Abstract

            Pendidikan merupakan cara untuk mengembangkan potensi melalui proses pembelajaran. Pendidikan merupakan kebutuhan  yang bersifat mutlak untuk individu, keluarga, masyarakat, bangsa dan negara. Bidang pendidikan banyak masalah yang dihadapi, terlebih diera globalisasi saat ini baik bersifat internal dan eksternal. Seperti wajib belajar 9 tahun dirancang pemerintah. Masyarakat mengalami kesulitan, bukan karena ketidakmampuan hal itu, tetapi ketidakmampuan masyarakat untuk mendapatkan pendidikan yang layak. Pendidikan komersil adalah pendidikan yang berorientasi hal ekonomis bukan untuk paradigma   pendidikan. Akibatnya bagi berekonomi kuat (mapan) dapat memperoleh  pendidikan, sedangkan bagi ekonomi lemah hanya memperoleh pendidikan bersifat seadanya.                Pendidikan sudah menjadi gaya hidup. Artinya pendidikan bukan lagi bersifat potensi/mutu tetapi sudah suatu bentuk gaya hidup (life style). Tanpa memikirkan peran mendasar lembaga pendidikan, dan aktivitas pendidikan. Telah menganggap pola pendidikan menjadi suatu gaya hidup. Dalam arti, pendidikan dianggap hanya untuk gaya-gayaan, bersifat keren, bergengsi, dan bersifat ikut-ikutan  maka memaksakan diri menjalani pendidikan. Maka dari iti pemerintah melalui BPK  dan non pemerintah melalui LSM melakukan pemeriksaan transaksi keuangan secara rutin terhadap semua lembaga pendidikan. Pihak ini harus berkoordinasi dengan departemen pendidikan untuk mencapai tujuan. Pihak ini harus mampu dan jujur melaporkan hal yang terjadi serta berhak melakukan evaluasi terkait kebijakan pemerintah dibidang pendidikan.

Abstract

Pemasaran politik merupakan hal yang sangat penting dilakukan dalam suatu pemilihan karena dapat membantu efektifitas penyusunan produk politik, serta dapat menyampaikan produk politik tersebut secara luas kepada masyarakat. Pemasaran politik akan membawa manfaat baik itu bagi partai politik ataupun kandidat pasangan calon karena dengan adanya pemasaran politik hubungan mereka dengan pemilih akan terbangun dan secara tidak langsung dapat memberikan manfaat bagi masyarakat yang merupakan konsumen politik. Jenis penelitian ini adalah deskriptif kualitatif sehingga dapat menjelaskan obyek penelitian di kantor Bupati Bima dan kantor  KPU Kabupaten Bima. Data dan informasi  yang dibutuhkan dalam penelitian ini diperoleh dari informan. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah dengan melakukan observasi langsung dilokasi penelitian dan wawancara secara mendalam, dan dokumentasi. Data tersebut dianalisis melalui reduksi data yaitu merangkum dan fokus pada hal yang penting kemudian dilakukan penarikan kesimpulan.Hasil penelitian menunjukan bahwa pemasaran politik yang dilakukan oleh Bupati Bima terpilih belum efektif karena ada beberapa permasalahan yang di anggap sebagai faktor penghambat pada saat melakukan pemasaran politik.

Abstract

The purpose of this research is to know the condition of family planning movement in terms of age, education, occupation, culture, and service quality of family planning acceptors in Parlondut Village, Pangururan District, Samosir District. The population is a married couples (PUS) who have been married for at least 5 years and already have children, and the sample is 40 people. Data collection techniques use interview lists and qualitative descriptive analysis techniques. Result: 1) Most of EFA (47,50%) have married age 25-29 years old with number of children more than two people, 2) In general, EFA (55,00%) have high school education with children more than 2 people 3 ) In general (37.50%) EFA mothers work in non-agricultural sectors as fish, tailor, IRT, traders, weavers with more than 2 children, 4) Batak culture has an influence in the EFA mindset about value and the number of children as the successor of the clan (100%) 5) there are 6 Quality of acceptor service of KB which influence to the non-success of family planning movement that is less appropriate method of contraception in the form of injection (35,00%) on self recommendation (67,50%) , less effective service mechanism performance (82,50%) with non-routine socialization / counseling (1-9 times in a year), so that the number of EFAs who have children more than 2 people and unable to follow family planning movement.

Abstract

Students are an inseparable part for the advancement and development of a civilization of the thinking of a nation. Students must become virus transmitters in social change so that students do not have a distance with the community. This is where students are required to have a great commitment to engage in a change and not as pretentious with various theories of change. What is needed by the intellectuals of students today is to make the knowledge and knowledge to reconstruct and redecorate various ideas of ideas that are not only enjoyed individually but can be held morally accountable so as to affect the pattern of fikir and positive behavior patterns for the community. Transformative thinking is the ultimate goal in which the realization of the civilization of thought is to put science on the goal of its basic principle in which science no longer seeks "for what it is" or "for what it is" but how science is able to translate how science should have a real impact to solve problems that exist in the life of nation and state.

