Abstract

This study examined perceived usefulness, information quality, and privacy and security to predict trust in e-government. This study used a survey data collection method and a random sampling technique with 100 residents who visit the local government's public services website as respondents. A Likert scale was used to create the questionnaires. SEM-PLS looked at the data to see if it was valid and reliable, as well as test hypothesis and regression. This study found that perceived usefulness, information quality, and privacy and security had a positive and significant effect on trust in e-government with p-values of 0.000, 0.001 and 0.000, respectively. The influence of the three independent variables towards the dependent variable was moderate (R-square = 0.494). Finally, the limitations and implications of these findings are examined. Studi ini menguji manfaat yang dirasakan, kualitas informasi, dan privasi dan keamanan untuk memprediksi kepercayaan pada e-government. Penelitian ini menggunakan metode pengumpulan data survei dan teknik random sampling dengan 100 orang warga yang mengunjungi website layanan publik pemerintah daerah sebagai responden. Sebuah skala Likert digunakan untuk membuat kuesioner. SEM-PLS melihat data untuk melihat apakah itu valid dan reliabel, serta menguji hipotesis dan regresi. Studi ini menemukan bahwa persepsi manfaat, kualitas informasi, dan privasi dan keamanan memiliki pengaruh positif dan signifikan terhadap kepercayaan pada e-government dengan nilai p masing-masing 0,000, 0,001 dan 0,000. Pengaruh ketiga variabel bebas terhadap variabel terikat adalah sedang (R-square = 0,494). Akhirnya, keterbatasan dan implikasi dari temuan ini diperiksa..

Abstract

This research aims to formulate a conceptual model of farmers' social movement based on previous studies, which failed to explain this concept. The Systematic Literature Review (SLR) method with a mixture of qualitative and quantitative approaches was used to conduct this research. Data were obtained from 289 articles sourced from the Scopus Database, with the VOSVIEWER and NVIVO 12 software used to determine the conceptual model. The analysis results showed that this study is associated with farmers’ issues, agricultural governance, agricultural systems, and the collaboration of stakeholders in managing agricultural production. These perspectives are used to explain the concepts, topics, and issues of the farmer's social movement, including the role of actors, dynamics of conflict, challenges, and struggles of the movement, processes, conservation, sustainable environment, cooperation, the collaboration of stakeholders, as well as production and marketing of agricultural products. This conceptual model contributes to the development of farmers' social movement studies oriented towards concept development and disclosing issues in the field. Paper ini bertujuan untuk memformulasikan konseptual model studi gerakan sosial petani berdasarkan pada penelitian terdahulu. Metode yang digunakan pada penelitian ini adalah metode Systematic Literature Review (SLR) dengan pendekatan campuran kualitatif dan kuantitatif. Pendekatan SLR digunakan untuk mereview 289 artikel yang bersumber dari Scopus Database.Review paper menggunakan software VOSVIEWER dan NVIVO 12 yang menghasilkan data untuk menjawab pertanyaan penelitian, yaitu bagaimana model konseptual studi gerakan sosial petani.Hasil analisis dengan SLR mengungkapkan bahwa studi gerakan sosial petani berkaitan dengan isu-isu gerakan petani, tata kelola pertanian, sistem pertanian, dan kolaborasi stakeholders dalam mengelola produksi pertanian, yang dijelaskan melalui perspektif sosiologi, ilmu lingkungan, dan manajemen pertanian. Perspektif tersebut digunakan untuk menjelaskan konsep, topik, dan isu-isu gerakan sosial petani, meliputi peran aktor, dinamika konflik, tantangan dan perjuangan gerakan, proses gerakan, konservasi, lingkungan berkelanjutan, kerjasama, kolaborasi stakeholders, dan produksi serta pemasaran hasil pertanian. Model konseptual tersebut berkontribusi terhadap pengembangan studi gerakan sosial petani, baik berorientasi pada pengembangan konsep maupun pengungkapan isu-isu gerakan sosial petani yang berlangsung di lapangan.

