Abstract

This article looks into the actions taken by the Government of Indonesia to follow up the integration of the points of the Beijing Platform +20 into national instruments such as legislation products, law, and public policy based on gender equality in accordance with suppressing women trafficking particularly the exploitation of prostitution pinpointed by the Beijing Platform +20. It will also discuss gender injustice as the root of women’s trafficking. Women exploitation in prostitution still can not be addressed optimally by the government because of gender inequality in legal structure and system. Besides, the implementation is still based on genderbiased value and construction of sexuality in patriarchal society.

Abstract

Although RPJMN 2015-2019 states that gender mainstreaming becomes a policy direction, but actually gender perspective has not become an integral part. In fact, in some parts, policies of RPJMN 2015-2019 are still gender neutral. The author uses the framework of feminist policy analysis to uncover the limitations of RPJMN 2015-2019 and KPPPA 2015-2019 in using, translating and implementing gender perspective. Feminist analysis also found that sexual and reproductive health and rights (SRHR) has not been recognized in RPJMN 2015- 2019 and renstra KPPPA 2015-2019. Moreover, there is a potential of elimination of women issue and other marginalized groups from development agenda due to development policies that tend to lead to new developmentalism model.

Abstract

Indonesia urgently needs national women’s machinery, like ministry of women and commission for women. Beijing Platform for Action had been adopted by the fourth conferenc of women in September 1995 giving specific attention to national women’s machinery in implementing gender mainstreaming at all levels in national development. This machine coordinates and supports all policies regarding strategic decisions and real actions. In July 2004 ECOSOC adopt resolution on national women’s machinery as key actor in bureaucracy reformation. The resolution recommends that national women’s machinery is being put at the highest level to invest authority and equal power to fullfill the mandates.

Furthermore, female subjectivity isn’t her own project but a form of dialogue with other elements including her relationship with husband, children, body and social culture construction which surrounding her. The conclusion of this study is Oka Rusmini makes resistance to the notion of subjectivity on conventional/ traditional thought by representing narrative of female subjectivity which doesn’t neglect body, doesn’t individual, doesn’t always rational, doesn’t subject to “universal” notion of subject and doesn’t finish.
