Abstract

The purpose of this research is to know how the effectiveness of coordination in governance in KecamatanMalalayang Manado City.This research uses quantitative approach method. Informant of this research as many as 8 people that isMalalayang Sub-district Head, 4 people Leadership / Elements UPTD Department, and 2 Head of VerticalInstitution in work area Kecamatan Malalayang, and 1 Lurah. Data was collected using interview guidelines, whilethe analysis technique used was interactive model analysis from Miles and Huberman.Based on the results of data analysis, it is concluded that the coordination of government administration inKecamatan Malalayang viewed from the dimension of communication, the dimension of cooperation, thedimension of synchronization, and the dimension of integration / unity of action has not been optimally realizedeffectively but it is good enough.Based on the results of the research can be recommended: (1) Communication between work units in thekecamatan can be improved by the implementation of coordination meetings and other meetings regularly orperiodically, and the delivery of clear and timely information about the program / activity plan and itsimplementation to all work units which exists. (2) Cooperation among work units can be enhanced by creatingcooperation forums. (3) The synchronization of programs / activities can be enhanced by conducting joint planningactivities. (4) Integration / unity of action can be enhanced by arranging together the program / activity plan andits implementation.Keywords: Coordination, Implementation of District Government.

Abstract

Abstrak : Penelitian ini berangkat dari permasalahan yaitu: (1) apakah yang menjadi sumber persoalanyang melatari konflik antarkampung di wilayah Tompaso Baru? (2) faktor-faktor apakah yang menjadipemicu konflik antarkapung di wilayah Tompaso baru? Dan (3) Siapakah pihak-pihak yang terlibat dalamkonflik antarkampung di wilayah Tompaso Baru?Studi ini akan dilaksanakan di wilayah Tompaso Baru (Kecamatan Tompaso Baru dan KecamatanMaesaan), Kabupaten Minahasa Selatan, dan menjadikan rumah tangga sebagai responden. Adapun jenisstudi dan teknik pengumpulan data yang diterapkan untuk penelitian ini, yaitu: community studies,formal/informal leaders studies, kajian dokumenter, dan kajian historisHasil-hasil penelitian menunjukan bahwa: (1) Sumber konflik di wilayah Tompaso Baru tebataspersoalan pemuda dan atau kelompok pemuda seperti: perilaku membuat keonaran di desa lain, pencurian,percecokan atau adu mulut, bersenggolan ketika berpapasan, kalah dalam perkelahian, dan dendam pribadi;(2) fenomena konflik di wilayah Tompaso Baru umunya dipicu oleh tindakan-tindakan seperti: adanyaejekan dari satu pihak ke pihak tertentu ketika perpasanan, bersenggolan dengan pihak tertentu, membuatkeonaran di lokasi tertentu guna memancing emosi pihak-pihak tertentu, mabuk di tempat umum; dan (3)konflik antarkampung di wilayah Tompaso Baru tidak terbatas melibatkan kelompok pemuda, tetapi padakasus-kasus tertentu melibatkan pula mereka yang sudah tergolong bukan pemuda lagi karena sudahberumur di atas 40 tahun.Kata kunci: konflik antarkampung, konflik sosial, kekerasan kolektif.

Abstract

Proses formulasi dalam analisis kebijakan selama ini kurang mendapatkan perhatian. Kajiananalisis kebijakan publik yang ada selama ini menitikberatkan pada kajian tentang implementasi danevaluasi kebijakan. Hal ini terbukti dengan minimnya publikasi penelitian terkait formulasi kebijakan saatini. Padahal formulasi kebijakan adalah langkah awal yang sangat krusial, namun selama ini jarang sekalikajian terkait formulasikebijakan. Maka penelitian ini dimaksudkan untuk meneliti bagaimana PemerintahProvinsi Sulawesi Utara merumuskan kebijakan untuk menyelesaikan konflik antara transportasi onlinedengan transportasi konvensional di daerah Sulawesi Utara, yang nantinya apakah tahapan ini bisamemberikan solusi yang benar terhadap masalah yang benar atau justeru memberikan solusi yang salahterhadap masalah yang benar. Pada penelitian ini peneliti memfokuskan pada perumusan/formulasikebijakan pemerintah Provinsi Sulawesi Utara dalam menyelesaikan konflik yang terjadi antaratransportasi online dengan transportasi konvensional. Adapun pendekatan teori yang digunakan yaknikonsep Winarno (2012: 122-125), Winarno mengemukakan tahapan formulasi kebijakan terdiri dari:perumusan masalah (defining the problem), Agenda Kebijakan, pemilihan alternatif kebijakan untukmemecahkan masalah, dan tahap penetapan kebijakan. Dalam proses formulasi Rapergub tentangAngkutan Sewa Khusus Pemerintah Sulawesi Utara melalui Dinas Perhubungan telah merumuskanmasalah menjadi tiga poin yaitu penetapan wilayah operasi,tarifdan rencana kebutuhan kendaraan/kuota.Setelah konflik yang terjadi antara transportasi online dengan transportasi konvensional, masalah tersebutdisepakati masuk dalam agenda kebijakan. Rapergub yang sifatnya mendesak dari pemerintah ProvinsiSulawesi Utara saat ini tidak membuat atau tidak memiliki alternative-alternatif kebijakan. Penetapankebijakan yang merupakan tahap akhir dari proses formulasi kebijakan ini pun belum bias terlaksana yangdisebabkan pada tanggal 12 September tahun 2018 Mahkama Konstitusi telah mencabut ataumembatalkan PM 108 tahun 2017. Pemerintah Sulawesi Utara dalam merumuskan Rapergub tentangAngkutan Sewa Khusus terlihat kurang serius dan kurang komperehensif, karena tidak dilibatkannyaDinas Komunikasi dan Informatika selaku salah satu actor kunci dalam perumusan Rapergub tersebut,dan ini pun berdampak pada hasil pembahasan rumusan masalah yang hanya menempatkan transportasionline dalam bingkai angkutan umum yang dimana seharusnya transportasi online diletakkan padabingkai angkutan sewa khusus.Kata Kunci : Formulasi Kebijakann, Transportasi Online, Transportasi Konvensional