Abstract

ABSTRACTThe rattan handicraft industry is growing rapidly, supported by government policies in the rattan trading system and people who have expertise and skills in managing rattan into household handicraft products. The presence of this industry creates a pattern of relations in it as a symptom of political economy, where the pattern of relations which generally involves business and political relations develops into a pattern of relations between actors in the economy itself. These actors take advantage of the rattan industry for profit (rent-seeking) improperly or through transaction processes outside the economy. The results showed that the dynamics of the rattan industry development were highly dependent on government policies in the raw rattan trading system. The production process involves exporters, pengesub, raw material traders, and local traders. The rattan industry creates a relationship pattern in the form of exploitation and cooperation with three types of socio-economic-political relations between actors in the rattan handicraft industry. Rent-seeking can be categorized into local, national, and global rent-seeking.Keywords: rattan handicraft industry, political economy, rent-seeking actorsABSTRAKIndustri kerajinan rotan berkembang dengan pesat didukung oleh kebijakan pemerintah dalam tataniaga rotan dan masyarakat yang memiliki keahlian dan keterampilan dalam mengelola rotan menjadi produk-produk kerajinan rumah tangga. Hadirnya industri ini menimbulkan pola relasi di dalamnya sebagai suatu gejala ekonomi politik, dimana pola relasi yang pada umumnya melibatkan relasi bisnis dan politik berkembang menjadi pola relasi antar aktor dalam ekonomi itu sendiri. Aktor- aktor ini memamfaatkan industri rotan untuk mendapatkan keuntungan (rent-seeking) dengan tidak wajar atau melalui proses transaksi di luar ekonomi. Hasil penelitian menunjukkan bahwa dinamika perkembangan industri rotan sangat tergantung dari kebijakan pemerintah dalam tataniaga rotan mentah. Proses produksi melibatkan aktor-aktor eksportir, pengesub, pedagang bahan baku dan pedagang lokal. Industri rotan menimbulkan pola relasi yang berbentuk eksploitasi dan juga Kerjasama dengan tiga tipe sosial ekonomi politik relasi aktor dalam industri kerajinan rotan. Rent seeking dapat dikategorikan ke dalam rent seeking lokal, nasional dan global.Kata Kunci: Industri kerajinan rotan, ekonomi politik, aktor rent-seeking

Abstract

As a transit area for economic activities between the islands of Sumatra and Java, Lampung Province has a high risk of becoming a point of virus transmission. Local governments must be able to deal with Covid-19. This study aims to assess the capacity of the Lampung Provincial Government in dealing with Covid-19. Government capacity is essential for crisis management, such as during a pandemic. The research approach used is a qualitative method that includes primary and secondary data and focuses on reviewing literature from reliable sources. The findings reveal that the capacity of the Lampung Provincial Government in terms of fiscal capacity, infrastructure, operational capacity, and political capacity is still lacking. The implication is that the Lampung Provincial Government needs to evaluate and prioritize capacity building, especially political capacity in terms of responsive political communication to maintain public trust. Provinsi Lampung sebagai wilayah transit kegiatan ekonomi antara pulau Sumatera dan Jawa berisiko tinggi menjadi titik penularan virus. Pemerintah daerah harus mampu menangani Covid-19. Kajian ini bertujuan untuk menilai kapasitas Pemerintah Provinsi Lampung dalam menangani Covid-19. Kapasitas pemerintah merupakan aspek penting untuk manajemen krisis seperti saat pandemi. Pendekatan penelitian yang digunakan adalah metode kualitatif yang mencakup data primer dan data sekunder dan difokuskan pada tinjauan pustaka dari sumber yang dapat dipercaya. Hasil temuan mengungkapkan bahwa kapasitas Pemprov Lampung dalam hal kapasitas fiskal, kapasitas infrastruktur dan operasional, serta kapasitas politik masih kurang. Implikasinya, Pemerintah Provinisi Lampung perlu melakukan evaluasi dan melakukan prioritas pengembangan kapasitas, khususnya kapasitas politik dalam hal komunikasi politik yang responsif untuk menjaga kepercayaan publik.

