Abstract

Digital democracy has become a contemporary study in social and political science, but theoretically the term digital democracy does not yet have a definite pattern, this makes digital democracy fail to be understood both theoretically and practically. Therefore, this research has basic questions about; how the theoretical development of digital democracy through the trend of research publications based on the Scopus index. This article uses a qualitative description methodology, and data analysis techniques using research software; Vosviewer and NVivo 12 plus. The findings in this study see that scholars focus on the theme of e-government and digital political participation, in e-government the research theme focuses on government services through open government data and studies on the function of official government social media for public communication. While the research theme of digital political participation focuses on the study of e-voting and digital social movement. Digital democracy in a positive perspective can also encourage the character of a deliberative democratic system. Referring to the data of research publications that have been analyzed, the researcher concludes a new finding: that digital democracy can theoretically be categorized into two. First, the electoral aspect, which understands that digital democracy creates a digital transformation of government work, which is marked by open government data, digital services, and digital information. Second, the-non electoral aspect, which sees digital democracy as an opportunity for civil society to be involved in political participation in a country, such as electronic elections, online political participation, and digital activism. Demokrasi digital menjadi suatu kajian yang kontemporer dalam ilmu sosial dan politik, namun secara teoritis term demokrassi digital belum mempunyai pola yang pasti, hal ini menjadikan demokrasi digital gagal dipahami baik secara teoritis maupun praktis. Karena itu penelitian ini mempunyai pertanyaan dasar tentang; bagaimana perkembangan teoritis demokrasi digital melalui trend publikasi penelitian berbasis indeks scopus. Artikel ini menggunakan metodologi deskripsi kualitatif, dan teknik analisis data menggunakan software penelitian; Vosviewer dan NVivo 12 plus. Temuan dalam penelitian ini melihat para sarjana fokus pada tema e-government dan partisipasi politik secara digital, dalam e-government tema penelitian fokus kepada pelayanan pemerintah melalui open data government dan kajian fungsi media sosial resmi pemerintah untuk komunikasi publik. Sedangkan tema penelitian partisipasi politik digital fokus pada kajian e-voting dan digital sosial movement. Demokrasi digital dalam perspektif positif juga dapat mendorong karakter sistem demokrasi yang deliberatif. Merujuk data publikasi penelitian yang telah dianalisis, peneliti menyimpulkan temuan baru: bahwa demokrasi digital secara teoritis dapat dikategorikan menjadi dua. Pertama, aspek elektoral yang memahami bahwa demokrasi digital membuat transformasi kerja pemerintahan secara digital, yang ditandai dengan open data government, pelayanan digital, dan informasi digital. Kedua, aspek non elektoral, yang melihat demokrasi digital menjadi peluang untuk masyarakat sipil terlibat dalam partisipasi politik dalam suatu negara, seperti pemilu elektronik, partisipasi politik onlline, dan aktivisme digital.

Abstract

ABSTRACTThe spirit of the Election Organizing Honorary Council in supporting the disclosure of public information in terms of handling violations of the election organizers’ code of ethics has been seen since 2017. This study aims to determine the transparency carried out by the Election Organizers Honorary Council in Enforcement of the Code of Ethics for Election Organizers in Indonesia. The research method used is descriptive qualitative by conducting in-depth interviews with several key informants from election organizers in Indonesia with data analysis techniques using nvivo 12 plus software. The results of the study show that the Openness of the honorary election organizers council has maximized the disclosure of public information in the implementation of the trial for violations of the election organizers’ code of ethics by doing live streaming in every trial process. Furthermore, informative indicators have also been applied in implementing the transparency of election organizers by providing easy and complete access to information. Then the disclosure of the court’s decision on the enforcement of the code of ethics is carried out in real time according to the day the case decision is issued. Keywords: Transparency, election organizers, openness of public information ABSTRAKSemangat Dewan Kehormatan Penyelenggara Pemilu dalam mendukung keterbukaan informasi public dalam hal penanganan pelanggaran kode etik penyelenggara pemilu telah terlihat sejak tahun 2017. Penelitian ini bertujuan untuk mengetahui transparansi yang dilakukan oleh Dewan Kehormatan Penyelenggara Pemilu dalam Penegakan Kode etik penyelenggara pemilu di Indonesia. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan melakukan wawancara secara mendalam dengan beberapa informan kunci dari penyelenggara pemilu di Indonesia dengan Teknik analisis data menggunakan software Nvivo 12 plus. Hasil penelitian menujukkan Opennes (keterbukaan) Dewan kehormatan penyelenggara pemilu telah memaksimalkan keterbukaan informasi publik dalam pelaksanaan persidangan pelanggaran kode etik penyelenggara pemilu dengan melakukan live streaming disetiap proses persidangan. Selanjutnya indicator informative juga telah diterapkan dalam pelaksanaan transparansi penyelenggara pemilu dengan menyediakan akses informasi yang mudah dan lengkap. Kemudian indicator disclosure atau pengungkapan hasil putusan persidangan penegakan kode etik dilakukan secara real time sesuai dengan hari dikeluarkannya putusan perkara. Kata Kunci: Transparansi, penyelenggara Pemilu, keterbukaan informasi publik

