Penelitian ini bertujuan untuk mengetahui tentang prosedur penerbitan surat izin belajar pegawai negeri sipil di lingkungan pemerintahan Deli Serdang. Izin belajar ini berfungsi untuk meningkatkan kualitas sumber daya aparatur untuk terwujudnya peningkatan keahlian dan profesionalitas PNS dalam bidang ilmu/keahlian tertentu serta memberikan pedoman dan kepastian hukum terhadap pelaksanaan peningkatan jenjang pendidikan bagi PNS agar mampu memberikan pelayanan yang lebih baik kepada masyarakat yang dibutuhkan bagi perkembangan dan kemajuan negara khususnya Pemerintah Kabupaten Deli Serdang. Hasil penelitian, didapat bahwa proses implementasi kebijakan pemberian Izin Belajar dan Tugas Belajar, bagi PNS di lingkungan Pemerintah Kabupaten Deli Serdang tidak berjalan sesuai ketentuan yang berlaku, dikarenakan di lapangan masih ada penyimpangan oleh PNS yang melanjutkan pendidikan selanjutnya serta belum memenuhi persyaratan dan prosedur yang telah ditetapkan dalam kebijakan tersebut sebelum yang bersangkutan melaksanakan/ melanjutkan pendidikan

Jika rumah tangga memiliki kondisi yang tidak selaras lagi, maka kemungkinan timbulnya perselisihan dan pertengkaran cukup besar. Perselisihan besar tidak bisa dipecahkan sehingga peluang kondisi rumah tangga menyebabkan perceraian. Hak anak di bawah umur setelah perceraian, Orang tua wajib memelihara dan mendidik anak mereka sebaik-baiknya. Dalam Pasal 41 Undang-undang Perkawinan menjelaskan bahwa ayah bertanggung jawab atas semua biaya perawatan dan pendidikan anak-anak yang diperlukan, bila ayah tersebut pada kenyataannya tidak dapat memenuhi kewajibannya, pengadilan dapat menentukan bahwa ibu ikut menanggung biaya perawatan dan pendidikan anak yang dibutuhkan, kewajiban tetap berlaku meski orang tuanya telah bercerai.

This study aims to find out about the village government performance, especially in terms of cooperation, discipline, creativity, responsibility as well as identify obstacles and barriers to the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang. Issues to be raised in this study are: (1) the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang, (2) Barriers, constraints and performance tasks Village Government, (3) prevention efforts and performance bottleneck tasks Village Government Central City Subdistrict Bandar Khalifah Bedagai Serdang. This study uses a qualitative description as a method of data analysis that takes research location in Airport Village Head Office Central District of Bandar Khalifah Bedagai Serdang. Source of data in this study is the Village Head and local villagers. Data were collected by interviews and documentation. These results indicate that the performance of the Government of the District Rural Middle Bandar Khalifah Bedagai Serdang in terms of the gobernance process that emphasizes teamwork, discipline, creativity and responbilities have not been able provide maximum services that fit the needs of the community.

This study aims to determine the participation of rural communities in improving good governance, and the relationship village participation in promoting Good Governance. This research was conducted in the village of Aras Kabu Lubukpakam Beringin Subdistrict of Deli Serdang. Methods now used is quantitative analysis. The data collection tools used were observation, distributing questionnaires (questionnaire) and interview. The total population of 720 families, while the respondents to have taken 10% of the total population of the 72 households. The sampling technique used is that of the sample random sample randomly from different populations livelihoods as farmers, Self, and Civil Servants (PNS). Data analysis techniques used in this research is the analysis of the percentage and then the data is processed by using the correlation coefficient with the product moment formula. From the test results obtained by the hypothesis, that there is a positive relationship between community participation to improve Good Govenance at the village level Aras Kabu Lubukpakam Beringin Subdistrict of Deli Serdang. This is evidenced by the t is equal to 9.966. Values t is greater than t table that is equal to 9.966> 1.966 (with interpolation) at significance level of 5% on the degree of freedom (df) = n-2 (72-2) = 70 then Ho is rejected and Ha accepted.