Abstract

ABSTRACTThis study aims to analyze the effect of policy implementation of Law Number 6 of 2014 on rural community empowerment in the Kedawung Sub-district, Cirebon Regency. In this study, policy implementation was described in the bureaucratic structure. This descriptive research applied a quantitative approach. The samples used were 100 respondents, and the research method employed was the descriptive analysis method. Data were collected through the distribution of questionnaires as the main instrument. Based on the study results, the influence of communication describing the implementation of the bureaucratic structure explained the policy implementation by 49.13%. The value of the policy implementation variable could be explained largely by the bureaucratic structure. Then, simultaneously, the effect of the policy implementation of Law Number 6 of 2014 on rural community empowerment was 77.87%. Meanwhile, the remaining 22.13% that participated in determining the achievement of community empowerment were affected by other variables outside of this study. This study concludes that The implementation of Law Number 6 of 2014 concerning Villages had a significant positive effect on the empowerment of rural communities. The strongest indicator of effect was the indicator that the village government’s policies could increase people’s income. The urgency of research on community empowerment is to increase community participation and independent activities through village funds towards superior HR competitiveness and to support regional autonomy through village government which the Village Law constructs.  Keywords: Village government, policy implementation, community empowerment ABSTRAKPenelitian ini bertujuan untuk menganalisis pengaruh implementasi kebijakan undang-undang nomor 6 tahun 2014 terhadap pemberdayaan masyarakat Desa di Kecamatan Kedawung Kabupaten Cirebon. Implementasi kebijakan dijelaskan dalam struktur birokrasi. Penelitian ini bersifat deskriptif dengan pendekatan kuantitatif. Sample yang digunakan sebanyak 100 responden, kemudian metode penelitian yang digunakan adalah metode deskriptif analisis. Pengumpulan data dilakukan melalui penyebaran angket sebagai instrumen utama. Berdasarkan hasil penelitian diketahui bahwa pengaruh komunikasi yang menjelaskan implementasi struktur birokrasi menerangkan implementasi kebijakan sebesar 49,13%. Nilai variable implementasi kebijakan dapat dijelaskan paling besar oleh struktur birokrasi. Kemudian secara simultan pengaruh implementasi kebijakan Undang-Undang Nomor 6 Tahun 2014 terhadap pemberdayaan masyarakat desa sebesar 77,87%. Sedangkan sisanya yang ikut menentukan pencapaian pemberayaan masyarakat sebesar 22,13% ditentukan oleh variabel lain di luar penelitian ini. Penelitian ini menyimpulkan bahwa Implementasi Undang-Undang Nomor 6 Tahun 2014 tentang Desa berpengaruh positif signifikan terhadap pemberdayaan masyarakat desa. Indikator pengaruh yang paling kuat adalah indikator bahwa kebijakan pemerintah desa dapat meningkatkan pendapatan masyarakat. Urgensi dari penelitian tentang pemberdayaan masyarakat yaitu untuk meningkatkan partisipasi dan aktifitas mandiri masyarakat melalui dana desa menuju daya saing SDM yang unggul, dan mendukungn otonomi daerah melalui pemerintah desa yang dikontruksi UU Desa. Kata Kunci : Pemerintah desa, implementasi kebijakan, pemberdayaan masyarakat

