Abstract

This study aims to determine the implementation of Total Quality Management (TQM) in public and private vocational high schools in the city of Yogyakarta, as well as to compare the level of implementation between public and private vocational high schools. The TQM aspects observed include infrastructures and facilities, quality of improvement, quality of teachers, quality of examination system and academic background of teachers graduated from vocational high schools. This exploratory study is descriptive in which the result can be used as an input as well as improvements in reflection of the future. These subjects were teachers and students. The primary data were collected through a questionnaire while other data were collected through observation and interviews. The data were analyzed by means of descriptive and statistics t-test. The analysis finds that TQM has been implemented by vocational schools, public and private, in the city of Yogyakarta. The Application levels differed significantly (t-value = 9.204, p-value = <0.0001), where the public schools are able to implement at a very good level, while private schools are at a good level. The differences in the application of TQM occur in all measurable aspects, namely infrastructures and facilities access, quality of improvement, quality of teachers, quality of examination system and academic background of teachers graduated from vocational high schools. Specifically, on aspects of infrastructures and facilities of the access, although on average they significantly differ, categorically they are in the same level.  The differences are not too large. The result of observation in the field during the study shows that the state vocational already maximally implement TQM, while in the private vocational schools, it is lower due to the limited resources in private schools.

Abstract

An observation shows that civil engineering students’ soft skill is still low. It is characterized by their poor sociability and low positive attitude toward dealing with problems and challenges of life. For students to have various aspects of soft skill, a study was conducted to develop a model of soft-skill teaching that would meet the criteria of validity, effectiveness, and practicality. The research and development referred to Richey Klein approach, which is: (1) developing a model; and (b) validating a model. The validation process was conducted in two phases, namely internal validation and external validation. The internal validation of the model and its components was conducted by experts in educational technology, vocational education, and evaluation. On the other hand, the external validation was conducted in the form of small groups and of large groups which involved 41 students and a member of the Department of Civil Engineering Board. The data analysis was performed in two phases: the developmental phase and the testing phase. The analysis in the development phase was conducted by means of the qualitative approach, while the analysis in the testing stage was conducted by means of the quantitative approach; the two phases should be undergone to analyze the model validation and the trial results. These phases would also be undertaken by the experts. The results of the study show that the model of soft-skill teaching developed for the students of the department of civil engineering had been able to meet the criteria of validity, effectiveness, and practicality.

Abstract

The article described the results of a study evaluating the performance of Technological and Vocational Education (TVE) by means of Malcolm Baldrige method. The data on the performance was used in order to know its excellence and weakness. Based on the performance excellence and weakness, a competitive strategy could be formulated in order to improve the TVE quality. First, performance measurements by means of Malcolm Baldrige criteria were done on seven study programs from different universities. Second, results of the performance measurements were analyzed and described. With the data resulting from the performance measurements as the basis of the analysis, the excellence and weakness of TVE performance might be found. Third, a strategy was developed. Based on the performance excellence and weakness, a performance improvement strategy might be formulated in order to raise the quality level within the educational process of TVE. The research results indicated that for the performance level the seven universities under measurement achieved scores ranging from 526 to 711 point. These results showed that the performance of study programs in TVE within Indonesia put these study programs into the categories of education leader and of emerging education leader. On the basis of those categories, each study program might formulate its own competitive strategy in order to improve the TVE performance so that the educational process being conducted might also improve in terms of quality level.

Abstract

The study aims to describe: (1) public service for elementary education in rural areas; (2) the meaning of education and the implementation of elementary education in the people of rural areas; and (3) the life and meaning of poverty for people of rural areas. The study was etnographic research. The subjects were the providers and users of educational service. The research concludes that: (1) educational service in rural areas has not been coordinated and integrated both vertically and horizontally, so that the service elements have not been maximum in providing educational service; (2) the implementation of education is influenced by the surrounding environments (policy, community, and nature) so that its condition or the problems emerging in the lower level is a reflection of that in the upper level. People in rural areas regard education as a symbol of profession and self-actualization within the children’s selves in order that the children would show respect to their parents, would not destroy the nature, have noble characteristics and be smart persons for their own sake in the future; (3) physically people in rural areas might be described as a community that lacks facilities including transportation, highway systems, water, electricity, and market for trading the harvest. On the other hand, mentally, people in rural areas might be described as a community that is fond of having aids, enjoys the final products, is lazy and dependent on the nature. People in rural areas regard their poverty based on physical indicators (the possession of luxurious goods, rice fields, livestock, income, and housings) and non-physical indicators (the dependency on the nature and absence of education).
