Inter-regional movement of public transport in the city and between districts or cities in the province is expected to realize at least improve the quality and quantity of good infrastructure. With consideration of the author wanted to do Feasibility Evaluation Bus Terminal Labuan. The method used is descriptive qualitative. Data was collected through interviews with a number of informants that are considered relevant to the research. In this study the authors take the theory of William N Dunn, in which to evaluate a policy, there are six elements of evaluation criteria used are effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Overall this study to describe the conclusion that the feasibility of the bus terminal Labuan who moved from village to village MargasanaTarogong Labuan Labuan has decent performances, but it's just that its facilities and infrastructure are not worth dikrnakan lack of good management of the terminal. This conclusion is based on observations and information from several informants who becomes the object of research.

Pembangunan kepariwisataan mempunyai peranan penting dalam meningkatkanpenyerapan tenaga kerja, mendorong pemerataan kesempatan berusaha, mendorong pemerataan pembangunan nasional. Provinsi Banten merupakan wilayah yang memiliki potensi pariwisata yang beraneka ragam dan sangat prospektif untuk dikembangkan diantaranya Kawasan Ekonomi Khusus (KEK) Pariwisata Tanjung Lesung di Kabupaten Pandeglang.. Penelitian ini bertujuan (1) Untuk memantapkan infrastruktur di kawasan pusat-pusat pertumbuhan yaitu pemberdayaan perekonomian masyarakat di lingkungan kawasan ekonomikhusus (KEK) pariwisata Tanjung Lesung, dan (2) Menganalisis dampak KEK pariwisata Tanjung Lesung untuk pemberdayaan perekonomian untuk masyarakat. Kesimpulan yang dapat diambil dalam penelitian ini berdasarkan analisa data lapangan yaitu (1) Infrastruktur perekonomian sangat penting dalam pemberdayaan perekonomian masyarakat di Kawasan Ekonomi Khusus (KEK) Pariwisata Tanjung Lesung untuk meningkatkan layanan dasar masyarakat dan peningkatan daya saing daerah dengan prinsip pembangunan berkelanjutan dan (2)Pengembangan pemberdayaan perekonomian msyarakat untuk Kawasan Ekonomi Khusus (KEK) Pariwisata Tanjung Lesung berdasarkan konsep Pengembangan Ekonomi Lokal melalui ecotourism maupun community baseddevelopment.

This study aims to determine whether there is significant influence between leadership and motivation on the performance of employees at the Department of Culture and Tourism Banten Three hypotheses were tested in this study, first, there are positive influence of leadership and motivation to work together on employee performance , secondly, the positive influence of leadership on employee performance. Third, the positive effect of work motivation on employee performance. This research population is all employees of the Department of Culture and Tourism Banten Province as many as 87 people, and samples taken amounted to 87 people. Research instrument data using three kinds of tools, namely a questionnaire using a scale model of Likers. The questionnaire drawn up by the construction of the various theories of data analysis done on the level of 95% the result is that significantly throughout the hypothesis that there is. So the results of this study informs that the variable Leadership and Motivation are two important factors in improving the performance of employees at the Department of Culture and Tourism of the Province of Banten

The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management. The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government’s roles

Penelitian ini adalh penelitian deskriptif, dilakukan untuk mengintrprestasikanefektivitas kinerja komite sekolah menurut persepsi kepala sekolah dan guru yangjumlah seluruhnya sebanyak 17 responden, Hasil penelitian menyatakan Terdapatvariansi kinerja Komite Sekolah yang kurang berhasil berdasarkan indek kinerja yangdibandingkan dengan nilai criteria yang ditentukan dalam kajian ini, baik pada komitesekolah sebagai badan pertimbangan 67,06%, sebagai badan pendukung 63.76, sebagaibadan pengawas 61,34.06 maupun sebagai badan penghubung, namun nilaiperbandinagan indek kinerja dengan criteria nilai yang ditentukan tidak begitu jauh,terutama pada indek peranan komite sekolah sebagai badan penghubung indeksebesar 67,81% hampir mendekati criteria berhasil berkisar 70 – 89, artinya kinerjakomite sekolah di provinsi ini cukup baik namun perlu adanya peningkatan kinerja yanglebih baik lag

