Abstract

AbstractMany giant companies were initially very rapidly growing, but suddenly closed or broke. Indications of thecause of the company failed to operate its business one of them is Human error or human errors in carryingout management function. Based on the objective of this research is to know how the role of managementfunction of natural resources (steam power) in PT. Pertamina Geothermal Energy Area Lahendong KotaTomohon.Based on the problem formulation and in accordance with the objectives that want to be achieved in thisstudy then the type of research used in this research is qualitative descriptive research. Data collectiontechniques are conducted using observation, interviews, documentationBased on the results of the study with the interview method of several employees at PT. Pertamina GeotermalEnergy Area Lahendong found management of natural resources management at PT. PertaminaGeotermal Energy Area Lahendong seen from the process of planning has been working well that followsthe guidelines of the work that has been established including the implementation strategy, spatial design,and recruitment of personnel/employees. From the organizing process of people – people involved inmanagement management can be said to be good because all work in accordance with the field of theirduties – each with a clear division of work so that it has almost no obstacles as well as the timeliness ofmanagement work set strict discipline comes timely and also home according to the time prescribed for thosewho violate the rules are sanctioned until the dismissal Based on the results of the research found the factthat there is still abuse of power by managers where many employees were fired for unreasonable reasons.Keywords: management, management, natural resources

Abstract

ABSTRAK : The purpose of this study was to determine the extent of strucral reform policies of thegovernment bureaucracy districts governed by the PP.No.19 of 2008 to realize the efficiency andeffectiveness of government administration districts,especially in Sub Salibabu Talaud Islands. The methodused is descriptive method-kualitatif. Imforman officials,namely : Head,the District Secretary,Head ofSection (4),Head of Sub Section (2). And plus resdents masyarakat (2). Date collection techniques used wereinterviews.Analysis date is done by a using qualitative analysis interacktive model of Miles and Hubernann.Based on the results of the study conclude : (1) Struktur Salibabu District government bureaucracy ( Theamount of organization and type of organizational units) are in accordance with the policy of reformbureaucratic structures Disrict government stipulated in article 32 PP.No. 41 Year 2007 and PP. No. 19 Year2008 on the district. (2) The structure of district Government Bureaucracy Salibabu meets the criteria ofeffectiveness and efficiency as a mandate PP.No.41 Year 2007,where the duties and functions ( TOR ) asdefined by the District Government can already be carried out by a unit/organization units (sections andsub-sections) which exists. (3) The structure of the Distict Government Bureaucracy Existing Salibabu iseffective enough to be able to realize the effectiveness and efficiency of the of District Government. Based onthe conclusions of the research results it is necessary to put forward suggestions : (1) structural reformpolicies of the Government Bureaucracy District such policy must be consistently in the structuring ofGovernment Bureaucracy District shoul be followed by reform of personnel resources ,and also by theprovision of adequate infrastructure tasks.Keywords : Reform the Bureaucracy Structure of the District Governments.

Abstract

Tujuan penelitian adalah untuk mengetahui Tatakelola Pemerintahan Di Kantor KecamatanMalalayang Kota Manado Penelitian ini menggunakan metode pendekatan kualitatif. TatakelolaPemerintahan Kantor Kecamatan dilihat dari lima indikator prinsip tatakelola pemerintahan yangbaik yang dikemukakan oleh Daniri yaitu adalah transparansi, akuntabilitas, responsibilitas,indenpendensi, dan kesetaraan/kewajaran. Informan penelitian adalah Camat, Sekretaris, Kepala SubBagian, Perangkat Kecamatan. seluruh nyaber jumlah 9 orang. Pengumpulan data menggunakanpedoman wawancara, sedangkan teknik analisis yang digunakan adalah analisis model interaktif.Berdasarkan hasil analisa data ditarik kesimpulan bahwa tatakelola pemerintahan di kantormalalayang dilihat dari indikator transparansi, akuntabilitas, responsibilitas, indenpendensi, dankesetaraan/kewajaran. Sudah berjalan dengan baik .Berdasarkan hasil penelitian dapatdirekomendasika saran : Di Kantor Kecamatan Malalayang seningga dapat menjalankan pengelolaanpemerintahan dengan baik. Untuk pemerintah Kecamatan Malalayang agar bisa mengasah danmemberikan pelatihan kepada perangkat adminidtratif terkait surat menyurat dan hal administratiflainnya agar kedepan bisa berjalan dengan libih baik lagi. Seperti yang ditetapkannya UndangUndang Nomor 22 Tahun 1999 yang diubah dengan Undang-Undang Nomor 32 Tahun 2004 tentangpemerintahan daerah diharapkan menjadi birokrasi yang efektif.Kata Kunci : Tata kelola, Pemerintahan, Kantor Kecamatan.

