Abstract

General description of women's participation in the political world in Indonesia representation is very low at all levels of decision making, both at the executive, legislative and judicial levels in the government bureaucracy, political parties both in other public societies. In this case the low quality of women's participation in politics occurs in Bali, namely in the executive ranks. Likewise, at the echelon II level, there were no women who obtained the position, that is, from the number of village heads in Bali there were no women who held more positions as lurah, even if there were only a few. In addition, in the organization of the Lembaga Pemberdayaan Masyarakat (LPM) in Bali, it is rare and there may not be women who become the Bendesa Adat or Bendesa Pakraman. This is also evident in the management of other organizations such as youth clubs and sekuna teruna. In an organization like this it is rare to find women becoming chairpersons or electing a chairperson as chairman or vice chairman. Based on this, a gender perspective is considered by involving men and women in the basic decision-making process of democratic work that will lead to equality.

Abstract

This study analyzes how the allocation and utilization of school budget of selected schools in a City Schools Division in the Philippines relates with student achievement in the National Achievement Test (NAT). Data were obtained from the participating schools for school years 2012-2013 to 2014-2015 and were analyzed using Pearson correlation coefficients to determine if a relationship existed between specific school financial categories of the Annual Implementation Plan (AIP) and financial reports and the Mean Percentage Score (MPS) in NAT. Data were also analyzed through coefficients of variance to quantify the percent of the related sample that may be explained by the correlation of the variables. Findings include that training and seminar expenses, general services, repair and maintenance expenses and supplies and materials expenses were found to have a significant relationship with the MPS in NAT. Moreover, the positive relationship between financial expenditures and student performance is strongest in Mathematics, and the manner of spending financial resources only affects student performance in many subject areas but not the overall performance in NAT. These findings suggest policy recommendations that aim to guide school heads in the utilization of school budget which would most likely improve student performance in NAT.

Abstract

This Study aims to examine the effect of equity sensitivity and ethical sensitivity on auditor’s ethical behavior in Financial Audit Board of Republic Indonesia (BPK RI) Representatives of Bali Province, as well as to examine whether philosophy of tri kaya parisudha which is one of local wisdom found in Bali will be able to strengthen the effect of equity sensitivity and ethical sensitivity on auditor’s ethical behavior. The research conducted because of the phenomenon of bribery cases which were involving auditors of BPK and have added to the list of corruption cases in Indonesia. Data collection in the research using survey method with questionnaire and the sample are 45 auditors of BPK RI representatives of Bali Province. The result shows that equity sensitivity and ethical sensitivity have positive significant effect on auditor’s ethical behavior, while the philosophy of tri kaya parisudha has an ability to strengthen the effect of equity sensitivity and ethical sensitivity on auditor’s ethical behavior.

Human development with cross-cultural characteristics is one of them can be done by optimizing the higher education law that has the character of Pancasila. Pancasila has values that must be internalized into legal higher education that are spread throughout the existing courses. Pancasila values are systems that cannot be separated from one another. Abstract

Educational quality assurance is an important part of the education system, its function is to ensure that the education process goes according to plan and is able to achieve the goals effectively and efficiently. The implementation of Digital Assurance in the English Literature Department of Surakarta IAIN is one of the innovative steps in the quality assurance process at Surakarta IAIN. This paper will describe the transformation process that occurs in the implementation of Digital Assurance. Data obtained from interviews and documentation studies. The analysis carried out concluded that the transformation process of quality assurance based on Digital Assurance in the Department of English Literature used a Top-Down pattern. Transformation is supported by leadership factors and strong commitment, adequate human resource support and a conducive organizational ecosystem.

Abstract

Building the character and character of the nation through education is absolutely necessary, starting from family education, school and society. In the family character education should be a school of love, where the family becomes a place of learning for their children who are full of love and affection from their parents. Character education through school is not merely just giving knowledge learning, but more about moral understanding, ethical values, noble character and so on. While character education in the community by imitating community leaders is exemplary by children. In the education process the implementation of the Tri Hita Karana  concept can provide an influence on learning outcomes, because one of the concepts of Tri Hita Karana  is to maintain harmony with fellow friends and obey religious orders and the teacher will be able to provide a better result in achieving cognitive aspects, psychomotor aspects, and apective aspects that are able to provide guidance for life to students. Students will become more obedient to school discipline, increase respect for teachers or older people, foster a sense of devotion to God Almighty and have a sense of care for the environment.

Abstract

This study aims to analyze the influence of teacher work discipline in implementing learning on quality of student learning outcomes in SMP Negeri 14 Palembang. The respondents in this research are school supervision team, 9th grade teacher (Indonesian, English, Mathematics and Science) and 9th graders of 318 students. Instrument of data collection used is closed questionnaire, interview and student learning outcomes. Data of research result analyzed descriptively and inferensial (using linear regression analysis).The results showed that Indonesian language teacher work discipline influence the students' learning outcomes. As for the subjects of English, Mathematics and Science can be stated there is no influence between the teacher's work discipline on student learning outcomes. One of the factors that determine quality of student learning outcomes is the method of learning. Teaching methods used by teachers should be tailored to the characteristics of learning materials

Abstract

The Implementation of the Supervision of Hindu Religious Education is an act done by the Supervisors of Hindu Religious Education in order to be able to achieve the established goals, one of the aims is to improve the performance of Hindu Religious Education Teachers in improving the quality of education.Supervision in improving the performance of Hindu Religious Education Teachers in an effort to improve the quality of education is inseparable from the existence of an action to achieve the goal by utilizing the existing elements. In the supervisory action conducted by the Supervisor of Hindu Education on Hindu Religious Education Teachers, there are factors that hinder the implementation of the Hindu Religious Education Supervisory strategy. Inhibiting factors may arise from the Supervisors of Hindu Religious Education, Hindu Religious Education Teachers, as well as from the policy of supervisors.

Abstract

This research aims at evaluating the implementation of Quality Management System (QMS) of ISO 9001: 2008 in State Vocational High School 1 Surakarta and State Vocational High School 6 Surakarta through the Kirkpatrick model. The sample selection used the purposive sampling method with 77 teachers/staffs from the two schools. The data were collected with questionnaires and documentation. The implementation of QMS of ISO 9001: 2008 in both schools based on the input variables can be categorized as ?very good with the score of 95 points out of 100 points. The results of the 3-behavior level evaluation on the QMS of ISO 9001: 2008 Implementation showed that the area of a) HR; b) the infrastructure; and c) the education process control and services in the State Vocational High School 1 and 6 Surakarta fell in the category of "mostly achieved". The results of a level 4 evaluation indicated the result of the graduates? quality in both schools can be categorized as good with the mean of 58.33. The QMS of ISO 9001: 2008 implementation proved to have a good effect on the school administration system in both schools where the granting of QMS of ISO 9001: 2008 certificates in line with the achievement of ?A? school accreditation over the past 10 years.

Abstract

This study involves future education leaders and managers in the Philippines and their conceptual understanding of ?quality? in the context of education, the streams of teaching and learning to be specific. Respondents were enrolled in a graduate program in a teacher education institution based in Manila, Philippines and were asked the following: (1) concepts identified with quality; (2) conceptual understanding of quality assurance; (3) quality assurance mechanisms employed in the Philippine education system; and (4) proposed quality assurance mechanisms to uplift the academic achievement of Filipino students.  It has been revealed that while future education leaders and managers possess sufficient ideas and knowledge about quality assurance, it is still vital to provide them with technical know-how and discourses on the theoretical-practical connection of quality and students? academic achievement. Quality assurance mechanisms being implemented are considered to be effective in the Philippine education system.
