Abstract

Bureaucratic behavior is essentially the result of bureaucratic interaction as a collection of individualswith their environment. Deviant bureaucratic behavior is more accurately seen as a bureaucraticpathology or a symptom of bureaucratic deviation. In relation to bureaucratic behavior in providingservices in the sub-district, its position, role, and function cannot be separated from individuals as subdistrictofficials (employees) who have perceptions, values, motivation, and knowledge in order to carryout social duties, functions, and responsibilities in providing services. Human behavior in organizationslargely determines the achievement of maximum results in order to achieve organizational goals.Human behavior is a function of the interaction between individuals and their environment. Eachindividual has its own characteristics, and these characteristics will be brought when he entered acertain environment. These characteristics include abilities, personal beliefs, needs, and experience.Likewise, organizations within the sub-district scope of each individual (bureaucrat) have certaincharacteristics, namely the order that is realized in the hierarchy, work, tasks, authority andresponsibility, so that they are required to be able and consistent in providing services to thecommunity.Keywords: Behavior, Bureaucracy, Public Service

Abstract

Abstract tax has a role in the execution of development because it is a source of State income tax forall expenditures including expenditures of development. The Earth and building tax is one of the sourcesof income of the area that also determines the conditions of regional financial capability, while intendedto interest the Community area. The lack of socialization about the Earth and building tax payments, in thedetermination of the amount of tax to be paid by the public are often imprecise and understanding of thepeople in the process of tax payment the Earth and buildings that hamper the implementation of the policy, sothat it does not run with the maximum. Based on the issue the purpose of this research was carried out toanalyse the implementation of policy on the management of Tax the Earth and buildings in Manado City areaRevenue Office.This research uses descriptive qualitative approach method. Abstract

Health care is one of the fundamental rights of societies that are organized by the mandatory Governmentarranged. One important element in the system of hospital is labour, organization and quality of medicalpersonnel and nurses in the hospital, because it will affect the quality of the management and service.Therefore the hospital as a health care provider must provide satisfying service towards patients SocialInsurance Administration Organization (BPJS). Because the hospital is an organization that sells services,then a quality service is one of the demands that must be met. Hence the need for an action that is trulyconcerned with the public interest in terms of providing services that are really good to society. The purposeof this research is to know the patient's medical service quality in hospital BPJS Islam of Sitti MaryamManado. This study uses qualitative methods. Informants in this study amounted to seven people. Datacollection techniques used are interviews, observation and documentation. Measurement using the theory ofParasuraman with five dimensions of service quality that is reliability, empathy, intangibles, responsiveness,assurance. The results of this study stated that by using five dimensions of service quality measurement of thehealth of the patient in hospital BPJS Islam of Sitti Maryam Manado votes is enough. More suggestionsimprove existing facilities and infrastructure at the Islamic Hospital of Sitti Maryam Manado in order tosupport existing services. Hospital employees should mutually enhance the sense of the importance ofhospitality towards the patient or patient's family in the service of process in order for the patient or thepatient's family gave a good response against an employee of the hospital.Keywords: Quality Of Service, Patient BPJS

Abstract

ABSTRACTAllocation of funds village is part of the balance funds received district / city, village fund allocation of at least 10% of the balance funds received by the district / city in the budget revenue and expenditure net of fund special allocation. The purpose of the Village Fund Allocation (ADD) is to Improve the organization of village government in carrying out government services and community development in accordance with its authority, Improve the ability of an association of villages and village in the planning, implementation and control of participatory development in accordance with the potential of the village, improving income distribution , employment and business opportunities for rural and urban communities, non-governmental Encourage increased mutual aid society.The purpose of this study was to evaluate the extent of the effectiveness of the allocation of funds in the village of East Motoling District of South Minahasa District. Data collection techniques in this research is through: Observation of the direct observation to the study site, melakukakan Interviews and Documentation.The evaluation result shows that the allocation of funds village in the district East Motoling not effective because there are still some things that are not appropriate as the manufacture of the plan to use the village fund allocation that does not involve people who mislead people do not know exactly to what the actual village fund allocation. Likewise, there is a budget that is used only for personal and group interests such as technical guidance old law that has all the roads when it would be better if the allocation of the funds are used for community development. Abstract

The placement of a Civil State Apparatus on structural position is a process which is very decisive in getting competent employees in their fields, because the exact placement in the proper positions will be able to help a the Agency in achieving the expected objectives. Placement is one of the important aspects in the human resources planning process, as it relates to efficiency and fairness. This research aims to find out how the placement of the Civil State Apparatus on structural position in the service of Social Government Talaud Islands. This research uses qualitative research methods. Based on the results of the study found that education, knowledge, skills, experience and age factor of a Civil State Apparatus became a benchmark in placing employees on structural position in the service of Social Government Talaud Islands. The Basic Social Service should be more effective and efficient in putting employees on structural position.Keywords: Placement, Structural Position, Civil State Apparatus.

