Abstract

ABSTRAK: Keterampilan menulis merupakan salah satu kemampuan berbahasa yang sangat kompleks. Banyak orang menemui kesulitan dalam menguasai keterampilan menulis. Makalah ini berusaha menjelaskan model pembelajaran menulis makalah berbasis penelitian yang dapat diimplementasikan dalam MKU BI (Mata Kuliah Umum Bahasa Indonesia). Penelitian ini dimaksudkan untuk mengembangkan kemampuan menulis makalah yang dirancang melalui rencana pembelajaran dengan melibatkan mahasiswa dalam suatu penelitian secara mandiri. Model penelitian ini terdiri dari lima langkah, yaitu mengidentifikasi masalah, menyusun strategi penelitian, mereproduksi, merevisi, dan mempublikasikan makalah. Data penelitian yang digunakan adalah para mahasiswa dalam menulis makalah, yang meliputi data rasional dan data empiris. Hasil penelitian ini terbukti efektif dalam meningkatkan kemampuan menulis makalah berdasarkan hasil penelitian. Karenanya perlu terus dikembangkan dalam pembelajaran MKU BI serta diharapkan menjadi model alternatif bagi para dosen, khususnya dosen MKU BI, untuk mengembangkan kemampuan profesinya. Abstract

ABSTRACT: This study was aimed to examine the perceptions of Pekanbaru State Senior High School teachers, Riau Province, Indonesia about the effect of work motivation on teacher’s work performance. This study used a mixed-model approach as stated by D. Timpe (1998) and P.A. Sahertian (2000). A questionnaire was used in this study. Descriptive analysis and inference based on Statistical Package Social Sains (SPSS-11.5) were used to analyze the data. The findings of the study showed that the level of teacher’s work motivation is medium high with the Mean = 3.390 and SD = 0.483. Whereas, teacher’s work performance is at the medium low level with the Mean = 3.008 and SD = 0.681. T-testing of motivation aspect based on gender was significant. Correlation analysis showed that there was a significant correlation between work motivation and teacher’s work performance. Regression analysis showed that work motivation contributes 61% to teacher’s work performance and this showed that work motivation factor had significant contribution on teacher’s work performance. The implication of this study found that such factor is essential to improve teacher’s performance in Pekanbaru, Riau, Indonesia. However, there are other effects that might have significant effect on teacher’s work performance.Key words: Work motivation, work performance, and State Senior High School teachers in Pekanbaru City, Riau Province.  About the Authors: M. Abstract

ABSTRAK: ”Lepa” dan ”Sambulayang” merupakan dua ikon yang tidak dapat dipisahkan dengan suku kaum Bajau di Semporna, Sabah, Malaysia. Pada bulan April setiap tahun, para penduduk – termasuk pelancong dari dalam dan luar negara – berpeluang untuk menyaksikan sendiri keunikan kebudayaan suku kaum Bajau tersebut yang diterjemahkan melalui ”Regatta Lepa” yang juga dikenali sebagai ”Pesta Sambulayang” dan disinonimkan dengan kebudayaan kaum Bajau Laut. Walau bagaimanapun, tanggapan dan tafsiran tersebut nampaknya kurang disenangi oleh sesetengah suku kaum Bajau lain (Bajau Darat) yang mendakwa bahawa budaya ”Lepa” dan ”Sambulayang” sebenarnya bukannya warisan Bajau Laut tetapi milik kaum Bajau Darat (Bajau Kubang). Oleh itu, makalah ini bertujuan untuk menilai sejauhmana benarnya budaya “Lepa” dan “Sambulayang” adalah warisan kaum Bajau Laut atau sebaliknya, iaitu suku kaum Bajau lain di Semporna seperti Bajau Kubang, Bajau Ubian, Bajau Sengkuang, Bajau Sampulna, dan Bajau Simunul. Persoalan kedua ialah apakah budaya “Sambulayang” adalah warisan Kesultanan Sulu; dan persoalan ketiga ialah mengapakah berlakunya kesilapan oleh para pengkaji dan masyarakat umum dalam membuat tafsiran terhadap “Lepa” seperti yang diungkapkan dalam peribahasa Melayu yang berbunyi “sapi punya susu, lembu dapat nama”. Kajian ini penting untuk menjawab persoalan di atas dan sekaligus memperbetulkan semula pemahaman dan tanggapan masyarakat terhadap “Lepa” dan “Sambulayang” di Sabah. Abstract

