Abstract

This article discusses applying a merit system based on job auctions, especially regarding the mechanism for selecting structural officials in the Bantul Regency. They considered that the merit system is a new method for determining structural positions and has become one of the models that local governments have begun to implement in the placement of civil servants, especially echelon II structural officials. The application of this merit system model is one form of implementing Law Number 5 concerning the State Civil Apparatus. Enforced The application of the merit system because a lot of structural position determinations were not based on competence. Still, the structural position determination was based on proximity and political factors. Therefore, with the existence of this Law, it is significant to immediately implement a merit system so that employees who occupy structural positions are competent and professional people. In data analysis, this study was based on the theory of open selection. The method used in this study was qualitative. The data collection techniques used were interviews and documentation. Based on research conducted that the application of the merit system within the Bantul Regency Government was by applicable regulations, as well as in the application of the merit system using several selection methods including administrative selection, assessment centre method/competency test, paper making, track record tracking, percentage of papers and interviews.

Abstract

The Institutional Modernization of the Central Java Gerindra Party is interesting to study because the Gerindra Party is a new party that has a significant voting trend in Central Java, after PDIP. The objective of this study is to describe institutional modernization in Gerindra Party of Central Java and to analyze the obstacles to modernization within the Central Java Gerindra Party. The research method used was a qualitative method with descriptive analysis. The location of this research was the scope of the Central Java Gerindra Party DPD and the Central Java Gerindra Party wing. The research design used a descriptive research design with a qualitative approach. Data collection techniques used in-depth interviews and documentation. The informants consisted of the Chairperson of the Central Java Party DPD, Deputy Chair of the Central Java Party DPD, Secretary General of the Central Java Gerindra Party DPD, Chair of the Organization, Membership and Cadreization, Chair of the Women's Division, Chair of the Empowerment of Sayap Organizations, Members of Sayap (Indonesia Raya Gerindra Volunteer Unit) SATRIA Gerindra Voters or supporters of Gerindra Party. Gerindra Party has experienced modernization in the areas of access to open information and financial transparency, application of a democratic ideology, gradual regeneration, and preparation for leadership rotation through the party regeneration process. The institutional modernization of Gerindra Party was still hampered by the lack of respect for female cadres and the personalization of Gerindra figures who were only focused on certain people.

Abstract

This paper aims to determine the popularity of candidates on the internet through internet user behavioral tendencies (netizens) in surfing and using social media. Second, to find out interest netizens' in two popular issues, namely the 2020 regional elections or the Covid-19 pandemic issue. The author used Habermas' new public sphere theory. Data were collected from internet searches and official social media as primary data, then the data were analyzed using an inductive-descriptive approach with qualitative content analysis techniques, where data were identified and arranged systematically, then abstracted by analyzing one data. With others in depth and concluded as conclusions. This study concludes that netizens in Bandar Lampung had a greater attention to the issue of the Covid-19 pandemic than the issue of the 2020 simultaneous regional elections, as evidenced by tracing around the Covid-19 pandemic issue which was more popular than searches around the Simultaneous Pilkada 2020. This study also concluded that it was still not optimal. The campaign through social media of the three candidate pairs in the 2020 Bandar Lampung Pilkada, was marked by the low tendency of internet users to pay attention to the three candidate pairs on their official social media.

Abstract

Nomads in West Sumatra have a very big share in the development of the village, one of which is SulitAir, which has quite a several Nomads and has a nomadic organization called Sulit Air Sepakat (SAS) sothat it becomes one of the overseas assisted villages that must collaborate with nomads in the social,cultural and economic fields. It turns out that the implementation of cooperation has not yet beenrealized. There are problems such as coordination between parties collaborating with localgovernments and commitments from collaborating parties the purpose of this research is to describethe implementation of cooperation between the Nagari government and migrants in the developmentof Nagari Sulit Air in Solok Regency. This research uses the descriptive qualitative method. Datacollection techniques using interviews and documentation. The result shows that the implementationof the cooperation has not been implemented as a whole. In the initiation process, the collaboration hasbeen carried out well, starting from the beginning of the collaboration to the actors involved and therelationships between actors. Areas of cooperation are also carried out well with the submission ofwork plans but the areas that are cooperated have not been developed. There is nobody for organizingcooperation that is authorized to carry out this cooperation. The responsibility of the cooperationparties is still high but the commitment between the parties is reduced, one of which is due to thedifficulty in resolving land acquisition problems.

Abstract

This article aims at analyzing the participation and behavior of women voters in the 2018 West Java Governor Election in Maleer Village, Bandung City. The study was conducted qualitatively, supported by primary data in observations and interviews with several sources. Secondary data was obtained from searching for several references, either through books, journals, or other supporting data. The results of this study showed that the participation of women in the 2018 West Java governor election was 79.16%, higher than the participation of men at 74.26%. Several factors encouraged women to exercise their right to vote in the 2018 West Java governor election in Maleer Village, Bandung City, referring to Myron Weiner's theory, namely modernization, modern mass communication, and conflicts between groups of political leaders. Modernization was followed by the more active involvement of women in public spaces, modern mass communication, that female voter used mass media technology as a preference in voting, and an increase in identity politics has occurred since the 2017 DKI Jakarta Regional Head Election. It has had an impact on the 2018 Governor Election. There was polarization in society. In terms of voting behavior, women in Maleer Village chose figures based on psychological choices and rational choices. The psychological selection of female voters on candidate figures was based on social media for governor candidates as a means of interaction with the community. Meanwhile, the rational choice of female voters was based on looking at the program or work of a candidate for governor who was an incumbent figure (previously serving). Women assess what impact they have had while the candidate for governor (who was the incumbent) was in office and find out whether previous programs have been beneficial or not for them as a woman.

