Abstract

Penelitian ini bertujuan untuk mengetahui komunikasi organisasi pemerintah dalam meningkatkan kualitas pelayanan publik pada Kantor Distrik Sentani Jayapura. Penelitian menggunakan metode deskriptif kualitatif. Hasil penelitian yaitu iklim komunikasi organisasi sangat penting dan dapat meningkatkan kualitas pelayanan publik di Kantor distrik Sentani Kota Jayapura. Menciptakan iklim komunikasi yang baik dalam hal ini menanamkan kejujuran, kepercayaan, keterbukaan dalam berkomunikasi, mendengarkan komunikasi ke bawah dan ikut serta dalam pengambilan keputusan merupakan faktor penting yang menunjukkan bahwa komunikasi bersifat dua arah di Kantor Distrik Sentani Kota Jayapura. Melibatkan anggota organisasi dalam proses pengambilan keputusan semakin menggambarkan bahwa di Kantor Distrik Sentani Kota Jayapura dapat tercipta lingkungan kerja yang nyaman dan kondusif.

Abstract

This study examines the implementation of the Free Birthday Health Examination (PKG) program regulated by Decree of the Minister of Health Number HK.01.07/MENKES/33/2025 at Puskesmas Kanigaran, Probolinggo City. This program is a national policy to promote early detection of non-communicable diseases (NCDs). Analysis uses Grindle's (2018) implementation theory through two dimensions: content of policy and context of implementation. The study employs descriptive qualitative methods through in-depth interviews, observation, and documentation. Results show the PKG program at Puskesmas Kanigaran is running adequately. Direct benefits in the form of free and easily accessible health services have successfully encouraged community participation. Detection of suspected tuberculosis even reached 100 percent. However, limited human resources remain the most critical structural constraint. Puskesmas Kanigaran carries the largest target population in Probolinggo City (approximately 23,000 people) with a very limited number of health workers. Actor dynamics are conducive, the institution demonstrates good adaptive capacity through outreach strategies, and implementer compliance and responsiveness are relatively high.

Abstract

Sukamulya Village in Pakenjeng District has natural tourism potential in the form of the Tirta Angsana hot springs, which can be developed as a nature-based and health-based tourist destination. This potential has the potential to boost the community's economy through planned and sustainable village tourism development. However, destination management still faces several obstacles, such as limited facilities, suboptimal management, and low community participation. The success of village tourism development is strongly influenced by community involvement and the application of sustainable tourism principles that consider environmental, social, and economic aspects (Sunaryo, 2013; UNWTO, 2018). This study aims to identify the tourism potential of Tirta Angsana Hot Springs and formulate a village tourism development strategy based on sustainable tourism and community empowerment. The study used qualitative methods with a descriptive approach through observation, interviews, and documentation. The results indicate that Tirta Angsana Hot Springs has significant tourism potential in terms of natural resources, environmental panoramas, and community economic opportunities. Tourism development requires improved facilities, strengthened community institutions, and collaboration between the government, tourism managers, and the local community (Yoeti, 2008).

Abstract

Penelitian ini menganalisis kesenjangan implementasi berlapis dalam kebijakan Dana Desa Tahun 2026, dengan menyoroti ketidakselarasan struktural antara regulasi pusat dan realitas lokal di Desa Mekarsari, Kabupaten Garut. Studi kualitatif ini mengandalkan wawancara mendalam, observasi partisipan, diskusi kelompok terarah, dan analisis dokumen yang melibatkan enam informan kunci. Penurunan pagu dana sebesar 68,75 persen terjadi setelah proses perencanaan desa selesai, sehingga memicu tekanan operasional berat, termasuk batas maksimal 3 persen yang diatur dalam peraturan kementerian. Hasil penelitian mengungkap bahwa kesenjangan implementasi terbentuk secara sistemik sejak tahap perencanaan, meluas pada penganggaran, dan mencapai puncaknya pada strategi adaptasi reaktif di tingkat lapangan. Aparatur desa menjalankan diskresi terbatas melalui penggunaan dana talang pribadi dan prioritisasi program selektif, sembari menghadapi beban administratif yang memberatkan serta pelemahan legitimasi partisipasi masyarakat. Penelitian ini memperluas teori administrasi publik dengan menunjukkan bahwa ketimpangan dalam desentralisasi fiskal dikelola melalui mekanisme informal, bukan penyesuaian kelembagaan. Temuan menegaskan bahwa ketidakterpaduan kebijakan nasional dan kapasitas tata kelola lokal mengikis otonomi desa yang substantif.

Abstract

This study aims to examine and formulate an integrative model of inter-organizational collaboration in strengthening village economic capacity based on public partnerships. This study focuses on the interaction between PT Permodalan Nasional Madani (PNM), the local government, and the village government as the main actors in local economic development. The approach used was qualitative, with a literature-based conceptual analysis and a theoretical synthesis of the concepts of collaborative governance, inter-organizational collaboration, and public-private partnership. The results indicate that the effectiveness of collaboration is largely determined by factors such as trust, shared vision, facilitative leadership, and institutional capacity. Furthermore, it was found that the integration of roles between actors can increase access to economic resources, strengthen local institutions, and encourage community participation. This study produces an integrative model of collaboration that is adaptive and contextual, and can be used as a framework for strengthening village economic capacity. The contribution of this research lies in the development of a collaborative model based on public partnerships that is relevant in the context of village development in developing countries.
