Abstract

The purpose of this paper is to show how the Riau Provincial Government might transform public services based on digital services in the direction of good governance. This paper then uses a qualitative analysis method with Nvivo 12 Plus as an analytical tool to visualize data from online media sites. The findings of this study indicate that during the Covid-19 pandemic, the transformation of digital service-based public services in Riau Province can be seen from three aspects, namely: First, on the transparency aspect, the Riau Provincial Government has implemented digital services so that they can be more easily accessed. Second, in terms of accountability, every public service provider already has a strong understanding of how to implement digital services. However, the implementation of digital services still faces challenges and requires improving aspects of internet network quality in several locations in remote and underdeveloped areas. Third, in terms of effectiveness and efficiency, the Riau Provincial Government has received various awards for public service innovations and has launched the Mata Bansos application which is intended to help communities affected by Covid-19. Therefore, this research contributes in the form of recommendations to continue to improve public services by utilizing existing digital service applications and further integrating public services that have not been integrated with digital-based services.

Abstract

Direct regional head elections or direct election give rise to two faces for Indonesian politics. On the one hand, a positive face towards democracy; on the other hand, it displays a negative impact. Its positive impacts include efforts to strengthen the political legitimacy of local governments; achieving political empowerment of citizens; institutionalizing checks and balances mechanisms between institutions in the region; and the emergence of female regional heads. Meanwhile, among the negative impacts of direct elections are the high costs of politics. The research presents a qualitative approach with data collection techniques in the form of literature studies, observations, and interviews. This paper marks aspects high costs were caused by several factors, such as candidacy buying, campaign costs, witness fees during the election, political consultant fees, and appeal fees to the Constitutional Court. Therefore, it is not surprising that the winning contestants will try to return to their capital by means of corruption. This research implies at least four modes of return of political capital exist for regional heads, namely: bribery in obtaining permits; buying and selling positions; bribes in the procurement of projects and goods; and manipulation of social assistance. Referring to this dilemma, it turns out that the election still leaves a huge amount of homework for deepening democracy in Indonesia.

Abstract

Islamophobia is a complex issue to discuss, starting from history, to the terrorist and extremist acts behind it. The definition of the term Islamophobia itself is studied to look at this issue from the point of view of conflict with two perspectives of perpetrators and victims as well. This also includes the influence of the media in herding opinions and disseminating them, as well as the Islamophobia Resolution established by the United Nations as an effort to counter this anti-Islamic sentiment. Islamophobia is included in the category of a dangerous circle where if the chain is not immediately broken, discrimination will continue to occur, leading to violence that results in victims. Alignment between racism and Islamophobia is also important in order to build a narrative that both views are prohibited. There is no single solution to combat Islamophobia, but several efforts can be made to build awareness and integrate Islamic values with universal humanity values, and the Islamophobia Resolution is one of the initiatives for that.

Abstract

The ethnic problem is of particular importance with neighboring states, which, as kin-states, seek to protect their diaspora in Ukraine. The purpose of the article is to analyze the results of territorial transformations in the areas of concentrared residence of ethnic minorities in Ukraine and their impact on the current ethno-political balance. To examine the territorial transformations in Ukraine various methods were used - statistical analysis and survey method to generalize the attitude of the population to territorial transformations in the areas of ethnic groups settlements; documentary method to analyse international and Ukraine documents on territorial forming; observation to reveal the minorities moods; content analysis of local governments documents etc. Being based on situational and comparative approaches, on statistical data, the peculiarities of the settlement and administrative structure in areas of concentrated residence of minorities in Ukraine were examined both before the reform of the territorial structure and after the corresponding changes in 2020. On the basis of a wide expert survey, the problematic issues of territorial reform in areas of concentrated residence of minorities were identified, and ways of their solution were proposed. After the analysis of the index of ethnic tolerance in areas of concentrated residence of minorities, a forecast was made about the stability of the territorial structure in areas of concentrated residence of minorities (Romanians and Moldovans), including the mixed (multi-ethnic) municipalities and raions (territorial districts).

Abstract

The present study aims to scrutinize the Indonesian Civil Service Police Unit (henceforth: Satuan Polisi Pamong Praja/CSPU) in enforcing local regulations. In enforcing the local regulations, the principle of “no punishment without representation” is applied to the formulation of criminal sanctions, while the principle of “no taxation without representation” is conducted to regional development funding. This study employs normative qualitative approach to obtain legal facts encountered by CSPU. The findings indicated that CSPU merely works as administrative officers with their insignificant roles. Furthermore, the contents of the criminal sanctions for regional development funding position it as an instrument to influence the perception of the regional communitydue to their lack of coordination in implementing the two principles. Furthermore, the CSPU is deemed to be restricted due to the absence of regulations that strengthen their duties to enforce the local regulations. Therefore, it can be inferred that the lack of support for legal products in enforcing local regulations is considered an obstacle for those CSPU to truly play their main role as investigators towards the violation of local regulations. Furthermore, the local government does not place more emphasis on the principles of criminal sanctions as well as the escorting of financial capital in regions.

