Abstract

The Mandalika Special Economic Zone (SEZ) is considered a very important tourism destination. However, its management faces problems such as the centralization of ITDC authority, limited community participation, and poor service quality in various areas.  In this situation, service quality evaluation must be carried out comprehensively using an approach that can see multi-actor dynamics.  The purpose of this study is to examine how the application of the SERVQUAL model helps improve tourism service quality in the Mandalika SEZ and to identify how ITDC, the Central Lombok Tourism Office, and Pokdarwis contribute to the five main dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The method used is a descriptive qualitative approach with in-depth interview and participatory observation techniques, thematic analysis assisted by NVivo 12 Plus.  The results show that ITDC authorities dominate the tangibles dimension through infrastructure development and area aesthetics, while trust, responsiveness, assurance, and empathy are more influenced by regional institutional capacity and community empowerment, including human resource training, provision of information centers, organization of cultural activities, and development of community-based ecotourism. The results show that physical development is not the only factor contributing to service quality improvement; institutional coordination, investment in human resources, and strengthening the role of the community are all factors that contribute to service quality improvement.  This study finds that SERVQUAL has the ability to explain the configuration of Mandalika's service governance and serves as the basis for a more inclusive and sustainable service improvement model in destinations with a multi-actor structure. Abstract

This study aims to analyze the impact of unilateral termination of TPP­ employment rights on the sustainability of village empowerment programs and to emphasize the academic contribution in filling the gap in findings in this field. The research method used is descriptive with a qualitative approach that uses primary data through news that has been reduced to relevant news and secondary data based on journal articles, official reports, and websites. Data analysis uses the Miles and Huberman model based on three stages: (1) reduction (2) verification (3) data presentation and conclusions. The novelty of these findings is that they fill a gap in the literature, which has discussed PHK in a multidisciplinary manner but has not yet researched the aspect of village empowerment. Thus, it can be used as input for policy makers and can make a practical contribution to understanding the implementation of PHK TPP. The results of the study show that PHK TPP has a direct impact on the instability of program implementation, which causes social tension, political pressure, weak work motivation, and significantly hinders the effectiveness of village assistance at the village level, including village fund management. It can be concluded that although these findings contribute to the discussion of the impact of TPP layoffs on village empowerment programs, there are several limitations. This analysis still relies on secondary data, so it does not fully describe the empirical conditions of the stakeholders. Therefore, further research is recommended to use a mixed methods approach and involve the collection of primary data, such as interviews, surveys, and so on, to strengthen the validity of the findings and the relevance of the policy. Abstract

The neutrality of village apparatus is an imperative obligation that must be upheld without compromise. This study aims to analyze the neutrality of village apparatus during the simultaneous regional elections (Pilkada) in 2024 in Bantul Regency. A qualitative approach was employed, with data collected through interviews and documentation studies. The findings reveal several violations committed by village officials that contradict the principle of neutrality. The causes of this lack of neutrality are influenced by several factors, including cultural influences, political ambition, kinship or familial ties, and local political pressures. In Javanese culture, the concept of "ewuh pekewuh," which refers to a feeling of hesitation or reluctance out of respect or social obligation, reflects a cultural aspect that weakens the application of neutrality values. Political ambition often impacts the neutrality of village apparatus, as political positions are considered strategic for accelerating career advancement. Political rewards or promises extend beyond positions to include beneficial programs for involved parties. Local political pressure examples include coercion from party elites at the district level directed toward village apparatus. Furthermore, the most emphasized factor is kinship or familial relationships, which can disrupt the professionalism of the electoral system and the neutrality of village officials.

