Abstract

Data accumulation that use byresearcher is interview technique.This qualitative analysis technique and interactive analysis methodtook from Miles and hubermen.Research contlusion result, base on ( 1 ) distict head to manage (activate,motivation,to build upand control) a potencial apparntur resourth and implantation an autonomy territory framework atdistrict Ayamaru Utara. ( 2 ) district head inside coordinatinggoverment work unit territory at regionwork district (UPT ) inside implementation framework of autonomy territory that already done whitgood enough however not give optimal result yet.Contlusion result base on researth so (1 ) district head of Ayamaru Utara inside to ménagepotential human resourch. Condition resourch whit subdistrict government of Ayamaru Utara whichgeneral still less/not enough so district head must be able and have a role inside to ménage potentialhuman resoutch apparatur. Abstract

Abstract: the teacher is an essential component in the process of teaching and learning teachers performance indication has not been fullest due to the role of kepemimpin does not run as expected. Based on the background of this research aim to know the influence of leadership, Self efficacy and performance against the Organization's commitment to teacherstype of this research is quantitative research, data collection Methods used in this research are: observation, questionnaires, review of the literature. population studies in junior high Country 7 Manado totaled 63 teachers. Methods of analysis used was Multiple Linear RegressionThe results showed efficacy, self Leadership and organizational commitment is very influential on performance of existing teachers in JUNIOR HIGH SCHOOL the country 7 Manado. The value of the correlation coefficient r = 0.896 demonstrated that Leadership, self efficacy and organizational commitment have a very strong influence and significantly to the improved performance of teachers in JUNIOR HIGH SCHOOL In the country 7 Manado. The value of the coefficient of determination r ² = 0.802 suggests that variations in Country JUNIOR HIGH SCHOOL Leadership 7 Manado 80.2% in influence by the magnitude of efficacy, self Leadership and organizational commitment, while the remaining 19.8% in the influence of other factors Keywords: Leadership, Self Efficacy, commitment and performance of teachers Organizations

Abstract

This researchmoved from themain problems, namely: the extent to which organizationalclimate on the performanceof employeesat the District Secretariatof Central Halmahera. Thus, thisresearchaims: toanalyze the influence oforganizational climateon the performanceof employeesat the DistrictSecretariatof Central Halmahera.This study uses aquantitative approach to the application of descriptive and explanatory. Andinformation collected through questionnaires distributed to the technique 72 respondents, and is equippedwith observation and documentation techniques, and then analyzed by applying a frequency table analysistechnique, the product moment correlation and simple linear regression.Based on the analysisof data, it is known that: the results of a descriptive analysis of the technique ofanalysis tables (frequency tables) it is known that the distribution of respondents' answers to theOrganizational Climate variables are in the category of "medium" to "low", but the dominant categorized"moderate" or medium with mean average performance of 56.09%, while the performance varies frommoderateto high,but it tends to be inthe category of "moderate" with an average performance of 69.40%.Thus, it can be concluded that the Organization Climate has the positive and significant effecton theperformance of employees and are contributive. This means that it is empirically Climate organizationscontribute significantly and substantially to the work performance of employees, particularly at the RegionalSecretary (Secda) of Central Halmahera.Keywords: Organizational Climate, Employee Job Performance