Abstract

Abstract: This research dotted from the initial observation that the effectiveness of the organization'sSecretariat indicated area of North Halmahera Regency is still relatively low. This condition is presumablyrelated to policy implementation resformasi bureaucracy that has not gone well. Thus, this study aims: "toanalyze the effect of policy implementation of bureaucratic reforms on the effectiveness of the organization inNorth Halmahera Regional Secretariat".The method used is descriptive method with quantitative approach, the sample of respondents is setpurposively as much as 78 employees. The primary data obtained through the deployment list (questionnaire),while the secondary data obtained through technical documentation. After the data is collected and thenanalyzed by using percentage, followed by testing the hypothesis by using the technique of product momentcorrelation analysis and simple linear regression.The results showed that: Impementasi policy of bureaucratic reform, particularly reform of humanresources in the field of personnel is one of the determining factors (determinants) increasing organizationaleffectiveness. Not optimal achievement of bureaucratic reform, particularly in the Regional Secretariat of NorthHalmahera district with an average of only categorized "medium" performance or the average of 61.9%contributed implicated in not optimal effectiveness of the organization is still in the category of "moderate" tomean achievement average of 69.8%.Statistical analysis showed that between implemntasi bureaucratic reform policy with the effectivenessof the organization has a contributive relationship and a positive linear patterned. Relations between the twovariables is significant at test level of 1%, while the degree of determination (decisive power) of 78.6%.Increase or decrease in the effectiveness of the Regional Secretariat of the organization of North Halmaheradistrict of 78.6 percent determined by bureaucratic reform.Thus, it can be concluded that the results of this study indicate that the hypothesis has been tested byempirical research as well justify the underlying theories. It is recommended that the optimization iplementasipolicy of bureaucratic reform, especially reform of the element of human resources personnel need to be donethrough concrete efforts, such as training and other gina make human resource who has the attitude of integrity,neutral, competent, capable, professional, high-performance and prosperous.Keywords: Bureaucratic reform Apparatus Human resources, organizational effectivenes

Abstract

This research focuses on the implementation of conceptual accountability management in village financial matters andaims to describe government’s involvements in transitioning to or consolidating better establishment for the citizens. Thisstudy is conducted due to funds allocation management by the Village Budget Committee is fairly administered and yetagainst the law. Therefore, this research can confidently be beneficial not only to Talaud Regency, but also Damau districtin terms of improving the accountability of village financial administration.This research is executed at Peret Village, Damau district. The informants are citizen and the village committeeswho are advised to be competent in representing the survey unit in the management of village financial allocations. Thisresearch uses both qualitative and quantitative method which emphasise on the contextual research includes ethnographictechniques such as direct participants observations and interviews which are designed to capture different judgement andperceptions.Furthermore, this research will show that planning and implementation management of village fund allocation canestablish better accountability management for the local government. Despite the implementation of such accountabilityhas been shown successful, its management has yet been properly administered. Thus, its regulation and members dorequire further guidance. Moreover, the main concern is the inefficiency as well as the lack of setting priorities apparatusand human resources reforms hence the needs for assistances from the local government apparatus in a sustainablemanner.Keyword: Village Financial Allocations, Performance, Evaluation

Abstract

Abstract The quality of public services from government bureaucracy very fall from expectation specially seen by the aspects accountability, responsibility, orientation of services, and effective services. The thing among others showed with still to neglectful service user importance in implementation  public services. Based on problem background has been analyzed, then can formulate the problem how performance of  government sub district Bone in public services. Based on problem formulation then direction of research to know how performance of government sub district Bone in public services and to identification the determine factors of government’s performance. This research treated and analyzed with use descriptive-analytic technique. Data source or respondent in this research is any civil servant in the sub district Bone office and the peoples, data source took with random sampling until sum the sample in this research 80 peoples. Result data analyzed to give a conclusion that the service unsure from apparatus performance sub district Bone is good but not optimal. Keywords : public service, government’s performance