ABSTRAK: Keindahan flora dan fauna di Sabah telah membantu sektor pelancongan menduduki tangga teratas penyumbang pendapatan utama kepada Negeri di Bawah Bayu ini untuk beberapa tahun berturut-turut. Ini berasaskan premis bahawa industri pelancongan secara tidak langsung memperkayakan kepelbagaian komoditi yang boleh dipasarkan. Kajian ini mencadangkan untuk menilai perkembangan industri eko-pelancongan di sekitar kepulauan berdekatan Semporna sambil cuba mencungkil pengalaman pelancong-pelancong antarabangsa yang berbeza-beza. Umumnya, sumbangan paling besar melalui industri pelancongan di situ yang boleh dilihat adalah pertumbuhan rancak resort-resort yang secara langsung menjadi pemangkin kepada proses pembandaran pekan Semporna, mendorong pertumbuhan resort yang diusahakan penduduk tempatan, peningkatan Industri Kecil dan Sederhana (IKS) dan peniaga-peniaga runcit kraftangan di Pulau Mabul, penambahan sumber pendapatan kerajaan negeri dan penduduk, dan perkembangan sistem perhubungan dan jaringan jalan raya. Walau bagaimanapun, persoalan-persoalan kelestarian (sustainbility), kesinambungan (continuity) dan keadaan yang berdekatan (contiguity) menyebabkan kemusnahan jangka panjang yang lebih buruk terhadap struktur dasar laut dan kedinamikan ekosistem di kawasan tersebut. Abstract

ABSTRACT: Information and Communication Technology (ICT) in language teaching and learning is among considered suitable with the current education needs. However, the issue is regarding how far do teachers master the concept of computer-aided language learning, their skills in performing teaching by using ICT, mastery level as well as the constructions faced by the teachers. Therefore, this research is intended to examine the issues stated above. The research sample consisted of 87 Malay language teachers who were randomly selected around the Hulu Langat District in Selangor Darul Ehsan, Malaysia. In this survey research, questionnaires were used to collect the relevant data. The research findings show that the computer-aided language teaching concept is being understood in various dimensions. In terms of training, most of the respondents have already attended basic computer courses. However, the courses related to teaching material preparation using multimedia, the usage of internet and website design are given less attention. The use of computer in Malay language teaching is able to increase students’ ability to master Malay language better. ABSTRAK: Artikel ini bertujuan menganalisis tentang kedudukan Islam pada zaman penguasaan Crown Colony (1841-1941) di Sarawak. Ia juga bermatlamat untuk membincangkan mengenai gerakan Missionari dan kesannya terhadap sistem pendidikan di negeri itu. Hasil penulisan mendapati bahawa sejak perlantikan James Brooke sebagai Gabenor, beliau telah berjaya meluaskan pengaruh politiknya dengan memecahkan kesatuan yang wujud di antara masyarakat Melayu dan penduduk peribumi. Zaman Crown Colony pula turut menyaksikan penularan elemen-elemen Barat yang negatif ke dalam kehidupan muda-mudi Muslim. Justeru itu, akhbar “Fajar Sarawak” dan Persatuan Melayu Sarawak telah berperanan sebagai “pejuang” untuk mengembalikan mereka kepada syiar Islam yang murni. Dalam masa yang sama, agama Kristian juga semakin berkembang lantaran dorongan dan pembiayaan yang diberikan oleh pihak pemerintah. Keadaan ini telah mendorong tokoh-tokoh ulama tempatan untuk menubuhkan sekolah-sekolah agama yang lebih menitikberatkan pengajian agama Islam bagi menyekat fahaman-fahaman yang bercanggah dengan agama Islam. Abstract