Abstract

Abstract :This study aims to identify and analyze the magnitude of mapalus cultural influences againts societyparticipation in development in Tombasian Atas Village, Kawangkoan Barat Sub-District, MinahasaDistrict.Research Methods that the authors use in this study is a quantitative research method, is a research methodbased on the philosophy of positivism, used to examine the population or a particular sample. The samplingtechnique used is a simple random sample technique from research in Tombasian Atas Village as many as50 KK. Data analysis techniques used are simple linear regression analysis and simple correlation analysis.Based on the results of analysis using correlation pearson product moment obtained correlation coefficient(r) = 0.794 while the coefficient of determination (r²) = 0.63. These results show that the coefficient ofdetermination of 63%. With this result it can be explained that the increase of society participation indevelopment is determined by mapalus culture by 63% while 37% is determined by other factors. Based onthe results of the above research, the hypothesis proposed can be accepted that there is a degree of linkageand determination power between mapalus culture againts society participation in development inTombasian Atas Village, Kawangkoan Barat Sub-District, Minahasa District. Based on the results ofsignificance test obtained value 𝒕𝒉𝒊𝒕𝒖𝒏𝒈 = 12.141 at significant level (α) = 0.05 with degrees of freedom (df)= n - 2 = 48, then 𝒕𝒕𝒂𝒃𝒆𝒍 = 2.010. From the data it is obtained that 𝒕𝒉𝒊𝒕𝒖𝒏𝒈 is greater than 𝒕𝒕𝒂𝒃𝒆𝒍 where𝒕𝒉𝒊𝒕𝒖𝒏𝒈 12.141 > 2.010. Then 𝑯𝟏 is accepted and 𝑯𝟎 is rejected. It proves that there is a significant amountof influence between mapalus culture againts society participation in development in Tombasian AtasVillage, Kawangkoan Barat Sub-District, Minahasa District.Based on the result of the research, it can be concluded that the culture of mapalus has a strong influenceon society participation in development. So, the more often the society implements the culture of mapalusthen society participation in development will increase. Thus should increase cooperation, pay attention tohabits of helping each other, public interest, and become involved in rural development.Keyword : The Culture of Mapalus, Society Participation, Rural Development

Abstract

SIAK yang di implementasikan oleh Dinas Kependudukan dan Catatan Sipil Kabupaten MinahasaSelatan, berdasarkan Peraturan Menteri Dalam Negeri Nomor 28 tahun 2005 tentang pedomanpenyelenggaraan pendaftaran penduduk dan pencatatan sipil di daerah dan Undang-Undang Nomor 23 Tahun2006 tentang administrasi kependudukan. Tujuan penelitian ini adalah untuk mengetahui bagaimana DinasKependudukan dan Catatan Sipil Kabupaten Minahasa Selatan dalam melaksanakan kebijakan tentang SIAK.Metode yang digunakan dalam penelitian ini adalah metode deskriptif. Implementasi kebijakan SIAK yangdilakukan oleh Dinas Kependudukan dan Catatan Sipil Kabupaten Minahasa Selatan mengalami hambatanhambatan. Hambatan tersebut, yaitu sarana penyediaan jaringan data base kependudukan masih belummerata ke seluruh kecamatan sehingga jaringan yang digunakan offline dan online, modal atau anggaranyang tersedia belum mencukupi untuk penyediaan sarana dan prasarana. Akan tetapi peningkatan pelayananyang dilakukan oleh Dinas Kependudukan dan Catatan Sipil sudah dilakukan dengan prima, seperti pelayananKTP, KK dan Akta Catatan Sipil, hal tersebut merupakan bagian dari komitmen dalam meningkatkanpelayanan publik di Kabupaten Minahasa Selatan.Kata kunci : Sistem Informasi Administrasi Kependudukan, Implementasi Kebijakan

Abstract

Policy Implementation is one of the stages of public policy between the formation of policies and theconsequences of policies for the people they influence, the objectives of the policies. The purpose of this studyis to find out whether there is an influence on policy implementation on employee performance. Policyimplementation variables were measured and assessed using five dimensions and employee performancevariables were measured and assessed using twelve indicators. The method used in this study is aquantitative method that is measured using statistics. Data collection techniques used were observation anddistribution of questionnaires or questionnaires distributed to forty respondents. The results of the validityand reliability tests indicate that each statement item used is valid and reliable. Then from the results ofsimple linear regression analysis shows that every 1% addition to the value of the variable policyimplementation, then the value of the variable employee performance increases by 0.420, and it can be saidthat the direction of the variable influence on policy implementation to employee performance is positiveand significant. From the results of correlation analysis shows that the correlation value is 0.420, whichmeans the level of the relationship between policy implementation variables with the variable employeeperformance is included in the category of perfect correlation. Thus, it can be concluded that the proposedhypothesis can be tested empirically and with the underlying theories, and it is suggested to the partiesconcerned to continue to improve the quality of existing services and to continue to build public trust.Keyword: Policy Implementation, Employee Performance, Standart Operating Procedure