Abstract

ABSTRACTThis paper tries to analyze and utilizes qualitative document content analysis as a means of understanding rent- seeking practices in fiscal policymaking processes. This study revealed that rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. Rent-seeking practices trough informal policymaking have a strong positive correlation to corruption. It shows that corruption resulted from rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City. Transactional politics, negotiations, bribery, collusive relations, and lobbying were also involved in rent-seeking, ultimately resulting in corruption. Therefore, the new thesis of this research is that transactional relations, negotiation, collusion, bribery, and political lobbies between regional heads, bureaucracy, parliamentary politicians, brokers, and businessmen trigger corruption in the formulation of regional budget policies. This research confirms that the practices of rent-seeking take place through informal budget policy formulation, such a transactional relations, negotiation, collusion, bribery, and political lobbies that result in acts of corruption in budget policies. Keywords: Informal policymaking, fiscal politics, local government, corruption, budget policy ABSTRAKArtikel ini mencoba menganalisis dan menggunakan analisis konten dokumen kualitatif sebagai sarana untuk memahami praktik rent-seeking dalam proses pembuatan kebijakan anggaran. Studi ini mengungkapkan bahwa praktik rent-seeking dalam pembuatan kebijakan anggaran di Kota Malang, Kabupaten Malang, dan Kota Batu, Indonesia, melibatkan praktik penyuapan, korupsi, kolusi, lobi, negosiasi, dan politik transaksional antara pemimpin daerah, birokrat, aktor swasta, dan pialang politik. Praktik rent-seeking melalui pembuatan kebijakan informal memiliki korelasi positif yang kuat dengan korupsi. Hal ini menunjukkan bahwa korupsi dihasilkan dari praktik rent-seeking dalam pembuatan kebijakan anggaran di Kota Malang, Kabupaten Malang, dan Kota Batu. Politik transaksional, negosiasi, penyuapan, hubungan kolusi, dan lobi juga terlibat dalam rent-seeking, yang pada akhirnya mengakibatkan korupsi. Oleh karena itu, tesis baru dari penelitian ini adalah bahwa hubungan transaksional, negosiasi, kolusi, penyuapan, dan lobi-lobi politik antara kepala daerah, birokrasi, politisi parlemen, pialang, dan pengusaha memicu korupsi dalam perumusan kebijakan anggaran daerah. Penelitian ini menegaskan bahwa praktik rent-seeking terjadi melalui perumusan kebijakan anggaran informal yaitu hubungan transaksional, negosiasi, kolusi, penyuapan,dan lobi-lobi politik yang mengakibatkan tindakan korupsi dalam kebijakan anggaran.Kata kunci: Pembuatan kebijakan informal, politik anggaran, pemerintah daerah, korupsi, kebijakan anggaran

