Abstract

This study aimed at knowing how the interaction of the actors in policy formulation. The method used was quantitative descriptive supported by qualitative data in the form of frequency tables. 20 people of population in the study would be also as the sample. Techniques of Data Collection in this research would be observation, questionnaires and developed the interviews for the respondent. The data were analyzed quantitative descriptively in which analyzing all the data collected by the authors, and then presented in the form of frequency tabulation completed by responds of the respondents obtained from informants, interviews, and questionnaires. The results showed how the interaction of actors in policy formulation mining management by the following indicators: 1. Patterns of cooperation (bargaining), The relationship between Parliament and Local Government established and done well and successfully, 2. Persuasive models (persuasion), a). An accurate negotiation precision, b). Many of them had been agreed of the approval for the local government and parliament in compromising problems occurred. The factors that influence were supporting factors and inhibiting factors. The supporting factors of the actors interaction and formulation of mining management policy in North Kolaka were: a). communication. b). Actors human resources. Factors inhibiting the interaction of actors in the formulation of management policies of mining management northern Kolaka. a). Commitment. b). Bureaucratic structure.   Penelitian ini bertujuan untuk mengetahui bagaimana interaksi aktor dalam perumusan kebijakan. Metode penelitian yang digunakan adalah deskriptif kuantitatif yang didukung dengan data kualitatif dalam bentuk tabel frekuensi. Populasi dalam penelitian sekaligus merupakan sampel sebanyak 20 orang. Data dikumpulkan dengan menggunakan teknik berupa observasi, kuesioner serta dikembangkan dengan wawancara kepada responden. Data tersebut dianalisis secara Deskriptip kuantitatif yaitu menganalisis semua data yang berhasil dikumpulkan penulis, dan selanjutnya disajikan dalam bentuk tabulasi frekuensi dilengkapi dengan tanggapan responden yang diperoleh dari hasil Informan, wawancara, dan kuesioner. Dari hasil penelitian menunjukkan bagaimana interaksi aktor dalam perumusan kebijakan pengelolaan pertambangan dengan indikator: 1. Pola kerja sama (bar- gaining), Hubungan yang terjalin antara DPRD dan Pemerintah Daerah terjalin baik dan berhasil dilakukan, 2. Model persuasif (persuasion), a). ketepatan negosiasi tepat, b). persetujuan pemerintah daerah dan DPRD dalam mengkompromikan permasalahan yang terjadi banyak yang setuju. Faktor- faktor yang mempengaruhi seperti faktor pendukung dan faktor penghambat. Adapun faktor pendukung interaksi aktor dam perumusan kebijakan pengelolaan pertambangan di Kabupaten Kolaka Utara ialah: a). komunikasi. b). sumber daya pelaksana. Faktor penghambat interaksi aktor dalam perumusan kebijakan pengelolaan pertambangan di kabupaten kolaka utara. a). Komitmen. b). Struktur birokrasi.

Abstract

The government will continue to strive to make efforts to reform the bureaucracy, as an integral part of improving government management and enhance the dignity of the government in the eyes of the international community and the world. However, increasingly based on that, the reform is not easy, because he did not take place in a vacuum chamber. Bureaucratic reforms face cultural constraints, structural and even mental constraints of bureaucracy, in addition to technical constraints. The problems are now required is a renewed commitment of the leaders or officials at central and local levels to continue to push reforms through e-government bureaucracy. Important conclusions can be drawn from this study is that e-government is implemented seriously and consistently will greatly support the transparency of public services. What also must be understood by government officials is that the use of e-government still requires consistent monitoring systems. In addition to extensive knowledge of information technology, e-government must also be supported by good integrity among policy makers and pelaksannya. Teknoogi information does make many things easier and more efficient.Pemerintah akan terus berusaha melakukan upaya untuk mereformasi birokrasi, sebagai bagian integral untuk meningkatkan manajemen pemerintahan dan meningkatkan martabat pemerintah di mata masyarakat internasional dan dunia. Namun, semakin berdasarkan itu, reformasi tidak mudah, karena ia tidak terjadi dalam ruang vakum. Reformasi birokrasi menghadapi kendala budaya, hambatan struktural dan bahkan mental birokrasi, di samping kendala teknis. Masalah sekarang yang dibutuhkan adalah komitmen baru dari para pemimpin atau pejabat di tingkat pusat dan daerah untuk terus mendorong reformasi melalui e-government birokrasi. Kesimpulan penting yang dapat ditarik dari penelitian ini adalah bahwa e-government dilaksanakan dengan serius dan konsisten akan sangat mendukung transparansi pelayanan publik. Yang juga harus dipahami oleh pejabat pemerintah adalah bahwa penggunaan e-government masih memerlukan sistem monitoring rutin. Selain pengetahuan luas tentang teknologi informasi, e-government juga harus didukung oleh integritas yang baik di antara pembuat kebijakan dan pelaksannya. Informasi teknoogi tidak membuat banyak hal lebih mudah dan lebih efisien.