Abstract

This article highlights how the use of online media as a campaign tool amid the Corona Virus Disease 19 pandemic in the Simultaneous Election of Mayor and Deputy Mayor of Semarang in 2020. focused The problem on how the challenges faced by General Election organizers and Candidate Pairs in organizing campaigns through online media. To approach this problem, used Rogers and Storey's campaign theory references. The campaign is one of the crucial stages of the election. Still, during the pandemic, the mass mobilization typical of the movement is limited and prioritized online media. Data were collected through observation, survey questionnaires, and document literacy and analyzed qualitatively. This study concludes that the team successfully played a campaign strategy through the internet during this pandemic, especially online and social media. Online media in this campaign also assisted General Election Supervisory Agency Election organizers as a supervisory function in the Implementation of the campaign. However, in campaigning efforts through online media, it is necessary to encourage various parties to create good political education in the community.

Abstract

This article or writing aims to discuss the application of technology and certain mechanism as the impact of a disruptive era on internal border control in the Schengen area. The problem is focused on the internal border system which got reintroduced as a countermeasure against the 2015 Migrant Crisis in Europe. The analysis conducted in this research will measure whether the application of technology gives a practical benefit in alleviating internal border controls or negative impact such as discrimination towards refugees and immigrants in the Schengen area. In order to approach this problem a theoretical reference is used from international relations’ perspective, as a part of the political science greater scope on the issue. The data is collected through library research and analyzed qualitatively. This study concludes that various improvements and improvisation were made in the implementation of border controls. There are several steps taken by the EU for border control checks by utilizing technology such as Visa Information System (VIS), Schengen Information System (SIS), European Travel Information and Authorization System (ETIAS), and FRONTEX. These technologies allow Schengen states to share visa data about individual who enters European Union from its various borders, enable seamless cooperation regarding border controls and law enforcement and visitor tracking between countries. This study conclude that the application of innovative technology on internal border control in Schengen Area is well applied and projectively very useful to tackle the security concerns and conflicting interests within the Schengen area and remove the needs of unnecessarily long physical internal border controls.

Abstract

This study aims at categorizing the themes and concepts that become problems in the study of regional tourism development. Various issues regarding related articles in several countries were then collaborated and used as references for developing regional tourism in Indonesia in the future. This study was a structured literature review with the main data source obtained through the SCOPUS database. The SCOPUS database was considered very relevant and comprehensive to be used to prepare discussions on related themes. This study revealed several aspects that influenced regional tourism development in several countries to be a reference to be applied in Indonesia. The parts are: First, a well-integrated collaboration. Second, strong political will from the government. Third, the presence or active participation of the local community. Fourth, carried out planning in a systematic and integrated manner. Finally, the fifth is the subject involved as policymakers. The limitations of this study were the lack of comprehensive comparisons reviewed in each cluster. It was based on the rules of the data found by the authors, especially those that were only contained in the SCOPUS database. Through these existing limitations, it is expected that further study can enrich references from other databases for the study's progress. Thus the discussion of related themes can be a detailed study and very useful in influencing regional tourism development policies in Indonesia in the future.

Abstract

This paper aims to describe the supervision of the Central Kalimantan regional head election during the pandemic. The problem is focused on how the description of election supervision by the Election Supervisory Agency? and what constraints are faced and their solutions in the context of local wisdom?. The research type is descriptive qualitative. Data Collecting through interviews, observation, and literature study. The data obtained were analyzed descriptively using the Mile and Huberman model. This study shows several things: First, the implementation of supervision is more on tasks outside the crucial task of Bawaslu, namely the supervision of the pandemic health protocols as an additional task burden. Second, the obstacles faced by Bawaslu start from the preparation, Voting, and post-voting. Namely: Updating and determining the voter list was constrained by the Work From Home and Large-Scale Social Restrictions policies; Procurement and distribution of logistics whose suppliers had not yet recovered from the impact of the pandemic; Some officials were reluctant and resigned because of the rapid test rules; distorted ballot papers; The officers' lack of compliance with the working mechanism that had determined. Third, The context of local wisdom in the supervision of Pilkada in Central Kalimantan, namely: Balanga, Huma Betang, Ma'mapas Lewu, Isen mulang, and Dayak Greetings: Tabe salamat lingu nalatai, Salam Sujud Karendem malempang, Adil ka’ Talino bacura’mi ka’ Saruga, Basengat kajubata.

Abstract

The purpose of this study is to describe a recent comparison of women's political participation based on empirical evidence on the matrilineal and patrilineal orders in West and North Sumatra, respectively. This study was motivated by the low involvement of women in politics in the 2014 and 2019 general elections. The study offers specific insights into kinship order as political allegiance. This is a qualitative research carried out using a pragmatic methodological approach with academic discussions directed at the relationship between kinship and political participation. The results showed that the canonization of Islamic patriarchy in the matrilineal order impacts involution and exclusive women in the domestic arena. Meanwhile, the canonization of Christian patriarchy in the patrilineal order impacts devolution and inclusive women in politics. Therefore, based on this empirical evidence, it is concluded that the kinship system is not a relevant political allegiance.
