Abstract

Information globalization has placed Indonesia as part of the world's information society, requiring the establishment of arrangements for the management of information and electronic transactions at the national level. In line with these developments, the internet has changed everything, from the way people think, communicate, connect, work, shop, to the pattern of people in making love. Sexual access can now be easily obtained, from contemporary pornographic content to online prostitution, produced and distributed massively and very quickly on the internet.The idea of sexuality that used to be taboo now obtains a space to discuss. Through the internet, sexuality is used as a recreational arena and a biological necessity as an essential outlet for desire and lust. As Foucault shows that sexuality is not merely a biological drive, but is a form of behavior and thoughts that are subordinated by power relations that are carried out for the purpose other objectives outside the interests of sexuality itself. It is this power that should be used as "social control", legal decisions, to government regulation of sexuality freedom on the internet. The purpose of this study is to find out how the reality of online prostitution is now growing and its relation to government arrangements. This study uses a virtual ethnographic method. The results showed that the Internet became a medium of online prostitution development that increases rapidly so that almost abandon the government power to regulate it.

Abstract

One of e-government services that were adopted by the Government District Banjarnegara is Procurement of Goods/Services in Electronics (LPSE) in order to fix some of the weaknesses of the procurement of government goods/ services are carried out manually. This study aims to assess and analyze the effectiveness of Electronic Procurement System (SPSE) in the Procurement of Goods/Services in the District Banjarnegara. The study was conducted at the office of the District LPSE Banjarnegara, this study uses the effectiveness of Electronic Procurement System (SPSE) in the Procurement of Goods/Services in the District Banjarnegara. Data were obtained through interviews with informants related to the implementation of the Electronic Procurement System (SPSE) In District Banjarnegara and conduct research on a data source in the form of archives, documents, statistical data, and other important texts related to the research. The analysis was performed in 3 (three) using the stages: data reduction, data presentation and conclusion Manufacture, Verification, and Reflection The results showed that the application of LPSE in the district. Banjarnegara has increased transparency in the procurement of government goods/services 5 (five) assessment indicators, namely Production, Efficiency, Satisfaction, excellence, and development to assess the extent of the effectiveness of the implementation of the SPSE in the district. Banjarnegara which already shows a fairly good category/ quite effective.

Abstract

Rumit dan berbelit-belit, lamban, mahal, dan melelahkan. Itulah kesan pertama yang terungkap ketika menyaksikan sistem pelaporan keuangan yang dilakukan oleh organisasi pemerintahan daerah (OPD) di Kabupaten Karangasem. Dari yang seharusnya dilakukan satu hari bisa dilakukan menjadi berhari-hari bahkan berbulan-bulan. Untuk memperlancar proses pelaporan/pemantauan tersebut, maka dilakukan upaya Reformasi Birokrasi (RB) dengan mengembangkan sistem dan aplikasi berbasis online yang disebut dengan e-Monev. Tujuan dari penelitian ini pertama, ingin melihat apakah pelaksanaan e-monev keuangan Kabupaten Karangasem provinsi Bali sesuai dengan semangat Reformasi Birokrasi (RB) Kedua, sejauhmana pelaksanaan e-monev keuangan Kabupaten Karangasem memberi dampak positif pada reformasi birokrasi pada setiap OPD Kabupaten Karangasem. Penelitian ini menggunakan jenis penelitian kualitatif dengan teknik pengumpulan data wawancara terstruktur yang dilakukan dengan beberapa key informan dari sejumlah OPD Kabupaten Karangasem serta menggunakan pengamatan dokumen dan observasi data di lapangan. Temuan penelitian menyatakan, bahwa e-monev keuangan Karangasem memberikan perubahan yang sangat signifikan terhadap kinerja birokrasi. E-monev memberikan kemudahkan bagi Pemerintah Kabupaten (Baplitbangda) untuk mengendalikan program dan kegiatan baik fisik maupun keuangan. E-monev mempermudah untuk memantau pelaksanaan program dan kegiatan pembangunan. Dari yang dulu dilakukan secara manual dengan e-monev menjadi lebih cepat dilaksanakan dan hasilnya bisa kelihatan langsung secara real time.

