Abstract

This research analyzes the value of integrity and professionalism for the election organizers by Padang City KPU through Technical Guidance as an HR development program for election organizers in the Election of West Sumatra 2015 Election. Researchers assume, if the Election organizer Technical Guidance is not managed well, it will have an impact on the weak understanding of the election organizers on the procedural procedures for electoral work and the election organizer's rules. This study uses a qualitative approach, data collection using in-depth interview techniques for 22 informants and supported by documentation studies. The research data was processed and analyzed descriptively, using Mozafard and Scedler's theory of Electoral Governance. The results showed that the Governance of Technical Guidance by the KPU of Padang City had not run as expected, both at the rule making level and the application rule level. But at the level of Adjudication KPU Padang City has done several steps to settle. The effectiveness of Technical Guidance is considered low because there are several weaknesses found: 1.) Achievement targets and material content have not been balanced between procedural work and the formation of the election organizers' attitudes; 2.) There has been no effort to increase the capacity of competent resource persons; 3.) Learning methods, duration of time, training places and other supporting facilities have also not received special attention by the KPU of Padang City. For better management of Technical Guidance, KPU is advised to have a comprehensive curriculum and technical guidelines.

Abstract

Payakumbuh City General Election Commission (KPU) succeeded in increasing the voter participation rate in the Payakumbuh Mayor and Deputy Mayor election in 2017 by 4%. Socialization is one aspect of the Payakumbuh City KPU in increasing voter participation. This study discusses the socialization strategy of Payakumbuh City KPU in increasing voter participation in the election of Mayor and Deputy Mayor of Payakumbuh in 2017. The type of research is descriptive with a qualitative approach. The results showed that the strengthening strategy was more dominantly carried out by the Payakumbuh City KPU by strengthening relations between election organizers at each level. However, the Payakumbuh City KPU is not maximal in the implementation of a strategy of confrontation with voters, which only emphasizes the apathetic community and tends to be indifferent to the election process.

Abstract

Fishermen in the Pasie Nan Tigo Village, Padang City are generally poor. Various efforts to improve the economic condition of fishermen in the Pasie Nan Tigo sub-district have been carried out by both the Government and the private sector to reduce poverty in fishermen families. One program is the assistance of capital loans for business development given to fishing communities carried out by the Indonesian Conscience Foundation. Recorded as of October 31, 2017 there were as many as 20 groups that had received assistance with the business development capital loan. But on the loan repayment process, from the 20 groups that received the loan for business development capital loans from the GNI, there were 8 groups that paid installments for microcredit installments, and there were 12 other groups who did not pay micro credit installments. This research gave attention to 20 groups conveying the factors causing group members to pay micro credit installments.

Abstract

Bupolo Maghrib Mengaji Movement is a form of social community movement initiated by the Buru’s Government with the Ministry of Religion of Buru Regency as an effort to spend maghrib time and to avoid the Buru community from the negative impact of technological developments and make the movement as a media to achieve pluralism. This research is a qualitative study which aims to describe the implementation of the Bupolo Maghrib Mengaji Movement in Namlea District, Buru Regency. The research location was focused on Namlea District with consideration of the density and heterogeneity of the community. The number of informants who will be interviewed was 25 people who were taken purposively. The technique of analysis used by Miles and Huberman in the form of data reduction, data presentation, and conclusion drawing. The results showed that the Bupolo Maghrib Mengaji Movement received a positive response from the community where the initiation carried out by the community was able to become an instrument of achieving harmonization of community life to maintain and to remind each other in spending Maghrib time. Also, the sectoral mapping of community activities in the Bupolo Maghrib Mengaji Movement raises two components namely moral and ethics which functioned to foster and maintain pluralism in Namlea District. Pluralism is an important basis for living tolerantly in a society that is different from tribes, groups, religions and customs.

Abstract

The purpose of this study is to analyze the application of the teachings against the law against acts of corruption that violate the provisions of Article 2 of Law No. 31 of 1999 Jo Law Number 20 of 2001 after the Constitutional Court Decision Number 003 / PUU-IV / 2006 and criminal prosecution of perpetrators criminal acts of corruption that violate the provisions of Article 2 of Law Number 31 of 1999 Jo Law Number 20 of 2001 after the decision of the Constitutional Court Number 003 / PUU-IV / 2006. The teachings against the law that are regulated in the provisions of Article 2ayat (1) of Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 include teachings against the law in formal and material terms. However, after the Constitutional Court's Decision Number 003-PUU / IV / 2006 stated that it was against the law recognized in the provisions of Article 2 paragraph (1) of Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 as long as it was against formal law. This means that as the final and binding nature of the Constitutional Court's decision, after the Constitutional Court's decision a criminal act of corruption that violates the provisions of Article 2 paragraph (1) in matters against the law must be interpreted as against the law in the formal sense and no longer permitted to interpret against the law in the material sense.

