Abstract

Digital technology is a solution in improving public services and governance, such as in administrative services with open access information. In organizing public services, the Hamparan Perak village government uses web-based applications, which aim to prevent corruption, increase transparency and reduce administrative costs in governance. This research uses a survey method, and is processed through smart PLS software. The results of this study indicate that digital-based public service innovation has a t value of 138.059 and a p value of 0.000. In addition, the results show that digital-based public service innovation has a significant positive effect on public value creation, which is 1.96. Thus, by implementing an electronic system in governance, Hamparan Perak Village can co-create public value by fulfilling the strategic trangle and relating to the main components that can differentiate services provided by public and private organizations. The form of innovation in optimizing digital-based public services in Hamparan Perak Village is the application of web applications. This will strengthen the co-creation of public value derived from the level of community satisfaction through community trust and support for the implementation of web-based governance in Hamparan Perak Village.

Abstract

The village information system is a critical factor in rural development. The information system allows the government to accurately identify the direction of village development, in accordance with the needs and resources of the village. This research aims to examine and analyze the dimensions that affect the implementation and development of village information systems, as one of the village government's tools in realizing Sustainable Development Goals.  This research used a case study approach with qualitative methods, where data was collected through documentation, observation, and interview techniques. The results identified many challenges in the implementation of village information systems in Karawang Regency, such as the lack of regulations at the local level, limited human resource capacity, less information technology infrastructure, and suboptimal performance of pilot applications. Based on these findings, strategic policy recommendations for improvement include formulating local regulations, investing in technology infrastructure, training and developing human resources. This research has positive implications for the application of village-based information systems in realizing the Village SDGs in Karawang.

Abstract

This research explores how green ideologies are embedded in the policy agendas of ruling parties, including the three main political parties that won the 2020 local head elections in East Java Province, Indonesia. The research approach used is mixed methods, with quantitative and qualitative analysis to understand the awareness, discourse, and strategy of environmental issues in the policy agenda of the winning political parties. The results show that within political parties, sustainability considerations are largely reactive, oriented towards short-term goals, and mainly used for instrumental purposes. Despite the existing literature, parties that are more likely to survive electorally are in areas where voters are highly concerned about environmental issues and have different party strategies in terms of general policy. However, in East Java province, the increasing public concern for environmental issues has not been used as a strategic tool by political parties. These findings suggest that moving beyond superficial environmental initiatives towards strategic environmental integration can improve electoral competitiveness and promote sustainable development. The results suggest that by aligning their strategies with broader sustainability goals and adopting proactive measures for environmental management, regional political parties in East Java can not only respond to short-term electoral pressures; they can even begin to resolve some of the key sustainability challenges that underpin future electoral success and the quality of governance in their regions.

Abstract

The implementation of special autonomy in Papua Province has raised critical challenges, particularly the marginalization of certain groups based on ethnicity and religion. This study examines the dynamic role of Muslim groups in Papua post-special autonomy implementation, addressing gaps in previous research. Using a qualitative descriptive case study approach, the findings reveal three key points. First, the political engagement of Muslim groups has become more dynamic but remains limited compared to Indigenous Papuans (OAP). Second, special autonomy policies, while intended to empower OAPs, have narrowed the participation space for non-OAP groups, including Muslims. Third, the policies restrict opportunities for Muslim Papuans to hold strategic government positions, as recruitment prioritizes OAP representation. These findings highlight the multidimensional challenges of special autonomy, including social, political, and economic inequalities. The study concludes that, while special autonomy policies offer opportunities for regional development, they also foster tensions and marginalization. To address these issues, it recommends adopting more inclusive governance and balanced policies that accommodate both OAP and non-OAP groups. By doing so, Papua’s development can be more equitable and sustainable, fostering harmony among its diverse communities.

Abstract

Disasters are unpleasant experiences, but disasters are part of the reality of human existence. Human activities have increased the rate, intensity and sources of disasters. Several studies have determined the role of risk communication, an emerging area of communication, in preventing and managing disasters. This study aims to verify the robustness of the claim that risk communication can influence responses in unfavorable situations, thereby reducing the possible consequences of disasters or leading to immediate avoidance. The theoretical framework for this study is the protection motivation theory and the extended parallel process model. Both theories explain how individuals behave when exposed to disaster threats and how risk communication can influence responses in threatening situations. This qualitative research collected data using focus group discussions involving 20 speakers who were purposively selected based on their experience in dealing with disasters in Mangu Local Government Area, Plateau State, Nigeria. This research findings validate risk communication as a proactive approach to reducing the consequences of disasters. The study suggests that government and professional bodies involved in risk communication should invest in capacity building in various skills and needs to earn the trust of their stakeholders to enhance the perceived credibility of their messages.

