Abstract

This study aims to determine and analyze the effect of welfare on the performance of Minahasa UtaraInspectorate.The research method is a quantitative research method, it is a research method based on thephilosophy of positivism, used to examine the population or a particular sample. The sampling techniqueis a saturated sampling technique in the Inspectorate of Minahasa Utara, there are 38 aparatus. The usingof data analysis techniques are simple linear regression analysis and simple correlation analysis. Based onthe results of analysis using correlation pearson product moment, the outcome of correlation coefficient is(r) = 0,382 while the coefficient of determination is (r²) = 0,146. Based on this research, the hypothesispresented can be accepted that there is a degree of linkage and determination of the welfare to theperformance of apparatus in Inspectorate of Minahasa Utara. Based on the results of the study, it can beconcluded that the welfare has a relationship and has a significant effect on performance of apparatusservice in Inspectorate of Minahasa Utara. This means that welfare is one of the determinants of theimprovement of performance of the apparatus.Keyword: Welfare, Apparatus Performance

Abstract

ABSTRACT : Members of the legislature or in the context of Indonesia called the House ofRepresentatives (DPR, Provincial DPRD and Regency / City) chosen by the people who have the right tovote or voting on legislation in force. Sula Islands North Maluku Province in the successful legislativeelections is determined by the accuracy factor voters list (DPT) as the final step of the process of voter datacollection policy.Voter Data Collection Policy Implementation in the Legislative Elections with backrest data analysistechniques using qualitative approach requires multiple dimensions such critical role of communication,resources, and the disposition or attitude in the implementation of voter data collection.Based on the research results Documenting voters in Election legislators generally been undone byeffectively but in the dimension of resources and the disposition or attitude is not optimal implementationso that there is also a limiting factor or constraint in the implementation of voter data collection.Keywords: Implementation of policies, collection of voters, legislators

Abstract

ABSTRACTThe purpose of this research is to know the role of the leadership of the head of thepublic service effectiveness in realizing in the district Tiomneri Lanny Jaya province of Papua.Research using qualitative methods. The informant as much research 5 persons i.e.4people Tiomneri District Clerk and 1 non-public figures. Data collection with interviewtechniques; While data analysis using interactive model analysis techniques from Miles and Hubernann.Based on the results of the research can be drawn the conclusion: (1) the role of the leadership of the headof the public service effectiveness in realizing in the district Tiomneri has done well but has not been fullestviews of a role in planning the activities of the public service, a role in the construction of the implementationof the activities of the public service, a part in the supervision of the implementation of the public service,and role in the evaluation of the implementation of the activities of the public service. (2) the effectivenessof the public service in the Office of the District of Tiomneri is already good but haven't been fullest views interms of efficient service,responsifitas service, service transparency, equality and justice get service, andaccountability services.Based on the conclusions suggested: (1) the role of the head of leadership in the public service in the Districtof Tiomneri needs to be improved both in terms of planning activities, in the construction of theimplementation activities, in supervisory activities, as well as in the evaluation of the implementation of theactivities of the public service. For that head of the need to enhance the capabilities of hissubordinate officers in the lead in the preparation of the planning, implementation, supervision, andevaluation of the implementation of the activities of the public service. (2) the effectiveness of the publicservices in the district Tiomneri of peru increased in both in terms of the efficiency ofthe service, responsifitas service, Ministry of Justice, Ministry ofthe transparency, accountability and service. For that Head needs to improve the quality of its leadership sothat the employees can carry out his duties as well as possible with the public service.Keywords: head of leadership, effectiveness of public services.

Abstract

ABSTRACT : Referring to the Law No. 32 of 2004 on Regional Government and the law No. 33 of 2004 on Fiscal Balance between the Central Government and the local Government the responsibility for every area to meet the needs of their respective regions. Law No. 33Tahun 2004 Local Taxes , Levies , Regional Wealth Management results were separated and Miscellaneous Revenue Legal areas . Revenue by source mentioned above the most potential and give input area is the largest in the cash taxes and levies .Based on Government Regulation No. 66 Year 2001 on Regional Retribution , Kepulauan Talaud district government imposed a Regional Regulation No. 04 Year 2011 about Retribution in optimizing revenue in Kepulauan Talaud District . One of the existing retributions , namely Market Service of retribution . And technical institutions or who runs the billing is Departement of Markets Management, Sanitation and Landscaping Kepulauan Talaud District . Issues to be addressed in this study how the effectiveness of policy implementation services levy market on Market Office , Cleaning and Landscaping in Kepulauan Talaud.This study used qualitative methods , this study aims to describe , analyze and determine the effectiveness of the policy market service charges . Results of research conducted through the collection of data obtained through observation and interviews based on the following indicators : ( 1 ) responsiveness , ( 2 ) development , and ( 3 ) Sufficiency . Based on the results of the study conclude that the policy of market services at the Department of Market Management , Sanitation and Landscaping Kepualauan Talaud is quite effective . Based on the conclusion of the study , it is suggested , Department of Market Management, Sanitation and Landscaping Kepulauan Talaud optimize any policies / programs that already exist and new ones will be implemented in order to optimize revenue retribution.Keywords : Effectiveness, Optimize Revenue Retribution, Implemented And Policy Of Retribution.

