Abstract

The Family Planning Program (KB) run by the Kuningan district government is an important part of the implementation of good governance so it is feasible to be evaluated to find out the achievement of the program to establish a prosperous small family through caring and community participation in the maturity aspects of marriage, birth control, and fostering family resilience, which has a positive effect on the Human Development Index (HDI). This study analyzes four aspects of evaluation according to the CIPP evaluation model (Context Input Process Poduct), which includes aspects i) context evaluation; ii) evaluation of inputs; iii) process evaluation; and iv) product evaluation. This study uses a descriptive-qualitative method with primary data in the form of interviews and secondary data in the form of relevant documents. The results showed the active role of the community / volunteer groups in family planning services, the availability of human resources, funding, time of implementation, but in the absence of indicators of success, the absence of SOPs on process evaluation and product evaluation could not be a clear input. in the cycle of the overall family planning program.

Abstract

The lower economic community is a strategic target for political actors to launch political actions and promises that signal interest. To anticipate this, efforts needed to increase an awareness of community politics which is not only limited to political actions and activities, but also includes knowledge about politics that can be started by understanding the nature of political rights correctly and comprehensively. Therefore, the purpose of writing this article is to describe the conceptualization of citizens' political rights traced based on the history of the use of the concept of democracy from various periods of time. The method used to compile this article is library research and data analyzed by inductive analysis models. The results obtained from the writing of this article are the conceptualization of the use of political rights based on the history of the use of democracy which began from the time of Ancient Greece (6th to 3rd century BC) until the 20th century.

Abstract

General elections in Indonesia that have been carried out since 1955 have proceeded without having clear election quality indicators and indicators. Improving the quality of elections is one of the keys to realizing quality democracy. Standard indicators and evaluations of the quality of elections in previous studies were not able to represent the principles of Pancasila democratic values, local political cultural values, and heterogeneous conditions of Indonesian society, so special studies were needed to improve election quality standards in accordance with conditions in Indonesia. The purpose of this study is to develop indicators and instruments for assessing the quality of National Elections in Indonesia. The research method used is library research supported by the results of relevant research. Indicators for evaluating the quality of elections are built through all aspects of the pre, post and post-election governance process. All aspects meet the principles of equality, freedom, justice, transparency, professionalism, security, integrity and adjustment of local political culture. Assessment of election quality can be carried out through the opinion trail method and measured by ordinal measurement scale. Standardization The national election quality index established and developed in accordance with the times, guarantees the accuracy of measuring the quality of elections, so that the quality of elections can be improved on an ongoing and consistent basis.

Abstract

General Election is a means of popular sovereignty that is held directly, publicly, freely, secretly, honestly and fairly (overflowing and fair). Law Number 7 of 2017 concerning General Elections as a product of legal politics does not place candidates who will fight in the Election of President and Vice President in 2019 in a fair and equal position. Incumbents benefit more so that they create ambiguous interests. Thus, substantial justice as part of real democracy tends to be ignored for the sake of power. This paper uses a literature study approach. This interest bias can be avoided by placing regulations equally and fairly. There needs to be a revision of Law No.7 of 2017 so that the incumbent who will run again as a presidential candidate or vice president resigns from his position. This is to safeguard the principle of justice in the 2019 electoral process and to keep ambiguous interests from being used to gain power.

Abstract

This study aims to determine how much influence coordination of the effectiveness of HIV/AIDS prevention in Sumedang District. This research method use is Descriptive analysis and the data collection techniques were conducted using literature study techniques and field study techniques. Population in this research are HIV/AIDS prevention commision officer and people of AIDS Citizen Cadres in totally 19 peoples. To test the research hypothesis used analysis techniques, which are by Percentage Calculation, Spearman Rank Coefficient Test, Significance Test, and Determinarion Coefficient Test. The result of research and statistical calculation on the proposed hypotheesis, can be concluded that there is any influence coordinating between HIV/AIDS prevention commission officer with AIDS Citizen Cadres on the effectiveness of HIV/AIDS prevention program achievement in Sumedang by 47,2%.

Abstract

This study aims to discover how The Coastal Community Economic Welfare Program (GPEMP) programwas implemented and its impact on the orientation of fishermen's family income-sources in Pasie Nan Tigo Subdistrict, Koto Tangah District, Padang City. The method used in this study is a case study method with key informants as the main data source. Interviews were conducted with key informants and direct observations in the field related to the problems raised in this study.Data analysis through a qualitative approach.The results showed that the GPEMP program had been implemented in accordance with the implementation instructions, except in the GPEMP assistance delivery phase, namely the assistance of developing fish culture with the help of a fixed net package and tilapia cultivation equipment where there were differences in the specifications of the goods delivered with the supposed ones. The GPEMP program has impacts on the orientation of fishermen's family income sources in Pasie Nan Tigo Subistrict, namely: 1) fishermen's family income sources developed to become not only from fishing, but also from other new alternative livelihoods, such as fish cultivation, fish processing diversification, and cattle farming, and 2) fishermen's effectiveness working hours increases as well as involvement of fishermen's wives and children’s involvement in the business.