Abstract

Civil-military relations in Indonesia have experienced ups and downs during several periods of government, namely since the old order, new order, and reform order eras. Military involvement in the political sphere during the new order government has sparked criticism of the professionalism of the Indonesian National Army, as it is considered to have been used as a tool to maintain power through repressive actions. This study uses qualitative methods with literature review techniques to analyze the state of civil-military relations in Indonesia from the new order era to the reform era in an effort to shape a reformist military character. Military control over civilians during the new order era was driven by the need to create political stability and security for the sake of development. However, after the new order era, Indonesia continued to make major changes in realizing a professional national army. In the reform era, the military was under civilian control, which did not allow active military personnel to enter the political and public bureaucratic areas.

Abstract

Using buzzers in product marketing is common and part of a marketing communication strategy. However, the use of buzzers has shifted to the political realm, causing negative impacts such as manipulating public opinion by spreading false information and propaganda. A number of countries have utilized buzzers for propaganda and public opinion manipulation purposes, such as Russia, the Philippines, Malaysia and Indonesia. This study aims to formulate an early detection model to prevent the damaging impacts of using political buzzers attacks on social media by referring to the AISAS (Attention, Interest, Search, Action, and Share) model. This study uses a qualitative approach with data characteristics in the form of words, images, or sentences and includes many quotes and examples. The study results show that political buzzers on social media can be controlled strategically. The core of this strategy is to disrupt the buzzers' work process and strengthen the community's digital literacy because the digital literacy program that has been conducted has proven to be ineffective. Through the early detection model in this study, this can be done by disrupting the work process of buzzers and strengthening digital society through digital literacy by referring to the AISAS model. In addition, it is necessary to strengthen regulations by tightening account registration rules and clarifying law enforcement for the use of buzzers attacks.

Abstract

 This study examines the landscape of digital public service innovation in Indonesia, focusing on a comparison of developments in urban and rural local governments from 2014 to 2023. Using a comparative approach integrated with a systematic search strategy guided by the PRISMA flowchart, this study analyzed 990 documents from the Ministry of Administrative and Bureaucratic Reform's innovation competition, with 170 documents meeting the inclusion criteria based on the title and description of digital public service innovations and the level of government for in-depth content analysis. Findings reveal distinct patterns in digital public service innovation. Local governments show a stronger emphasis on interactive rather than static services, enhancing user engagement, while district governments demonstrate a gradual but growing shift toward interactive solutions. External innovations outnumber internal ones, indicating a priority on citizen-oriented services, yet raising concerns about institutional digital capacity. Furthermore, independent innovation dominates over collaborative efforts, reflecting a lack of cross-sector collaboration in digital governance. This finding highlights the need for a balanced approach that integrates interactivity with accessibility, strengthens internal digital capacity, and encourages collaborative innovation. The study is limited by its reliance on secondary competition data, which may overlook informal initiatives, as well as interpretive bias in document-based categorization. It also does not analyze causal mechanisms such as leadership or bureaucratic culture, and its focus on Indonesia limits its generalizability. Future research should employ qualitative and cross-country comparative methods to deepen and broaden the findings.

Abstract

This paper conducts a comprehensive analysis of India’s Afghan foreign policy changes during 2021 after the Taliban takeover. For two decades India has been actively engaged with Afghanistan by investing heavily in infrastructure improvements as well as security developments and governance schemes. Prime Minister Narendra Modi asserts that India switched from supporting the Afghan government to adopting a more realistic stance towards the Taliban administration. This research seeks to advance these shifts while investigating elements that focus on security worries and diplomatic methods together with regional military forces. This study examines how regional stability, together with geopolitical strategies in India, has been altered because of these recent developments. The research follows a qualitative design method which performs systematic analysis of new political developments in India through case studies. This paper analyses the geopolitical transformation factors impacting India through the application of realism, securities theory, and strategic autonomy. India’s diplomatic reactions, security measures, and economic responses to the Taliban takeover between 2021 and the present period make up the paper’s study scope. The paper thoroughly investigates security implications by studying regional architecture security roles between Pakistan and China. India’s complicated foreign policies under Modi become clearer through this paper, which reveals how Indian national security interests, together with regional factors, determine the government’s response to the Taliban’s Taliban’s return to power. The study generates a better comprehension of the current geopolitical frameworks in South Asia.

Abstract

This study discusses the strategy of sustainable local tourism that integrates the digital government and community based tourism (CBT) approaches in Ciamis Regency. The diffusion of local culture and digitalization of the public sector are the main foundations in the formation and management of community-based pioneering tourism objects. Using a qualitative approach, this study reveals patterns of social interaction, the role of local actors, and the dynamics of collaboration between stakeholders in tourism development. The results of the study indicate that the practices of digital government through a tourism information system, integrated digital services, and participatory platforms can strengthen more inclusive, transparent, and adaptive tourism governance. Collaboration between local communities, local governments, academics, and industry players is an important prerequisite in realizing a sustainable smart tourism strategy. the digital integrated community based tourism (DICBT) model is offered as an innovation that can increase the competitiveness of destinations while strengthening the welfare of local communities in the digital era.
