Abstract

Abstract: Government Regulation 42 of 2004 on Life Coaching Corps and the Code of Conduct for civil servants, explicitly and clearly stated ethical obligation for civil servants in carrying out official duties. But in reality there is still the attitude and behavior of civil servants that do not fit. This research is to answer the question "to what extent the application of ethics of civil servants in the discharge of public service personnel in the sub-district office Wanea Manado.Research using qualitative methods. In this case the application of ethics of civil servants visits of eight indicators: (1) carry out the duties and powers according to the provisions; (2) establishing a work ethic to improve performance; (3) comply with and adhere to operational standards and obedient labor; (4) ensuring cooperatively work in realizing the efficiency and effectiveness; (5) sought to develop competencies and creative and innovative thinking in the implementation of tasks; (6) accountable in carrying out the task; (7) responsive, open, honest, and accurate, and timely in completing tasks; (8) use of resources in an efficient and effective organization; Informants in this study were officials and staff at Head Office Wanea, as many as 10 people. Data collection by interview; while data analysis using interactive model analysis techniques of Miles and Hubernann.The results showed that the application of ethics of civil servants of eight indicators that can be applied to everything is pretty well by the public service personnel in the sub-district office Wanea, but not optimal.Based on the results of these studies conclude that the application of ethics of civil servants specified in the PP. No. 42 of 2004 has not been optimally performed by the apparatus of public services in the sub-district office Wanea Manado, but generally has been good enough. Based on the conclusions of the research results can be put forward suggestions to improve the application of ethics among civil servants in the public service apparatus, as follows: (1) need more intensive socialization of the PP. 42 of 2004 to the whole apparatus of public services (2) enforcement of civil etika needs to be improved by implementing a consistent and objective sanctions against any ethics violations.Keywords: Application, Ethics, Public Service.

Abstract

Farmer groups are one form of community efforts to live better in the economic field. Thisresearch was carried out with the main objectives: to find out the extent of the effectiveness of the ricefarmer group program in Wolaang Village, East Langowan District, Minahasa Regency, to find out theobstacles in the process of implementing the rice farmer group program in Wolaang and to find out theefforts to overcome the obstacles encountered in the process of implementing the rice farmer groupprogram in Wolaang. The researcher used descriptive qualitative method, data was collected byinterviewing ten informants, observing, and using related documents. The research data is analyzedthrough SWOT analysis which is a strategic planning method used to evaluate strengths, weaknesses,opportunities, and threats in a project or business speculation. The four factors that form the SWOTacronym (strengths, weaknesses, opportunities, and threats). And in the results of the research programthe rice farmer groups in this village have not been effective because 1) have not succeeded in recruitingsmall farmers and communities who have not worked according to the program's main objectives. 2) thereare 10 registered rice farmer groups but only 4 are active due to lack of insight and activities carried out inthe program. 3) Not all members of the rice farmer group are satisfied with the program that has beenmade for a long time because of the lack of supervision and attention of the government so that the ricefarmers prefer to work personally. 4) Supporting facilities are inadequate; Lack of control when workingso that targets are sometimes inappropriate; The report on the use of funds is not very good; Processingland that is still traditional so it takes a long time; The use of funds has not been as needed; Less optimalaccommodation; Weak carrying capacity of citizens to work; Updates to equipment; Circumstances thathinder program mobility; Less than working. 5) the emergence of new farmer groups causes less funding from the government because of the increase in the number of farmer groups; Transfer of farmer groupmembers to new farmer groups; Competition fights for the sympathy of the government and newagricultural land with competitors; and new farmer groups often emerge with a more modern and strongstyle in terms of funding. The suggestions that I can give to Wolaang village farmer groups and theirgovernments are: 1) increasing supervision. 2) pay attention to funding management. 3) increase workmotivation 4) improve the quality and availability of supporting facilities and infrastructure. 5) increasinghealthy competition with beginner farmer groups.Keywords: Farmer Group, Effectiveness, Farmer Group Work Program.

Abstract

ABSTRAKPermasalahan pokok dalam penelitian ini adalah adanya struktur organisasi pemerintahyang kurang baik sehingga mempengaruhi kualitas pelayanan public. Penelitian ini bermaksuduntuk memahami secara empiric struktur organisasi dalam pelayanan public di Kota Manadodalam rangka pengembangan ilmu yang dianalisis dari spesialisasi, formalisasi dan sentralisasidalam organisasi pemerintah kota.Desain penelitian yang digunakan adalah desain kualitatif dengan maksud bahwa dalampenelitian ini diharapkan dapat mengungkap, menguraikan serta memahami fenomena yang terjadipada latar objek penelitian. Data dikumpulkan dari wawancara kepada sejumlah informan,observasi dan penggunaan dokumen yang relevan.Hasil penelitian menunjukkan bahwa struktur organisasi pemerintah dalam pelayananpublic kurang berkualitas dan belum baik disebabkan oleh factor-faktor yaitu kurangnnyapenerapan spesialisasi, formalisasi organisasi yang rendah serta organisasi yang sentralistikmenyebabkan pelayanan public kurang baik.Kata Kunci : Struktur organisasi, Pelayanan Publik.