Abstract

This article is about how The Lingkar Biru Film Community maintains and develops its existence in Purwokerto. The article aims to provide information and discourse of the phenomena and the patterns of the creative economy in Purwokerto. The article also analyses the efforts by the community to enhance their existence. From the research leading to this article, it can be concluded that effort by LB in developing their existence is maintaining the quality by keep learning, creating and maintaining the quality. By maintaining the quality, one can assess the existence of something so the existence will come as a bonus for those who continue to learn and sharpen the creativity. Besides, LB also tries to avoid conflict among members and to utilize project result to purchase new tools, and the most important are widening the network by raising the link. The internal interaction done by LB in the production and marketing process is very friendly and flexible. The members of the community master in almost all required skills in many areas of production so they can rely on each other. The obstacles found during the process of LB found were more on the technical issues and time because the obstacles to the interaction can be overcome easily since the members have understood the characters and capacities each other. LB tries to keep the quality by always looking for new ideas that they want to create into a masterpiece. This is the most important point in the effort to sharpen the LB creativity in order to raise up the existence of creative economy.

Abstract

Conflict of the New Yogyakarta International Airport (NYIA) construction that appeared in KulonProgo Regency started in 2011 soon after the Indonesian government that represented by BUMN and Indian investor, GVK Power & Infrastructure, started the work. The problem was that the airport construction was done on a dense population villages and productive land field in Temon sub district of KulonProgo Regency. To build the NYIA, the construction was estimated would need 637 hectare of dense population land. Those included 6 villages that would be flattened. The long period of conflict was the effect of misunderstanding and unsmooth negotiation between the subject and the object of construction which were the government and the affected villagers. This conflict was getting worse as there were two sides among the villagers, pro and contra. These emerged vertical and horizontal conflict. Vertical conflict appeared between the villagers and the government. The contra side villagers assume that the government dispossesses their land field and their living space(socially and economically) for the NYIA. While the government argued that the establishment of NYIA was a national program that had been stated in RPJMN and would be implicated to the increasing quality of the surrounding community.

Abstract

Victory is the primary goal for eligible participants in legislative, regent, governor, and presidential elections. The use of social media became a means of garnering support from the public, but on the other hand openly getting attacks from supporters of the opposing camp. Mutual news "hoax" that spread on social media is a problem that has not been resolved until now. Social media becomes a force as well as a threat because it is transformed into a digital world that does not recognize the boundaries of state sovereignty as well as the political and social structure of society. Students are members of the community of social media users who are critical of the development of virtual social relationships that are transformed into a space of political communication. This study used qualitative research methods. The purpose of this study is to analyze the meaning of students of social media users and analyze social media influence on the political participation of its users. Social media has the following meanings; First, social media is interpreted as a form of public opinion. Second, social media as the most democratic media. Third, social media as a driver of change. Fourth, social media as a two-way communication media. Fifth, social media as an opponent's surveillance tool. The implication of this research is expected to be more critical, hopefully, the political communicator is more professional and wise in conveying their political message. The goal of winning or just the opposite is that society becomes less sympathetic, and undermines the self-image of political participants.

Abstract

Jenis penelitian yang digunakan dalam penelitian ini adalah mix method dengan strategi metode campuran konkruen/ sewaktu-waktu (concruent mixed methods) terutama strategi embedded konkruen. Populasi dalam penelitian ini adalah seluruh masyarakat yang pernah mengurus IMB di BPMPP Kabupaten Banyumas pada tahun 2015. Permohonan Pelayanan IMB pada BPMPP Kabupaten Banyumas Tahun 2015 adalah sejumlah 256 permohonan. Sampel yang diambil sebanyak 40% dari jumlah populasi, dengan perhitungan 40% x 256 = 102 sampel. Penelitian ini menilai kinerja organisasi BPMPP Kabupaten Banyumas dengan mengacu pada lima dimensi kinerja yang meliputi produktivitas, kualitas layanan, responsivitas, responsibilitas dan akuntabilitas. Analisis data menggunakan analisis distribusi frekfuensi dalam bentuk nilai rata-rata dan dalam bentuk kategori rendah, sedang atau tinggi. Hasil penelitian menunjukkan bahwa 1) Produktivitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi produktivitas layanan IMB yang masuk kategori rendah; 2) Kualitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi kualitas layanan IMB yang masuk kategori rendah; 3) Responsivitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi responsivitas layanan IMB yang masuk kategori rendah; 4) Responsibilitas layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi responsibilitas layanan IMB yang masuk kategori rendah; 5) Akuntabilitas Layanan IMB di BPMPP Kabupaten Banyumas masih rendah, hal ini dapat dilihat dari persebaran jawaban responden terhadap dimensi akuntabilitas layanan IMB yang masuk kategori rendah