Abstract

ABSTRACTThe purpose of this study is to illustrate how sub-district governments manage performance during a time of crisis, specifically the COVID-19 pandemic. When the pandemic struck, the government, which had been criticized for its excessive concentration on routine and administrative affairs, was at a loss for how to respond. COVID-19 requires the government to perform double duty since it must continue to deliver ordinary public services while also working harder to contain the spread of COVID-19 at all levels. Thus, performance management is critical for assuring organizational performance and managing the performance of its personnel in the face of increasing work stress and work-related weariness. This study employed a qualitative method and a case study approach in the North Indralaya sub-district government. The study’s findings indicate that, aside from implementing work- from-home policies and increasing the use of information and communication technologies in public services, the sub-district government has made few modifications to performance management. As a practical consequence, adaptive and evidence-based performance management must be implemented to enable a more rapid response to the dynamics of society as a result of the COVID-19 pandemic. Due to the qualitative nature of the current study, a future study may examine the same issue using quantitative research, assessing the influence of current performance management on employee satisfaction, performance, and motivation. Keywords: Performance management, sub-districts, Covid-19 ABSTRAKTujuan dari penelitian ini adalah untuk mengkaji bagaimana pemerintah kecamatan mengelola kinerja pada masa krisis, khususnya pandemi COVID-19. Ketika pandemi melanda, pemerintah yang dikritik karena konsentrasinya yang berlebihan pada urusan rutin dan administrasi, memiliki sedikitpengetahuan tentang bagaimana meresponsnya. COVID-19 menuntut pemerintah untuk melakukan tugas ganda, karena harus terus memberikan pelayanan publik biasa sambil juga bekerja lebih keras untuk menahan penyebaran COVID-19 di semua tingkatan. Dengan demikian, manajemen kinerja sangat penting untuk memastikan kinerja organisasi dan mengelola kinerja personelnya dalam menghadapi peningkatan stres kerja dan kelelahan terkait pekerjaan. Penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus di Pemerintah Kecamatan Indralaya Utara. Temuan studi menunjukkan bahwa, selain menerapkan kebijakan bekerja dari rumah dan meningkatkan penggunaan teknologi informasi dan komunikasi dalam layanan publik, pemerintah kecamatan hanya melakukan sedikit modifikasi pada manajemen kinerja. Sebagai konsekuensi praktis, manajemen kinerja yang adaptif dan berbasis bukti harus diterapkan untuk memungkinkan respons yang lebih cepat terhadap dinamika masyarakat akibat epidemi COVID-19. Karena sifat kualitatif dari studi saat ini, studi masa depan dapat memeriksa masalah yang sama menggunakan penelitian kuantitatif, menilai pengaruh manajemen kinerja saat ini terhadap kepuasan, kinerja, dan motivasi karyawan.Kata Kunci: Manajemen kinerja, kecamatan, Covid-19

Abstract

ABSTRACTThis study aims to provide empirical evidence about the influence of political competition, local independence, level of human development, and Supreme Audit Board (BPK) audit opinion on increasing transparency in local financial management in Indonesia. The research sample consisted of 436 local governments in Indonesia in 2016. The analytical method used to test the hypothesis is multiple linear regression. This study shows that local independence, level of human development, and BPK audit opinion have been proven to have a positive effect on increasing transparency in local financial management in Indonesia. On the other hand, political competition does not affect increasing transparency in local financial management in Indonesia. The results indicate that future studies should consider other factors to obtain more complete results. These include local government size, local expenditure, local government wealth, legislative size, local government complexity, level of dependence, local government financial capacity, press visibility, and local government administrative age. The findings contribute to the fundamental idea and recommendation for the government to improve Indonesia’s local financial management transparency. Keywords : Transparency, local financial management, local government ABSTRAKPenelitian ini bertujuan untuk memberikan bukti empiris tentang pengaruh persaingan politik, kemandirian daerah, tingkat pembangunan manusia, dan opini audit Badan Pemeriksa Keuangan (BPK) terhadap peningkatan transparansi pengelolaan keuangan daerah di Indonesia. Sampel penelitian terdiri dari 436 pemerintah daerah di Indonesia pada tahun 2016. Metode analisis yang digunakan untuk menguji hipotesis adalah regresi linier berganda. Hasil penelitian ini menunjukkan bahwa kemandirian daerah, tingkat pembangunan manusia, dan opini audit BPK terbukti berpengaruh positif terhadap peningkatan transparansi pengelolaan keuangan daerah di Indonesia. Di sisi lain, persaingan politik tidak mempengaruhi peningkatan transparansi pengelolaan keuangan daerah di Indonesia. Temuan penelitian ini berkontribusi dijadikan sebagai gagasan dan rekomendasi mendasar bagi pemerintah untuk meningkatkan transparansi pengelolaan keuangan daerah di Indonesia. Kata Kunci : Transparansi, tatakelola keuangan daerah, pemerintah daerah