Abstract

Abstract:sub district head as the head of the unit of work in a sub district supervisory functions as the roles to improveeffectiveness and efficiency of the work of employees concerning the services that come into contact with thecommunity. The purpose of this research is to know the description of the function of supervision of the subdistrict head to increase the efficiency and effectiveness of work of employees in the sub district KawangkoanMinahasa regencyThis research uses Qualitative Descriptive method where data retrieval in field or object of research datacollected by researchers in person with the intention of directly spaciousness. The determination of samplerespondents conducted in purposive sampling where writers/researchers specify or choose deliberatelyagainst the sample of respondents that add up to 17 peopleThe supervisory function of the sub district head in the improvement of work productivity in the Governmentapparatus sub district Kawangkoan views efficiency and effectiveness is already well underway. This isapparent in the management control through the Organization, in the implementation of policies, proceduresand job duties. Several other factors that have not been fullest including mental attitude is still lacking but ifany deficiencies there may be clear in the implementation of the duties and responsibilities of the employeeswill be the maximum so that it will have an effect on the success of the tasks performed, both in the areas ofgovernance, development, community, and other administrative tasks.Keywords: supervision, efficiency, effectiveness

Abstract

ABSTRACTThis study describes how the contribution of the Locally-Generated Revenue (LGR) sources ofSangihe Islands Regency to the total LGR and the effectiveness level of the acceptance of the LGR sourcesin Sangihe Islands Regency.The method used in this research is descriptive qualitative method with secondary data obtained fromthe Department of Financial Revenue Management and Local Asset of Sangihe Islands Regency. Datacollection techniques are documentation study and literature study with contribution analysis techniquesand level of effectiveness.The results of data analysis show that the average value of the contribution of the revenue sources(Local Taxes, Local Levies, Local Resources Management, and Miscellaneous Legal Revenue) of SangiheIslands Regency in the fiscal year of 2009-2013 was respectively 11.73 %, 50.93 %, 5.36 %, and 31.92 %;and the average value of the effectiveness level of the LGR acceptance of Sangihe Islands Regency in thefiscal year of 2009-2013 was 89.26%, or already effective.Based on the results of this study, it can be concluded that the Local Levies sources provide thelargest contribution to the total LGR in the fiscal year of 2009-2013, followed by Miscellaneous LegalRevenue, Local Taxes, and Separated Local Resources Management. In terms of the level of effectiveness,the administration of revenue sources of LGR in the fiscal year of 2009-2013 has been effective. However,there are several factors inhibiting the increase in the LGR of Sangihe Islands Regency; among others,human resources (HR), supervision, and coordination.This study then suggests that the LGR of Sangihe Talaud be increased, the performance of SKPDneeds to be optimized to generate LGR, and some of the factors inhibiting the increase in LGR needsserious attention from the government.Key word : Locally-Generated Revenue (LGR), Regional Divisions

Abstract

AbstrakDalam sejarah peradaban bangsa, pemuda merupakan aset bangsa yang sangat mahal dan tak ternilaiharganya. Kemajuan atau kehancuran suatu bangsa dan negara banyak tergantung pada kaum mudanyasebagai agent of change (agen perubahan). Pada setiap perkembangan dan pergantian peradaban selalu adagenerasi muda atau pemuda yang memeloporinya. Namun, pemuda Indonesia dewasa ini telah banyakkehilangan jati dirinya, terutama dalam hal wawasan kebangsaan dan patriotisme (cinta tanah air)Indonesia. Oleh karenanya dibutuhkan adanya re-thinking (pemikiran kembali) dan re-inventing(penemuan kembali) dalam nation character building (pembangunan karakter bangsa) bagi pemuda yangberwawasan kebangsaan dan patriotisme untuk menemukan kembali jati diri bangsa. Oleh karena itu, untukmengoptimalkan peranserta organisasi kepemudaan, terutama di wilayah pedesaan, diperlukan upayapemberdayaan pemuda melalui wadah organisasi kepemudaan dalam bidang kompetensi tertentu, terutamakompetensi yang berkaitan dengan keterampilan hidup (life skills) sehingga mereka mampu menciptakanlapangan pekerjaan sendiri, yang pada gilirannya akan mampu menampung pemuda di desa sehingga dapatmengurangi pengangguran dan mencegah kriminalitas serta meminimalisir terjadinya urbanisasi.KecamatanDumoga Barat sebagai lokasi penelitian ini, masyarakatnya memiliki berbagai lapangan usaha atau pekerjaanutama, yakni dibidang pertanian dan yang terbanyak adalah padi sawah, kemudian dibidang industri sesuaidata terakhir sebanyak 27 unit industri yang terdiri dari industri batu bata sebanyak 8 unit usaha dan industrimeubel sebanyak 19 unit usaha. Ke dua jenis industri ini bisa dikembangkan apabila para pemuda ataugenerasi muda di Kecamatan ini memiliki keterampilan yang memadai untuk mengelola industri tersebut.Dari hasil penelitian ini dapat disimpulkan bahwa pemberdayaan Pemuda di Kecamatan Dumoga terdiri datitiga faktor antara lain sebagai berikut : 1. Pemberdayaan pemuda melalui program usaha ekonomi,Keagamaan dan Sosial Budaya. Penyelenggaraan pemberdayaan pemuda melalui program usaha ekonomi,Keagamaan dan Sosial Budaya dilakukan dengan beberapa tahap yakni penyadaran, perencanaan,pelaksanaan dan evaluasi. Tahap penyadaran mencakup diskusi/sharing, pembukaan akses informasi dansosialisasi. Kegiatan-kegiatan tersebut dilakukan untuk menanamkan kepekaan dan kepedulian akan diri danterlebih bagi lingkungannya. Tahap selanjutnya yaitu perencanaan yang mencakup identifikasi kebutuhan danperencanaan. Perencanaan dilakukan agar program yang disusun sesuai dengan kebutuhan dan dapatmencapai tujuan. Pelaksanaan program dimaksudkan sebagai upaya-upaya yang dapat digunakan untuk lebihmendayagunakan potensi yang ada agar lebih berkembang yaitu dengan adanya pelatihan-pelatihanketrampilan dan pelatihan penambah wawasan yang diselenggarakan oleh pemuda di Kecamatan Dumoga.Kata Kunci: Pemberdayaan organisasi kepemudaanAbstract

