Abstract

The article, based on a literature review, examines the impact of electoral systems on the fluidity party system in sub-Saharan Africa. Most authors identify institutional and social factors influencing the change in party systems. At the same time, they use the indices Laakso and Taagepera and Rae to operationalize variable parties. However, there is a lack of research in the literature on electoral systems regarding its impact on stability or change of interparty competition patterns. This is due to, firstly, the relative novelty of the recently developed index of fluidity, and secondly, the desire of scholars to use already widely tested, established measures of measurement. We believe that, in contrast to previous studies, where the unit of analysis is the party and not the party system. The Index of Fluidity will allow us to predict how majoritarian or proportional systems and WGI scores will affect the structure or fluidity of party systems in 49 sub-Saharan African countries. The results of study indicate that the changes taking place in electoral systems have significantly affected the fluidity of party systems. The results of the study indicate that measures of WGI and ethnicity negatively affected fluidity of party systems in 49 sub-Saharan African countries. This suggests that the more unstable the party system, the more ineffective the government becomes. Whereas the results of the main hypothesis indicate a statistically significant effect of changing electoral systems on the fluidity of party systems. In other words, the more often political reforms are carried out in the electoral sphere, the higher the indicators of instability of party system, which, according to the typology of party system of Sartori, will change either radically from one-party to polarized pluralism or atomised party system or slightly from one-party to hegemonistic or predominant.

Abstract

The oftenly issue that found in Toba Lake is the lack of facilities to support both foreign and domestic tourists. This convenience is related to culinary (food) availability in places of worship and hotels based on national standards. Since the majority visitors who come to Toba Lake are Muslims; thus it is very important to have a friendly-based tourism policy through good governance to create a superior tourist destination. This study aimed to determine the concept of policies to realize Muslim-friendly tourism toward Good Tourism Governance in Toba Lake area. The method in this study is a survey method with qualitative analysis. It showed the increasing of tourism standardization related to the tourists needs, especially for Muslim. It is concluded that tourism development oriented to GTG must have policies as directions and actions to realize the goals to be achieved; including Muslim-friendly tourism.

Abstract

The social capital in a general election is understudied compared to the economic capital. This study discusses the social capital of the Nasional Demokrat (Nasdem) party in the 2019 legislative election. Nasdem was in the top three rows of political party seats in the legislative election and won the most votes in the city of Makassar. This study used primary data collected from various related stakeholders: Nasdem’s agent/organizer, Nasdem's legislative candidate, community leader, general election commissioner, and residents/voters. Content analysis based on in-depth interviews found the significant relation of social capital with Nasdem's strategy in winning the 2019 legislative election in Makassar. Therefore, social capital could be a theoretical and practical discussion in a general election, especially for the political party. More specifically, social capital in Nasdem strategy refers to bonding and bridging social capital, which was in the form of disaster care programs, free ambulance, family and friendship relations, and sons of the regions discourse. The study contributes to evidence of social capital implementation to political party strategy for winning the general election.

Abstract

Education creates reliable and competitive people resources, which determines a nation's success. Scholarship policies have a substantial impact on the growth of a nation, particularly in terms of enhancing the quality of human resources and access to quality education. Open access to education can help establish an improved education system. The Excellence Scholarships Program is part of the Indonesian government's goal to produce trustworthy and competitive human resources. This research used a qualitative descriptive methodology by tracing official government documents associated with the Excellence Scholarships program. This report analyzes the 2019-2020 implementation and impact of Indonesia's main scholarship program.  This study examined program implementation using descriptive-qualitative research. According to the findings of this study, 2025 undergraduates won scholarships in the last two years. The procedures and aid distribution of the Excellence scholarship program are effective because they adhere to the predetermined flow and conditions, however, future improvements are required for the implementation of these scholarship programs: first, improving the principle of equal distribution of scholarship recipients to combat inequality, particularly in eastern Indonesia; and second, providing equal opportunities. This research also suggests further research could look into how the excellence scholarships program enhances scholarship recipients' quality of life and human resources.

Abstract

Public service is defined as an activity that serves the necessity of an individual, people, or organization group that has an interest in the organization based on the main requirements and procedures which are determined and intended to fulfill the satisfaction of service recipients. Employee performance management (PM) is frequently marketed as an innovation to improve public sector performance, but it is internationally challenging to execute. The success of service provider organisations (providers) is strongly dependent on the pleasure of the people who receive these services. The Denpasar City government endeavoured to address this issue by introducing the sewakadarma work ethos in the execution of public services. The Sewaka Dharma is a Hindu ideology that prioritises the alignment of one's thoughts, speech, and actions towards the service of promoting harmony among human, natural, and divine values. The objective of this research is to investigate the impact of the sewakadarma work culture on enhancing the standard of public services in Denpasar City. The present study employs descriptive qualitative research methodologies. The results showed that the sewakadarma work culture has been implemented well through the formation of the sewakadarma cadre, the success of the sewakadarma work culture is evidenced by the awards obtained by the Denpasar city government in providing public services.

