field Studies, interviews, direct observation (observation). In thecurrent study qualitative analysis method is used.The results showed a GRANT Management Accountability in the area of North Halmahera Regency of honesty and lawhave not been too good, this in view of the still existing of abuse of authority in matters of local development planning. Thencompliance with regulations or legislation are still less well so there was created a governance which is good anyway. Theprocedures used in pushing the course assignments and functions of development planning in the area of North HalmaheraRegency not too good because the supporting tools used have not been too complete. The competence of human resourcesremained a major constraint, so that the implementation of development programs that have not been too kind to result ina goal that has been set yet to be achieved. Still the lack of precision of the policies taken by the Government of NorthHalmahera Regency so in charge policy has not taken too well.Keywords: Accountability, Management Of Budget Revenue And Spending Areas, Infrastructure Development

Abstract

ABSTRACT This research comes from problem that policy of public services inparticular related to implementation UU 25 nomor tahun 2009 about public serviceshas not impleminted by western halmahera district goverment specially in subdistrictjailolo office. This cordition indicated that has not enough quantity and quality theservices employer of human resources office building, facilities and equipment forbacking up services has not enough.This research used qualitative’s approximation with application description method.Data and information gathered by the interview technics to is informan, andcompleted with observation technic and dokumentation, then analyzed withapproximation interaktion-description technics.There by, inferential that problem can impeded implementation public services insubdistrict jailolo office has not enough quantity and quality of human ( employer )public services. There fore, suggested a goverment of western halamhera need involveservices employer in exercise functional on the services sector and pay attention hargeof falility and infrastructure with equipment for backing up service, especiallyreallocate building subdistrict office to representative location and to completingfacility with equipment for backing up services so as to recipient service receiver feelcontented on the given services from subdistrict jailolo’s goverment.Keywords : Policy Implementation, public service

Abstract

Abstrac : Public service is the right of every citizen that must be given by the government. But the fact is the one who should serve the citizens haven’t done it well. It seems that they still don’t have much concern about their responsibility moreover, their (government employees’ or civil official’s) accountability still can’t be accounted for even to their leader in terms of public serving. Because they still have some significant problem.This research uses qualitative research methods, descriptive. Abstract

Abstract : This research is based on the handling of public complaints that can not be handled properly by thepuskesmas. The public service system is still constrained, resulting in a demanding society for thedissatisfaction of the services provided. The unavailability of places or containers in receiving variouscomplaints from the community directly, even the unavailability of suggestion boxes or input from thecommunity on services provided by the puskesmas. This research intends to know the Handling of PublicComplaints on Health Service at Puskesmas Pasan District of Southeastern Minahasa. The theory used is thetheory of complaints handling according to Dyah Hariani is the problem of delay in service process, lessfriendly officers, and information that is not clear. The method used is qualitative method with descriptiveapproach. With his instrument as a researcher himself with informants seven people. Data analyst techniquessuch as observation, interview, and documentation. Research location at Puskesmas Kecamatan Pasanlocated in Towuntu Timur village. The result of the research shows that the problem that raises thecomplaints in the community about the health services provided by the puskesmas has not been in accordancewith the expectations of the community. This can be seen from the fact that the problems or complaintssubmitted by the community are handled or responded quickly by the puskesmas. Researchers provide adviceon this research that the importance of paying attention and manage complaints from the public to improvethe quality of public services better. So every government administration needs to pay attention to complaintsfrom the community especially on health services by puskesmas.Keywords: Handling Complaints, Society, Health Services

Abstract

Abstract: The rural government continues to organize national tax system, the tax system in question is a reflection of a sense of justice, kesadarandan thorough in the sense that the tax levied on the tax object both large and small as well as to involve all levels of society. It is clear that basically the payment of taxes from the people intended for the prosperity of the people, or in other words from the people for the people. National development which resulted in the rapid development in various fields of life and public facilities ever increasing. As for the goal of this research was to determine how the leadership role of the village chief to increase public awareness in paying property tax. Through a state income tax policy can be enhanced, economic growth can be controlled, equitable distribution of income can also be implemented.The research method uses descriptive qualitative research explorative, primary data source is the village government apparatus numbering 12 people and the taxpayers of the UN which is determined in accordance with the number of sample as many as 13 people so the total sample used at the same informant in this study is the number 25 person. While the population in this study are all elements of society that are planted in areas of research Tolotoyon rural government efforts to encourage people to pay property taxes, government task forces village as a tax manager can actually provide motivation, socialize, coaching, counseling that how important it is for the state tax for the benefit of the people and the development of both infrastructure and superstructure areas , Awareness and obligations of society, especially in rural Tolotoyon felt still not all have a responsibility to pay taxes, administrative arrangement should be done well in order to motivate community members to achieve the goal of property tax payments, should be more intensive in providing socialization, counseling held , provide guidance to the public as taxpayers so that people can pay taxes on time.Key words: Leadership Rural Head, Tax build