Abstract

Dalam menghadapi berbagai tantangan untuk mewujudkan ketahanan pangan yang mantap, secara umum masih cukup tersedia berbagai potensi sumber daya (alam, SDM, budaya, teknologi dan finasial) yang belum dimanfaatkan secara optimal. Oleh karena itu, berbagai strategi pengembangan sangat diperlukan terutama pengembangan masyarakat (comunity development) dimana masyarakat merupakan aktor utama pelaku pembangunan. Desa Wringinputihsebagai salah satu desa yang menghasilkan hasil pertanian unggulan dan produk pangan lokal oleh kelompok masyarakat melakukan pengelolaan dengan baik mulai dari penanaman, panen, pengolahan, serta pemasaran. Berdasarkan penelitian serta hasil analisis yang telah dilakukan, potensi tersebut dapat dikembangakan lebih lanjut dengan bebagai strategi sebagai berikut (1) penyuluhan berkelanjutan, (2) peningkatan hasil produksi tani dan penguatan modal masyarakat, (3) aspek promosi dalam pemasaran, serta (4) pemberian motivasi.

Abstract

Promotion through advertising is often done in an effort to develop the association, close relationship between brands with the consumers in order to create equity. The aim of this study was to determine the influence of 'Chips Ahoy!' ad, Baking Show version towards brand equity to children. This study used the quantitative method to prove the hypothesis. The method which used to determine samples was done by Slovin’s formula and the sample was selected by proportional stratified random sampling. Respondents for this study were children from 1 to 6 elementary school grades with 214 people for the number population and 68 people were selected as sample respondents. Referring to the theory of Cognitive Development from Jean Piaget, respondents are researched by several age categories: pre-operational (2-7 years), concrete operations (8-11 years) and formal operation (12 years). The theory that used in this study was framed in Cognitive Response Models by Belch and Belch. The technique of data analysis used simple linear regression and the hypothesis testing used Pearson Product Moment Correlation test. Results showed that the effect was quite low but its still accordance with the theory that the process of thinking on children, in terms of the advertising perceive are changed along with the ages and the experiences. These results for this study was proven that showed the correlation coefficient R was 0.611 so it could be said that there were low effects but definite between the variables, and has a positive direction and significant of 0,001 < 0,05 which means Ha was accepted and Ho was rejected. The results of the regression test showed that the effect of Television Ad 'Chips Ahoy!' towards the brand equity to the children was 37.3%.

Abstract

Deforestation is currently a new challenge for Indonesia as a result of massive state enterprises or private actions that land conversion. Indonesian land conversion have an impact on environmental degradation are detrimental to society both in the surrounding woods. Policy at the government's Agrarian Reform Joko Widodo and Jusuf Kalla to be a solution to reduce land conversion action. This article wants to learn about the agrarian reform policy which has been running 3 years Administration Joko Widodo as well as models of indigenous community-based land redistribution. The method used in this article is a qualitative descriptive approach that describes the results of research, assessment and other references reinforced with empirical data based on literature, documents, and media.This article explains a few things, first, based forest management implemented for the public to support the welfare and maintaining the forest environment. Indigenous peoples in managing and protecting the forests have rules that have been derived from the ancestors. Forest management by indigenous peoples based on the belief give good impact to protect the environment. Second, the government agrarian reform policy Joko Widodo and Jusuf Kalla in the third year are still encountering a variety of problems that occur are confusion regulation occurs at the level of the central government, where the government issued Presidential Decree 88 in 2017 which is counterproductive to conflict resolution through agrarian reform. Object Land Agrarian Reform is not based on the needs of society but to refer the forest cover in accordance with the Regulations of Forestry, it makes Java, Lampung, and Bali sealed from agrarian reform policies. Agrarian Reform institutions to manage unclear because until now there is no institutional ad-hoc. Implementation of agrarian reform policies led directly by the president and multiple government agencies.
