Abstract

ABSTRACT :To serve takeoff (departure) and landing aircraft (arrival) air is provided runway (run way).Takeoff or take-offs and landings are landing. The road connecting the runway to the apron. Abstract

This research aims to explain the development of the quality of community resources in the border area ofMarore Islands Sub-District in Sangihe Islands Regency. The program of developing the quality ofcommunity resources of the border area in the Marore Islands Sub-District of Sangihe Island Regency iscarried out by the Planning and Research and Development Agency (BAPELITBANG) of the SangiheIslands Regency. This research uses descriptive method of qualitative approach, and data collectiontechnique done by observation, interview technique and documentation. Number of informants as many as10 people. In this research using indicators of quality development of human resources according toNotoatmodjo, which in this process approach includes 2 indicators as follows; (1) education and (2) training.The result of the research shows that the development of the quality of border area community in MaroreIslands Sub-District is quite good. This can be seen from the existing education programs and trainingprograms in the border areas to develop the quality of community resources in the border areas. But thereare still some obstacles related to such programs such as the lack of educators so that the utilization ofexisting facilities has not been maximized. Other obstacles include the lack of public interest to participatein that programs.Key words: Development, Quality of Human Resources, Border Area

Abstract

The implementation of management of village-owned companies must touch the community through the utilization of existing potential in the village with the aim of improving the economy of the local village community. The purpose of this study was to determine the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and data collection with documents to see how the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency. The researcher used four indicators, namely: planning, organizing, actuating and controlling. Based on the results of this study it was stated that the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency had not been effective and efficient, because the planned program has not been in accordance with the needs of the village community in general, organizing that is not in accordance with the needs of the business entity, actuating carried out in the conduct of business activities is not maximum, and controlling was not optimal. Thus It can be concluded that the achievement of the objektives of implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency it was not effetive and efficient.Keywords: Implementation, Management, Of Village, Business Entities.

Abstract

The purpose of this study is to explain the process of implementing hygiene managementpolicies in Malalayang sub-district, Manado. This study uses a qualitative descriptive method, which is toexplain or describe descriptively about how and why various variants or factors related to theimplementation of hygiene management policies in Malalayang sub-district.The results showed that 1.The enactment of the Mayor of Manado regulation No. 13 of 2016 concerning the delegation of authorityover hygiene management to the Malalayang sub-district of Manado City, when viewed from aspects ofstandard policies and targets, resources, communication, characteristics, social, economic, political andaspects of involvement attitudes or dispositions are appropriate and appropriate application indicated bythe results of interviews of all informants who argued that the level of perception was good and satisfiedwith the performance of the Malalayang District government along with its staff in hygiene management,2. Implementation of hygiene management policies in Malalayang sub-district when viewed from fiveaspects namely policy standards and targets, communication, characteristics, involvement of the social,economic, political environment as well as aspects of attitudes or dispositions, the implementation hasbeen effective and good, but when viewed from the aspect of resources, management of cleanliness is stillfelt to be not efficient enough from in terms of the time of completion and still not suitable as expected tocompensate for the large volume of waste produced, due to the limited resources available such as: theneed for additional facilities for garbage transportation vehicles and daily freelancers (THL), there arestill long distances for every facility and infrastructure for hygiene management in urban villages.Keywords: Policy Implementation, Hygiene, Management.

In any case, however we can not be shifted from the fact that the face of life as it is today, partlydetermined by existing human resources. For, as we already know, most of the future is determined by humanactions. What we do today, significantly affects the face tomorrow. Feels or does not present the progress of scienceand technology (Science and Technology) has been so rapid. Communication of information has brought progressand changes in all fields, especially the progress of the quality of Human Resources to create a skilled, competent,skilled cultured and virtuous in the face of opportunities and challenges in the future. Therefore, the research is theRegional Government Strategy in Improving Quality of Human Resources in the West District of Manokwariregency Manokwari, West Papua Province.This study uses qualitative research method using data analysis techniques SWOT. Analysis of internalFator produce factors strengths and weaknesses. Strength (Strengths) that repon The High Society, SpecialAutonomy Fund The Big and The Big Local Revenue. Weaknesses (Weakness) that low levels of education, lack ofguidance and Labor Productivity Development, Lack of Infrastructures, lack of experts and lack of attention fromthe Government. External factors result in opportunities adann threat factor. Opportunity Factors (Opportunities),namely the Advancement of Technology and Natural Resource Rich. Threat factor (Threatments) ie Mindset ThatLess Open, Intervention Of Public Affairs and Poverty Level.Based on the SWOT analysis, set out four strategies, namely: mengupayahkan expansion and equity ofeducation and productivity enhancement and development of society, improvement of public services with improvedquality of personnel and the implementation of balanced development, encourage increased intervention and publicawareness, exploritation potential areas based technology.Key words : Strategies of local governments in improving the quality of human resources, SWOT