Abstract

Abstract: the influence of the supervision of the execution of the duties against the head of the villagehead is in fact the Act of comparing between planning with existing results. This is because between the twoof these frequent irregularities, then the task of supervision is make corrections over the irregularities.Issues that are questionable in this research is whether the Head could be influential in overseeing theimplementation of the village chief In North Halmahera Regency West Bacan Island South. Based ontheoretical studies indicate that theoretically a hypothesis of influence against the head of the supervision ofthe execution of the duties of the head of the village. The methods used in this research is quantitativemethods. The subject of this research is the apparatus of Government and society that is in the North Westwith Bacan Island Subdistrict total number of Village 8 villages. Research samples taken as many as 30people. Data collection is done using questionnaire and assisted with interview techniques. Analysistechniques that white is a linear regression analysis and correlation of product moment. Data analysisresults showed: (1) the regression coefficient of the variable head of surveillance against the execution of theduties of the head of the village is positive and real (2) coefficient of correlation and coefficient ofdetermination of the variable head of surveillance against the execution of the duties of the head of thevillage is situated on a high category. Based on these results it was concluded that the supervision of thehead of a positive and significant effect against the execution of the duties of the head of the village; Thismeans that the head of supervision is an important factor that determines the future of communitydevelopment. The conclusion left then suggested that "the execution of the duties of the head of a village indistrict of North Western bacan island still needs to have its increase, given the implementation and resultsof the programmes reached over this yet. Abstract

Abstract:This research aims to explain about the role of technical implementing unit of Manado city or samsat Manado inpreventing and overcoming counterfeiting of motor vehicle letters. This research uses descriptive method of qualitativeapproach, and data collection technique done by observation, interview technique, and documentation. The number ofinformants as many as 10 people. In this research using the measurement of duties and functions of the samsat office interms of where the approach of this process include (i) planning, (ii) coordination, (iii) coaching, (iv) control of servicetasks. The result of the research shows that the role of samsat manado in prevention against counterfeiting of motor vehicleletters is : a. Conducting motor vehicle document research by conducting cross check against frame number and enginenumber to motor vehicle; b. Receive and examine the results of physical inspection of motor vehicles to be adjusted to thedocuments of motor vehicles; c. The selection of good safety signs in the motor vehicle letters, so that the letter of the motorvehicle is difficult to forge. Countermeasures of criminal counterfeiting of letters conducted by samsat Manado party byblocking motor vehicle letters. The role of samsat in this case only as an informant only. Samsat has no authority ininvestigating cases of counterfeiting of motor vehicles letters. Samsat still cooperate with the police if the police still needthe help of samsat for completeness of ranmor files or as expert witnesses.Keywords : Role, SAMSAT, Counterfeiting

Abstract

Abstract : The internal environment is the overall factor in the organization and the activities of theorganization. In the study are two main problems, namely the environmental conditions and the level ofemployee performance in organizations. The study tries to show the influence of the organizationalenvironment on employee performance in Tuminting district, Manado city . This study uses a quantitativeapproach with descriptions and explanations. Data sources or respondents of this study are all employeesof the district office Tuminting, numbering 32 people. Data was collected through a questionnaire andengineering survey using observation techniques. Analysis of the data involved using a simple correlationanalysis technique and simple regression. The results of the data analysis: 1.the environmentalorganization at the district offices in Tuminting is based on the opinions of respondents in the categoriesand are likely to be high or medium.2.Employee performance is likely to be low or medium.3.Theregression coefficient of the variable work environment on employee performance is positive andsignificant and the correlation coefficient of determination is also. Based on the results of data analysis itmay be concluded that the environmental organization, working environment is significantly positive inthe office at Tuminting, Manado city. From the conclusion of the study it is suggested that theorganization’s leaders, in particular the leader of Tuminting district, are able to create conditions of acondusive working environment and stimulate morale of the employees and also the need for concreteefforts of local governments to create the conditions for a better working environment.Keywords : Environmental organization, Employees Performance

Abstract

ABSTRACT: Although the discipline rules of civil servent is dearly and distinct define the obligations andprobubitions, but the fact shows that there still a lot of discipline violations done by the civil servent. The purpose ofthis research is to find out the influence of discipline on employee?s work achievement of the social services indistrict of West Halmahera. The type of this research is exploratory research with quantitative approach. Theresearch sample are 35 respondents drawn by random at the social services in district of west Halmahera. For thedata collection used questionnaire and interview technique.The data analysis tehniques used statistic analysis of linear reqression and product moment correlation.Based on the data analysis is thengwen coclusions as follows : (1). The discipline has a funcional relationship orpositive influence and significant as wel as shape or linear pattern on employee?s work achievement of the socialservices in district of west Halmahera. That, the increasing of the work achievement. (2). The discipline has acorrelation and the significant determination forwards the development on employee?s work achievement of thesocial services in district of west Halmahera.That, the more discipline, the more it gets achievement. Based on the conclusions is then developed somesuggestions as follows : (a). The preventive discipline needs to be improved on employee?s of the social services indistrict of west Halmahera. For that, the coaching of discipline is necessary to do continuously. (b). The repressivediscipline needs to applying for the employee?s who violate the rules of discipline. Abstract

Abstract: It has been understood that a policy is created because there is a goal to be achieved. Without goals, thereis no need for policy so the goal becomes the first element of a policy. Good policy has a good purpose. Excellentservice to the Society becomes and eminent issue in the implementation of its duties and responsibilities within thebureaucracy of increasing the level of knowledge of Society. Despite the influence of Globalization, the old patternsof government administration are no longer compatible with the changing social life of the Society, whichencourages researchers to examine, Local Government Policy in the implementation of e-ID card service inPyramid District.The method used in this research is descriptive method of analysis, with data collection through questionnairesurvey and interview with the information giver that is needed in this research is Society in Pyramid District whichtake care of e-KTP, KK and Birth Certificate and data analysed descriptively descriptive analysis with Descriptivestatistics.The results of the research show that: (1) The application of the principle of Transparency and Accountabilityattitude in the implementation of Public service in Pyramid District Not yet optimal / Still in very low level not inaccordance with the expectation of Society in four. (2) The productivity of District Government in policymaking isnot appropriate on the target according to the standard of Public Service and even the Vision and Mission in theDistrict. (3) The quality of government work Pyramid district in the implementation of duties and responsibilitiesis not too optimal in the low category is not yet able to match the expectations and desires Society. Researcherscleared the conclusion that the policy in the service delivery as a servant of the state in Pyramid District Office hasnot been implemented as expected by Society.