Abstract

This article aims to study how the existance and function of political education in Indonesian mass media since Reformation Era.The method used in this article is an inductive approach with library research data collection techniques.This study found that mass media played an important role in political education in Indonesia. The mass media in democracy stateare not only as an information provider, but also as medium of political change of society. The mass media tied to the political system itself. But this study also found the root of the problem of political education in Indonesia was the existence of inequality in the structure of media control in Indonesia so that the media tended to experience deviations and political alignments in reporting. Here we need a reflective moment of political education in the mass media. However, Reformation wave in 1998 was not very encouraging in the development of political education in the mass media. The presence of online media and extensive internet networks was expected to be an alternative to political education but collided with the low level of public literacy. This media alignment cannot be eliminated but can only be minimized by strengthening political education in other sectors such as family, school and society. Even so, mass media still has a significant role in political education but requires a high level of literacy prerequisites.

Abstract

Tanjungpinang is one of the areas that became the entry point for the shelter and repatriation of Deprived Migrant Workers (PMB) deported from Malaysia. The high number of PMBs deported from Malaysia through Tanjungpinang City, made the Tanjungpinang City Government overwhelmed in overcoming these problems. Therefore, to overcome this, the Tanjungpinang City Government collaborated and coordinated with various stakeholders to be able to resolve the situation. This study aims to analyze what factors influence collaborative governance by regional governments in handling PMB in Tanjungpinang. The method used is a qualitative method with a descriptive approach, data collection techniques using interview techniques, observation and documentation relating to handling PMB. Meanwhile data processing uses reduction techniques. The results of the study found that the factors that influence collaborative governance in handling PMB in Tanjungpinang City can be seen from the factors of social, cultural and government interests. From the analysis of these three factors, the factors of social and cultural structure do not significantly influence the course of collaboration. However, the government interest factor is a factor that causes the failure of a collaboration, including in terms of active participation from stakeholders in decision making.

Abstract

This study compares the Therapeutic Community model with the Narcotics Anonymous Model which is applied to the Narkotika, Psikotropika dan Obat Terlarang (Narkoba) institutions in increasing resident participation. The research approach used is qualitative with descriptive type. The location of the study was conducted at the Charitas PSE Institution in Deliserdang Regency, Medan Mitra Masyarakat Foundation, which used the Narcotics Anonymous Model. The Narcotics Rehabilitation Institution uses the Therapeutic Community Model, namely: Panti Sosial Permadi Putra (PSPP) Initiated by Deliserdang District, Yayasan Nazar Medan City, LOKA BNN Deliserdang. The population in this study is the entire resident who is in the Rehabilitation Institution which is the location of the study as many as 114 people, the sample of this study is the entire study population with the formula n = N, the sample of this study amounted to 114 people. Techniques for collecting data through literature studies, interview and questionnaires, and field observations. The results showed that from the 7 stages of the participation model used there were differences in the Functional Participation stage using the Therapuetic Community Model (TC) 55.5 "%, while the Narcotic Anonymous (NA) Model was 100%, at this stage the difference was very significant at 44.5 %, and interactive participation using Therapeutic Community Model (TC) 65.4%, while Narcotic Anonymous Model (NA) is 44%, at this stage there is a difference of 21.5%

Abstract

The purpose of this study identified the activities of the Family Planning Village Population, Family Planning and Family Development program in Middle Aceh District. The study location were grouped according to the Geographic Difficulties Index of the Central Bureau of Statistics. Research data collection uses qualitative methods, namely interviews, documentation, and observations with the Village Head / Geuchik (informant 1), extension / coach of the Family Planning Village (informant 2), and management of the Family Planning Village (informant 3). The results of this study indicate that the implementation of family planning village activities in the village is of high difficulty and is not difficult geographically has been relatively active, namely the management and mentor and companion of the family planning village to work well and directed, while the villages with moderate difficulty level geographically less active. Generally, the activities of the Family Planning Village carried out are posyandu, posbindu, elderly gymnastics and other activities. The activities of the Prosperous Family Income Improvement Group are also not yet implemented, where the activity is expected to empower the village community economically. Cross-sectoral activities have also not been implemented and coordinated well, it seems that there is no program that can be felt directly even though the commitment at the beginning of the declaration has been carried out.