Abstract

AbstractThe purpose of this work are to explore the role of ideological diffusion in the creation and maintenance of GAM 's political hegemony after the Aceh War 2005-2020 and to consider how the practice of command and control were reflected when GAM worked in political parties. The study used a qualitative method with a case study approach and the research data were collected through in-depth interviews with GAM and through journals, books, and articles in print and online. Analysis of this research using data reduction, data presentation, and conclusions/verification. Diffusion of ideology is the main strategy of GAM to win elections by continuing to receive political support from the community. The spread of political ideology were reflected in the behavior of political party, legislative and executive actors, especially when they try to control the management of the government. This research was expected to explain of the use of ideology as a political strategy through the diffusion of ideology in former conflict areas. The diffusion of ideology is a tool used by local political actors as a main strategy for gaining power. By disseminating ideology, the goal is to achieve a situation of hegemony of balance that used as a way to command and control politics. AbstrakTujuan dari penelitian ini adalah untuk menggali peran difusi ideologis dalam penciptaan dan pemeliharaan hegemoni politik GAM pasca Perang Aceh 2005-2020 dan untuk mempertimbangkan bagaimana praktik komando dan kontrol tercermin ketika GAM bekerja di partai politik. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan data penelitian dikumpulkan melalui wawancara mendalam dengan GAM dan melalui jurnal, buku, dan artikel baik cetak maupun online. Analisis penelitian ini menggunakan reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Difusi ideologi merupakan strategi utama GAM untuk memenangkan pemilu dengan tetap mendapat dukungan politik dari masyarakat. Penyebaran ideologi politik tercermin dalam perilaku para aktor partai politik, legislatif dan eksekutif, terutama ketika mereka mencoba untuk mengontrol pengelolaan pemerintahan. Penelitian ini diharapkan dapat menjelaskan penggunaan ideologi sebagai strategi politik melalui difusi ideologi di daerah bekas konflik. Difusi ideologi merupakan alat yang digunakan oleh aktor politik lokal sebagai strategi utama untuk mendapatkan kekuasaan. Dengan menyebarluaskan ideologi, tujuannya adalah untuk mencapai situasi hegemoni keseimbangan yang digunakan sebagai cara untuk memerintah dan mengontrol politik.

Abstract

ABSTRACTThis study aims to analyze the implementation of Pertisun as a policy innovation in Merangin Regency. The autonomy performance gives the regions sufficient flexibility in managing their territory. Its form is regional development programs based on community inputs. Various studies show that many people’s desires are not accommodated in conventional mechanisms, thus requiring innovative ways. Merangin Regency has Pertisun as a mechanism to pick up people’s aspirations, especially in remote areas. Innovation is an idea, product, information technology, institution, behaviour, values, and new practices or objects that individuals or society perceive as something new. According to van Metter and van Horn, six the performance of public policy implementation, namely: policy size and purpose, resources, characteristics of implementing agents, attitudes and variables affect tendencies of the implementers, inter-organizational communication and implementing activities, and economic, social and political environment. This study was conducted using a qualitative research approach in Merangin Regency. This study found that the implementation of the Pertisun program has been going well as innovative policy in absorbing people’s aspirations. The Pertisun program has been able to increase the role of the community in development activities, especially public aspiration in the development planning stage. Keywords: Policy implementation, policy innovation, local government, Pertisun ABSTRAKPenelitian ini bertujuan untuk menganalisis implementasi Pertisun sebagai inovasi kebijakan di Kabupaten Merangin. Kinerja otonomi memberikan keleluasaan yang cukup bagi daerah dalam mengelola wilayahnya. Wujudnya adalah program pembangunan daerah yang berbasis masukan masyarakat. Berbagai penelitian menunjukkan bahwa keinginan banyak orang tidak terakomodasi dalam mekanisme konvensional, sehingga membutuhkan cara-cara yang inovatif. Kabupaten Merangin memiliki Pertisun sebagai mekanisme penampung aspirasi masyarakat khususnya di daerah terpencil. Inovasi adalah ide, produk, teknologi informasi, institusi, perilaku, nilai, dan praktik atau objek baru yang dirasakan oleh individu atau masyarakat sebagai sesuatu yang baru. Menurut van Metter dan van Horn, enam kinerja implementasi kebijakan publik, yaitu: ukuran dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, sikap dan variabel yang memengaruhi kecenderungan pelaksana, komunikasi antarorganisasi dan kegiatan pelaksana, serta ekonomi, lingkungan sosial dan politik. Penelitian ini dilakukan dengan menggunakan pendekatan penelitian kualitatif di Kabupaten Merangin. Kajian ini menemukan bahwa implementasi program Pertisun telah berjalan dengan baik sebagai kebijakan inovatif dalam menyerap aspirasi masyarakat. Program Pertisun mampu meningkatkan peran masyarakat dalam kegiatan pembangunan, khususnya aspirasi masyarakat dalam tahap perencanaan pembangunan. Kata Kunci: Implementasi kebijakan, inovasi kebijakan, pemerintah daerah, Pertisun

