Abstract

Abstract :Implementation of the program to improve the application of technology and production of nutmeg in the sub-district west siau sitaro islands regency has experienced several problems such as the procurement prototype of nutmeg draining tool, construction of nutmeg drainage site, organic fertilizer procurement, provision of nutmeg seedlings, and lack of assistance and supervision Conducted by extension officers of agriculture / plantation. The purpose of this study was to find out why the Implementation of the program to improve the application of technology and production of nutmeg in the sub-district west siau sitaro islands regency has not gone well.This research uses qualitative research method. The data source is primary data and secondary data. Primary data were obtained from direct interviews with 1 head of food and agriculture department of islands district of siau tagulandang biaro, 1 head of plantation, 1 head of production section and farmer's produce, 1 secretary of trade and labor industry service, 1 head sub extension program, 1 agricultural extension officer, 2 Head of Village, 1 Chairman and 9 Members of Farmer Group of Nutmeg. Secondary data was obtained from food and agriculture agency of siau tagulandang biaro regency in the form of data, documents, reading material and library materials related to this research. Data analysis is done by data reduction, data presentation, and conclusion.The results showed that the organizational aspects related to the work unit that is related in the implementation of the program to improve the application of technology and production of nutmeg is the implementing agency of agricultural extension of plantation and forestry in this case the role of extension officers who are in fact not maximal. Not the establishment of extension officers in one sub-district so that the task of supervision and supervision by extension officers of agriculture / plantation is not maximal. This is due to the lack of resources of agriculture / plantation extension officers in the islands districts, especially in west districts. Aspects of interpretation relate to the understanding of extension officers of agriculture / plantation who understand that this program is very important and provide their own motivation in conducting socialization, counseling, mentoring and supervision. In contrast to the fact that supervision and supervision is very rare and not routinely conducted by extension officers of agriculture / plantation and lack of self-giving from agricultural extension officers in carrying out their duties also affect the course of the program. Aspects of application in this aspect of the problem is found at the agricultural extension implementing agency for plantation and forestry in this case the extension officers of agriculture / plantation who have not performed supervision and supervision tasks routinely, so that nutmeg farmers have not been able to apply technology and ways of processing nutmeg well automatically. Assistance provided is not used by nutmeg farmers because they do not dare to accept the risk that will occur due to misuse of the assistance provided.Based on the conclusions from the results of the research and the discussion that has been suggested, it is necessary to suggest some things that is, Need additional extension of farmer / plantation extension in West Siau Subdistrict Siau Tagulandang Biaro District so that each village / one village has 1 (one) extension worker It is written in Law number 19 year 2013, so extension worker in doing socialization, counseling, mentoring and supervision activities can be done with maximum. It is incumbent on extension officers to be able to share their knowledge through study or research conducted to be transferred to the community in need in this case nutmeg farmers as beneficiaries of the program. Abstract

ABSTRACT :This study questioned the fundamental problems, namely: the extent of theinfluence of policy implementation Budget Village (APBDes) the success of developmentin the village of Lovra Kusu District of North Halmahera Kao? Thus, this researchaims: to determine the extent of the effect of policy implementation Budget Village(APBDes), the success of Rural Development in Kusu Lovra Kao District of NorthHalmahera.This empirically using a quantitative approach to the application of descriptive andexplanatory methods. The data and information collected through questionnairesdistributed technique to 50 respondents, and is equipped with observation anddocumentation, then analyzed by applying techniques prosuct moment correlationanalysis and simple linear regression.Based on the results of data analysis, it is known that the success of the implementationAPBDes and Rural Development in the Rural District of Kao Kusu Lovra NorthHalmahera in the category "medium" or quite successful. This fact indicates that theoptimal policy implementation APBDes yet so can impact on non-optimal achievementof success of rural development in the village. This is due to inadequate availability ofresources, particularly the amount and quality of human resources involved in the policyitself APBDes.Thus, it can be concluded that the implementation of policy APBDes positive andsignificant impact on the success of rural development, particularly in rural Kusu LovraKao subdistrict of North Halmahera. To optimize the execution / implementation ofpolicies APBDes, North Halmahera district government needs to increase the numberand quality of village officials in charge of human resources managing rural financethrough professional technical training.Keywords : Implementation of policy, Budget Village, Rural Development.