ABSTRACT: This paper does not try to paint a bleak picture of e-Government initiative in developing countries or Malaysia in particular. Nonetheless, such limitations, if any, must not be left unnoticed. Indisputably, notions of “success” and “failure” are indeed highly subjective issues. The outcome of something as difficult and complex to achieve as government reform, or higher levels of civic engagement by means of electronic medium, may not be sensed immediately. These agencies must also be ready to transform mindsets, systems, and processes even if this may decrease their autonomy. Boundaries, silos, and counters will have to be torn down and done away as clients move online. Communications with the government via e-mails and other electronic channels will be made a mere routine norm, delivered to the public clients any time of the day across any time zone and in any continent. The implementation of a fully connected Malaysian government also requires empowering the government workforce. Bureaucratic agencies must focus their interest to empowering employees by providing them the tools to perform and deliver their duties better and from any workspace. Therefore, there is an urgent need to make human capital planning a strategic element in the agencies’ initiatives. An effective and fully connected Malaysian e-Government initiative poses challenges on how they might devise policies to spur and inspire local innovation and on how they might integrate which technology to achieve their objectives to a greater degree.Key words: e-Government, Malaysian nation-state, Information and Communication Technology, bureaucratic reform, and effective management.  About the Authors: Azizan H. Abstract

ABSTRAK: Kajian tentang peristiwa Konfrontasi Indonesia-Malaysia tahun 1963-1966 sudah banyak dilakukan, baik dalam perspektif politik dan ekonomi maupun pertahanan dan hubungan internasional. Kajian-kajian yang bersifat akademik tersebut berusaha untuk memahami segi-segi objektif yang menjadi penyebab, latar belakang peristiwa, jalannya peristiwa, pengaruhnya, serta akhir dari peristiwa penting yang dihadapi oleh dua negara-bangsa yang serumpun pada tahun 1960-an. Penelitian ini ingin memberikan perspektif yang agak lain dan bertujuan untuk mendapatkan pemahaman komprehensif dan objektif tentang bagaimana negara-bangsa Indonesia dan Malaysia memberikan tafsir resmi (official history) terhadap peristiwa penting yang melibatkan kepentingan politik dua negara-bangsa tersebut. Tafsir resmi tersebut, salah satunya, nampak dalam penggunaan dan penyajian buku-buku teks sejarah di sekolah. Dengan menganalisis buku-buku teks sejarah, penelitian ini memberikan perspektif baru tentang dua negara-bangsa dalam membangun wacana sejarah (historical discourse) untuk kepentingan tujuan pendidikan nasionalnya masing-masing. Abstract

ABSTRACT: This paper attempts to offer a new understanding of the “constructed” nature of ethnic identity and ethnic-relations in Southeast Asia. Using Malaysia as a case, I first sketch the history of Indian and Indonesian diasporic cultural flows into and influences on the peninsula Malay identity from pre to post-European colonisation. Second, I point out how state-led mediatised essentialising of the  peninsula “Malay” as territorial and indigenous (bumiputra) appears to have led to the inclusion and exclusion of the pre and post-colonial Indonesian migrant at various moments in the process of negotiating Malay identity, making of an urban Malay-Muslim and the re-making of a capitalist Muslim-Malay. Third, I argue and maintain that the process of “othering” in multicultural Malaysia seems triggered by “ontological insecurity” and “de-traditionalisation” – as pointed out by Anthony Giddens (1990) – and the hegemonic construction of Malay(sian) identity. Finally, the national culture and identity has been described as a form of imaginative identification as an idea that is simultaneously one of inclusion (e.g. “Bangsa Malaysia” or Malay plus Indonesian) that provides a boundary around “us” and one of exclusion (e.g. “bumiputra/bukan bumiputra” or Malay minus Indonesian) that distinguishes “us” from “them”, where race (the Malay) is symbolically expressed as national and territorial, constructed differently and distinctively.Key Words: Diaspora, media, culture, identity, ethnicity, Islam, Indian, Indonesia, and Malay(sia).About the Author: Assoc.