Abstract

The discourse on the policy of a three-term presidential term raises pros and cons in the political circles of the government and the people of Indonesia. The narrative can be seen through the opinions of policy actors, government, political parties, Non-Governmental Organizations (NGOs), and the community. This study uses a method with a Q-DAS (Qualitative Data Analysis Software) approach. The data in the study were taken through four national online news media with a high level of credibility. This research will conduct a study using the Narrative Policy Framework (NPF) which can explain the structure of the political narrative in the policy-making process of changing the President's term of office. This study aims to examine the role of the media in shaping public narratives in formulating policies for the Presidential General Election in Indonesia. The results of this study indicate that the votes in the group that is against the narrative of the presidential term policy are more dominant for three periods. President Joko Widodo's firm refusal was able to influence the intensity of the discussion on the policy to increase the President's term of office.Wacana kebijakan masa jabatan presiden tiga periode menimbulkan pro dan kontra di kalangan politik pemerintah dan masyarakat Indonesia. Narasi tersebut dapat dilihat melalui pendapat dari aktor-aktor kebijakan, pemerintah, partai politik, Lembaga Swadaya Masyarakat (LSM), dan masyarakat. Penelitian ini menggunakan metode dengan pendekatan Q-DAS (Qualitative Data Analysis Software). Data pada penelitian diambil melalui empat media berita online nasional dengan tingkat kredibilitas yang tinggi. Penelitian ini akan melakukan studi menggunakan Narrative Policy Framework (NPF) yang dapat menjelaskan bagaimana struktur narasi politik pada proses pembuatan kebijakan perubahan masa jabatan Presiden. Penelitian ini bertujuan untuk melihat peran media dalam membentuk narasi publik dalam penyusunan kebijakan Pemilihan Umum Presiden di Indonesia. Hasil pada penelitian ini menunjukkan bahwa suara pada kelompok yang kontra terhadap narasi kebijakan masa jabatan presiden menjadi tiga periode lebih dominan. Penolakan secara tegas yang disampaikan oleh Presiden Joko Widodo mampu mempengaruhi intensitas pembahasan wacana kebijakan penambahan masa jabatan Presiden.

Abstract

This article has the main discussion on the relationship between Islam and Pancasila. This article aims to find out more about the opinions of Islamic mass organizations leaders about the relationship between Islam and Pancasila. In addition, this article aims to map the views and thoughts of religious leaders about Pancasila in religious life. This article uses explorative interpretive quantitative and qualitative methods. Quantitative data was collected by surveying 40 Muhammadiyah figures, 40 NU figures, and 20 other Islamic mass organizations. The survey was conducted randomly on the figures of Islamic organizations with a random selection of respondents at the national and provincial levels. This survey uses purposed random sampling. This study describes and explains a phenomenon that occurs by using an interpretive understanding approach to reality or the object of research. Through this study it was found that as many as 21% of respondents strongly agree and 79% agree that Pancasila is the basis of the state. Although support for Pancasila as the state ideology is very high, in the related survey there are inconsistencies, namely as many as 33% still crave the presence of the Jakarta Charter in the constitution, while 67% reject related matters. In general, this article argues that the relationship between Islam and Pancasila today is better than before because the majority of Muslims have accepted Pancasila as the basis of the state constitution. it was found that as many as 21% of respondents strongly agree and 79% agree that Pancasila is the basis of the state. Artikel ini memiliki pembahasan utama tentang hubungan antara Islam dan Pancasila. Artikel ini bertujuan untuk mengetahui lebih jauh tentang pendapat para tokoh ormas Islam tentang hubungan Islam dan Pancasila. Selain itu, artikel ini bertujuan untuk memetakan pandangan dan pemikiran para pemuka agama tentang Pancasila dalam kehidupan beragama. Artikel ini menggunakan metode kuantitatif dan kualitatif interpretatif eksploratif. Data kuantitatif dikumpulkan dengan mensurvei 40 tokoh Muhammadiyah, 40 tokoh NU, dan 20 tokoh ormas Islam lainnya. Survei dilakukan secara acak terhadap tokoh-tokoh ormas Islam dengan pemilihan responden secara acak di tingkat nasional dan provinsi. Survei ini menggunakan purposed random sampling. Penelitian ini mendeskripsikan dan menjelaskan suatu fenomena yang terjadi dengan menggunakan pendekatan pemahaman interpretative terhadap realitas atau objek penelitian. Melalui penelitian ini ditemukan bahwa sebanyak 21% responden sangat setuju dan 79% setuju bahwa Pancasila adalah dasar negara. Meski dukungan terhadap Pancasila sebagai ideologi negara sangat tinggi, dalam survei terkait terdapat inkonsistensi, yakni sebanyak 33% masih mendambakan kehadiran Piagam Jakarta dalam konstitusi, sedangkan 67% menolak hal terkait. Secara umum, artikel ini berpendapat bahwa hubungan Islam dan Pancasila saat ini lebih baik dari sebelumnya karena mayoritas umat Islam telah menerima Pancasila sebagai dasar konstitusi negara. Ditemukan bahwa sebanyak 21% responden sangat setuju dan 79% setuju bahwa Pancasila adalah dasar negara.