Abstract

Abstract: Improving the quality of public services required of civil servants who are not only in termsof quantity, but also requires the ability professionalism and moral qualities are directly proportionalto the demands of society. Human resource development within the ranks of government (publicorganizations) need to be directed at upgrading professional skills and the development of professionalethics which is accompanied by a spirit of service to the public (community). For the purpose of thisstudy to analyze the influence of professionalism village government officials on the quality of publicservices in the Village Malalayang One Malalayang District of Manado City.This research method using diagnostic analytic design with descriptive-quantitative method andexplanatories survey. The use of quantitative methods and explanatory descriptive-survey possiblebecause this study raised the issue of considerable actual and aims to analyze social phenomena andexamine the relationship between the phenomenon or effect. The population in this study were allvillage officials and community service users in villages Malalayang One Malalayang District ofManado City. The purposive sampling conducted as many as 30 people, consisting of 15 peopleMalalayang The village government apparatus and the remaining 15 persons from the community ofusers of services.the results of this study shows there is a strong indication that when village officials increasedprofessionalism (high) will encourage the improvement of the quality of public services. These resultsare consistent with the results of a simple linear regression analysis to the equation Y = 2.062 + 1.040X,and product moment correlation coefficient r of 0.809.Keyword : Profesionalism, Publik Service Quality

Abstract

This study is about the administration of the service of issuing permits for fishing in the marine and fisheriesservice of North Sulawesi Province. Public service regulations that are still scattered in the number ofregulation that are sectoral, making public services in Indonesia are in a conditional that is not yetmanageable. In other words the community has not received the excellent service that was their hope. Inorder to know the quality of service that is felt significantly by consumers, there are indicators of consumersatisfaction measures that lie in the five dimensions of service quality. 1). Tangibles : Service quality in thefrom of physical facilities, offices, computerized administration, waiting room, information places. 2).Reliability : The ability and reliability to provide trusted service. 3). Responsivess : The ability to help andprovide services quickly and accurately, as well as being responsive to consumer desires. 4). Assurance :The ability and friendliness as well as the courtesy of employees in convincing consumer trust. 5). Emphaty: Firm but attentive attitude of employees toward consumers. In this study the authors used a qualitativeapproach with descriptive analysis techniques, in this study primary data were obtained from interview andcould also be from the result of questionnaires, while secondary data were obtained from documents fromeither the relevant agencies or other relevant agencies. The result have not been able to optimally meet theneeds of the service user community. Researchers provide advice on this is about these five aspects : 1).Tangibles aspects : updating both the quality and quantity of facilities or infrastructure available at themaritime and fisheries service office in North Sulawesi Province. 2). Reliability aspects : Strive for theability and reliability of officers to the provide services by attending training, both internal and external. 3).Responsiveness aspects : Every service officer or apparatus at the North Sulawesi Province’s Office ofmaritime affairs and fisheries must try to increase understanding quickly and precisely on what is theproblem of service needs desired by the community. 4). Assurance aspects : each service officer mustimprove attitudes towards all citizens who need service. 5). Emphaty aspects : every officer is required tohave firmness in carrying out their duties and responsibilities.Keywords : Administration, Service, Fishing license

Abstract

Abstract : The study is in the context of preparing the thesis for Tier One graduated in the Faculty of Social and Political Unsrat Manado. This study aims to determine the Community's Participation in the Motor Vehicle Tax Paid on call centers Bitung. This study uses descriptive qualitative research in the form of case studies and studies done on the case book. Studi call centers Bitung, while the literature study conducted by collecting data from the literature relevant to the problems of motor vehicle tax. The results showed that the level of community participation as a taxpayer in the motorcycle vehicle has been classified as PKB pay advanced, services performed by the employee Samsat is very well to the public taxpayer, but for better results again should the holding of direct socialization of the SAMSAT.Keywords: public participation, pay PKB
