Abstract

Abstract : The background of this study is that each village has difficulties or obstacles to be solved in order to achievecommon goals. The constraints occur in various participation and the field of development planning, whether or notachieved the development of the quality of existing human resources. Therefore, the researcher focused on CommunityParticipation in Development Planning in Igo Village, North Loloda Sub-district, North Halmahera District. The problemsin this research are how the community participation, the efforts made and the results achieved in improving participationbased on development planning in Igo Village. This research is a study of qualitative descriptions by taking the backgroundof Igo Village. The purpose of this study was to decrypt the community participation in Igo Village. The data collection isdone by observation, interview, and documentation. Data analysis is done by data collection, data reduction, datapresentation then drawn conclusion.The results of research using participatory methods in development planning in Igo Village begins with thegovernment conveying the goals of development planning and motivating the community, presenting information,evaluating community participation. While the results of community participation in Igo Village experience a lack ofimprovement, this can be proven by the final evaluation of development planning that is in the category less than themaximum because the community is less participate in development planning. The improvement of the final evaluationresult on community participation is inseparable from the role of the government that continues to invite, motivate, thecommunity to participate in the development planning that the village or village government is proposing to the village.Keywords: Participation, Planning, Development

Abstract

Abstrak :Subdistrict Singkil is one of the districts located in the region of Manado North Sulawesi province. The total area of the District Singkil is 386.4 ha, which consists of nine villages and forty-eight environments. Singkil subdistrict has a population of ± 60 272 people, made up darilaki 30,412 men and women 29 860 soul spirit, soul and compulsory ID cards 44,837 18,301 heads of household life. The implementation of e-ID card service policies in Singkil District of Manado City in general has been effectively seen in four important aspects of the policy implementation process as proposed by Edward III, namely: (1) communication: communication that occurs in the implementation of e-ID card service policies in the District Singkil Manado has been implemented in accordance with what is set, the instruction or command leadership to the staff of the e-ID card service program in the district of Singkil is clear, the information provided leadership to the executive employees are clear and easily understood by staff / employees implementers, as well as methods of implementation clear and easily understood by the public, (2) the resources, in terms of the number of executive staff, information / knowledge held by employees of executive, budget, and facilities supporting the implementation of the e-ID card program, everything is good and adequate, (3 ) disposition, judging from the support of this program, the priority of this program, competency, commitment executor, and the role of leadership in funding for implementing an employee incentive, showing disposition of this program is good, all the elements / components of the government in supporting the implementation of this program. (4) The structure of the bureaucracy, as the structure of the implementing organization / division of labor, standard operational procedures (SOP), the mechanism of service procedures, as well as the standard completion time implementation of e-ID card program in the District Singkil is good and in accordance with the instructions of the implementation.Keyword : implementation of policy, service

Abstract

Penelitian ini untuk mengetahui dan menganalisis mengapa Implementasi KebijakanPengarusutamaan Gender oleh Dinas Perindustrian dan Perdagangan Daerah Provinsi SulawesiUtara pada Program Pengembangan Industri Kecil dan Menengah Tahun 2018 belum berjalanoptimal.Penelitian ini menggunakan pendekatan kualitatif. Teori yang digunakan berdasarkan implementasikebijakan Edward III, dilihat dari aspek komunikasi, disposisi atau sikap pelaksana kebijakan, danstruktur birokrasi. Sumber data primer merupakan data yang langsung diperoleh peneliti di lokasipenelitian dengan cara melakukan wawancara dengan sejumlah informan. Sementara itu, sumberdata sekunder diperoleh dari sumber kepustakaan sebagai pendukung. Informan penelitian, yaitu :Kepala Dinas, Kepala Bidang Fasilitasi dan Pengembangan IKM, Kepala Sub Bagian Perencanaandan Keuangan, serta Kepala Seksi pada Bidang Fasilitasi dan Pengembangan IKM. Tehnikpengumpulan data melalui observasi, wawancara dan studi dokumen.Hasil Penelitian menunjukkan bahwa kebijakan pengarusutamaan gender belum optimal diimplementasikan pada program pengembangan IKM karena factor komunikasi dan disposisi yangtidak mendukung.Disarankan agar menganggarkan dan melakukan kegiatan Pelatihan Kantor Sendiri dengan isukebijakan pengarusutamaan gender. Melakukan review terhadap seluruh dokumen perencanaan,kerangka acuan kerja, standar operasional prosedur (SOP) agar responsive gender. Memberikansanksi disiplin kepada pelaksana program dan kegiatan yang lalai dalam menerapkan kebijakanpengarusutamaan gender. Abstract