Abstract

Decentralization have encouraged substate actors to take the opportunity to conduct international relations and cooperation in an effort to combat the negative impacts of Covid-19. The method of this study is a literature review of 20 journal articles from Google Scholar and ResearchGate with paradiplomacy, the global role of cities, and the handling of covid-19 as keywords. The study also used sources from credible news websites. Data analysis using MAXQDA with coding methods. The codes are classified based on the categories of journals and articles that have been collected. As a result, the world’s city governments have some aggressive responses to combat Covid-19. The responses are cooperation through sister city schemes, global city networks, partnerships with NGOs, partnerships with IGO, seeks to promote dialogue in diplomatic tensions, partnerships with foreign military forces and conducting foreign missions. The current article aims to support future research in this growing field by highlighting some of the most important findings, questions, and approaches, focusing on how paradiplomacy creates a pattern of communication between cities, especially during difficult times such as a pandemic. Studi ini menggambarkan bagaimana peran global pemerintah kota dalam menanggulangi Covid-19 dengan paradiplomacy. Globalisasi dan Desentralisasi telah mendorong para pelaku substate untuk mengambil kesempatan melakukan hubungan dan kerja sama internasional dalam upaya untuk memerangi dampak negatif Covid-19. Metode dari penelitian ini adalah tinjauan literatur dari 20 artikel jurnal dari Google Scholar dan ResearchGate dengan kata kunci paradiplomasi, peran global kota, dan penanganan covid-19. Studi ini juga menggunakan sumber-sumber dari situs web berita yang kredibel. Analisis data menggunakan MAXQDA dengan metode coding. Kode-kode tersebut diklasifikasikan berdasarkan kategori dari jurnal dan artikel yang telah dikumpulkan. Hasilnya, pemerintah kota di dunia memiliki beberapa respons agresif untuk memerangi Covid-19. Respon tersebut antara adalah kerjasama melalui skema sister city, jaringan kota global, kemitraan dengan LSM, kemitraan dengan IGO, berusaha untuk mempromosikan dialog dalam ketegangan diplomatik, kemitraan dengan pasukan militer asing dan melakukan misi asing.