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which are reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. The role of bloodgovernment is very important to realize the wishes of the village government and the community tointroduce Tanjung bongo out and to be better known by the outside community. Abstract

Abstract: The supervisory function is an essential part of the management process Operational Assistance(BOS). The purpose of this research is to find out how the supervisory functions of the Fund Schooloperational assistance (BOS) by Education Office city of Manado. The research method used is descriptivequalitativemethod. The location of the research on select three SDN from SDN 04 Manado, Manado, andSDN 21, SDN 100 Manado. Informant research as many as eight people: Head of education city of Manado(one person), the management team School operational assistance BOS from city Education Office (oneperson), Headmaster (three people) and a school Committee/student parents People (three people) datacollection Techniques used are interviews. Data analysis was done with a descriptive-qualitative analysistechniques, interactive model of the Miles and Hubernann. Based on research results drawn conclusion: Thesupervisory function and Operational Assistance School by the education service Manado well implementedthrough the use of the means/methods of supervision that exists: the implementation of the technicalinstructions consistently BOS by schools, socialization and coaching against the school in the managementand reporting of the Fund's School operational assistance (BOS), monitoring or monitoring on a regularbasis, the implementation of the reporting system by the BOS of the school funds on a regular basis, and theevaluation of the implementation of the Fund's School operational assistance (BOS) at the school. Referringto the conclusions of the study results presented suggestions: (1) to be more effective the supervisory functionsof the Fund's boss, let the Manado City Education Office parties set the school superintendent accompanyingthe management team School operational assistance (BOS) in doing the monitoring and supervision of fundmanagement School operational assistance (BOS) at school. (2) the functional Supervision by supervisoryinternal functional apparatus (inspectorates or supervisory area) need to be implemented to support thesupervisory funded by the management team of the city Education Office School operational assistance (BOS)in supervising and checking the use and the School operational assistance BOS at the school. Abstract

The city of Manado is one of the emerging cities in the province of North Sulawesi and one of theimportant tasks of the government in supporting regional development is the handling of unemploymentcurrently faced. One of the programs run by the Manado City Labour Office is a training program forthe Tata boga, this program aims to help housewives who do not have jobs that have the opportunity toopen their own business in order to increase the income of their family. Therefore, this study aims toanalyze the capability of the implementing officers of the Tata boga training program at the Departmentof Labor.To analyze the data using the capability theory approach from Hersey and Blanchard (2006: 20)covering 1) technical skill; 2) social skills (social skills); 3) conceptual skills (conceptual skills).The results of this study and discussion found that the basic skills of the executing apparatus arenot optimal, the ability of the technique is good enough, the social ability is also very good, but theconceptual ability is still low due to lack of conceptual mastery of an organization from theimplementation of the program Tata boga so monitoring of the participants Tata boga training is notdone thoroughly but only some participants. From this research can be drawn the conclusion that theability of officers of training program Tata boga program at the Manado city Labour Office has notbeen maximized due to: the absence of monitoring or monitoring of the implementing officers of allparticipants who attended the Tata boga program training but only part of the monitored the groupparticipants Tata boga formed during the training so it cannot be seen how many who develop and donot develop knowledge and assistance obtained from the Manado City Labour Office.Keywords: Ability, apparatus, training