Abstract

Program bantuan alokasi dana desa bertujuan untuk menopang program-programpembangunan desa untuk mensejahterakan masyarakatnya. Dan berdasarkan Undang-UndangRepublik Indonesia No 6 Tahun 2014 tentang Desa, desa mempunyai sumber pendapatan berupaPendapatan Asli Daerah, bagi hasil pajak daerah dan retribusi daerah kabupaten / kota, bagian daridana berimbang antara keuangan pusat dan daerah yang diterima oleh kabupaten / kota, alokasianggaran APBN, bantuan keuangan dari APBN provinsi dan APBN kabupaten / kota. Desa diberikankewenangan sesuai kebutuhan dan prioritas desa, secara keseluruhan sumber pendapat desadigunakan untuk mendanai seluruh kewenangan untuk mengatur dan mengurus kewenangan tersebut.Fokus dalam penelitian ini adalah bagaimana kebijakan Alokasi Dana Desa untuk mengetahui sejauhmana keberhasilan dari implementasi Alokasi Dana Desa tersebut diukur dengan 4 model variabelyang didasari pada indikator teori Edward III yaitu komunikasi, sumber daya, disposisi dan strukturbirokrasi. Kebijakan ini bertujuan agar ADD bisa digunakan dengan baik dan benar sesuai dengankebutuhan masyarakat desa. Metode penelitian yang digunakan adalah metode deskriptif denganpendekatan kualitatif. Teknik analisis data yang digunakan dalam penlitian ini adalah teknik yangdiperoleh melalui wawancara atau interview menurut Surachman Winarto. Hasil dari penelitian inipada indikator Komunikasi merupakan bagian penting untuk menilai keberhasilanpelaksanaan suatukebijakan. Karena komunikasi akan memberikan pengaruh terhadap penerimaan dari pelaksana.Kedua Sumber daya, yaitu menunjuk setiap kebijakan harus didukung oleh sumber daya yangmemadai, baik sumber daya manusia maupun sumber daya finansial. Ketiga Disposisi menunjukkankarakteristik yang menempel erat kepada implementor kebijakan/program. Karakter yang palingpenting dimiliki implementor adalah kejujuran, komitmen dan demokratis dan yang terakhirBirokrasi yang bertindak sebagai pelaksana sebuah kebijakan harus dapat mendukung kebijakanyang telah diputuskan secara politik dengan melakukan koordinasi yang baik.Kata Kunci : Implementasi Kebijakan, Alokasi Dana Desa

Abstract

ABSTRACTThis watchfulness is done to detect the increase region original income and detect tax acceptance restaurant tax influence towards region original income.This watchfulness aim : (1) how to detect restaurant tax harvest policy execution procedure in increase region original income (2) detect increase region original income in Manado city.Method that used qualitative and data that used restaurant list in Manado city and procedure with regency region original income realization data Manado period 2010 up to year 2015. Data collecting technique that field research (field watchfulness) by interview and observation.Research from this watchfulness has showed that restaurant tax harvest execution procedure as according to this matter by law can influential towards restaurant tax acceptance contribution in regency region original income in Manado city. From year 2010 up to year 2015 experience increase and depreciation. This is caused by restaurant closing existence and development restaurant. This activity is enough influential restaurant tax acceptance, apart from taxpayer obedience is itself.Keyword : restaurant tax, region original income

This study aims to identify and describe community empowerment through the utilization of Village FundAllocation (ADD) in Walewangko Village, West Langowan Subdistrict, Minahasa District.The research method used in this research is qualitative method. Abstract

The mapalus system in implementing development in the village has begun to disappear. Andthe main cause is all because of technological developments so that the people who have started to forget themapalus culture that has been valid in the village has become a tradition in the village. The purpose of thisstudy is to find out how mapalus organizations are in implementing development in the village. This studyuses descriptive qualitative research methods. Data collection techniques used are observation, interviews anddata collection with documents. To see how the mapalus organization is carrying out development in thevillage of Kaleosan. The researcher uses three indicators, namely: Planning and setting goals, providingservices and monitoring from the government. Based on the results of this study stated that the role of thecommunity and even the mapalus organization in the village in the implementation of development in thevillage is still very lacking because the community that along with technological development has begun toforget the habits of mapalus. mapalus in development. Abstract: Rise of the blossoming decade shows the magnitude of the last public attention will be the fulfillment of needs against the importance of the improvement of quality of service onthul. Already an open secret that these, low quality resources apparatus still. IT was based on the background of the issue, to find out the effectiveness of this research aims at servicing openbare Kawangkoan sub-district post extraction in the Regency of Minahasa Regency North Minahasa. This qualitative research methods. It is intended for the use of the method of obtaining answers to problems that are associated with the service that was provided to the implementation process of openbare Oleg Kawangkoan Subdistrict North of Apparatus to the community. The results showed the execution of existing services in openbare Cantor camat Kecamatan North Kawangkoan still need to be improved. The quality of the implementing Ministry apparatus openbare Kawangkoan in district North be concentrated the main elements of the BBC respondents for the study. Disimping it's the quality of the implementing apparatus resource stewards openbare Kawangkoan Kacamatan Cantor in the North being the main elements got the attention of BBC respondents for the study. In addition, resources should be noted. Abstract: The performance of public service bureaucracies become increasingly strategic policy issue, due to improved performance of the bureaucracy has broad implications in the economic life of politics. In economic life, improved performance of the bureaucracy will be able to affect the investment climate are necessary to accelerate development in the region.This research was conducted in order to more mengetehui researchers more about the influence of the apparatus profisionalisme village on the quality of public services in order to increase development in the community.Research methods can be grouped according to purpose, approach, level of explanation and data types. In keeping with the focus of the research is professionalism and quality of public services in the district Mapanget Manado City, this research is more likely if the level of explanation using descriptive research method, with quantitative research approaches.Key Words : Proffesionalism Aparrature, Public Services