Abstract

Transformations Digital is one of the strategic agendas in improving the performance of bureaucracy and public services in the digital era. The Electronic-Based Government System (SPBE) is present as the main instrument in realizing more effective, efficient, and accountable governance. This study aims to analyze the implementation of SPBE at the Sumedang Regency Regional Secretariat using the good governance approach as an evaluation framework. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. The results of the study show that the implementation of SPBE at the Sumedang Regency Regional Secretariat has made significant progress, especially in terms of transparency, service efficiency, and increased access to public information. However, there are several challenges in terms of coordination between regional devices, limited digital infrastructure, and uneven human resource capacity. The good governance approach that includes the principles of participation, accountability, transparency, effectiveness, and responsiveness is an important foundation in evaluating the extent to which SPBE can support bureaucratic reform at the regional level. This study recommends increasing digital training for civil servants, optimizing system integration, and strengthening cross-sector collaboration as an effort to strengthen the sustainability of digital transformation in local government environments. This finding is expected to be a reference for other regions in developing SPBE policies that are in line with the principles of good governance. Abstract

With a focus on three significant media outlets Kompas.com, CNN Indonesia, and TVOne this study attempts to examine media sentiment regarding the Free Nutritious Meals Program (MBG) in Indonesia. Positive, negative, neutral, and mixed sentiment were the four categories into which sentiment was divided using a descriptive qualitative technique with content analysis. The findings indicate that neutral emotion predominates in all three media outlets' news coverage, with more descriptive and educational articles about the program's execution. However, negative sentiment also emerges, particularly in relation to issues of food poisoning and distribution constraints. On the other hand, although it is less common, positive attitude emphasizes the program's success and support. Both praise and criticism of this policy are reflected in the mixed sentiment. These results demonstrate that the media not only contributes to the dissemination of accurate information but also influences public opinion by drawing attention to certain problems. The usefulness of Agenda Setting theory in comprehending how the media decides which issues the public should find essential is also demonstrated by this study. This study's modest sample size just 15 articles from each media source and only three online news media sites were examined may not accurately represent the whole range of MBG coverage in Indonesian media. In order to map the dynamics of sentiment changes towards MBG over time, more study is advised to increase the sample size by incorporating more news sources from other platforms, including social media, and extending the data collection period. Abstract

his book review critically examines Industry 4.0 to Industry 5.0: Explorations in the Transition from a Techno-economic to a Socio-technical Future as an intellectual map of the shift from a techno-economic logic (efficiency, productivity, automation) toward a socio-technical horizon that uses human-centricity, sustainability, and resilience as its primary compass. The review synthesizes key threads across chapters—covering conceptual distinctions between Industry 4.0 and 5.0, governance and power dynamics, AI developments (including generative AI), soft skills, circular-economy pathways, and systemic risk pressures (climate crisis, cyber threats, geopolitical volatility) that shape organizational and policy choices. While the book’s main strength lies in its breadth and interdisciplinary ambition, the review highlights areas that would benefit from sharpening: clearer definitional boundaries, more operational indicators to prevent “human-centered, sustainable, resilient” from remaining a slogan, and richer empirical mini-cases—especially beyond Europe/US contexts. Overall, the draft positions the book as a timely bridge between technological acceleration and socio-environmental accountability, and it advances a policy-centric research agenda centered on a core question: technology for whom, under which incentives, and with what social impacts.

Abstract

This study aims to evaluate the implementation of community empowerment policies based on agro-industry MSMEs (Micro, Small, and Medium Enterprises) implemented by the local government of North Nias Regency, with a case study in Afulu District. This research is a descriptive study adopting a qualitative approach. Data were collected through in-depth interviews, observation, and documentation. Research informants consisted of officials from the Department of Cooperatives and MSMEs of North Nias Regency, field extension officers, and agro-industry MSME actors. Data analysis was conducted descriptively using William N. Dunn’s policy evaluation criteria, which include effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings indicate that the implementation of agro-industry MSME empowerment policies in North Nias Regency has been carried out and shows a policy direction aligned with local agricultural and plantation potential. The program has encouraged the formation of agricultural product processing business groups and increased community awareness of the importance of adding value to agricultural products. However, the effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness of the program still face various constraints, particularly limited budgets, low intensity of field assistance, weak inter-agency synergy, and unequal community access to the program. These conditions hinder the achievement of program objectives to establish a sustainable agro-industry empowerment system, increase value-added agricultural products, and foster rural entrepreneurship. Therefore, improvements in policy implementation are needed through strengthening field mentoring quality, enhancing cross-sectoral coordination, and designing training programs that better match the needs of local agro-industry MSMEs.