Abstract

ABSTRACT : Orphange is a childcare intitute that have function to serve, nurture, educate, and full fill the rights of children. In this place children will be custody by implementor to replace parent’s role to nature, and give education to child so they can grow up with good quality, useful, and can responsibility for them self and other people one day. The child get in orphange is because they family have a economic difficulty, or don’t have a parents so they can be categorized as a orphan. This research try to explain childcare policy implementation in increase human resource at Nazaret Tomohon orphanage. This research use qualitative method so can get a result through an a direct observation and get interview from a few informan. to guide this research implementation theory from Van Meter and Van Horn has been used, that policy implementation is based to standard and policy purpose, human resource, organisation characteristic, executive, communication between related organisation, disposition. This research found that childcare policy implementation in increase human resource can be seen from standard and purpose of policy, human resource, characteristic executive organisation, communication between related organisation, and executive is already effective in childcare implementation because it based on religion value, ethics, moral, and exemplary from care givers. The conduction that can get from this research is the ability from caregiver can perform a good nurture so the quality from human resource can increase. Abstract

Current conditions indicate that the personnel of the apparatus is very far from what should be displayed by the personnel of the current apparatus which shows low professionalism, including KKN practices involving apparatus, inappropriate numbers, services for convoluted communities living in patron patterns, clients, less creative and innovative. According to the theory of Mustopadidjaja (2003), the aim of implementing bureaucratic reform is to improve bureaucratic performance to be more effective and efficient, the creation of bureaucracies that are professional, neutral, transparent, democratic, independent and have integrity and competence in carrying out their duties and responsibilities state servants, good and clean government, free from KKN and improve the quality of services to the community. While the quality of public service is the quality of service for bureaucrats to the community that is able to meet the desires or needs of the customer / community. Sinambela (2006: 6-8). For the sake of the realization of an ideal government, the bureaucracy must be a servant of the community. One of the important tasks of the bureaucracy is to provide excellent service for the community. Therefore good public service is one measure of the success of bureaucratic reform. In this study using quantitative research methods and data collection techniques using questionnaires / questionnaires for primary data collection distributed to all employees totaling 36 while the community amounted to 36 so the total sample is 74 people. The results of the study generally explain that there is an effect of bureaucratic reformation on the quality of public services in the Population and Civil Registration Office of the city of Manado, but the changes have not been significant.Keyword: Bureaucratic reform, Quality of public services

Abstract

Abstrack; Police compensation policy in the current environment is expected to boost theperformance of the police. The aim of research to determine the effect of compensation policies on theperformance of police officers at the police station Bitung.This study uses quantitative methods. Sample of respondents were taken with stratified randomsampling technique (based on class rank) of 10% (50 people) of the population (504 police officers Bitung).Collecting data using questionnaires / questionnaire and assisted with interview techniques. The analysistechnique used is the inferential statistical analysis is linear regression and correlation product moment.The result showed: (1) the regression coefficient of variable compensation policies on theperformance of police officers Bitung is posifive and significant. (2) the correlation coefficient and thecoefficient of determination variable compensation policies on the performance of police officers was highand significant Bitung.Based on the results of the data analysis is concluded that the compensation policy Polri positive andsignificant impact on the performance of police officers at the police station Bitung.Departing from the conclusions of the study results suggested: (1) compensation policy within thepolice force now needs to be continued, but there needs to be improvement in some kind of allowance. (2)Improvement in environmental compensation National Police must be balanced or accompanied by anincrease in performance of the members / officers. Abstract

Abstract : Service can be defined as providing services (serving) the needs of people or communities who have an interest in theorganization in accordance with the rules and procedures that have been established. When associated with publicadministration, service is the quality of bureaucratic service to the community. Quality of service in general can be seen fromsome of the characteristics that determine the good of a service product that comes from government policy. Based on initialobservations made by researchers at the Agrarian Office and Spatial/Land Agency of Manado City, there are several problemsthat still occur in the process of making land certificate service which some of them complained about by the public. This studyaims to determine the Quality of Land Certificate Preparation Service in the Agrarian Office and Spatial/National Land Agencyof Manado City. The quality of public services can be measured from five dimensions, namely tangible, reliability,responsiveness, assurance, and empathy. The research method used is qualitative, where research is used to research on naturalobject condition, and the researcher is the key instrument. Sources of research data consist of primary data and secondary data.The research informant consisted of officials and employees of service providers as well as a community of service users totalingfifteen persons. Technique of collecting data is done by observation, interview, documentation and triangulation. This researchuses data analysis techniques from Miles and Huberman which consists of three steps, namely data reduction, data presentationand conclusion.Keywords: Service Quality, Making Land Sertificates.
