Abstract

This study aims to analyze the influence of civil engagement on the political preferences of the people in Kampung Naga during the 2024 regional head election process. Political preferences can reveal factors that influence a person's decision to participate in the regional head election. The study used a mixed method through the distribution of questionnaires and in-depth interviews with residents of Kampung Naga. The results showed that there was an influence between variables of 19%. This influence is very small. The researcher then studied it using a qualitative research approach. Some of the main reasons include traditional leaders who highly respect and give freedom to the community to choose, social changes in the form of modernization and changes in social values and access to various information such as social media. Factors such as personal preferences, family influences, and access to external information play a bigger role in shaping voter behavior. In the future, there needs to be further attention regarding social and cultural changes that can influence political behavior in traditional village communities. The recommendation in this study is to compare the implementation of elections in other indigenous communities in order to obtain comprehensive information regarding the influence of external culture and leadership on community behavior.

Abstract

This research aims to examine the strategies used by female politicians in Bali to balance their political careers with their social and cultural roles in the family and society. In addition, this study will also analyze the factors that influence the development of Balinese women's political careers. The method used is descriptive qualitative research with data collection through interviews and documentary studies. Interview data was collected from Balinese women politicians who are running for legislative members (Caleg) in the 2024 legislative elections (Pileg) from the Indonesian Solidarity Party (PSI), as well as from academics experienced in gender studies. The results showed that time management strategies and effective communication approaches are solutions for Balinese women in their multi-tasking roles. In addition, Balinese women are expected to innovate creatively by using technology to facilitate the management of household and work affairs in line with the concept of work-family balance. There are three important factors that influence Balinese women's political careers: first, cultural factors related to the still dominant patriarchal culture; second, structural factors reflecting the lack of allocation of strategic positions for women; and third, institutional factors related to the weakness of existing regulations to protect women's interests in the political arena.

Abstract

This study investigates the preferences and political behaviour of first-time voters in the 2024 elections, focusing on how religious beliefs, rationalism, and social media impact their political judgments. The primary objective of this research is to explore the factors influencing the political decisions of Generation Z voters, who constitute a significant demographic in the electoral process. The study aims to assess the extent to which social media platforms shape political awareness and decision-making while also examining the role of digital literacy in fostering informed political participation. The study employs a qualitative descriptive method using a cluster random sampling strategy, with approximately 204 University Ahmad Dahlan (UAD) students as respondents. The findings indicate that social media platforms, particularly Instagram and TikTok, have become the dominant sources of political information, reflecting a shift from traditional to digital media. First-time voters prioritize politicians with clear visions, goals, and concrete work programs over those engaging in negative campaigns. Additionally, the study highlights the challenges young voters face, including money politics and low political engagement at the local level. Despite these obstacles, the strong rejection of money politics and the commitment to clean democracy among youth voters demonstrate their potential to drive ethical and inclusive political reforms.Based on these findings, this study recommends enhancing digital literacy programs to equip young voters with critical thinking skills when consuming political content online. Future research should further explore the long-term effects of social media-driven political engagement and investigate how different digital platforms influence voter behaviour across diverse socio-political contexts. Expanding the study to a broader demographic beyond university students may also provide deeper insights into the evolving dynamics of youth political participation.

Abstract

This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia.

Abstract

The phenomenon of child labor, especially for women in the urban informal sector, is still a complex social problem in Indonesia. This study aims to analyze the factors that encourage girls to work in the informal sector, the impact of work on their welfare, and the effectiveness of government policies in addressing this problem. Using a qualitative approach and case study method at the Kramat Jati Wholesale Market, Jakarta, this study collected data through field observations, in-depth interviews with girl workers and their families, and policy analysis related to child labor in Indonesia. The study results indicate that family poverty, lack of access to education, and social norms normalizing child labor are the main factors that encourage them to work. These girl workers are socially excluded in various forms. The lack of inclusive education services for children of workers is intertwined with them losing access to other rights such as poor health conditions, lack of safe places, vulnerable families due to crime and  unregistered marriages, dropping out of school, and ending child marriage. Educational inequality perpetuates child labor and creates a cycle of poverty that is passed down to the next generation.