Penelitian ini bertujuan untuk mengetahui kondisi potensi fisik di Kecamatan Sipirok, untuk mengetahui kondisi potensi nonfisik di Kecamatan Sipirok dan untuk mengetahui kesesuaian/kelayakan kecamatan Sipirok menjadi ibukota dari Kabupaten Tapanuli Selatan. Populasi dalam penelitian ini adalah potensi-potensi yang dimiliki oleh Kecamatan Sipirok, mencakup potensi fisik dan potensi nonfisik. Teknik pengumpulan data yang digunakan adalah teknik studi dokumenter. Hasil penelitian menunjukkan bahwa tidak semua potensi yang dimiliki oleh Kecamatan Sipirok sesuai/layak untuk menjadi ibukota dari Kabupaten Tapanuli Selatan. Dilihat dari segi faktor fisik, kondisi fisik yang dimiliki Kecamatan Sipirok tidak mendukung kecamatan ini untuk menjadi ibukota dari Kabupaten Tapanuli Selatan, terutama dari segi topografi kecamatan ini yang lebih didominasi oleh dataran tinggi dengan kemiringan â¥ 40%. Dinilai dari segi faktor nonfisik, kondisi nonfisik Kecamatan Sipirok tidak semuanya mendukung kecamatan ini menjadi kota/ibukota dari Kabupaten Tapanuli Selatan. Dari beberapa indikator aspek nonfisik hanya jumlah penduduk, tenaga kerja dan fasilitas kesehatan yang menunjukkan Kecamatan Sipirok sesuai/layak menjadi ibukota dari Kabupaten Tapanuli Selatan. Secara umum, Kecamatan Sipirok tidak sesuai/layak menjadi ibukota dari Kabupaten Tapanuli Selatan

Daily Newspaper Analysis and Alert have the same marketing and news coverage area in their own city of course. So the two newspapers will always continue to compete in obtaining news. It also allows both of them to share the same news. It may be that both of them raise the same event but are written in different angles. The difference between the two newspapers is the content of the editorial, as the content of the editorial is an opinion written by the editor of the editor himself. So it is only natural that the content of the editorial differs from newspaper to newspaper, even though it raises the same problem. Through editorials, the editor can provide both criticism and suggestions to the government as well as those with an interest to the community. This is because an editorial contains information on issues that are going on in the community. Research on the differences in the content of the editorial because there are differences in newspaper tendencies. Therefore, to see this the researcher chose to use content analysis method. Using this method, the researcher can prove that Daily Analysis and Alert do have differences in published writing and viewed from the content of the editorial.

This study aims to determine the role of the United States Consulate in establishing diplomatic relations between the United States and the Government of Medan in the field of education. The method used in this study is the oral life history method (the method of oral history of life) and descriptive study. Analysis of the data in this study conducted using qualitative analysis that describes the phenomena associated with the role of the US consul in establishing diplomatic relations between the United States and the government of Medan. From data collection and processing is done, it has obtained the following results: the implementation of diplomatic relations between the United States and the Government of Medan in the field of education in 2007-2008 has been going well. And in the implementation Consul of the United States has run the tasks and role as well and not an obstacle. And until now Medan City government has always supported programs that created the American Consulate Consul performance and help the United States to take care of foreign affairs of the United States in the city of Medan. Diplomatic relations could be enhanced if the United States Consul exist socialize with Medan City government.