Abstract

This research was carried out by focusing the discussion on the problem ofpolicy implementation in the public service population and civil registry offices in NorthHalmahera Regency in making ID cards. This study aimed to determine how the implementationof public service policy has been conducted in the department of population and civil registrationdistrict of North Halmahera in terms of ID cards, and to help authors understand how theimplementation of the pubic service policy is applied in the sphere of local government,particularly the official residence and recording civil.This research was conducted using qualitative research methods in the Department ofPopulation and Civil Registration, the Government of North Halmahera, North Malukuprovince the number of respondents is as much as 10 employees in the Department ofPopulation and Civil Registration District of North Halmahera. The technique used to performdata collection is observation Participation (participan Observation), in-depth interviews (indepth interviews), and study documentation. Data analysis techniques used in qualitativeresearch is a model of Miles and Huberman. Based on the research conducted, it is known thatthere are objective or objectives are clear and consistent policy regarding the ID card in theoffice of population and civil registration district of North Halmahera; There is strongtheoretical support in formulating policy ID card at the Office of Population and CivilRegistration District of North Halmahera; law foundation policy implementation process ofpolicy-making government-issued ID card at the Office of Population and Civil RegistrationDistrict of North Halmahera which ensures compliance of the employees in the Department ofPopulation and Civil Registration in North Halmahera district to collect data of ID cards; Thereis a good commitment from the employee to perform the tasks in the success of local governmentprograms in the field of Population and Civil Registration; There is support from stakeholdersas well as the entire community in supporting the Office programs to create an orderly society interms of administration; and support the development of social, economic and political in aneffort to prosperity.Keywords: Implementation, Public Services Policy, Office of Population and Civil Registration

Abstract

Implementation of self-help stimulant assistance for Buo village community, Loloda sub district, WestHalmahera district, North Maluku province. This research uses qualitative method (Observation, In-depthInterview (Indepeth Interview), Documentation). Informant of this research as many as 10 people, 2employees of Housing and residential area, 1 contractor BSPS, 3 village government, 4 Communityreceiving BSPS. Abstract

Abstract:This research aims to know and observe the implementation of the program of development ofmicro small medium by the cooperatives, micro, small, and medium-sized city of manado. an increase inhuman resources of micro-entrepreneurs, small and medium enterprises are also very limited. Thus thisgreatly affects the performance of the Department of cooperatives and micro small medium manado wellin data retrieval and processing of data. enterprise development for micro, small and medium enterprisesappear to have been hampered due to lack of capital and also the soul of entrepreneurship(enterpreneurship). This is due to the lack of a partnership effort with the banks and State-ownedenterprises. the factors that cause this internally caused from employees of HR Department ofcooperatives and micro small medium manado city is still limited, especially in terms of mastery ofaccounting cooperative. This needs to be there is special training for employees to master the accountingcooperative so that information will not experience difficulties. external factors that emerged was the lackof human resource capacity of the micro, small and medium enterprises.The research methods used in this study is a qualitative method, with the techniques of primaryand secondary data collection performed by the library studies and fieldwork (interviews, observation anddocumentation studies). as for the respondents/informants of this research is the Head Office of microsmall and medium city of manado: 3 sub field of micro small and medium enterprises: 6 peopleperpetrators of micro enterprises small and medium-sized city of manado. with the data analysistechniques in reduction of data, data presentation, and conclusion and verify the withdrawal.The results showed that the effectiveness of the implementation of the program of development ofmicro, small, and medium (micro small medium-sized) (a study in the Department of cooperatives andmicro small medium manado) in measure of concept by gibson (1984), namely the production, efficiency,customer satisfaction, adaptation, and development. In view of these five aspects, namely the production,efficiency, customer satisfaction, adaptation, and development of almost everything said has not beengoing well. These are all proven to be due to the utilization of human resources in the Department is stillminimal. Additionally in terms of funding for the capital in a given community micro small medium is stillvery minimal as well. In the management of the loan capital is also very difficult and very convoluted belit.Referring to the discussion and the conclusions above suggest then. in order for the Departmentof cooperatives and micro small medium city of manado in the efficiency of implementing the developmentprogram of micro small medium to medium small micro-businessmen should be based on a sense ofresponsibility to improve the welfare of the principal micro small medium and not for the personal benefitof a certain group or bureaucracy. Department of cooperatives and micro small medium manado moreinternal organization, i.e. fix by doing makeovers, engage actors micro small medium to be more willing touse the Department of cooperatives and micro small medium city of manado as a training and learning interms of entrepreneurship. and provide satisfying service for your principals micro small medium. in orderfor the Department of cooperatives and micro small medium manado city is more closer to the principalsof small medium and micro enterprises can carry out the program to its full potential. and in this case alsorequired the importance of good teamwork and a fellow co-worker that compact implementation of theobjectives to be achievedkey words: effectiveness of program implementation the development of micro, small, and mediumenterprises

Abstract

Community participation in development planning is very important for development planning. Becausebasically the planning process for village development cannot be separated from the participation of thecommunity itself. The purpose of this study was to determine community participation in developmentplanning in Pintareng Village. This research uses descriptive qualitative research methods. Datacollection techniques used are observation, interviews and data collection with documents. To see howcommunity participation in development planning in the Pintareng village. The researcher uses threeindicators namely: contribution of ideas, contribution of funds and goods and contribution of personnel.Based on the results of this study stated that community participation in development planning in thePintareng village is still not good, because people are still less aware of the importance of them participatingin development planning. Thus I can be concluded that the awareness of the community in developmentplanning in the Pintareng village is still not good.Keywords: society participation, Development Planning
