The spirit redistribute the power of the state in the 1945 Constitution after the amendment embody two major power balance. Each is the power of the people (democracy) and the rule of law (nomocracy). On the one hand, the 1945 Constitution established social ideals Indonesia to realize the power of the people as the "owner" of the original state. While on the other side, the 1945 Constitution also gives the place the rule of law. Configure both show the face of hegemony and domination dom, but when examined more closely essensinya is giving reinforcement. Indonesia's social goal is to realize the essence of a democratic state based on the rule of law. In such characteristics, the structure of the constitution is not qualified as a holder of hegemonic power. PENGARUH DISIPLIN DAN KOMPETENSI TERHADAP KINERJA BENDAHARA SKPD DI KABUPATEN MERANGIN Siti Aminah; Eko Suprapto

This study aims to identify and analyze the performance Bendahara SKPD Kapupaten Merangin. Relative to the employee how to work with the Bendahara SKPD as possible and have the discipline and high competence in completing the work at the time of making the annual financial statements will be submitted to the BPKD. So on this, the study aims to demonstrate the significance of the influence of Discipline and Competence of the Bendahara SKPD's performance . In analyzing the data used descriptive analysis of the distribution that contains the items of each variable, then simple linear regression analysis and hypothesis testing. From the test results with a simple linear regression and partial regression analysis showed that the simultaneous discipline variable (X1) effect on the performance of 6533 (Y) and significant treasurer of 0.000. This shows that t = 6533> table = 1,671 or 0,000 significant <0.05, according to the first hypothesis, the results show that H0 is rejected and H1 is accepted, ie Discipline (X1) have a significant effect on performance (Y) Bendahara SKPD Kabupaten Merangin. Competence variable (X2) effect of 2,101 on the performance (Y) and significant employees of 0.000. This shows that t = 2.101> table = 1,671 or 0,040 significant <0.05, according to the second hypothesis. The results showed that H0 is rejected and H1 is accepted, namely competence (X2) have a significant effect on performance (Y) Bendahara SKPD Kabupaten Merangin. R-value test results of .735 and .540 R Square valuable. This shows that the multiple correlation (Discipline X1 and X2 competence) on employee performance. R2 value 0.540 indicates the role or contribution of Discipline and competence variables were able to explain the variable performance of 54%. While the rest of 46% is influenced by other variables not included in this study.Keyword: Discipline, Competence, performance

PENGOLAHAN LEACHATE DENGAN MENGGUNAKAN MULTI SOIL LAYERING (MSL) Monik Kasman; Peppy Herawati; Hikmah Hikmah

Landfill leachate is defined as any contaminated liquid effluent percolating through deposited waste and emitted within a landfill or dump site through external sources, of which its route of exposure and toxicity often remains unknown. Leachate migration could be potential source of run off and ground water pollutants. Hence, this research was objected to observe the effectivity of MSL method in reducing pollutant from leachate. This research was conducted by introducing landfill leachate of Talang Gulo down to MSL reactor 15x50x50 cm by gravity force. MSL reactor was installed by unpermeable layer and permeable layer. Unpermeabel layer was composed by mixed soil and activated carbon by ratio 2:1, while permeable layer was gravel with diameter 0,5 – 1,0 cm. The effect of hydraulic loading rate (HLR) which consisting of 250 l/m2.day, 500 l/m2.day and 1000 l/m2.day on reduced pollutan including pH, COD, ammoniac and pH value was observed. Based on the results, it was concluded that MSL method was able to reduce pollutant up to the percentage of 90%. It was highly depends on HLR, the efficiency reduction increases as the HLR decreases. Efficiency for COD, ammoniac, and Fe were 53,457%, 98,325% and 88,5% respectively while pH value was 7,00 or neutral.Keywords: reduction eficiency, Leachate, Multi Soil Layering (MSL)

EVA (ECONOMIC VALUE ADDED) DAN MVA (MARKET VALUE ADDED) SERTA PENGARUHNYA TERHADAP NILAI PERUSAHAAN Said Almaududi

This research aims to assess the company's performance on companies incorporated in the Indonesia Stock Exchange's LQ45 period 2005-2015 by using the concept of EVA and MVA and the concept of influence on stock prices. The results showed that in general the performance of companies that are incorporated in the LQ45 experienced EVA negative, it is possible the existence of the huge capital costs of each company. On the contrary, in general the performance of companies that are incorporated in the LQ45 experienced positive MVA, this illustrates that companies incorporated in LQ45 has managed to create a value added market for its shareholders. ANOVA test results obtained that EVA and MVA affect stock prices as the value of the company, it is likely because investors tend to use/exploit internal data companies in investment decision making.Keywords: EconomicValue Added (EVA) and Market Value Added (MVA)