Abstract

The rationale for conducting this research stems from the observation that the government's efforts in administering the Pariaman traditional market have not been fully optimised, leading to inefficient development strategies aimed at enhancing the regional revenue of Kota Pariaman. The objective of this study is to examine the local government's approach to administering traditional markets in Pariaman City, Indonesia. The present study employs qualitative research methodology, specifically utilising descriptive methodologies. The application of SWOT analysis was employed throughout the many stages of data processing, data analysis, data reduction, and drawing conclusions. The results of this study indicate that (1) infrastructure facilities such as playgrounds can be an attraction for, (2) good organizational governance, (3) Being able to create tourism-based innovations, (4) Providing freedom to rent shops for yellow card owners so that they get full benefits from the sales proceeds, (5) conduct socialization to all yellow card owners, (6) carry out repairs to leaky buildings, (7) conduct training to improve employee performance, (8) make regulations regarding shop rental fees, (9) improve supervision so that visitors are more comfortable, (10) Improve facilities and infrastructure in traditional markets in dealing with home industry (11) Involving security officers to carry out their functions in controlling morning market traders and street vendors around Pariaman tradisional market, (12) taking action against elements who set prices for renting kiosks outside the arena (13) increased supervision. it can be interpreted that the Pariaman government needs to take better steps and strategies.

Abstract

The presence of public transportation (Trans Jogja and Friend Bus Jogja) is one of the solutions to overcome congestion and heavy traffic in Yogyakarta. However, in recent years, public transportation (Trans Jogja and Friend Bus Jogja) has had many problems, one of which is the lack of passenger numbers. It is because of these problems that occur in the field that the number of Trans Jogja passengers and Teman Bus Jogja is decreasing day by day. The purpose of this study is to find out the policies taken by the Yogyakarta Special Region government to increase and entice people to use public transportation. This study uses a qualitative descriptive analysis method that, as a whole, uses secondary data. This study found that there are four dimensions of service quality related to the Trans Jogja Minimum Service Standards: the tangibles dimension, the reliability dimension, the responsiveness dimension, and the assurance dimension. These four dimensions are running well and are in accordance with the applicable SPM, but these four dimensions need to be further improved. As for the factor that has reduced the interest of Trans Jogja users, namely the presence of online transportation services, Trans Jogja only operates at several predetermined points, and the operational time has also been determined. Unlike the case with online transportation, where online transportation is able to reach all areas in Yogyakarta and its operating hours are also flexible and in accordance with the wishes of prospective users.

Abstract

This article explores the decline of democracy in contemporary Indonesia during the Jokowi years. Jokowi's lukewarm commitment to democratic norms and illiberal attitude in running the government have made him an essentially conditional democrat, who is heavily influenced by the old political elite within a transitional political framework. As the result, Indonesia under the Jokowi's administration is entrapped with the old political practices, particularly oligarchic rules and political manipulation which awaken a new autocratization episode in its contemporary political history. This article is based on  interviews with eight key informants and supported with numerous secondary data from various sources. The article highlights three important points: first, the decline of democracy was caused by the old oligarchic, and cartelism practices. Second, Jokowi's superficial commitment to democracy essentially makes him a conditional democrat, rather than a progressive liberal. Third, Jokowi's leadership led to a new style of autocratization and authoritarianism in Indonesia which was influenced by the manoeuvring of the old political elite.

Abstract

The purpose of this study is to describe the strategy pursued by the Government of Thailand in collaboration with existing stakeholders in increasing the competitiveness of SMEs amidst the invasion of foreign manufacture-based products. The method used is observation and in-depth interviews at SME product canters, SME product marketing places in tourist destinations, and related parties. Observations were made for 5 years 2018-2023, however, in-depth observations were made in January-March 2023. The results of the analysis show that the competitiveness of SMEs in Thailand is very good due to support from universities, private businessmen (Ventura capital), the government: (innovation support organizations, and state-owned entrepreneurs), large companies in the form of CSR, and various parties who are very concerned about advancing SMEs. SMEs that already have high competitiveness with quality products, will be encouraged to move up to a class that is ready to export. Only SMEs that already have "four stars" are allowed to export because the quality of their products is beyond doubt and can even be proud of.

Abstract

This paper discusses the argumentative turn amongst farmers and the other different stakeholders in the case of land disputes, Kebumen, Central Java, Indonesia. While policy makers insisted that the land function conversion from agriculture and tourism to mining was needed to support local development as through the absorption of labors into employment sector, as well as to improve local people’s income, local farmers insisted that the conversion merely uprooting their ownership of land and let them back to periods where they were jobless and lack of source of income decades ago. This paper applied qualitative research supported with observation and interviews with parties involved in the case, to highlight the argumentative turn within land policy, which in the case of Kebumen leads to policy conflict. This paper identifies the elite-driven policy in the land dispute cases in Kebumen has led policy close to discussions with various stakeholders, which are necessary to be heard in the policy making. This finding highlights the idea that policy creates within itself politics that is in-line with the interest of the elites, and yet, resulted in the feedback loop, manifested through the strong resistance of the community.