Abstract

This paper discusses about the reasons of Indonesia which provides a referendum to East Timor which resulted in East Timor being independent from Indonesia. This paper is analytical descriptive, using qualitative methods, with the data collection techniques, using "librarian research" where data to support arguments are obtained by collecting such data from various sources such as books or literature, journals, newspapers, Magazines, as well as data sourced from the internet. The results of the discussion in this paper indicate the fact that the process of independence of Timor Leste from Indonesia because of the influence of human rights norms that at that time developed and became the international world agenda. So that, with using the human rights norms, Timor Leste and the international community succeeded in intervening in Indonesia to provide a referendum to Timor Lesete as the embodiment of human rights enforcement in Indonesia. Tulisan ini membahas tentang alasan Indonesia yang memberikan referendum kepada Timor Leste yang mengakibatkan Timor Leste merdeka dari Indonesia. Tulisan ini bersifat diskriptif analitis, dengan menggunakan metode kualitatif, dengan teknik pengumpulan data, menggunakan teknik librarian researchdimana data-data untuk mendukung argumen diperoleh dengan cara mengumpulkan data tersebut dari berbagai sumber seperti buku-buku atau literatur, jurnal, surat kabar, majalah, maupun data-data yang bersumber dari internet. Adapun hasil dari pembahasan dalam tulisan ini menunjukkan adanya fakta bahwa proses kemerdekaan Timor Leste dari Indonesia karena adanya pengaruh dari norma HAM yang saat itu berkembang dan menjadi agenda dunia internasinal. Sehingga dengan menggunakan norma HAM tersebut, Timor Leste bersama masyarakat internasional berhasil mengintervensi Indonesia untuk memberikan referendum kepada Timor Lesete sebagai perwujudan penegakan HAM di Indonesia.

Abstract

The purpose of this study to determine the transparency of financial management at the Health Agency of Makassar. This type of research is descriptive qualitative approach and the type used is phenomenological. The results showed that there is a supply of information with clarity indicator procedures, clarity of costs are not transparent. There is easy access to information with indicators of the ease of getting information directly or indirectly. There are complaints mechanism for complaints to the service users. publication activities on mass media activity has been carried out but not optimal in non-governmental institutions. Efforts made in the Makassar Health Agency financial liability in accordance with applicable regulations. To ensure internal and external transparency Makassar Health Agency has been building websites as a medium of socialization and dissemination of financial accountability. Tujuan penelitian ini untuk mengetahui transparansi pengelolaan keuangan pada Dinas Kesehatan Kota Makassar. Jenis penelitian yang digunakan adalah pendekatan deskriptif kualitatif dan tipe yang digunakan yaitu fenomenologi. Hasil penelitian menunjukkan bahwa terdapat penyediaan informasi dengan indikator kejelasan prosedur-prosedur, kejelasan biaya-biaya belum transparan. Ada kemudahan akses informasi dengan indikator kemudahan mendapatkan informasi langsung maupun tidak langsung. Tersedia mekanisme pengaduan untuk komplain kepada pengguna layanan . kegiatan publikasi kegiatan pada media massa telah dilakukan namun belum optimal pada lembaga non pemerintah. Upaya yang dilakukan Dinas Kesehatan dalam pertanggungjawaban keuangan telah sesuai dengan regulasi yang berlaku. Untuk menjamin trasparansi internal dan eksternal Dinas Kesehatan Makassar telah membangun website sebagai media sosialisasi dan diseminasi pertanggungjawaban keuangan.