Abstract

Law has a strong relationship with humans and affects human life at all times. In this context the law is presented for human beings to fulfill the various interests in the social relations between humans, so that human intervention becomes the dominant factor in determining the erect or the collapse of the law. This is where the necessary intelligence of punishment is, how a nation interpret its own law and make itself an integral part of the legal system it embraces and in this context also a smart generation of law needs to be built. The role of building the intelligent generation of punishment can be done by students as a youth element that has strategic values supported by elements in the learning process and its role in social dynamics of society. The challenge for students is to educate their own penalties before educating the public in general.

Abstract

This study describe, as well as analyze Comparative Political Marketing Theory 4p According Niffenegger and 3p According to Adman Nursal. The first is the marketing of politics that uses the theory of market approach strategy (Nursal 2004) called 3P terms are Pull Marketing, Push marketing, and Pass marketing. Then the second is marketing politics using marketing mix or marketing mix (Niffenneger 1989), known as 4P, product, promotion, price and place. This article will discuss the differences and similarities of both theories. Political marketing has been used as a winning strategy. Many of these strategies have their own to be well received by the public. Marketing concepts adapted in politics used to improve the efficiency and effectiveness of ideological transfers and work programs, from contestants to the public in a campaign. In this study researchers used literature study method. The literature study used library data collection methods, reading and recording, as well as managing research materials. The results of the study show that both theories can complement each other in the field. Niffenneger's theory for understanding political marketing maps. While Adman Nursery's theory is more about candidate promotion techniques at the grassroots.

Abstract

So important is the role of the campaign to be able to attract and convince voters, where the more massive and intensified campaigns are carried out, the greater the campaign funds needed. With large funding, election participants have a greater opportunity to convince voters. When the campaign requires large funds, what will be a problem is the legitimacy of the sources of funds collected, for which there is a need for rules that can overcome the problem. For this reason, the General Election Commission (KPU) has made legal regulations to ensure that campaign funds used by election participants come from legitimate sources. Campaign funding arrangements start with the creation of special accounts for campaign funds, arrangement of funding sources and restrictions on the number of donations. Campaign funds must be submitted to the Election Commission as a form of accountability through campaign finance reports. This campaign fund report was then audited by the Public Accountant Office (KAP) which was formally appointed by the KPU to ensure that the reports submitted fulfilled the compliance aspects or not. The administrative sanctions are given for each violation related to the use and reporting of campaign funds. With a series of rules above, it is expected to be able to encourage transparency and accountability of election fund campaign campaign reports.

Abstract

The Family Planning Program (KB) run by the Kuningan district government is an important part of the implementation of good governance so it is feasible to be evaluated to find out the achievement of the program to establish a prosperous small family through caring and community participation in the maturity aspects of marriage, birth control, and fostering family resilience, which has a positive effect on the Human Development Index (HDI). This study analyzes four aspects of evaluation according to the CIPP evaluation model (Context Input Process Poduct), which includes aspects i) context evaluation; ii) evaluation of inputs; iii) process evaluation; and iv) product evaluation. This study uses a descriptive-qualitative method with primary data in the form of interviews and secondary data in the form of relevant documents. The results showed the active role of the community / volunteer groups in family planning services, the availability of human resources, funding, time of implementation, but in the absence of indicators of success, the absence of SOPs on process evaluation and product evaluation could not be a clear input. in the cycle of the overall family planning program.

Abstract

Changing of the village government being the Nagari government in West Sumatra has occurred since 2001.  Its aim is in order to implement a government according to the society characteristic West Sumatra that is the custom society.  The first regency implementing the Nagari government is Solok. During the implementations of Nagari government in Solok Regency has not been right enough. The problems arise such as a poor coordination between Badan Musyawarah Nagari and the Nagari government, the poor public services, the role of society leaders is limited.  An Institution is a value and norm to be a reference for the member to act reaching the aim. That research is the analysis of the Nagari government institution, and the research method is using qualitative. The result showing that the Nagari government institution is not built through a value, lifestyle, and norm in the custom society. So, we could say that the Nagari government is the same as the village government, based on the regulation No 5/1975 about the village government. Hence, we require the design of the Nagari government institution to build the Nagari government according to the lifestyle and custom society characteristic.

Abstract

The lower economic community is a strategic target for political actors to launch political actions and promises that signal interest. To anticipate this, efforts needed to increase an awareness of community politics which is not only limited to political actions and activities, but also includes knowledge about politics that can be started by understanding the nature of political rights correctly and comprehensively. Therefore, the purpose of writing this article is to describe the conceptualization of citizens' political rights traced based on the history of the use of the concept of democracy from various periods of time. The method used to compile this article is library research and data analyzed by inductive analysis models. The results obtained from the writing of this article are the conceptualization of the use of political rights based on the history of the use of democracy which began from the time of Ancient Greece (6th to 3rd century BC) until the 20th century.