Abstract

This study aims to explore the implementation of social assistance programs in improving the welfare of the poor affected by Covid-19 in Maros Regency. This is based on the consideration that the Family Hope Program is a conditional social assistance program, namely Beneficiary Families in supporting the improvement of the welfare of the poor between generations. We investigated the contribution of various possible pathways to the program’s overall impact, including education, health, consumption, caregiver stress levels and life satisfaction, perceived social support, and participation in hard and unpleasant work. The method used is qualitative-explorative with a phenomenological approach, to explore the Unconditional Cash Transfer (BLT) program to help the poor during the COVID-19 pandemic in Maros Regency, data analysis using Nvivo 12 Pro to interpret phenomena more deeply to get the best findings. The results of this study underline that unconditional cash grants are used on a scale that is getting bigger as part of Indonesia’s national social protection system. Unconditional Cash Transfer (BLT) distributed to poor families in Maros Regency aims to ease the economic burden due to Covid-19 Pandemic. Then the Maros Regency Government integrated social programs in collaboration with the Central Government, Regional Social Institutions, and Ombudsman to help poor families avoid economic, health, and education difficulties during Covid-19 Pandemic in Maros Regency. Penelitian ini bertujuan untuk mengeksplorasikan pelaksanaan program bantuan sosial dalam peningkatan kesejahteraan masyarakat miskin yang terdampak akibat Covid-19 di Kabupaten Maros. Hal ini didasarkan pertimbangan bahwa Program Keluarga Harapan adalah program bantuan social yang bersyarat, yaitu Keluarga Penerima Manfaat dalam mendukung peningkatan kesejahteraan masyarakat miskin antar generasi. Kami menyelidiki kontribusi berbagai kemungkinan jalur untuk dampak program secara keseluruhan, termasuk pendidikan, kesehatan, konsumsi, tingkat stress pengasuh dan kepuasan hidup, dukungan sosial yang dirasakan, dan partisipasi dalam kerja keras dan tidak menyenangkan. Metode yang digunakan kualitatif-eksploratif dengan pendekatan fenomenologi, untuk mengeksplorasikan program bantuan langsung tunai (BLT) untuk membantu masyrakat miskin di masa pandemi covid-19 di Kabupaten Maros, analisis data menggunakan Nvivo 12 Pro untuk menginterpertasikan fenomena lebih mendalam untuk mendapatkan temuan terbaik. Hasil penelitian ini menggarisbawahi bahwa hibah tunai tanpa syarat, yang digunakan dalam skala yang semakin besar sebagai bagian dari sistem perlindungan sosial nasional di Indonesia. Bantun Langsung Tunai (BLT) yang disalurkan untuk keluarga miskin di Kabupaten Maros bertujuan untuk meringankan beban ekonomi akibat pandemi covid-19. Kemudian Pemerintahan Kabupaten Maros melalukan integrasi program sosial yang bekerjasama dengan pemerintah pusat, lembaga social daerah, dan Ombusman untuk membantu keluarga miskin terhindar dari kesulitan ekonomi, Kesehatan dan pendidikan selama pandemi Covid-19 di Kabupaten Maros.

Abstract

Elections are one of the important topics in the study of global democracy. This study aims to analyze scientific literature in the Journal of Electoral Studies as one of the highly reputable international journals from 2016 to August 2021. The data was analyzed using a bibliometric approach and visualization using VOSViewer and R Studio. This study took 618 articles from various international authors which showed that the electoral studies journal was consistently published with the most authors coming from the United States even though the origin of the university came from the Universiteit van Amsterdam Netherlands. Voting behavior and elections are two important keywords that often appear, indicating that these two issues are most often discussed by authors because they are considered to contribute greatly to electoral studies. These two keywords will also continue to be relevant in future election studies both in electoral studies journals and in other reputable journals because the development of the issue is very dynamic.Pemilu merupakan salah satu topik penting dalam kajian demokrasi global. Penelitian ini bertujuan melakukan analisis literatur ilmiah di  Jurnal electoral Studies sebagai salah satu jurnal internasional bereputasi tinggi dari terbitan 2016 sampai dengan Agustus 2021. Data dianalisa dengan menggunakan pendekatan bibliometrik dan visualisasi menggunakan VOSViewer dan R Studio. Studi ini mengambil 618 artikel dari berbagai penulis internasional yang menunjukan bahwa jurnal electoral studies konsisten terbit dengan penulis terbanyak berasal dari amerika serikat meskipun untuk asal universitas berasal dari Universiteit van Amsterdam Belanda. Voting behavior dan elections adalah 2 kata kunci penting yang sering muncul yang menandakan bahwa kedua isu tersebut paling sering dibahas oleh para penulis karena dianggap sangat memberikan kontribusi dalam kajian kepemiluan. Kedua kata kunci tersebut juga akan terus relevan dalam kajian-kajian pemilu selanjutnya baik di jurnal electoral studies maupun di jurnal-jurnal bereputasi lainya karena perkembangan isunya yang sangat dinamis.