Abstract: Law No. 6 of 2014 on the village of securing that one function of BPD is a supervisory institutionin the village. The purpose of this study was to determine how the oversight function of BPD in theimplementation of rural development in the district Galela North Halmahera.Research using qualitative, methods. Informants were taken from the elements associated with theimplementation of development in villages, the village government (village head), BPD, the villagecommunity institutions (LPM, PKK and others), and residents of rural communities. The totally number ofinformants there are as many as 12 informants.. data collection by interviewing techniques; while the dataanalysis using analytical techniques interactive model of Miles and Hubernann.Based on the results of the study it can be concluded that the supervisory function of BPD in theimplementation of rural development in the district Galela North Halmahera has been implemented fairlywell, but not maximum views of as many as fourteen dimensions of the implementation of the supervisoryfunction used in this study.Based on the conclusions of the research results it is necessary to put forward suggestions: (1) BPDshould strive to carry out oversight functions professionally and objectively without influence or interventionfrom the chief. (2) MRD should be people who have good skills in aspects of knowledge / education,experience, mental attitude, and have a commitment and integrity in running duties and functions assupervisory institutions in the village. (3) BPD should be supported by local villagers in performing its dutiesand functions; and therefore it must be good cooperation between the BPD and villagers.Keywords: supervision functions, BPD, the implementation of rural development.

Abstract

ABSTRACTThe head of the environment as an extension of the hand of the Government in the area of the smallestof the Wards have a strategic role in order to provide service to the community while bridgingthe implementation of Government programs and activities, therefore in carrying out the duties andfunctions of the head of the environment required for professionals. Professionalism is measured from theability to perform the duties and functions of a high quality, the right time, and with the procedures that are easyto understand. Of the approach, the concept of professionalism can be seen fromthe indicator: creativity (creativity), innovation (innovation) and Responsiveness (responsivity).This research was compiled based on qualitative research methods with data collection techniques in the formof observation, interview, documentation and technical analysis data used in this study is the analysisof qualitative data with the informant that add up to 48 people. The results showed that most headsof Environment in Lembeh South yet professional in carrying out the tasks and functions seenfrom less creative head of environment in providing services, as well as lack of innovation or new work beingdone in utilizing the technology. The factors that affect it, such as the level of education is still low,leadership, understanding of the tasks and functions, compensation, and yet the existenceof measurable performance evaluation. Therefore need to be laid out an activity of coaching and trainingfor the head of the environment in order to better understand the tasks and functions as well asincreasing competence.Keywords: Professionalism, Head Of Environment

