Abstract

Relawan Muda Riau were formed to answer how social service organizations run in accordance with their corridors, so far young Riau volunteers have focused on helping the Riau provincial government overcome social welfare problems, especially in the areas of economic empowerment and assistance programs for schools in remote Riau. In carrying out this program Riau Young Volunteers often have difficulties, especially in managing internal and external factors. External factors consist of four main factors, namely economic, sociological, political/professional and technological factors. Whereas internal factors consist of organizational goals, mission and philosophy, organizational planning, organizational operations, human resources, technological resources and funding sources.

Abstract

Society and PT. BMH has an agreement on peat areas. Until now, forestry partnerships is not implemented. As lesson learning, scenario analysis analyzes driving factors, critical uncertainty driving factors, and composing a possible scenario in 2022. Critical uncertainty driving factor is the adaptive culture and policy alignment. Solution to solving environmental problems must position humans at the beginning, "Put People First", namely stakeholders. The integration of the policies and adaptive culture in the gold peat scenario does not lead to a succesed forestry partnership. Partnerships can work if the company replaces raw materials peat friendly.

Abstract

Happiness is the main goal of every person in his life. Happy or happiness is subjective, so it will be interpreted differently by each individual related to their respective perceptions. The population of West Java in 2017 is happily happy, but it is still at a low level. The high numbers of macroeconomic indicators have still been the main goal in carrying out development. Even though high macroeconomic conditions may not be able to make people happy. Now it is time for local governments to involve their residents more actively from the development planning, so that the development carried out can be more targeted and make the citizens more happy.

Abstract

This study aims to look at the implementation of the pick-up program for the Padang Pariaman permit, which is presumed to be a problem in the implementation of the permit pick-up program. This research is a qualitative research. The technique used in determining informants in this study was carried out by purposive sampling. Informants in this study were (1) Head of the Integrated Services and Industry Services Investment Office (2) Head of the Health Office. (3) Head of the Education Office (4) Head of the Office of Environment and Spatial Planning (5). The results showed that (1) the factors that influenced the implementation of the Padang Pariaman Licensing Shuttle Program were quite successful but there were some that were still not maximal from the indicators of implementation factors (a), communication (b) Resources, (c) Disposition, (d) Bureaucratic Structure. (2) Government Efforts to improve shuttle performance in the field of licensing Efforts to Implement Public Services through the Padang Pariaman Licensing Shuttle Program (AJEP PAPA) In Kabupaten Padang Pariaman, we have always sought to maintain coordination with the relevant dinas. And when the recommendations are a problem, we always take the initiative to invite related agencies to coffee mornings and find solutions to make the program effective.

Abstract

Seasonal unemployment is one type of unemployment caused by certain seasons in the countryside. This type of unemployment is one of the social pathologies that have direct implications for the people in Danasari Rural. The socio-spatial community of the village has an agricultural sector which is a lot of choice. When seasonal unemployment is alleviated and with the existence of the agricultural sector, it should be the initial foundation for the creation of sustainable development. Sustainable development departing from rural areas. Village, in this case village food becomes National food. This means that villages are able to supply food for their regions and are able to provide sufficient food for national food needs. At a certain point National food can compete in the Global Level; Global food supply and no more dependence on food supplies from outside countries.

Abstract

This study aims to find out how China's threat narratives are represented in the potrayal of Chinese issues in major Indonesian newspapers. The study found that some elements or themes of the Chinese threat theory are represented in four Indonesian major newspapers namely Republika, Jawa Pos, Jakarta Pos and Kompas. Mainland Chinese workers, infrastructure projects under China, and transnational drug trafficking appeared as the frequent themes of the China threat in these newspapers. However, the four newspapers were divided and took different public attitudes about the Chinese threat narrative. On the one hand, Republika and Jawa Pos tend to take the public side and are more inclined towards echoing Chinese threat narrative. On the other hand, the Jakarta Post and Kompas seem to take a government stance and neutralize the China issues from the threat narrative.

Abstract

Multinational Corporations (MNCs) undoubtedly have an important contribution to the development of national economy of a particular country. Indonesia is not without exception. Nevertheless, many experts are critical on the negative effects brought by MNCs. This study is set to survey the extant literatures on the impact of FDI/MNCs on Indonesian economy.  Based on the critical review of these literatures, the study suggets that MNCs might bring both favorable and unfavorable impacts on the national economy of Indonesia. The economic spillovers, technology transfer, and boosting trade performance are mostly higlighted favorable impacts.  The involvement of MNCs in the country’s economy is considered to be an easy way or short-cut for the government to engineer economic growth. On the other hand, MNCs are also considered harmful to the country’s economy. Some of mostly highlighted negative impacts of MNCs are creating dependent development, limited technology transfer, labor exploitation, encouraging government collusive practices, and environmental damage.

Abstract

Budgeting process is a political activity that is the monitoring tool for society toward government. This process will involve various elements which have an interest in the budget arranging process. They are not only Executive element, but also Legislative. The purpose of this research is to analyze the dynamics of Allocation Budget Contestation of Direct Expenditure in Arranging Local Income and Expenditure Budget (APBD) of Sungai Penuh Town in 2012. This research is descriptive research by using a qualitative approach. The location is chosen to help the researcher to understand the problem of research. The location is determined purposely and based on the problems that happened in the field that related to Political Budget in Arranging Local Income and Expenditure Budget process of Sungai Penuh Town in 2012. The Location is in the Government of Sungai Penuh Town and around the society. Triangulation technique is chosen in this research because it uses some data from interview and documentation. According to Principal and Agent Theory, there are 4 stages in the budgeting process. They are Executive planning, Legislative Approval, Executive Implementation, and Ex-pose Accountability. Based on the result of this research, Dynamics of Allocation Budget Contestation of Direct Expenditure in Local Income and Expenditure Budget of Sungai Penuh Town are: 1) there is a Mutual Coordination Relationship between Executive and Legislative in Arranging Local Income and Expenditure Budget process. It stars from composing General Budget Policies–Provisional Budget Priorities and funding Level (KUA-PPAS) and Integrated Work Plan and Budget (RKA) and the agreement between Mayor and Sungai Penuh Legislative. 2) In interdependence, there are political domination and transaction among institutions in arranging until determining Local Regulation. Domination is between Executive and Legislative. 3) Negotiation (Lobbying) evidence in Executive and Legislative relationship. Legislative doesn’t have an authority to make work plan, but Legislative can change the budget even they can change the program that they want. It makes negative negotiation happens.

Abstract

Evidence-Based Policy and Pratice (EBPP) is something complex related to planning, implementation, and evaluation. Although the government and organization are seen as not having the capacity to implement it, the underlying problems can be identified. This article proposes a dimension of capability that might underlie practical improvements in EBPP. This framework addresses a spectrum of implementation problems at the organizational and individual levels that are vital for an evidence-based approach in the context of policy and practice.

Abstract

This article discusses Minangkabau male identity politics in response to the widow's stigma. The method of collecting data are interview and observation. Minangkabau is a society that adopt a matrilineal system. The lineage, management and utilization of inheritance are in the hands of women. The present of men like abu di ateh tunggua (second lead and weak). This condition maked the man use identity political and maked stigma for widows in their social life. Man strengthen their position as palang pintu for widows. Man used maota dan malapau as tools to grow up their position. (This study uses the concept of stigma by Parker (2016).