Abstract

ABSTRACTCOVID-19, which transmitted rapidly from China, has crossed all the lands in the world, infecting people in every corner. This phenomenon has shocked the public on a large scale, ranging from the mass media; government; to individuals. This study seeks to assess the perceptions of the Acehnese regarding government policy in dealing with COVID-19 in the local realm, especially related to the implementation of non-pharmaceutical interventions (NPIs). An online survey was conducted using a semi-structured questionnaire using a non-probability snowball sampling technique to answer the abovementioned problem. Finally, the questionnaire distributed online collected as many as 264 respondents. In general, the results of the study report that respondents have a high level of compliance with the policies taken by the government in fighting the Coronavirus. Most of them claim to be ready to help their neighbors who have problems with loss of livelihood during the implementation of NPIs that require people to work at home. Interestingly, even though the community has shown willingness to follow government guidelines on quarantine and social distance, most people reject the call to worship at home. Therefore, in formulating the best policy, a comprehensive socio-economic study and cooperation from community leaders, especially religious leaders, are needed to equalize the public’s perception. Keywords: Non-pharmaceutical intervention, public policy, Covid-19, Aceh ABSTRAKCOVID-19 yang menular dengan cepat dari Cina telah melintasi seluruh daratan di dunia, menjangkiti manusia di setiap sudut. Fenomena ini telah menghebohkan publik secara besar-besaran, mulai dari media, pemerintah, hingga individu. Kajian ini berupaya mengkaji persepsi masyarakat Aceh mengenai kebijakan pemerintah dalam menangani COVID-19 di ranah lokal, khususnya terkait penerapan intervensi nonfarmasi (NPIs). Untuk menjawabnya, dilakukan survei online dengan menggunakan kuesioner semi terstruktur dengan teknik non-probability snowball sampling, dan akhirnya berhasil mengumpulkan sebanyak 264 tanggapan. Secara umum responden memiliki tingkat kepatuhan yang tinggi terhadap kebijakan yang diambil pemerintah dalam memerangi virus corona. Sebagian besar dari mereka mengaku siap membantu tetangganya yang bermasalah dengan hilangnya mata pencaharian selama penerapan NPIs. Menariknya, meski masyarakat telah menunjukkan kesediaan untuk mengikuti pedoman pemerintah tentang karantina dan menjaga jarak, kebanyakan orang menolak ajakan untuk beribadah di rumah masing-masing. Oleh karena itu, dalam merumuskan kebijakan yang terbaik, diperlukan kajian sosial ekonomi yang komprehensif dan kerjasama dari tokoh masyarakat, khususnya tokoh agama, untuk menyamakan persepsi masyarakat. Kata Kunci: Non-pharmaceutical intervention, kebijakan publik, Covid-19, Aceh