Abstract

ABSTRACK : The purpose of this study was to determine the relationship between the leadership of the village head and village government performance in the village of Galela District Parent Mamuya North Halmahera. The study was designed as a descriptive exploratory study. The respondents were 35 comprises: the village head and village, administrators BPD, LPM board, PKK, and community leaders / religious / customary in the village Mamuya. Data collection instrument was a questionnaire in the form of structured questionnaire.Data were collected for testing hypotheses are primary data sourced directly from responden.Teknik analysis used for hypothesis testing is statistical analysis chi-square and contingency coefficient. The results of chi-square analysis and contingency coefficient to the conclusion that although the leadership of the village head significantly associated with the performance of village government. This means that the leadership of the village head related to the performance of village government; the better the leadership of the village head, the better the performance of village government.Based on the results of these studies suggested that the leadership of the Village Head Mamuya improved quality, both in performing its duties and responsibilities in the village as well as decision-making, coordinating tasks and work of the village, establish effective communication with the village, as well as oversee or supervise the implementation of the tasks of the village.Keywords: leadership of the village head, village government performance

Abstract

Manajemen adalah sebuah proses yang terdiri dari tindakanperencanaan,pengorganisasian,pelaksana dan pengendalian, dimana dalam masing-masing bidangtersebut digunakan Ilmu Pengetahuan dan keahlian yang diikuti secara berurutan dalam mencapaisasaran dan tujuan yang telah di tetapkan. Kemampuan Manajerial tidak begitu saja muncul.Kemampuan ini lahir dari suatu proses yang panjang yang terjadi secara perlahan-lahan melalui prosespengamatan dan belajar. Tujuan dalam penelitian ini bertujuan untuk mengetahui seberapa besarkemampuan Manajerial terhadap Kinerja Pegawai di Kantor Kecamatan Aertembaga Kota Bitung.Metode penelitian yang digunakan adalah metode suatu penelitian bersifat deskritif,asosiatifeksploratif dengan pendekatan kuantitatif. Instrumen dalam penelitian ini adalah –masing bidangtersebut peneliti itu sendiri yang didasari pada indikator teori peran menurut Sugiono 2009. Teknikanalisis data yang digunakan dalam penelitian ini adalah analisis regresi liner sederhana.Hasil dari penelitian yang dilakukan menunjukkan bahwa Kemampuan Manajerial CamatTerhadap Kinerja Pegawai di Kecamatan Aertembaga Kota Bitung. Hal ini dapat dilihat dari tugas danfungsi Manajerial itu sendiri yaitu berdasarkan dalam menjalankan fungsinya Kecamatan Aertemabagadiberikan Wewenang dalam Pengembangan untuk menjalankan tugas, khususnya dibidang pelayananmasyarakat. Dari uraian penelitian tersebut dapat di analisis bahwa pelaksanaan fungsi dan tugasKemampuan Manajerial Camat Terhadap Kinerja Pegawai di Kecamatan Aertembaga Kota Bitung. Halini dapat dapat dikategorikan belum efektif. Manajerial yang masih minim dan kurangnya pengalamanmanajerial itu sendiri guna penilaian belum berjalan sesuai dengan fungsi manajerial itu dan evaluasiguna menilaian pelaksanaan pembangunan belum berjalan sesuai fungsinya. Terkait dengan penilaianKemampuan Manajerial yang akan menjadi acuan bagi kedepannya.Kata Kunci : Pengembangan kepribadian, motivasi