Abstract

 The purpose of this study was to determine how the coordination between the Institute of Traditional and Local Government in terms of preservation of Indigenous Traditional Forest Region Ammatoa Kajang Kajang Subdistrict Bulukumba. This type of research is qualitative. The data was analyzed by descriptive qualitative. The results showed that the coordination between the local government with customary institutions in preserving indigenous forests in the area of customs Ammatoa Kajang Bulukumba going well although not maximized. Coordination problems in the indigenous forest conservation Ammatoa Kajang today is the communication has not been smooth due to the ego respective sectoral agencies, the lack of human resources in terms of Konjo language interpreter as well as the distance to the area of customs Ammatoa Kajang far enough.   Tujuan Penelitian ini adalah untuk mengetahui bagaimana Koordinasi antara Lembaga Adat dengan Pemerintah Daerah dalam hal pelestarian Hutan Adat di Kawasan Adat Ammatoa Kajang Kecamatan Kajang Kabupaten Bulukumba. Jenis penelitian adalah Kualitatif. Data tersebut dianalisis secara Deskriptif kualitatif. Hasil penelitian menunjukkan bahwa koordinasi anatara Pemerintah daerah dengan Lembaga adat dalam pelestarian hutan adat di kawasan adat Ammatoa Kajang Kabupaten Bulukumba berjalan dengan baik walaupun belum maksimal. Kendala koordinasi dalam pelestarian hutan adat Ammatoa Kajang saat ini yaitu komunikasi yang belum lancar disebabkan karena adanya ego sektoral masing-masing lembaga, kurangnya sumber daya manusia dalam hal penerjemah bahasa konjo serta jarak tempuh menuju kawasan adat Ammatoa Kajang yang cukup jauh.

Abstract

This study discusses the role of government in curbing illegal mining of nickel in North Kolaka. The method used in this study is a qualitative description of the approach. Data collection techniques in this research is observation, interview and documentation. The results showed that: The government's role in the nickel curb illegal mining of all functions is still very weak both in setting / regulation, services, community development, asset management functions of State and public safety, order, security, and protection; Inhibiting factors for the Government to curb illegal mining namely: lack of government coordination, no oversight, public apathy and lack of awareness of the mine owners. The factors supporting government's role in curbing illegal mining nickel miner and openness is the attitude of the community greatly assist the government.  Penelitian ini membahas tentang peran pemerintah dalam menertibkan pertambangan ilegal nikel di Kabupaten Kolaka Utara.  Metode yang digunakan dalam penelitian ini adalah pendekatan deskripsi kualitatif. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa: Peran pemerintah dalam menertibkan pertambangan nikel illegal dari semua fungsi masih sangat lemah baik dalam pengaturan/regulasi, pelayanan, pemberdayaan masyarakat, pengelolaan asset Negara maupun dari fungsi keamanan, ketertiban, pengamanan, dan perlindungan; Faktor penghambat bagi pemerintah dalam menertibkan pertambangan illegal yakni: tidak adanya koordinasi pemerintah, tidak ada pengawasan, sikap apatis masyarakat serta kurangnya kesadaran pemilik tambang. Sedangkan faktor pendukung peran pemerintah dalam penertiban pertambangan nikel illegal adalah sikap penambang dan keterbukaan masyarakat sangat membantu pemerintah.

Abstract

Pannyangkalang Village is one of villages in the district of Bajeng in Gowa regency who have one source of income gravel mining village. Researcher aims to look at the role of government in improving revenue villages and factors supporting and inhibiting increased revenue villages, the village Pannyangkalang Bajeng district. research used in this research is descriptive. Sampling village officials concerned. The study used a technique that is purely qualitative analysis to determine the general description of the role of village government in improving village revenue (PADesa). This study used data collection techniques the researchers used the interview (interview). The results showed that the original source of rural income in the form of rural enterprises where there is no village finances are still dependent on government. Abstract

