Abstract

This study aims to analyse the synergy in accelerating the reduction of stunting in  Seram Bagian Timur Regency and to identify the factors that support and hinder the acceleration of stunting reduction in Seram Bagian Timur Regency. This study uses a qualitative approach. Data collection techniques were conducted through interviews, observations, and document studies. This study uses the concept of synergy which includes two main dimensions: communication and coordination. The results of the study indicate that synergy in accelerating the reduction of stunting in Seram Bagian Timur Regency has shown progress through the active role of the local government in communication, cross-sectoral coordination, and the implementation of specific and sensitive interventions. However, the synergy achieved is not yet optimal. In terms of communication, there are still limitations in communication media such as pocketbooks and leaflets, which hinder information dissemination, and two-way communication or feedback has not been effective, as evidenced by the presence of audiences providing irrelevant responses. In terms of coordination, weaknesses lie in the low capacity of some cadres and the lack of awareness among village governments and communities regarding the urgency of stunting. Budget constraints and shortages of health workers such as midwives, nurses, and nutrition educators limit the scope of services, particularly in remote areas. Difficult geographical conditions further complicate efforts to accelerate stunting reduction. Therefore, it is recommended to enhance synergy in accelerating stunting reduction in Seram Bagian Timur District through: strengthening human resources, including improving cadre capacity and equitable distribution of health workers; increasing awareness among village governments and communities about the urgency of stunting; strengthening programme funding; and implementing interventions tailored to the geographical conditions of the area. Abstract

This study evaluates the implementation of the Building Construction Approval Policy (PBG) in Pademangan District, North Jakarta. The transition from a Building Construction Permit (IMB) system to a PBG system aims to simplify bureaucracy and support orderly and legal urban development. However, this change faces several challenges, particularly in densely populated areas like Pademangan, which has many unlicensed buildings. Using William Dunn's policy evaluation theory and descriptive-qualitative methods, this study assesses the effectiveness, efficiency, equity, responsiveness, adequacy, and appropriateness of the PBG policy. Data collection techniques included interviews with officials and residents, field observations, and literature studies. The results indicate that although the digital SIMBG system improves transparency and efficiency, public understanding of the PBG procedure remains low. Technical barriers, limited digital access, and a lack of government outreach are key obstacles. On the other hand, government initiatives in implementing online systems and providing public services have been supporting factors. This study concludes that the PBG policy in Pademangan needs to be optimized, particularly in terms of outreach and institutional coordination to ensure equitable access, legal compliance, and sustainable urban development. Abstract

This paper offers analysis of the forces shaped the emergence of slavery in the Dutch Cape Colony. Throughout African history, it appears that coercion was one of means of acquiring labour. In the Dutch Cape Colony, settlers relied on the coerced labour of slaves. According to Vijaya Teelock and Edward Alpers of the University of California, have stated of Mauritian slavery: “No study of language, culture, religion, social organization of slave and post-slave society can be scientific‘ unless it is underpinned by accurate empirical information about the origins of slaves,” the term “slave” referred to people with a specific status under the law, mainly individuals imported from India, Angola, Mozambique, Madagascar, and the Dutch East Indies. The Cape Colony at the southern tip of Africa offers valuable lessons on the emergence of the productive agricultural society in a pre-colonial setting. This paper posits that the Cape Colony of the eighteenth century was one of the most prosperous regions in the world and Cape farmers prospered, on average, because of the economies of scale and scope achieved through trans-Atlantic slave trade processes. Slaves allowed farmers to specialise in agricultural products that were in high demand from the passing ships. In exchange, farmers could import cheap manufactured products from Europe and the East. A conclusion reached in this paper is that the 18th century Dutch Cape Colony slavery gave rise to a relatively affluent settler society which continues to be affluent even to date. Abstract

This study explores the strategies implemented by the North Jakarta City Government to address extreme poverty in alignment with the Sustainable Development Goals (SDGs), using Kampung Apung in Muara Baru as a case study. Kampung Apung represents a severe case of structural poverty in urban coastal areas, characterized by limited access to clean water, sanitation, education, and healthcare services. Employing a qualitative method with a descriptive approach, data were collected through in-depth interviews with government officials, related agencies, and local residents. The findings reveal that the poverty alleviation strategies consist of four key aspects: organizational strategy, program strategy, resource support strategy, and institutional strategy. Despite some improvements in poverty rates, structural barriers persist, such as unequal access to assistance and misaligned program targeting. The study concludes that a more comprehensive and sustainable approach, along with enhanced inter-agency coordination, is essential for effectively addressing poverty in Kampung Apung and contributing to the achievement of the SDGs. Abstract

The development of social media has changed people's communication patterns, including in obtaining health and beauty information. TikTok, as a short video-based platform, is now used not only for entertainment but also as an educational medium by professionals, including doctors. One prominent account in providing skincare education is @dokterdetektif. This account is widely known for presenting information based on scientific data and laboratory test results related to various skincare products. This study aims to analyze the educational content on the @dokterdetektif TikTok account with a focus on how the content is structured, packaged, and delivered to the audience. The approach used in this study is a qualitative approach with the content analysis method according to Klaus Krippendorff. The analysis stages include unitizing, sampling, recording, reducing, inferring, and narrating. Data were obtained from 82 video content uploaded by the @dokterdetektif account between September 2024 and May 2025. The results show that the educational content on this account is divided into five main categories: scientific product education, reactions to viral products, information on the dangers of illegal products, skincare content literacy, and educational interactions. The content is delivered with a systematic, data-driven approach, yet remains light and entertaining. The use of casual language and interaction with the audience make the educational message more easily accepted. Furthermore, the credibility of the source as a doctor strengthens the audience's trust in the information conveyed. This study concludes that the TikTok account @dokterdetektif has successfully utilized social media optimally as a means of public education about skincare, while also demonstrating that doctors as influencers can play an active role in public health literacy. This research is expected to serve as a reference in the development of health education content in digital media, as well as provide academic contributions to the study of digital communication. Abstract