Abstract

This paper investigates the challenges and potential solutions for absentee voting among Indonesian migrant workers in Malaysia during the 2024 General Election. Key issues include administrative inefficiencies, outdated voter lists, legal ambiguities, and vulnerabilities in postal voting, exacerbated by geographic and socio-economic barriers, particularly for rural and undocumented workers. Using qualitative content analysis with NVivo, the study explores how Information and Communication Technology (ICT), such as digital voter registration and blockchain voting, can enhance transparency, data accuracy, and election security. The research is novel in its focus on ICT solutions tailored to the unique challenges faced by Indonesian migrants in Malaysia, a topic that has been largely overlooked. It underscores the importance of coordinated efforts among government agencies, NGOs, and technology providers for effective implementation. While ICT offers promising opportunities for reform, challenges related to infrastructure, digital literacy, and voter trust remain significant. The study provides practical recommendations for improving absentee voting, with broader implications for countries with large expatriate populations, emphasizing the need for multi-stakeholder collaboration to ensure inclusivity and electoral integrity. Future recommendations should focus on addressing these challenges and maximizing the potential of ICT. Comprehensive policy reforms are needed to clarify legal ambiguities and streamline administrative processes, making voter registration and voting mechanisms more accessible and efficient. Governments should invest in robust digital infrastructure and implement digital literacy programs to empower migrant workers, especially those in rural areas or with undocumented status. Advanced technologies like blockchain should be further explored to enhance transparency, security, and data accuracy in absentee voting systems. Collaboration among government agencies, NGOs, and technology providers is essential for successful implementation. Future research should also examine the long-term impact of ICT-based voting systems on voter trust and participation, as well as conduct comparative studies with other countries facing similar challenges.

Abstract

The Extended Mind concept, as introduced in The Extended Mind: The Power of Thinking Outside the Brain by Annie Murphy Paul, challenges the traditional view that cognition is solely confined to the brain. This book argues that human thinking extends beyond neural processes, incorporating the body, environment, social interactions, and technology. By understanding these external cognitive factors, individuals and organizations can optimize learning, problem-solving, and productivity. This article reviews the key ideas of the book, highlighting its relevance to education, the workplace, and the integration of artificial intelligence (AI) as a cognitive extension. The first major aspect, thinking with the body, demonstrates that gestures, movement, and physical interaction enhance cognitive performance, creativity, and problem-solving. In education, incorporating physical movement into learning activities improves comprehension, while in the workplace, structured movement fosters innovation. The second aspect, utilizing space and environment, emphasizes the impact of well-designed physical spaces on cognitive efficiency. Proper lighting, workspace flexibility, and architectural elements influence focus, productivity, and collaboration. The third aspect, social interaction as a thinking tool, underscores how collaboration and discussion accelerate information processing and critical thinking. Work environments that promote interaction enhance decision-making and employee satisfaction. Finally, integrating technology in cognitive systems explores AI's role in augmenting human intelligence rather than replacing it. AI can streamline data analysis and decision-making but must be used as a supportive tool rather than a substitute for human cognition. The book's insights offer valuable recommendations for education and industry. Educational institutions should integrate embodied learning techniques and create interactive learning environments. Organizations should design workspaces that enhance cognitive efficiency and balance AI integration with human expertise. Ultimately, The Extended Mind is a compelling read for educators, professionals, and researchers seeking to understand and enhance human cognition. Its synthesis of neuroscience, psychology, and real-world applications makes it an essential resource in the modern era of AI and digital transformation.

Abstract

This study aims to determine the implementation of the OMASUKA (Mandau Special Healthy Food Taxi for Toddlers) program by TP-PKK in tackling stunting in Gajah Sakti Village, Mandau District, Bengkalis Regency. This program is one of the community-based service innovations in the form of providing supplementary food delivered directly to the homes of toddlers with stunting status. The background of this study is based on the high rate of stunting in the area and the need for community-based interventions to overcome stunting. This study uses a qualitative descriptive approach with data collection techniques in the form of interviews, observation, documentation and triangulation. The theory used as an analytical tool is the theory of policy implementation according to George Edward III, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the OMASUKA program has been running quite well. However, several inhibiting factors were found, firstly in the communication aspect, although coordination between policy implementers is running well, mothers of toddlers who receive benefits still have minimal understanding of the OMASUKA program and the issue of stunting. Then, the program implementation has not been consistent due to the uncertain frequency of activities. As well as limited operational facilities are inadequate. Abstract

This study investigates the implementation of the job equalization policy and the development of civil servant competencies in East Manggarai Regency, with a focus on the functional position of policy analysts. The research is motivated by concerns that the nationwide conversion of structural positions to functional ones, while administratively mandated, may not be accompanied by adequate competency development, particularly in under-resourced regions. Employing a qualitative case study design, the study collected data through interviews, document analysis, and field observations, and analyzed the findings using thematic coding supported by Edwards III’s implementation model, Kingdon’s Multiple Streams Framework, and Spencer’s competency theory. The results reveal that although structural transitions were formally implemented, the substantive preparation for new functional roles remains insufficient. Communication was top-down and unclear; training opportunities were severely limited; and performance indicators were misaligned with functional responsibilities. Most policy analysts lacked the technical and behavioral competencies required for their roles, resulting in diminished organizational performance and weakened public service outcomes. The absence of institutional support mechanisms, such as mentoring and performance benchmarks, further hindered adaptation and professional growth. The study concludes that successful implementation of job equalization policies requires more than administrative compliance—it demands strategic investment in human capital, institutional learning, and localized policy adaptation. This research contributes to public administration literature by illustrating how structural reforms must be paired with competency development to realize their intended impact, especially in decentralized, capacity-constrained environments.
