Abstract

The aim of the research is to understand the emergence of hashtag#2019ChangePresident and the political orientation of the new voters face the 2019 Presidential Election. Hashtag#2019 ChangePresident through social media, t-shirts, stickers, as well as declaration of the hashtag#2019ChangePresident in various regions in Indonesia. Hashtag#2019ChangePresident is a coercion of opinion, Anti-incumbent sentiments and deconstruction of President Incumbent's success stories in the 2019 Presidential Election. This movement targets Beginner Voters and productive age who live in urban areas. The main problem in this research is the hashtag#2019ChangePresident has an impact on the political orientation of the new voters facing the 2019 Presidential Election? The theory used is the strategic speaker from Lee and Pinker. Data collection was conducted through in-depth interview techniques and Likert Scale questionnaire distribution to 100 research informants. The results showed that the hashtag#2019ChangePresident impacted 17 percent of research informants. The contribution of this study confirms that the hashtag#2019ChangePresident has an impact as a means of driving opinions to strengthen the Anti-incumbent sentiment and deconstruction of the incumbent president's success stories.

Abstract

This study discusses the political model of development of Islamic community organizations namely Muhammadiyah and Al-Washliyah in Medan City. Specifically, this study describes the politics of development of Islamic community organizations (Muhammadiyah and Al-Washliyah) in maintaining and developing their existence in development activities in Medan City. The context of the research carried out mainly concerns the orientation of the two Islamic community organizations which are known to have different schools of thought from each other, Muhammadiyah represents modern thought while Al-Washliyah represents traditional circles in the context of their development activities in Medan City. This study examines the form or model and strategy of development, as well as the direction or orientation that forms the basis of Muhammadiyah and Al-Washliyah's political development policies in Medan City, which of course will have differences because of the different schools of thought. In addition, of course, the development of directions or orientations that shape the political model of development will also have a system or a different way from what has been developed by the government which tends to develop with a secular approach that is felt to have a community side on one side poverty, inequality and moral degradation.

Abstract

It is becoming increasingly difficult to function without using information and communication technology in all areas of human endeavour. This is because it promotes accountability and openness, which provides citizen-centred administration emphasising easier access to better delivery of government services. Digitalisation is one of the techniques available to government organisations to improve the effectiveness and efficiency of delivering services to the public. This is predicated on the notion that efficient digitalisation of the day-to-day activities of government processes will result in the provision of adequate services to citizens. However, there are various obstacles to effective digitalisation in government organisations in Nigeria. For instance, lack of information technology infrastructure, intermittent power/electricity supply, lack of trained and competent employees, a general aversion to change, etc. Of all the challenges aforementioned, the challenge of those in leadership stands out as a significant component that hinders digitalisation in government organisations in Nigeria. This paper examines the challenges of those in leadership in the digitalisation of Nigeria’s government organisations, as well as proposes suggestions on how to deal with the challenges. Data was gathered from secondary sources such as relevant books, journals and the internet. This paper finds out that the attitude and reluctance to change by leaders in government organisations restrict the adoption and successful digitalisation of their day-to-day activities, which negatively impacts the delivery of high-quality services to the citizens. This paper suggested that the requisite Information Communication Technology infrastructure for digitalisation should be provided by the Federal Government, as the majority of government organisations lack the fundamental infrastructure required to properly digitalise their operations. The government should develop ICT policies that make computer literacy a requirement for hiring and promotion of public or civil servants at all levels, including the federal, state, and local governments.

Abstract

The policy on waste management in Gresik Regency is not implemented in Bawean Island, which is part of the Gresik Regency area. The absence of Temporary Processing Sites (TPS) and Final Processing Sites (TPA) has made the waste problem more widespread which has an impact on people's lives on Bawean Island. The purpose of this research is to find out the problems in waste management on Bawean Island. Qualitative research methods were used to explore the problems of waste management policy on Bawean Island through interviews, observation, and also documentation at the Gresik Regency Environmental Service and Community Leaders on Bawean Island by selecting subjects using purposive sampling. The results of the study found that the non-implementation of policies regarding waste management in Gresik Regency on Bawean Island was due to budget being the main problem for implementing waste management policies on Bawean Island. Then the government's lack of readiness in managing waste on Bawean Island, such as the lack of a Detailed Engineering Design (DED) concept, facilities and infrastructure in waste management, and outreach to the people of Bawean Island.