Professional management of public services should be more goal-oriented paradigm of governance that is based on a new management approach, both theoretically and practically. Simultaneously, a paradigm of governance goal is expected to eliminate practices that Weberian bureaucracy is negative as hierarkhikal bureaucratic structures that result in operating cost is more expensive (high cost economy) than the benefits gained, the prevalence of red tape, lack of initiative and creativity of the apparatus, the growth of culture mediokratis (as opposed to meritocratic culture) and in-efficiency. Therefore, institutions of public service can be done by government and non-governmental organizations. If the government, the organization of government bureaucracy is the forefront of the organization (street level bureaucracy) related to public service. If the non-government, then shaped the organization of political parties, religious organizations, nongovernmental organizations and civil society organizations to another. Anyone pelayanananya institutional forms, the most important thing is how to provide assistance and facilities to the community in order to meet the needs and interests.Manajemen profesional pelayanan publik harus lebih berorientasi pada tujuan paradigma pemerintahan yang didasarkan pada pendekatan manajemen baru, baik secara teori maupun praktis. Secara bersamaan, paradigma dari tujuan pemerintahan diharapkan dapat menghilangkan praktek bahwa birokrasi Weberian adalah negatif seperti struktur birokrasi hierarkhikal yang menghasilkan biaya operasional lebih mahal (ekonomi biaya tinggi) daripada manfaat yang diperoleh, prevalensi birokrasi, kurangnya inisiatif dan kreativitas aparatur, pertumbuhan mediokratis budaya (sebagai lawan dari budaya meritokratis) dan in-efisiensi. Oleh karena itu, institusi pelayanan publik dapat dilakukan oleh pemerintah dan organisasi non-pemerintah. Jika pemerintah, organisasi birokrasi pemerintah adalah garis depan organisasi (jalan birokrasi tingkat) terkait dengan pelayanan publik. Jika non-pemerintah, kemudian membentuk organisasi partai politik, organisasi keagamaan, lembaga swadaya masyarakat dan organisasi masyarakat sipil yang lain. Siapapun pelayanananya bentuk kelembagaan, hal yang paling penting adalah bagaimana memberikan bantuan dan kemudahan kepada masyarakat dalam rangka memenuhi kebutuhan dan kepentingan.

In Act No. 23 of 2014 on Regional Government, where there mention of the obligatory functions and affairs of choice, where one obligatory This is an investment, then in Government Regulation No. 38 Year 2007 on the dealings between the central government, provincial government and district / city government, a local government authority is in the field of investment, government Bandung, capital investment is obligatory and one local government authority is placed in the structure organization Bappeda Bandung is in the Investment Sector, is of course contrary to the Law No. 23 Year 2014 and Government Regulation No. 38 of 2007. This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

Abstract

  This study aims to determine the role of government in community empowerment cocoa farmers in the village of Taan District of Tapalang Mamuju regency and what factors influence the government in empowering cocoa farming communities. This type of research that is in use is qualitative. Data collection techniques in this study were interviews, observation and documentation. The results showed that the role of local government in empowering cocoa farming communities in the village of Taan District of Tapalang Mamuju regency has realized various programs as a form of government efforts to increase social welfare, but this policy is not performing well with a wide variety of factors. Some of the factors that affect local government's role in empowering communities cocoa farmers in the village of Taan District of Tapalang Mamuju supporting factors include: that government efforts to improve public education, production and capital assistance. While the inhibiting factors: the lack of institutional shade cacao cultivation in the society so that society can only mengandalakan their experience in the management of the cocoa plant.  Penelitian ini bertujuan untuk mengetahui peran pemerintah dalam pemberdayaan masyarakat petani kakao di Desa Taan Kecamatan Tapalang Kabupaten Mamuju dan Faktor apa yang mempengaruhi pemerintah dalam pemberdayaan masyarakat petani kakao. Jenis penelitian yang di gunakan adalah kualitatif. Teknik pengumpulan data dalam penelitian ini adalah wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa peran pemerintah daerah dalam pemberdayaan masyarakat petani kakao di Desa Taan Kecamatan Tapalang Kabupaten Mamuju telah merealisasikan berbagai program sebagai bentuk upaya pemerintah dalam peningkatan kesejahteraan sosial, namun kebijakan ini tidak terlaksana dengan baik dengan berbagai macam faktor. Beberapa faktor yang mempengaruhi peran pemerintah daerah dalam pemberdayaan masyarakat petani kakao di Desa Taan Kecamatan Tapalang Kabupaten Mamuju diantaranya faktor pendukung: adanya upaya pemerintah untuk meningkatkan pengetahuan masyarakat, bantuan produksi dan modal. Sedangkan faktor penghambat: kurangnya kelembagaan yang menaungi masyarakat dalam pembudidayaan tanaman kakao sehingga masyarakat hanya bisa mengandalakan pengalaman mereka dalam pengelolaan tanaman kakao.
