The first Paradigma Journal was published in 2006, with the registration of the ISSN from LIPI Indonesia. The Paradigma Journal is intended as a media for scientific studies of research, thought and analysis-critical issues on Computer Science, Information Systems and Information Technology, both nationally and internationally. The scientific article refers to theoretical review and empirical studies of related sciences, which can be accounted and disseminated nationally and internationally. Paradigma Journal accepts scientific articles research at: Expert Systems, Information Systems, Web Programming, Mobile Programming, Games Programming, Data Mining, and Decision Support Systems.

Every day humans produce waste, both household and industrial waste that has various forms and types. Garbage can be a problem because it interferes with human health, causing foul odors and air pollution. The awareness of disposing of garbage in its current place is considered to be very lacking. This is because trash cans are still using a simple method that is by manually opening and closing the trash can. This will cause the hands to be very vulnerable to bacteria from garbage. In this study, it was explained how to design smart bins that could function to attract the public in general and students of SDN Tridayasakti 02 Tambun Selatan to dispose of their places using Arduino Uno R3. Another benefit is to make people aware of the importance of health by removing trash. The method used to detect this object is the method of racang bangun which consists of several stages, namely (1) Needs Analysis, (2) Design, (3) Implementation of the Series, (4) Testing Tools.

Website or site may be defined as a collection of pages displaying text data, still or motion picture data, animation data, sound, video and or all of them, both static and dynamic, forming a series of interconnected buildings in which each linked to the network pages (hyperlinks). The school website has a very important role in education. SMK Bakti Prabumulih Foundation is one of the private schools that have two majors, automotive motorcycle and computer engineering and networking techniques, but this school does not have a website so many people who do not know yet remember this school is still new. In making this website the author also apply the MVC method as an option in the development of the system. The View Controller (MVC) model is a concept introduced by the inventor of Smalltalk (Trygve Reenskaug) to create one type of network data into another data type along with processing (model), isolating from the process of manipulation (controller) and view to be represented on a user interface. This application is made using the programming language Personal Hypertext Preprocessor (PHP) as a programming language and design editor Macromedia Dreamweaver, and MySQL as its database so it can help penginputan data quickly, precisely and efficiently.

Coding algorithms human voice with ADM (Adaptive Delta Modulation) and LPC (Linear Prediction Coding) made to the encoding signals digitally produced has bit rate as low as possible, thus saving bandwidth transmission line if it will be distributed to the transmission medium, and save memory or computer storage if it will be stored as data storage.ADM technique different from the LPC, the difference is generally classified on how it is encoded. If the ADM system which is encoded representation of the waveform so often called "waveform coding", while the system is encoded LPC are the parameters of the source of the human voice, so often called the "parametric coding".Human voice coding algorithms to be compared are the results of my own research when conducting studies Bachelor of Engineering and Master of Engineering at ITB. The results of measurements taken from the ADM system materials Bachelor of Engineering Thesis entitled "Low Bit-Rate Delta Modulation", while the LPC system is taken from the material Engineering Master's thesis with the title "Voice Signal Processing with LPC Method".From the measurement results ADM system can generate the bit rate of 16 Kbps, while the LPC system generates the bit rate of 2.4 Kbps with the sound quality is almost the same output quality human voice that can be understood (intelligible speech).

Belajar mengenal dan membaca huruf hijaiyah yang merupakan dasar untuk membaca dan mempelajari kitab suci Al-Qur’an sejak dini. Metode belajar Al-Qur’an yang banyak digunakan lebih pada pengenalan huruf hijaiyah dengan cara membaca. Sehingga anak-anak merasa sulit pada saat diminta menulis huruf hijaiyah. Metode Follow the line merupakan suatu cara belajar yang dilakukan dengan menggabungkan kegiatan belajar dan gerak psikomotorik dari anak. Metode yang sederhana ini dilakukan dengan cara menebalkan huruf hijaiyah yang telah tercetak samar-samar menjadi huruf tebal. Dalam proses penebalan huruf ini tentunya akan melatih anak untuk sabar dan lebih teliti. Dengan menulis maka anak sekaligus juga membaca huruf tersebut. Yang sekaligus akan melatih gerak dari anggota badan anak seperti tangan, mata dan bagian badan lainnya akan lebih aktif lagi. Dengan demikian hal tersebut akan semakin meningkatkan kemampuan psikomotorik anak. Animasi yang digunakan juga akan lebih menarik minat anak untuk belajar Al-Qur’an.