Penelitian Tentang Implementasi Kebijakan Pemilihan Kepala Pemerintahan Negeri di Kabupaten Maluku Tengah (Studi Di Kecamatan Salahutu) Belum efektif pelaksanaannya walaupun Kebijakan Peraturan Daerah Nomor 3 Tahun 2006 telah berlangsung lama. Pemerintah Daerah Kabupaten Maluku Tengah telah melakukan berbagai terobosan, namun terkendala dengan berbagai permasalahan. Permasalahn konflik internal diantara Matarumah Parentah serta intrik dan kepentingan dari Elit Politik Lokal. Metode Penelitian yang digunakan adalah Metode Kualitatif. Hal ini dikarenakan objek yang diteliti memerlukan pengamatan langsung dari peneliti sebagai instrumen utama sekaligus menghindari terjadinya spekulasi dan rekayasa data atas masalah penelitian. Berdasarkan penelitian, menunjukan ketidakefektifan pemilihan Kepala Pemerintahan Negeri disebabkan Personil atau Sumberdaya Saniri Negeri belum mumpuni, tidak konsisten dengan aturan, kebijakan yang setengah hati dan tidak tegas, kondisi eksternal masyarakat yang terpolarisasi dengan kebijakan Orde Baru. Implementasi Kebijakan Pemilihan Kepala Pemerintahan Negeri di Kecamatan Salahutu belum efektif dilaksanakan karena , variabel (1) Idealized Policy,(2) Implementation Organization,(3)Target Group, dan (4) Environmental Factors tidak dilakukan secara baik oleh Saniri Negeri dan badan pelaksana lainnya.

Desa saat ini menjadi komponen penting dalam pembangunan nasional. Desa tidak lagi menjadi sasaran pembangunan tetapi menjadi subjek dari pembangunan tersebut. Melalui otonomi desa, pemerintah desa dituntut untuk mampu merespon problematika di desa dengan sebuah kebijakan atau program. Penelitian ini dilakukan dengan tujuan, pertama untuk mengetahui proses perencanaan dan penyusunan APBDes di beberapa desa tertinggal di Kecamatan Kintamani yaitu Desa Binyan, Mengani, Ulian, Langgahan, dan Abuan. Kedua, untuk menganalisis tantangan dan hambatan dalam perencanaan dan penyusunan APBDes. Ketiga, untuk menganalisis relevansi APBDes dengan arah tujuan pembangunan desa. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif dan pengumpulan data diperoleh dari dari hasil wawancara, dokumen serta studi kepustakaan. Hasil penelitian menunjukan bahwa dari sisi analisis struktur Anggaran Pendapatan Belanja Desa (APBDes) di beberapa Desa Kategori tertinggal di Kecamatan Kintamani Kabupaten Bangli belum mencerminkan Anggaran Pendapatan dan Belanja Desa (APBDes) yang berbasis kinerja yang dituangkan dalam kegiatan-kegiatan dengan keluaran dan hasil yang diharapkan. Efisiensi dalam pencapaian hasil dan keluaran yang disusun dengan pendekatan kinerja tersebut, mengutamakan outcome dan output. Prinsip-prinsip anggaran juga tidak dikesampingkan yakni transparansi, akuntabilitas anggaran, efisiensi, efektifitas anggaran, disiplin anggaran dan keadilan anggaran sesuai dengan salah satu asas yaitu value for money.

The purposes of this study was to identify the condition of agricultural labor; know the causes, impacts and strategies to reduce the shift of the youth labor from agricultural to non-agricultural sector. This research was conducted in Bantul, Gunungkidul, Kulon Progo and Sleman regency in 2015. The results showed that the number of households and agricultural enterprises in DIY decrease. The participation of youth in agricultural sector had been decline and the age of agricultural labor DIY was dominated by the farmers over 60 years. Factors which push the shift of the youth from agricultural to non-agricultural was the bigger income on non-agricultural sector, negative image of agriculture, increase of education, narrow land ownership and ease of rural accessibility. While the factors of pull the youth was financial, parental inheritance and government incentives. The impacts of this condition was decrease of the effectiveness and efficiency of agriculture; the scarcity of agricultural labor and increase of the wage. To overcome this, it is necessary to increase the role of youth in the farmers' institutions; introduction of agriculture through early childhood education; improve the quality of agricultural actors; develope integrated agriculture; strengthen cooperative farming; agricultural insurance and marketing guarantees.