ABSTRACT: Region income is the thing very important in process region development. Any problem the big enough pasca region autonomy is dependence of region government in balancing finances from central government. The thing because weak of capability region government in manage potential in region for increasing them real income. Thus too with autonomy region South MinahasaRegency  must have capability to dig the sources self finances, it manage and used to costing of implementation it region government included to benefit region retribution. Region retribution is region pickings be source region income South Minahasa Regency the potential, to costing carrying out implementation region government. See to be a direction of implementation this research to study and analyzed is with carrying out region retribution can give contribution to accepted PAD in South Minahasa Regency as soon as implementation decentralization be autonomous. In this research used descriptive research method, and the sample in this research is acceptance data region retribution years 2007 until with 2011. Sources this secondary data resulted from Finances Organizing Income and Assets Department South Minahasa Regency. In this analyzed to used formulas statistic descriptive, is analyzed presentation, average calculation, and least square analyzed. From the result this research has been point out the region retribution be any sector/source the real income from a region specially in region South Minahas Regencyhave contribution not significant to increasing acceptance PAD Finances Organizing Income and Assets Department South Minahasa Regency in 5 years latest 2007 until with 2011. For South Minahasa during estimate years 2007 until with 2011 region retribution in every years experience taking down in to give contribution to PAD. Abstract

Penelitian ini dilakukan untuk menjelaskan efektivitas kerja pegawai di Badan Keuangan danAset Daerah Kota Manado dalam kajian ilmu administrasi publik.Didalam penelitian ini peneliti menggunakan jenis penelitian kualitatif. Sumber data utamadalam penelitian kualitatif ini adalah seluruh kegiatan dilapangan berupa pernyataan dan tindakandari semua implementor yang diteliti. informan didasari atas pertimbangan informasi, yaitu informanyang dianggap memadahi. Dengan demikian informan yang diwawancarai dalam penelitian berjumlah10 orangHasil Penelitian Menunjukkan Pencapaian tujuan kerja yang dilakukan selama ini adalahdengan memberdayakan potensi yang dimiliki oleh pegawai, bersinergi dan bekerja sama sertaberintegrasi. Pencapaian tujuan masih diperhadapkan dengan waktu yang sering dianggap kurang.Produktivitas kerja yang dihasilkan Badan Keuangan dan Aset Daerah Kota Manado dalam kaitannyadengan meningkatnya presentase pada pengelolaan keuangan dan pengelolaan aset Pemerintah KotaManado dilakukan dengan baik. Kendala yang dihadapi dalam capaian produk atau hasil kerja banyakdisebabkan oleh belum optimalnya ketersediaan data base untuk memberikan informasi kinerja,rendahnya kesadaran aparat terhadap pemanfaatan hasil pengelolaan keuangan dan perencanaanpenganggaran dan evaluasi pelaksanaannya dan belum optimalnya upaya perbaikan kinerjapelaksanaan program/kegiatan yang didanai dari APBD). Kepuasan kerja pegawai belum sepenuhnyadimiliki oleh pegawai dalam aspek individu yang berkaitan dengan kebutuhan dan pengembangankarir akan tetapi telah baik ketika pekerjaan terlaksana dengan baik, adanya hubungan kerja dankerjasama yang terjalin dengan sesama pegawai dan pimpinan serta saling mendukung dan mampumenjalankan tugas sesuai dengan aturan.Kata Kunci : Efektivitas Kerja, Aparatur Sipil Negara

Abstract

ABSTRACT: The process of structural official promotion can be seen still the employees who are not yetqualified rank is determined, the appropriate position, not yet qualified positions of seniority and experience.In the delivery of information only verbally, so it is still difficult to be accepted and understood by theintended object or the information. The purpose of this study was to determine the Structural PromotionSystem Implementation at the Regional Secretariat Bitung.Research using qualitative methods. The informants were 10 structural, staff / implementers. Datacollection by interview, while data analysis using interactive model analysis techniques. The focus of thestudy was defined as the implementation of a system of promotion or appointment / placement in a structuralposition as a civil servant which is already regulated in Government Regulation. Number 13 of 2002 on theappointment of civil servants in structural positions.The results showed: (1) policies (rules) is communicated or disseminated to employees, but notformally. Communication and coordination between the implementing unit managers pretty good. (2) Thedisposition is consistent implementation of regulations on the promotion system of civil servants in astructural position has been good, but not optimally. (3) implementing human resources policies areadequate, especially in BKD and Agency of office and rank position (Baperjakat). (4) The bureaucraticstructure / organization and job descriptions of the functions of the implementers of structural officerpromotion system is well defined, in which the selection process and the determination of structural officialsconducted by Baperjakat, while the technical and administrative processes implemented BKD.Keywords: Structural Promotion Policy Implementation

Abstract

Abstract: This study aims to explain the effectiveness of building permit services at the One Stop Investmentand One Stop Service (DPMPTSP) in Manado City in order to improve public services to the public. Theeffectiveness of building permit services is a means to measure the success of service on DPMPTSP inManado which refers to the applicable regulations. The licensing service is carried out by DPMPTSP ofManado City based on Manado's mayoral regulation No. 4 year 2017 on licensing and non-licensing inDPMPTSP Manado City. This research uses descriptive method of qualitative approach, and data collectiontechnique done by observation, interview technique and documentation. Number of informants as many as 8people. In this research, the effectiveness measurement is seen from the process approach according to Lubisand Huseini, where in this process approach include 5 indicators as follows (i) service efficiency, (ii) serviceprocedure, (iii) employee responsiveness, (iv) Coordination between leadership and subordinates, (v) facilitiesand infrastructure. The result of the research shows that the building permit service at DPMPTSP of ManadoCity is not yet maximal or not yet effective, this can be seen in the settlement of the construction permit whichis not on time, inadequate workspace infrastructure, the lack of technical team resulted in more workload,and there is still a lack of clarity in the procedures for maintaining the building.Keywords: Effectiveness, Service, Building Permit