Abstract

In general, when people talk or hear the term Management Information System (MIS), then reflected in their minds is a system that was created to carry out-processing the data into information to be used by an organization or certain parties who need information about. Based on the identification of the problem, it can be formulated problems in this study, namely: "how the management of national land management information system (SIMTANAS) in support of the effective implementation of the tasks of land in the city of Ternate Land Office". This study aimed to describe the management of national land management information system (SIMTANAS) in support of the effective implementation of the tasks of land at the Land Office of Ternate.Referring to the results of research, as has been noted in the previous section, it can be drawn some conclusions, as follows: The results showed that the implementation of the eight principles SIMTANAS at the offices of the Land of Ternate, in general has been running well, but has not been optimal so that some criteria / indicators that have not achieved the relevance, timeliness and consistency. The effectiveness of the implementation of the tasks of land, especially in the Land Office of Ternate, in general has been running as expected, although not yet reached the optimal result that some of the criteria effectiveness of the implementation of the tasks of the land has not been achieved, namely the ability of initiative, creativity and responsibility, satisfaction work, the quality and quantity of work. SIMTANAS support the effectiveness of the implementation of the tasks of land, especially in the Land Office Ternate pretty good, although not yet fully achieved. Not optimal SIMTANAS dikungan on the effectiveness of the implementation of the tasks indicated by the weak land some SIMTANAS performance indicators, such as relevansi, timely and consistency. Based on some of the results of all this research, it can put forward some suggestions as follows: In order to optimize the implementation of the principle of SIMTANAS at the Land Office of Ternate, it is necessary to spur the implementation of some of the principles that have not been achieved, the principle of relevance, timeliness and consistency. To optimize the effectiveness of the implementation of the tasks of land, it is necessary to accelerate the ability of initiative, creativity and responsibility, job satisfaction, quality and quantity of the work of employees, especially at the Land Office of Ternate. To increase the carrying capacity SIMTANAS on the effectiveness of the implementation of the tasks of land at the Land Office of Ternate, need to work on improving the performance of some of the principles SIMTANAS, such as relevance, timeliness and consistency by improving the system equipment and job skills training, both for power electronic engineering and power fieldworkers.Keywords: National Land Systems

The purpose of this study to find out how the implementation of quality human resources management inimproving the development of Tingilbet Village District Beoga District Peak Papua Province. The method usedin this study using descriptive qualitative methods. to understand a phenomenon in a social context naturallyby promoting a deep process of interaction and communication between researchers with the phenomenastudied. As for the results of research shows that the implementation of quality human resources managementin improving the development of employee recruitment, staffing and staff development is still minimal in thegovernment environment of Tinggilbet Village Beoga District is not fully done objectively and in accordancewith the needs and expertise of the employees themselves, the implementation of recruitment employee,employee placement and employee development, according to the result of research that has not been done well.KEYWORDS: quality of human resources, village develop

Abstract: The purpose of this research is to know the performance of the Department of transportation thecity of manado in overcoming bottlenecks in the city of manado. Congestion is the enemy of all citiesevolve how not everyone wants to be on time but sometimes we take advantage of the drive can be thecause of our loss. Department of transportation's been doing a lot of Manado City efforts in tacklingbottlenecks that occur one by working closely with the traffic police authorities in response to wildparking, but that's all it was only one of countless causes of congestion, the Department of transportationcurrently Manado alone must be firmer or more increase their performance so that later on the level ofcongestion in the town of manado alone can be cut down.In the research uses qualitative research methods type or descriptive. As for the variety of data (theinformant) in this research taken from the elements involved in the problem in thorough, namely: head ofDepartment of Transportation Department Secretary, Manado, the head of Road Freight traffic, head ofsystems development of transportation and road users (community). With the techniques of primary andsecondary data collection is done with the interview, observation and documentation study.The overall performance of the transport service of the city of manado in dealing with congestion inmanado city seen from the implementation of function-function which in size with the performancemeasurement indicators are pointed out by Dwiyanto 1995 (productivity, Responsiveness, quality ofservice, corporate responsibility and accountability) is still not optimal. It is proven congestion problems inthe city of manado in the handle well yet and Max.The Department of transport improves performance of Manado city in addressing bottlenecks in the workprogram for effectiveness suggest that will be made by the Department of transportation should be moreManado city in advance to be able to cope with problems on the streets of the city of Manado, for example:make regulations for vehicle ownership rights over 6 – 7 years in destroyed or recycled to reducebottlenecks and making the Road overpass. Quality of service in the Department of transportation in ordernot to complicate the community with conditions that are not important and of persons – the person whomade it more difficult to be in the stands. Abstract

The implementation of the SIMDA policy in the BPKAD regency of the Talaud islands has beenimplemented since 2007. But in the implementation of this policy it is still not work properly. There are stillobstacles in implementing this policy. Such as frequent occurrences of interference/damage to networkapplication system, facilities and supporting infrastructure such as computer which is inadequate, besidesthe limited ability of human resources possesed, and the placement of employees who are not yet inaccordance with their competencies and capabilities. Besides that, BPKAD regency of Talaud islands relieson the BPKP in the preparation of regional government financial reports. Thus the conclusion that can bedrawn from the results of this research is that communication in the implementation of the SIMDA policyin BPKAD Talaud islands regency has been carried out before this policy was implemented throughsocialization, meetings, and coaching activities at each meeting. The amount of human resources ownedare sufficient, but in their placement it is not in accordance with the competencies and capabilities as wellas facilities and infrastructure that are inadequate. The attitude of the implementer SIMDA in BPKADTalaud islands regency is very good, this can be seen from the value of professional intergrity, commitment,sincerity, and the synergy between the leadership and staff in carrying out their duties. Bureaucraticstructure, in carrying out its duties, employees have referred to the existing standard operating procedures,as well as the distribution of tasks and responsibilities to each field in accordance with their main tasks andfunctions.Key word: The Implementation of regional financial, management information system policies.