Abstract

All activities that are beneficial with the use of natural resources and the impact on the environment. Likewise with sustainable development that is intensively carried out without paying attention to the surrounding environment. Therefore, this study aims to look at PT Vale's mining activities from the perspective of Environmental Governance. This research is a descriptive qualitative research with data collection techniques in the form of observation, interviews and literature study. The results of this study are seen from four indicators, namely effective and robust as well as fair and responsive. Management effectiveness is assessed based on the joint commitment made by PT Vale and the local government in realizing sustainable mining practices. The principle of fairness and responsiveness can be realized in efforts to improve the socio-economic outcomes of people living in mining areas where the existence of PT Vale facilitates the community by opening up job opportunities, providing programs for coastal communities.

Abstract

According to data from the Ministry of Women Empowerment and Child Protection, the region of West Java has witnessed 819 cases of child violence. The West Java Province records indicate that Bekasi Regency has the highest incidence of child violence cases. The purpose of this study was to investigate the implementation of Law No. 35 of 2014, which amended Law No. 23 of 2002 on Child Protection, in the region of Bekasi Regency. This study used the qualitative research method with six variable of policy implementation are examined; 1) resources, 2) policy measures and standards 3) implementing agents' traits, 4) implementers' attitudes and tendencies, 5) interorganizational communication, and 6) social, economic, and political circumstances. The research outcomes indicate that the legislative policy has been effectively executed with respect to its scale and policy benchmarks, the attributes of the implementing actors, the disposition and inclination of the implementers, and inter-organizational communication. The enhancement of child protection in Bekasi Regency necessitates improvements in resource allocation, as well as the social, economic, and political circumstances.

Abstract

The state responded to the issue of violence against women by establishing an independent state agency, namely National Commission on Violence against Women. However, National Commission on Violence against Women faced numerous obstacles in its handling of cases, particularly regarding gender-based violence online, which had become the most discussed topic, and the largest case was revenge porn type in Indonesia. The purpose of this study was to analyze the authority of National Commission on Violence against Women in handling victims of revenge porn in Indonesia from 2020-2021. This study utilized theories of authority, state auxiliary organs, government administration, and revenge porn. The method used in this study was qualitative with a descriptive qualitative approach because the researcher wanted to describe the phenomenon found regarding National Commission on Violence against Women handling of the surge in revenge porn cases. Data collection techniques included observation, interviews, documentation, and a literature review conducted at National Commission on Violence against Women. The results of this study, viewed from the theory of authority, could be reviewed in terms of regulation, management, and supervision, it indicating that National Commission on Violence against Women had implemented its mandate in accordance with applicable Presidential Decrees. However, the process still faced many challenges, such as regulations, budget allocation, and access. National Commission on Violence against Women implemented various programs to address these challenges, including annual reports, publication and documentation, learning forums, monitoring, campaigns, and advocacy, and these programs were carried out by enhancing cooperation among government institutions, NGOs, and the public.

Abstract

The purposes of study are (1) analyze strengths, weaknesses, opportunities and threats of tourism village destination in Regency Pangandaran and (2) to formulate policy model for development of tourism villages based on local wisdom towards self-reliant village in Pangandaran Regency. This study uses a qualitative descriptive research method with approach studies case. Primary data collection techniques in the form of interviews, focus group discussion, observation and document study.  Results of analysis of SWOT (strength, weakness, opportunity, threat) of tourism village destination in Pangandaran Regency, especially (a) Strength: (1) airport Nusawiru as access for tourist international and inter bus city or between province that has destination to Regency Pangandaran; (2) culture famous Sundanese friendly. (b) Weakness: (1) standardization policy opening and development destination tour new to district Pangandaran not yet available; (2) access good way not yet evenly on each destination existing tours; (3) readiness resource man for accept tourists and awareness will industry tourist not yet maximum. (c) Opportunity: (1) have many potency destination unexplored tourism; (2) existence track train fire and airport Nusawiru as well as Harbor Bojong Salawe; (3) training about tourism through extracurricular for learner and language foreign for society. (d) Threat: (1) stability nature and impact environment in implementation exploitation destination travel; (2) degradation score culture and potential leave inheritance existing culture. Policy model for development of tourism villages based on local wisdom towards independent villages include tradition, community empowerment and participation society.

Abstract

Women have a crucial role in the fishery value chains, from pre-fishing to post-fishing activities; however, the lack of sex-disaggregated local level data aggravates the women’s invisibility and marginalization in the informal fishing industry and community. Generating local knowledge and representation, this study presents women’s role and challenges working in small-scale fisheries in Perez, Quezon, Philippines. Fifty female fisherfolks from the said sector participated in this case study. The results from the field survey indicate that the participants widely dispersed to inland capture fisheries, marine capture fisheries, non-food use production and food fishery production categories. The results also showed that the respondents are scattered across the value chain: active fishing, processing, subsistence fishing, marketing, and pre-fishing activities, in varying intensity and pattern. In contrast to stereotypes that exclusively associate women to gleaning invertebrates, the majority target fish species and other marine invertebrates. Environmental, socio-economic, personal and gender factors are the common constraints that limit their productivity, output, and more importantly their equitable roles and identities. Although coming from a small fishing community, the findings of this study may provide baseline information for relevant local government agency to further intensify profiling on the grounds and to strategically implement gender-sensitive mainstreaming programs.