Abstract

Abstract: This study berwal of experiences to the principal that is, the extent to which the influence of theleadership of the head of the village to increase public awareness in paying taxes on land and buildings inthe village kaayuran south district under the District Langowan minahasa. Thus this study aims to analyzethe influence of the leadership of the head of the village to increase public awareness in paying taxes on landand buildings in the village kaayuran south district under the District Langowan minahasa. This study usesquantitative methods to approach the descriptive analysis of data and information collected throughquestionnaires distributed to the technique 53 respondents were equipped with observation technique byapplying the technique of frequency tables, analysis of product moment and simple linear regression. Basedon the results of the data analaisi known that the answer respoenden on leadership clod village is in a classinterval between 22-25 with a .frequency of 25 respondents, or 47.2% This indicates that the average scoreof variable Leadership Village Head (X) are in the category of "high" while in the pay of the UN Awareness(Y) beada the class interval between 22-25 with a frequency of 23 respondents, or 43.4% , It can beinterpreted that the average scores in the Public Awareness variable pay land and building tax (Y) in thevillage of Down District Langowan Kaayuran the South are in the category of "high" It can be concludedthat the Leadership Village Head Down Kaayuran Southern District Langowan very ignifikan positive effecton the level of public awareness in paying property tax The village head in implementing transformationalleadership style tends to rely more effective in raising public awareness and building earth to pay tax, inparticular in Kaayuran village Down South Minahasa District Langowan.Keywords: Leadership village head, Awareness In Pay Property Tax

Abstract

Building a state apparatus to be more efficient and effective is a strategic step in carrying out thegeneral tasks of government and national development in the framework of implementing effectivegovernance. To create an effective government, the first step that must be taken is to improve the disciplineof Civil Servants. Because Civil Servants are the wheels of government that carry out their duties bothregional and central government. Therefore high discipline from Civil Servants will influence theeffectiveness of government administration. This research uses Quantitative research, which is trying toanswer the influence of Civil Servants Discipline variables on the Effectiveness of GovernmentAdministration. Data is collected by careful observation, including questionnaires in detailed contexts, aswell as in-depth interviews, as well as the results of the analysis. Scale statistics describes the average andstandard deviation of the dependent and independent variables, the average effectiveness of governance is22.50 mean with a standard deviation of 2013. the discipline average is 63.33 mean with a standarddeviation of 5.774. in the simple regression equation it can be seen that the regression direction coefficientis 0.281 and the constant coefficient (a) is 4.679. It is clear that the regression coefficient value (b) ispositive, which is 0.281. Y = 4,679 + 0,281X. Where every 1% increase in the value of the Discipline ofCivil Servants, the value of Government Organizational Effectiveness increases by 0.281 or 28.1% so thatit can be said that the direction of the influence of the Civil Servants Discipline variable (X) on theGovernment Implementation Effectiveness Variables (Y) is Positive.Keywords: Civil Servants Discipline, Government Organizational Effectiveness

Abstract:Controlling population growth rate is an attempt to suppress the human birth rate in order tocreate a society that is in harmony with the natural capacity. Especially for the city of Manado, Manado citypopulation growth each year has increased, with an average growth rate of 1.1%. To suppress the populationgrowth rate, Indonesia enacting Law No. 52 Year 2009 on Population Development and Family Development.Presence of Women Empowerment and Family Planning at national and local levels are expected to control thepopulation growth rate both nationally and locally.This study aims to determine how the policy Women Empowerment and Family Planning Manado incontrolling the rate of population growth in the city of Manado. The method used is a qualitative researchmethod with data collection techniques used is the study of documentation, interviews and observation.The results of this study indicate that the policy of Women Empowerment and Family Planning Manadoin controlling the population growth rate is the implementation of the Family Planning (KB). Policy supportingfactors, among others: the regulatory system, local regulations and rules mayor of Manado, the RegionalGovernment commitment to family planning and the Empowerment of Women designated by maketh revitalizefamily planning programs become part of the Development Plan 2011-2015; Commitment partners who are goodenough to support the policy of Family Planning and Women's Empowerment; Community participation inplanning programs and the Empowerment of Women in Manado City; and competence of employees adequateapparatus. The efforts undertaken include: Mobilizing and empowering the whole community in the programand the Empowerment of Women; Operasion strengthen human resources; Improving the survival and wellbeingof the family; Ensure the availability of contraceptives and service program for all participants; Improvedaccess to information and reproductive health services; Granting Extension and IEC to members of the PKK,public and Religion through the container meetings PKK village in Posyandu, as well as a group meetingactivities to raise family welfare (Generating), group activities of family resilience (BKB, BKR and BKL) by theextension staff planning in the field of the importance for families to the preservation of family planning;Conducting communication and interpersonal counseling (KIP-Counseling) to the EFA are not family planningthrough home visits by KB officers (PKB).Keywords: Population Growth Rate, Women's Empowerment, Family Planning.