Abstract

The existence of the marine and fisheries sector and the management of coastal areas and small islands is one of the national development agendas. But in fact, the development of the maritime and fisheries sector has not yet been used optimally, so as to make the maritime and fisheries sector as the main stream of national development an integrated and ecosystem-based development policy is needed. is to build fisheries infrastructure in the form of fishing ports for fishing communities in the coastal areas of East Java, one of which is the Popoh fishing port in Tulungagung. The construction of the port was carried out by the Regional Government of East Java Province through the Department of Marine and Fisheries based on the East Java Provincial Budget. It is hoped that with the existence of the Popoh Fisheries Port, the coastal communities of Popoh and its surrounding areas, most of whose residents work as fishermen, can receive the benefits of the port. With the activity of developing the Popoh Fisheries Port automatically these conditions trigger a perception from the surrounding fishing community. The results showed that there were positive and negative perceptions related to the revitalization of the popoh fishing port in Tulungagung. The existence of a positive or good perception in the aspects of cognition, affection, and konasi can lead to good or positive social action on the Popoh fishing community towards the revitalization of the Popoh Fishing Port.

Abstract

The enactment of Law Number 6 Year 2014 in the course of government in Indonesia requires the Head of Sub-District, Village Head, Village Head and village / urban village apparatus as leaders, who deal directly with village / urban village communities to work together in an integrated and integrated manner to guard and implementing Law Number 6 Year 2014 and other laws and regulations in order to realize prosperity. This research is a type of research library using secondary data. This research is conducted by using qualitative methods and is done through an inductive approach, namely an approach that departs from things specifically for conclusions or general matters. The results of this study indicate that the Village Government is the administration of government affairs and interests of the local community in the system of government of the Unitary State of the Republic of Indonesia. The Village Authority is the implementation of the Village Government, the application of Village Development, Village community development, and community empowerment. Village income comes from the village's original income, the allocation of the State Revenues and Expenditures, part of the results of regional taxes and retribution from the Regency / City, Village fund allocation from the Regency / City balance fund, assistance finance from Regency / City and Province APBD, grants and donations, as well as other legitimate village income. They are building positive relationships between the sub-district head and the village head and village head in welcoming fiscal to village decentralisation and empowerment strategies and building public trust as an effort to strengthen village governance in improving community welfare.

Abstract

The study aimed to find out about the implementation of the Public Prosecution Corruption Act in the case of issuing property rights certificates in the Teso Nilo National Park Forest area and to find out the accountability for the issuance of certificates of ownership in the Teso Nilo National Park Forest area. This research was conducted using the normative legal analysis method. Based on the results of the study it was found that the application of the Corruption Crime Act by public prosecutors in the case of the issuance of ownership rights certificates in the Teso Nilo National Park HPT forest area was tried by a judge by justifying the actions taken by the defendant, but not a corruption but instead This is an administrative error whose authority is to try, namely the State Administrative Court (PTUN). This is of course unfair by not giving sanctions according to the defendant's reparations, and judges should be able to pay attention to the rights of the accused, as in progressive law law enforcement officers should be progressive or have breakthroughs so that the law is always active to give effect deterred according to the mistake made.

Abstract

This study aims to show that "smart cities" are smart society. Smart cities apply the principle of meritocracy in every policy, including education policy. With the perspective of functional structure sociology as a analysis, and examining facts through literature, this study also shows that the foundations of the myth of Meritocracy and the theory of correspondence do not hold firm that social reproduction in society is obvious, but our argument, the social status of the actor is not always linear with the actor's social status. Social mobility will be realized because the principle of meritocracy is applied in every policy. As a result, meritocratic policies are the main principles of smart sociological cities (apart from system integration and application of technology in a city).

Abstract

This qualitative case study aims to assess the contribution of the PSE Commission in alleviating poverty and to analyze PSE institutional strengthening in the success of poverty alleviation priority programs. Institutional strengthening is the key to the sustainability and success of poverty alleviation programs. However, there are studies that show that institutional strengthening through legal aspects, Provincial Drinking Wages and public policies have been effective enough to alleviate poverty. Of the many findings that exist, researchers discovered new things, namely through institutional strengthening in aspects; Structure, HR, Finance, Organizational Funding and Assets, Monitoring and Evaluation, Legality, Data and Information and Collaborative Networks can determine the success of the institution in alleviating poverty and the sustainability of poverty alleviation priority programs. The pattern of the empowerment approach carried out by the government is seen as less touching on the problems of the poor because it is project oriented, while the one carried out by the Catholic Church is oriented towards religious values.