The objectives of this research to study the structure of traditional seloko of Jambi Malay as a means of education of religious valuesThis research used content analysis method to analyze the extrinsic elements of seloko containing religious values. This method was combined with structural hermeneutic study techniques to reveal the structure and implicit meanings of the texts in Jambi Malay seloko. Data in this research are traditional seloko containing religious values. Primary sources of data were obtained from a collection of traditional seloko of Jambi Malay recorded by a team of Lembaga Adat of Jambi Province, chaired by Hasip Kalimudin Sham (Pokok-pokok Adat Pucuk Jambi Sembilan Lurah: Hukum Adat Jambi, 2001) and (Pokok-pokok Adat Pucuk Jambi Sembilan Lurah: Sastra Adat Jambi, 2001). The results of this research show that the themes of traditional seloko of Jambi Malay community are related to the religious values of man’s relationship with God, man with nature, man with society, and man with himself.Key word: Religius, Values, Tradisional, Seloko.

Globalization can’t avoided, and the end 2015 ASEAN Economic Community (AEC) by reaffirming realized based neoliberal economic cooperation. This situation makes the government should be able to improve the competitiveness of domestic producers, so that the necessary policies that protect the lower classes of society and increase the capacity of small-scale economic actors. Jambi province as one of the otononom in Indonesia, the contribution of agriculture play an important role in improving the GDP (Gross Domestic Product) . But the role of the agricultural sector from year to year is also likely to decline, this was due to the increasing role of trade, mining, and manufacturing sector, and the increasing number of agricultural land converted into land not agricultural . This condition will threaten the future of food security in Jambi province. In order for food security in Jambi stronger required careful planning and cross-sectoral support, so it’s able to support the creation of food persistance.Keywords: Globalization, food security, Jambi

This research aims to analyze: (1) influence of internal controls against fraud prevention on inventory management of inventory in PT Mitra Jambi Pratama. (2) to analyse the influence of the accounting information system towards the prevention of fraud in the management of the inventory of PT. Mitra Jambi Pratama. Analysis using Partial Least Square (PLS), start from measurement model (outer model), model structure (inner models) and hypothesis testing. The results showed that (1) the internal control supplies has positive significant affect to the prevention of fraud in the management of supplies in PT. Mitra Jambi Pratama and (2) the accounting information system has positive significant affect to the prevention of fraud on inventory management on PT. The research is about identification of pathogenic fungi in oil palm plant (Elaeis guineensis Jacq.) In Bertam Kecamatan Jambi Luar Kota and Agriculture Quarantine Laboartory Jambi has done for six months. The aim of this research is to identificated disease in oil palm plants (Elaeis guineensis Jacq.) that caused by fungi in Bertam Kecamatan Jambi Luar Kota. The research was conducted by observing the disease which in palm oil plants area, and identificated pathogenic fungi in laboratory in moist chamber and using microscop and also fungi identifications book.The result of this research is showed that the four pathogenic fungi which attack oil palm plants in Bertam Kecamatan Jambi Luar Kota namely: 1) Fusarium sp fungi rown Disease, 2) Curvularia fungi caused Leaf Disease, 3) Phytopthora sp fungi caused Leaf Rot disease and 4) Drechslera sp fungi which the cause of Drechslera leaft Disease.Key words : Identification, Patogenic fungi and Elaeis guineensis .

The research objective of this study was to determine the effect of budget participation on managerial performance in PT Asuransi Jiwa Manulife Indonesia.Populasi in this study were all branch heads Manulife Financial totaling 150 branches in Indonesia using purposive sampling technique. Head of the branch selected as the study sample because it has a delegation of authority as well as participate in the drafting process anggaran.penelitian conducted using linear regression Budget sederhana.Partisipasi significant positive effect on managerial performance at Manulife Financial, so the hypothesis is proven and to improve managerial performance can be done by increasing the participation of budget. From these results partisipasianggaran metunjukkan that positively affect managerial performance, which means the involvement of all the branch manager at Manulife Financial in Indonesia in the budgetary participation affecting managerial performance.Keywords: Influence, Budget Participation, Managerial Performance