Abstract

As Information and Communications Technologies (ICTs) become increasingly relevant and advanced, resulting in the emergence of new subfields, this study presents a bibliometric analysis of digital sociology from 2014 to 2024, with a focus on social media research within the field of sociology. Given the growing influence of digital technologies on social institutions and interactions, this study seeks to examine emerging trends and themes. We utilised data from the Scopus database to examine 227 documents on digital sociology, including annual publication trends, leading countries, affiliations, journals, and authors. Additionally, it analysed the co-citation network by authors, journals, and keywords. The findings revealed a steady increase in publications with an annual average of approximately 10%. It identified major themes surrounding digital sociology, including digital identity, online activism and algorithms and data exposure. It highlights an inclination toward the ethical and societal consequences of digital engagement.  The study’s novelty lies within the intersection between digital sociology and social media research outcomes, which is specific and timely. The study offers a comprehensive understanding of digital sociology and its thematic developments over the past decade, laying the groundwork for future research by identifying gaps and areas of interest. However, limitations include a heavy reliance on a single database and English-language sources. Future studies could focus on the evolving dynamics of trends and themes, with broader regional engagement to widen discourse in digital sociology globally. Abstract

This research aims to examine the strategies of Malang City in preparing to become a member of the UNESCO Creative Cities Network 2025. Research on Malang City’s paradiplomacy remains limited, offering an opportunity to analyze the local government’s role in international cooperation. Using a descriptive qualitative method, the study applies the paradiplomacy concept as an analytical framework encompassing global paradiplomacy and multipurpose paradiplomacy indicators. The findings reveal that participation in the UCCN strengthens the creative economy, promotes cultural and knowledge exchange, and enhances the city’s international image. Key strategies include infrastructure development, creative human resource capacity building, and the creation of a sustainable collaborative ecosystem. The implementation of these strategies has positioned Malang City as one of the UCCN 2025 members in the Media Arts category. Further studies are recommended to examine the sustainability of Malang City's paradiplomacy through the UCCN by analyzing the extent to which creative programs and policies during the membership period impact the development of the regional creative ecosystem. Abstract

In recent times, transferring cash directly to youths’ personal accounts has become a common strategy for poverty reduction and empowerment in many developing societies. Although this initiative aims to boost local economic activities and encourage self-reliance, growing evidence suggests that it may also have unintended adverse effects. This study examines the paradoxical effects of youth-targeted cash transfers to personal bank accounts on community development. Anchored on Dependency Theory, it contends that direct cash transfers to youths’ personal accounts can create dependency, diminish productive engagement, and erode communal responsibility among recipients. Using a qualitative research approach, data were collected and analyzed through content analysis to uncover underlying patterns. Findings show that while the scheme offers short-term financial relief and stimulates consumption, it also results in poor fund management, declining interest in entrepreneurship, and widening social inequality in the community. Furthermore, some beneficiaries exhibited reduced participation in collective development efforts, weakening the communal cohesion vital for sustainable growth. The study concludes that true community development is not achieved merely by distributing money but through capacity building, responsible engagement, and collective action. When direct cash transfers are paired with education, mentorship, and participatory governance, they have the potential to turn youths into active agents of social and economic change. It therefore recommends, among others, that such an initiative be complemented with skills training, financial literacy education, and community-based monitoring mechanisms to ensure responsible utilization and sustainable impact. The study is limited by its reliance on restricted data sources and context-specific evidence, which may reduce the depth and generalizability of its findings. It largely focuses on short-term outcomes, with limited longitudinal analysis of the long-term effects of direct cash transfers on youth behavior and community development. In addition, the absence of comparative analysis with alternative youth empowerment strategies and insufficient attention to institutional and governance frameworks weaken the study’s explanatory power. Potential respondent bias from self-reported data also affects the reliability of findings. To enhance sustainability, future research should adopt mixed-method and longitudinal approaches, expand coverage across diverse regions, and compare cash transfers with other development interventions. Greater focus should be placed on governance structures, community-level impacts, and theoretical frameworks related to sustainable development and social capital. Policy-oriented evaluations emphasizing monitoring, accountability, and complementary support mechanisms will further strengthen future studies.