Abstrak: Potensi sumberdaya alam yang ada di wilayah Kecamatan Wori masih sangat besar. Potensisumberdaya kelautan dan perikanan yang cukup besar dapat dilihat dari keanekaragaman ikan,potensi karang, serta hutan bakau yang dapat dimanfaatkan semaksimal mungkin untukpengembangan masyarakat nelayan di wilayah pesisir.Pembangunan bagi masyarakat nelayan menjadi bagian yang tak terpisahkan dari karakteristik dankehidupan masyarakat nelayan. Masyarakat di wilayah Kecamatan Wori adalah masyarakat yangheterogen karena terdiri dari berbagai macam suku, diantaranya adalah suku Sangir, Borgo, SukuBajo, Suku Minahasa, sebagian suku Jawa ,Gorontalo, Bugis dan sebagian pula berasal dari suku-sukulainnya yang di Indonesia. Abstract

AbstractThe existence of NGOs in the village is expected to play a role to support ruraldevelopment both direct and indirect, indirectly through the implementation of their ownprograms as well as directly through participation or involvement in rural developmentactivities undertaken by the village government. The role of NGOs in supporting ruraldevelopment can also be realized in their role as the aspirations channel of thecommunity, as a media that connect the communication between the government andthe community, as a media for mobilizing community participation in development, andas a public controller of the development in the village. Therefore, this study wasconducted to the extent of the role of NGOs in supporting rural development in thedistrict of South Pamona.This study used qualitative methods. Sources of data or informants drawn fromgovernment districts, village government, community organizations or LPMD in thevillage, leaders or community members, and administrators or managers of the NGO inthe sub-district / village, entirely as many as 13 people. Data collection is using interviewtechniques. While the analysis of the data using qualitative techniques.The results showed: (1) NGOs that exist and operating in South Pamona subdistricthas been proved in supporting rural development through programs andactivities that they are perceived to support the progress of the village, and providebenefits to rural communities, especially the target of the NGO itself. (2) The role ofNGOs in supporting rural development through their role as as the aspirations channelof the community, as the communication bridge between government and community, asa media for mobilizing community participation in development, and and as a publiccontroller of the development in the village, it can be realized but generally still limitedto their organization or they only focus for the members or target of the NGO itself. Theresults of these studies may lead to the conclusion that the existence of NGOs operatingin the community or village level, can really play a useful role in supporting ruraldevelopment.Based on the study results, it is suggested that the implementation of programsand activities must be adapted to local conditions, so that NGOs should coordinate withlocal authorities in this case can be the head of district or village in the preparation ofthe program implementation.Keyword(s): The role of NGO, Rural Development

Abstract: The implementation of village governance requires more optimal handling on the aspect of RuralApparatus Human Resources, in improving the competence of village head and village apparatus. In termsof management, it is necessary to increase the capacity of village government in village developmentplanning and budgeting, village financial management, village head leadership, village policy formulation,and village services. Based on the problems presented, this study aims to determine the competence of theVillage Head in the administration in the Village Tounelet Kakas District Minahasa District This researchuses qualitative method, which is a contextual research that makes man as an instrument, and adapted to areasonable situation in relation to data collection which is generally qualitative. The result of the researchshows that the competence of Tounelet Village Head in the administration of village government is seenfrom the competence of knowledge and attitude competence is good enough / adequate; But seen from thecompetence of skills and skills are still inadequate.Keywords: Village Head Competency, Government Implementation