A service provider company often have problem with insolvent customer. As a company that can not verify customer financial, a service provider company is having difficulty on identifying solvent customer. As one of the service provider company in Jakarta which offer internet connectivity and cable TV service, identifying solvent customer is important because, every customer inside coverage area is a potential customer to subscribe their product. In a related research, algorithm C4.5 become one of the favorite algorithm to use in classifying customer insolvency, and was able to produce high accuracy model, and easy to understand. The major problem of algorithm C4.5 is attribute selection. As noted that a service provider company cannot verify customer financial, they have no data about customer financial which is one important attribute in credit scoring. Therefore, customer payment behavior will be extracted as customer potential as one of classification attribute. Feature extraction with k-means was able to improve the accuracy of the algorithm C4.5. As noted by improve on accuracy from 59.02% to 77.31% and AUC from 0.537 to 0.836. The customer potential attribute can also be used as reference in the promotion, retention, and managing insolvent customer.

Perkembangan teknologi di era disruptif ini sangat memegang peranan penting karena perubahan yang disebabkan oleh adanya penemuan dan inovasi baru itu sangat membutuhkan teknologi informasi dalam pengembangannya. Wirasusaha adalah bidang yang beberapa waktu ini mendapat perhatian khusus dari pemerintah, dunia pendidikan dan masyarakat umum karena menjadi wirausahawan dianggap dapat memutus antrian para pencari kerja dan membuka lapangan kerja baru. Menjadi seorang wirausahawan tidak selamanya keuntungan yang dicari untuk menjadi wirasusahawan sosial yang menjadi tujuan adalah kebaikan dan kemajuan bagi banyak orang. Dengan metode kualitatif kami coba meneliti perilaku, persepsi, motivasi dan tindakan sosiopreneur di Bogor dan mengamati penggunaan teknologi informasi dalam perkembangan sosiopreneurship tersebut. Pada era perkembangan teknologi pada saat ini, banyak teknologi-teknologi terbaru yang telah ditemukan. Salah satu cabang teknologi yang berkembang pesat pada saat ini yaitu pada citra digital. Penggunaan citra digital dalam kehidupan sehari-hari sangat banyak, sehingga penggunaan citra digital sangat membantu pekerjaan manusia. Contohnya saja dibidang pertanian. Pada bidang pertanian citra digital sangat bermanfaat, yaitu dalam memanen jumlah apel. Secara konvensional, petani apel tidak akan tahu berapa banyak buah apel yang telah matang pada pohon apel. Namun dengan menggunakan citra digital petani buah apel akan tahu berapa banyak buah apel yang telah matang yang akan dipanen. Dengan memisahkan antara foreground dan backbground dengan menggunakan K-Means Clustering, maka akan dibedakan foreground (buah apel) dan background (dedaunan). Pada clustering background (latar belakang) maka hanya daun-daun saja yang akan tampak, sedangkan buah apel akan dihitamkan untuk membedakan antara foreground (latar depan) dan background (latar belakang). Sedangkan pada clustering background (latar belakang) maka hanya daun-daun saja yang akan tampak, sedangkan buah apel akan dihitamkan untuk membedakan antara foreground (latar depan) dan background (latar belakang).

Perpustakaan Komnas HAM dalam perkembangan teknologi memanfaatkan sistem temu kembali informasi online public access catalog (OPAC), untuk mengetahui keefektifan suatu sistem temu kembali harus dilakukan pengukuran. Penelitian ini bertujuan untuk mengetahui efektivitas sistem temu kembali informasi melalui penilaian recall dan precision. Metode penelitian ini merupakan metode kuantitatif dengan jenis pendekatan eksperimen. Subjek penelitian adalah koleksi yang tersimpan dalam database Perpustakaan, sedangkan objeknya adalah sistem temu kembali informasi aplikasi SLiMS. Metode pengumpulan data menggunakan observasi, tes, dokumentasi, dan wawancara. Hasil penelitian menunjukan bahwa rata-rata nilai recall dan precision pada sistem temu kembali di Perpustakaan Komnas HAM melalui fitur pencarian sederhana didapat rata-rata nilai recall sebesar 99,8% dan rata-rata precision sebesar 99,6%. Dari hasil nilai yang didapat, sistem temu kembali informasi di Perpustakaan Komnas HAM sudah dikatakan efektif, dan membantu pengguna jasa perpustakaan untuk menemukan informasi yang diinginkan.