Abstract

This study describes the Indonesian government's policy options in dealing with COVID-19. To explain research policy options using a scientific and adaptive approach in making policies for handling COVID-19. The Indonesian government's response to the handling of COVID-19 is considered slow due to the policy choices taken. In three years, the handling of COVID-19 has faced different policy choices and policy focuses. This study uses a qualitative approach to review government policies through a narrative policy framework analysis by selecting policies at the macro level to find out the government's steps in handling COVID-19. The findings of this study indicate that the approach used by the Government of Indonesia in handling COVID-19 tends to be adaptive. The adaptive policy is seen from the policy goals that are quite a lot that causes the handling of COVID-19 to be slow. This approach option is different from the scientific approach, which tends to have consistent goals and chooses to look at the conditions of the crisis that occurred. The use of this adaptive approach ignores the political process, which is slow and hinders the policymaking process.

Abstract

Most of the studies regarding political campaigns focus heavily on strategy, evaluation, and communication by the candidate during the campaign. However, the study regarding anti-corruption programs campaigned by political candidates is still under research. This study examines the anti-corruption programs proposed by candidates for governor and vice governor on Java Island during 2017-2018 regional election. Further, this study employed a qualitative method using content analysis. The three objectives of this study are to examine the existence of anti-corruption program in vision-mission-working programs (VWMP) set by candidates, communication regarding anti-corruption programs during campaigning, and explanation of anti-corruption programs during electoral debate. The results revealed that only six of the thirteen candidates who ran for regional office included anti-corruption programmes in their VWMPs, seven candidates communicated their programs during the campaign period, and nearly all candidates explained their anti-corruption strategy in the electoral debate because the panelists asked them the question. It is argued that candidates did not prioritize campaigning for their anti-corruption programs because programs such as economic development, free education, and health care are more likely to get sympathy and support from voters

Abstract

The handling of public complaints on all types of problems generally falls under the authority of the relevant agencies to resolve them, so that collaboration with relevant agencies is needed in handling public complaints to the President. This study aims to analyze the handling of public complaints against the President based on the Collaborative Governance theory and model that has been running so far and to build a collaborative governance model design that is needed in handling public complaints. This research methodology uses qualitative data with primary sources of interviews, observations, and group discussions. The secondary data was obtained through various documents and literature studies. The results of the study show that Collaborative Governance in handling public complaints to the President at the Ministry of State Secretariat is not yet optimal because the main dimension of Institutional Design in the form of a legal framework that serves as a guideline in collaborative handling of public complaints to the President is not yet available. Researchers formulate Regulated Collaborative Governance which emphasizes the importance of compiling an Institutional Design before starting the collaboration process. The Regulated Collaborative Governance model is a modification of the Collaborative Governance model proposed by Ansell and Gash.

Abstract

This study aimed to examine the effect of accountability and transparency on employee performance in Buddhist. The study employed quantitative design with a Partial Least Squares Structural Equation Modeling (PLS-SEM) approach to analyze data collected from 170 respondents. The findings showed that accountability and transparency had a positive and significant effect on employee performance in Buddhist organizations. This result provide important implications for organizational management and the need to foster a culture of accountability and transparency to enhance employee performance. The study also has practical implications for organizational leaders and policy makers who seek to improve the effectiveness of their organizations. By promoting accountability and transparency, organizations can build trust with stakeholders and enhance their reputation, which can lead to increased support and resources.

Abstract

The civil society midwife democratic government in 1999. They fought for it. Although, some died in the process of agitating for democracy, and the fundamental human rights and rule of law are firmly entrenched including the freedom of association, free movement, speech among others. The paper argues that today’s democratic government was worked for but those who work for it did not participate in the transition program since the military in their characteristics are maradonic particularly that of General Ibrahim Gbadamosi Babangida keep transition program in perplexity and continuous. The failure of the leaders and members of civil organizations to participate is responsible for the crisis of governance. Those elected into governments across the states including the federal government largely masquerading behind politics as governance output. The paper is of the view that the civil society organization in the country cannot claim irresponsible to Nigerians, since they ushered in democratic rule, therefore, efforts must be geared towards validating the purpose of democracy and dividends of democratic governance in Nigeria.

Abstract

This research endeavors to delve into the intricacies that impede the effective implementation of policies designed to counter profiteering support for political party membership during the pivotal registration phase for candidates in the upcoming 2024 general election in the City of Tanjung Balai. Employing a meticulous descriptive qualitative method, the study unfolds in the unique context of Tanjung Balai, North Sumatra Province. The primary focus is on the nuanced execution of policies aimed at handling profiteering support for political party membership during both the registration and verification stages for candidates participating in the 2024 election within the city. The research methodology integrates multifaceted approaches, including in-depth interviews with seven knowledgeable informants, rigorous document analysis, and a thorough examination of relevant literature. Through this comprehensive exploration, the study seeks to unravel the multifarious challenges and obstacles inherent in the implementation of policies addressing profiteering support for political party membership, shedding light on the intricate dynamics of the political landscape.