The Since 2002, Japan has contributed approximately 26 billion pesos for the sustainable peace and development efforts in Mindanao through Official Development Assistance (ODA), which aligns with the objectives of the Sustainable Development Goals (SDGs). Following the peace agreement between the Philippine government and the Moro separatist group, Japan provided an additional USD 13 million for post-conflict reconstruction. This article examines the rationale behind Japan’s foreign aid in the post-conflict reconstruction of Bangsamoro. Employing a qualitative research methodology with a descriptive-analytical approach, this study draws on secondary data from reputable academic journals indexed in Scopus and Sinta, as well as official reports from the Japanese Ministry of Foreign Affairs, the Bangsamoro government, and credible news sources. Primary data was obtained through observation and interviews with stakeholders in Bangsamoro during the author’s internship at the Al Qalam Institute, Ateneo de Davao University, a non-governmental organization committed to interfaith harmony and community empowerment for peace and sustainable development. The analysis applies a realist perspective using Hans Morgenthau’s A Political Theory of Foreign Aid as the theoretical framework. The findings suggest that while Japan’s ODA significantly contributes to regional development and stability in Bangsamoro, it simultaneously advances Japan’s geopolitical and economic interests, particularly in countering China’s assertiveness in the South China Sea and its economic dominance in Southeast Asia. Abstract

The growth in the number of vehicles in Yogyakarta has contributed to increased air pollution, despite a significant decline during the COVID-19 pandemic. To mitigate these environmental impacts, the government is promoting a bicycle-friendly city program, but its effectiveness still requires support in the form of adequate facilities, strong regulations, and public awareness of cycling. This study was conducted using a qualitative descriptive method that combined literature review, interviews, and field observations as triangulation techniques. This approach aimed to obtain an in-depth picture of the implementation of bicycle-friendly city policies in Yogyakarta and the obstacles that arose in their implementation. The results show that the development of bicycle lanes not only supports environmentally friendly mobility but also encourages local economic growth. From an economic perspective, the existence of bicycle lanes not only facilitates environmentally friendly mobility but also encourages local economic growth through bicycle-based tourism, sporting events, and the empowerment of MSMEs. From an environmental perspective, the construction of bicycle lanes is in line with air pollution control, noise reduction, and the development of green open spaces that continue to pay attention to ecosystem sustainability and support climate change mitigation. Meanwhile, from a social perspective, the government has implemented various educational programs and cycling campaigns from an early age to the public, which are reinforced by the development of supporting infrastructure such as special lanes, traffic signs, and bicycle parking. Overall, community involvement is an important factor in supporting this policy because its success depends not only on regulations but also on the collective awareness of citizens. This policy demonstrates the integrated efforts of the Yogyakarta City government in creating a sustainable, inclusive Cycling City that supports the welfare of the community

Abstract

Village tourism plays an essential role in improving  community welfare, yet it often emphasizes economic outcomes over social and environmental aspects. This study examines the implementation of the Triple Bottom Line (TBL) concept at Blumbang Mataram Market, Wirokerten, as a model for sustainable village tourism governance. Using a descriptive qualitative method, data were obtained through in-depth interviews, direct observation, and supporting documentation. Findings indicate that the economic dimension shows the strongest progress, with the number of MSMEs growing from I5 to 75 and average turnover rising by about 35 percent. Socially, the market fosters interaction and cooperation among residents but also inggers jealousy among vendors. Environmentally, a plastic-free policy and natural packaging have been introduced, though waste disposal remains limited to open burning. Overall, TBL implementation is still unbalanced, highlighting the need for policy innovation and multi-sector collaboration to ensure holistic and sustainable tourism development. keyword:  Triple Bottom Line; Tourism Village; Sustainability; Blumbang Mataram Market; MSMes;

Abstract

Gedongsongo Temple is a multi-actor tourism site (involving Government, MCB, Perhutani, Private Sector, and Community) that requires sustainable development to effectively balance economic priorities with cultural and environmental preservation. This qualitative descriptive study utilizes the Collaborative Governance Regime (CGR) theory (Emerson & Nabatchi, 2015) and the Government of Canada's framework to analyze the collaborative dynamics and their hindering factors. Findings conclude that collaboration is suboptimal, characterized by the persistent pull-and-push of competing interests. Specifically, Principled Engagement faces structural imbalance, Shared Motivation is fragile and pragmatic due to emerging trust issues, and Capacity for Joint Action is constrained by deviance and suboptimal knowledge/resource management. The identified inhibiting factors are rooted in cultural, institutional, and political aspects. The study ultimately concludes that the dynamics remain structurally weak, primarily due to asymmetric power relations and a profound lack of trust, failing to fully optimize the sustainable development goals.