Abstract

The discipline policy implementation of  PNS how to as set in the PP. 53 years 2010 by the apparatus of subdistrict?s government be expected  can realize the effectiveness of the governance subdistrict. However, the fact remains that governance subdistrict not running optimally effective. In connection with this problem it is necessary to research on how the discipline policy implementation of  PNS in the employee Pasan subdistrict?s goverment, and what the discipline policy implementation of PNS has been increasing effectiveness of the governance subdistrict. Method used is qualitative method. Data sourch/informant taken from appratus elements/employee of subdistrict?s goverment as much as 9 peoples, and elements in the employee of Pasan subdistrict as much as 6, so that all informants as many as 15 people there. Data collection techniques using interview techniques. While the analysis of the data using qualitative analysis techniques interactive model of Miles and Hubernan. Research results show : (1) the discipline policy implementation of PNS in the apparatus/ employee Pasan subdistrict government is good enough but not maximum views from aspect tribute, appreciation, obedience, and docility employee on the basis of consciousness/conviction to regulation, standard norm or prevailing values; employee's ability to perform tasks and duties according to the rules, norms, standards or values ??that apply; and willingness and ability to accept and carry out the sanctions for breach of discipline. (2) effectiveness of governance subdistrict not optimal but is good enough views from level of ability and the success of implementing the program/implementation of general governance activities and implementation of regional autonomy matters in the scope of their duties or delegated by the Regents particularly meaningful public service. Based on that research result taken conclusion that PNS have the discipline policy implementation can improve the effectiveness of governance. Based on conclusion research result suggested the need for efforts to improve awareness in the apparatus Pasan subdistrict?s government about the importance of obeying and complying with all the provisions of the disciplinary rules PNS the taska and position. Abstract: this study aims to facilitate any work that was conducted in Ministry effectiveness seehow retirement payment of civil servant in PT Taspen Manado Branch. Based on the results of thestudy Branch PT Taspen Manado need to increase retirement payment service so that there is no delayin payment of retirement services.Research methods in this study is a qualitative research method, and data collectiontechniques in the study ofobservation/observation directly to the location of research, conduct interviews, and documentation.The results showed there is still a delay in the payment of pensions of the Ministry civilservant in PT Taspen. branch of Manado. Abstract: Management in tourism or so-called tourism management is a series of actions planning, organizing,mobilization, and supervision undertaken to determine and achieve the targets that have been determinedthrough the utilization of human resources and other resources in the field of tourism. The tourism sector isone of the regional development sectors and has an important role in the economy either as a source of foreignexchange or income. Siau Tagulandang Islands District Biaro has a religious tourism object that is the Statueof Jesus Blessing which is strategically located in the coastal promontory of Balirangen Village, South EastSiau District which is managed by Tourism and Culture Office of Siau Tagulandang Biaro Regency. In aneffort to manage this object is faced with various problems such as the lack of awareness will treat existingtourist sites by polluting tourist areas such as littering, this is due to the availability of waste bins that are stilllacking to be placed in some places and the road to go to the location of the statue which is still not built andbeberaa visitor facilities that are not maintained and can not be used. Therefore, the focus of this research ison the management of the object of the statue of Jesus blessing in the district of Siau Tagulandang IslandsBiaro by using descriptive research method with qualitative approach which is analyzed by using managementtheory by George R. Terry namely Planning, Organizing, Actuating and Controlling. The result of the studyshows that the management of the object of Jesus statue in the district of Siau Tagulandang Islands Biaro isstill not optimal, because there are still problems found in the actions of Organizing and Controlling. Suggestionfrom researcher to government to pay more attention to management of this tourist object seriously andresponsible in order to remain become mainstay tour of society and icon of Sitaro Islands district.Keywords: Management, Tourism, Tourist Attraction

Abstract

Abstract : The progress and setbacks of an organization depends on leadership qualities of a leader.Seen from the point of view of any leader is always placed on one very important point. The role of aleader in an organization or group is vital. Because in that role, a leader will help the organization torealize its vision and mission. the purpose of this research can be formulated as follows: To determinethe effect of Leadership Influence on Performance of Civil Servants in the District Office DistrictTagulandang Sitaro.This is a descriptive quantitative research, which describes the relationship between variables toanalyze numerical data using statistical methods through hypothesis testing. In this study took theentire population of employees at the District Office Tagulandang Sitaro Regency, North Sulawesi,which consists of 18 people.Results of simple correlation analysis showed that the leadership role positively and significantlycorrelated to the performance of an employee or significant influence with the power of 58.7%;meaning that developments in performance of 58.7% is determined or influenced by the leadershiprole.Keywords: Leadership, Performance

Abstract

This study moved on to the phenomenon of the location of the study regarding the existence of some of thecommunity users of health services in the Tahuna Barat Puskesmas about the inadequate quality ofhealth services provided by puskesmas officers. Thus, this study aims to determine the extent of theinfluence of the work environment on service quality in the Tahuna Barat District Health Center, SangiheIslands District. Using descriptive methods and quantitative approaches, the data collected through thedistribution of Research Questionnaires (questionnaires) was analyzed using Frequency Table analysistechniques, while testing research hypotheses used statistical inferencing techniques, such as productmoment correlation analysis techniques and simple linear regression.The results of data analysis showthat (1) both the working environment (X) and the health service quality variable in the Tahuna BaratPuskesma are in the moderate to high category. (2) The results of correlation analysis and simple linearregression show that the work environment has a positive and significant effect on the quality of healthservices with a degree of determination of 38.9%. Thus, the results of this study empirically justify theunderlying theories so that the hypothesis The work environment has a significant influence on thequality of services in the Tahuna Barat District Health Center, Sangihe Islands District, it can be acceptedempirically very convincingly.Referring to the results of this study, it can be suggested: To improve thequality of service even higher, the management of the Tahuna Barat District Health Center, especially thelocal government of Sangihe Islands District, needs to conduct technical training for Puskesmas staff andnurses to improve their performance in providing health services people in needKeyword work : Enviroment, Service Quality, Health Center