Abstract

Entrepreneurship is an economic activity carried out by the community on a small to medium scale. Entrepreneurship can involve the community to strengthen the community's economy through income obtained from entrepreneurial products made. However, there is a need for entrepreneurial strategies and innovations to adapt to environmental developments and community needs. This study aims to analyze Entrepreneurial Innovation in Strengthening Economic Security at the Temajuk Border, West Kalimantan, Indonesia, with the latest implementation of community-based entrepreneurship training in the Temajuk border area. This study uses the development method and the type of R&D research with data collection through interviews, observations, and literature studies. The results of this study found that entrepreneurial innovation at the border of Temajuk Sambas, West Kalimantan, Indonesia, carried out with pre-training, implementation, and post-training stages can increase community entrepreneurial knowledge and can strengthen economic security in border communities.Kewirausahaan merupakan kegiatan ekonomi yang dilakukan masyarakat dalam sekala kecil hingga menegah, kewirausahaan dapat melibatkan masyarakat untuk memperkuat perekonomian masyarakat melalui pendapatan yang di dapat dari produk wirausaha yang di buat. Akan tetapi perlu adanya strategi dan inovasi kewirausahaan agar beradaptasi dengan perkembangan lingkungan dan kebutuhan masyarakat. Penelitian ini bertujuan untuk menganalisis Inovasi Kewirausahaan Dalam Penguatan Economy Security Di Perbatasan Temajuk Kalimantan Barat Indonesia dengan keterbaruan yaitu pada pelaksanaan pelatihan kewirausahaan berbasis masyarakat di kawasan perbatasan Temajuk. Penelitian ini menggunakan metode pengembangan dan jenis penelitian R&D dengan pengambilan data melalui wawancara, observasi, dan studi literatur. Hasil penelitian ini menemukan bahwa inovasi kewirausahaan di perbatasan Temajuk Sambas Kalimantan Barat Indonesia dilakukan dengan tahapan pra-pelatihan, pelaksanaan, dan pasca-pelatihan dapat meningkatkan pengetahuan berwirausaha masyarakat dan dapat memperkuat keamanan ekonomi di masyrakat perbatasan.

Abstract

This article examines the financial management of the government of Aceh, which is supported by special autonomy funds. It is a war compensation and recovery from the tsunami disaster following the signing of a peace accord between the Free Aceh Movement (GAM) and the Government of Indonesia for development to increase the Acehnese people's well-being, disbursed by the central government. But the governance of the special autonomy fund it runs has not been able to help Aceh get out of poverty according to national standards. The article employed a descriptive qualitative approach, then purposive sampling used by the authors as the technique to identify people to interview about Aceh's poverty and special autonomy fund issues. Open publications, whether they be official government documents such as rules or decisions, newspapers or magazines, or scientific references such as books or journals were secondary data used by authors. The findings revealed that the management of the special autonomy fund lacks a mature grand design, such that the management rules change annually and are also influenced by the tug-of-war between the Aceh government and the region/city governments. Then, the principle of accountability was not properly implemented, so these two findings were unable to affect the substance of the poverty sector in Aceh, causing Aceh's poverty to consistently fall below the national average.Artikel ini mengkaji masalah pengelolaan keuangan pemerintah Aceh yang ditopang oleh dana otonomi khusus. Dana Otonomi Khusus ini merupakan untuk pemulihan dari bencana tsunami dan kompensasi perang setelah penandatanganan kesepakatan damai antara Gerakan Aceh Merdeka (GAM) dan Pemerintah Indonesia yang bertujuan untuk pembangunan peningkatan kesejahteraan rakyat Aceh, yang dikucurkan oleh pemerintah pusat. Namun tata kelola dana otsus yang dijalankannya belum mampu membantu Aceh keluar dari zona kemiskinan sesuai standar nasional. Artikel ini menggunakan pendekatan kualitatif deskriptif, kemudian purposive sampling digunakan oleh penulis sebagai teknik untuk mengidentifikasi orang-orang yang akan diwawancarai tentang masalah kemiskinan dan dana otonomi khusus Aceh. Publikasi terbuka, baik berupa dokumen resmi pemerintah seperti peraturan atau keputusan, surat kabar atau majalah, atau referensi ilmiah seperti buku atau jurnal merupakan data sekunder yang digunakan oleh penulis. Temuan menunjukkan bahwa pengelolaan dana otsus tidak memiliki grand design yang matang, sehingga aturan pengelolaannya berubah setiap tahun dan juga dipengaruhi oleh tarik ulur antara pemerintah Aceh dengan pemerintah daerah/kota. Kemudian, prinsip akuntabilitas tidak diterapkan dengan baik, sehingga tidak mampu mempengaruhi permasalahan  substantif sektor kemiskinan di Aceh dan menyebabkan kemiskinan Aceh secara konsisten berada di bawah rata-rata nasional.