Abstract

Abstract : This study aims to determine the development of human resources in coastal communities in the sub-district tabukan sangihe archipelago. This research uses descriptive method of qualitative approach by describing data obtained from the results of research on human resource development in coastal communities. The subject of this research is the coastal community leaders who work as fishermen in three villages namely Talengen village, bungalawang village, and sensing village. In qualitative research, data collection is done by observation, interview, and documentation, and conclusion/verification. Development of human resources in coastal communities in Kecamatan Tabukan Tengah Sangihe archipelago. For now is not good because seen from the level of education, knowledge, and skills far from expected and lack of counseling or training for coastal cummunities, especially fishermen in providing knowledge about fisheries and marine and ways of cultivating marine biota. Then some things that can be suggested is to the government for coastal cummunities should be more attention, provide briefing ways to cultivate fish, provide a uniform training so that people can develop knowledge and skills received through training.Keywords Human Resource Development, Coastal Cummunities

Abstract

ABSTRACT : This study entitled influence health and safety studies on the performance of the employees of the Department of Social Outreach and Local Development ( SLD ) and Community Relations ( CR ) PT Freeport Indonesia Personal safety is the protection of employees from injuries caused by accidents related to job . A safety risk aspects of the work environment that can lead to fire , fear of electricity , cuts, bruises , sprains , broken bones , organ damage , vision and hearing .The purpose of this study was to Knowing What Occupational Health and Safety effect on Employee Performance in Social Ministry Outreach & Local Development / Community Relations ( SLD / CR ) PT Freeport Indonesia . This study uses a descriptive analysis and a quantitative approach using simple linear regression analysis techniques aided by the SPSS program . . Variables examined in this study consists of two variables , namely : ( 1 ) . Safety and health influence of independent ( independent variables ) are symbolized by X and ( 2 ) the employee's performance as the dependent variable ( bound ) are symbolized by Y.In this study population were all employees of the Regional Office V Pawnshop Manado . Based on a simple regression analysis were done , it can be obtained regression equation is Y = 19.835 + 0.461 X. This indicates that the variable x the safety and health of employees have a significant effect on the performance of the Department of Social Outreach & Local Development / Community Relations ( SLD / CR ) PT Freeport Indonesia . Demonstrated a significant influence on the calculated F value = 12.089 . is significant because it means greater than F table = 4.00 . With a significance level of 0.001 which is much smaller than ( < 0.05 ) mean safety and health and a significant positive effect on employee performance .Keywords : Safety , Occupational Health , Employee Performance

Abstract

This study is about the administration of the service of issuing permits for fishing in themarine and fisheries service of North Sulawesi Province. Public service regulations that are stillscattered in the number of regulation that are sectoral, making public services in Indonesia are ina conditional that is not yet manageable. In other words the community has not received theexcellent service that was their hope. In order to know the quality of service that is felt significantlyby consumers, there are indicators of consumer satisfaction measures that lie in the fivedimensions of service quality. 1). Tangibles : Service quality in the from of physical facilities,offices, computerized administration, waiting room, information places. 2). Reliability : The abilityand reliability to provide trusted service. 3). Responsivess : The ability to help and provideservices quickly and accurately, as well as being responsive to consumer desires. 4). Assurance :The ability and friendliness as well as the courtesy of employees in convincing consumer trust. 5).Emphaty : Firm but attentive attitude of employees toward consumers. In this study the authorsused a qualitative approach with descriptive analysis techniques, in this study primary data wereobtained from interview and could also be from the result of questionnaires, while secondary datawere obtained from documents from either the relevant agencies or other relevant agencies. Theresult have not been able to optimally meet the needs of the service user community. Researchersprovide advice on this is about these five aspects : 1). Tangibles aspects : updating both the qualityand quantity of facilities or infrastructure available at the maritime and fisheries service office inNorth Sulawesi Province. 2). Reliability aspects : Strive for the ability and reliability of officers tothe provide services by attending training, both internal and external. 3). Responsiveness aspects :Every service officer or apparatus at the North Sulawesi Province’s Office of maritime affairs andfisheries must try to increase understanding quickly and precisely on what is the problem ofservice needs desired by the community. 4). Assurance aspects : each service officer must improveattitudes towards all citizens who need service. 5). Emphaty aspects : every officer is required tohave firmness in carrying out their duties and responsibilities.Keywords : Administration, Service, Fishing License.