Pengsian jabatan negara merupakan salahsatu unsur penting dalam hukum tata negara. tanpa diisi oleh pejabat. maka fungsi-fungsi jabatan negara tidak dapat diselenggarakan. Pejabat merupakan orang yang menduduki jabatan publik dalam pemerintahan, yang terdiri dari jabatan birokrasi dan jabatan politik. setiap jabatan melekat kekuasaan dan wewenang yang dapat menentukan segala urusan sesuai jabatannya. dalam praktek penyelenggaraan negara, setiap terjadi rangkap jabatan publik sehingga menimbulkan konflik kepentingan antar jabatan. Prinsip demokrasi memungkinkan setiap orang memiliki kesempatan yang sama dalam sistem tata negara Indonesia digunakan prinsip demokrasi konstitusioanal. Praktik rangkap jabatan tidak diatur dalam konstitusi, namun secara etika dan moral tidak dibenarkan adanya rangkap jabatan karena dapat menimbulkan konflik kepentingan. Oleh karena itu, melalui ketetapan MPR dituangkan dalam rumusan etika kehidupan berbangsa. Nilai-nilai etika yang ada hanya dijadikan pedoman dalam berperilaku.

Conditions of society's political orientation Pekon Sebarus in 2012 West LampungRegional Election based on the competition between the incumbent candidate and the new candidate. The researcher had observated the situation in Pekon Sebarus, society always actively participating in every general election. The new candidate from Pekon Sebarus, Pieterson, had been considered would make new political orientation in Pekon Sebarus Society. The main problem of this research is How conditions of society's political orientation Pekon Sebarus in 2012 West Lampung Regional Election. Which is the most dominant political orientation used by the Pekon Sebarus society. This research aimed to know conditions of society's political orientation Pekon Sebarus in 2012 West Lampung RegionalElection. The method which is used is quantitative method and supported by qualitative analysis. Data collecting technique used primer data and secondary data. Data analysis technique used by single table which is, putting the data from the questioner into the tableframe for calculating the frequency and making percentage as an elaboration of the final result. The result showed that conditions of society's political orientation Pekon Sebarus in 2012 West Lampung Regional Election there are two approaches which contained in high category. These are Structural approach and rasional-choosing approach. Structuralapproach choosed by 42% respondent whereas rasional-choosing approach choosed by 31% respondent in 2012 West Lampung Regional Election.

This research aims to analyze the Policy of Smart Banjar Program (SBP) as a pro public-budget policies implemented in Banjar city is a political model that comes after the local financial decentralization. Measuring with the accountability studies expected to find new local political dynamics in the contestation will be the mapping of budgeting and budgeting mechanism to buget review in a decentralized system that is more complex than the previous era. Studies accountability in the process of formulating and implementing policy seen from the distribution of local budgets in accordance with the implementation of Good Governance within the framework of local autonomy is an important study. Because of the budget is driven not only be done in a democratic for formulating process, but also should be more pro-poor and pro improvement of human development indicators. The lack of public accountability policy which could be involved in monitoring and evaluation. In this space included in assessing public policies that are being implemented. Public know the outcome, impact or implications of policies being implemented. The important part is expected in public accountability is the need review and reform on this policy in terms of free education through SBP in the peride 2013. Using the analytical tool from David Easton is combined JD Stewart that accountability identifies five levels: Policy Accountability as accountability for policy choices are made; Accountability Program as the accountability for the achievement of objectives / outcomes and effectiveness are achieved; Performance accountabilty as accountability towards the achievement of efficient activity; Process accountabilty as accountability for the use-process, procedure, or a decent size in implementing measures adopted; Probity and legality Accountability as accountability for legality and honesty of the use of funds in accordance with approved budgets or obedience to the laws in force. The methode Based on a qualitative approach uses a type of descriptive with case study. Accountability mechanism from any process of accountability in SBP policy in Banjar in 2013 are still experiencing a gap in minimizing accountability so that the process is less transparent, effective and efficient. SBP policies still biased by political interests ahead of the elections (pilkada) of 2013. In addition, elements of society, NGOs, Banjar community in general who became the subject of accountability does not get valid data and information so that accountability externally inadequate. Improving the quality of public services is an important concern for the government, this is evidenced by the enactment of Law Number 25 of 2009 concerning Public Services. The recording service for electronic resident identification cards is an administrative service provided by the government to its citizens. However, the reality in the field of electronic ID card recording service at Kanor District Office is not in accordance with the expectations of the community in obtaining public services, this can be explained from the lack of service speed, courtesy and friendliness of service personnel, implementing competence, and facilities and infrastructure in the service room. This study aims to find out and explain the service of recording electronic identity cards in the Kanor sub-district office (study of the quality of public service). The approach mix method in which qualitative data generalised through whislt quantitative data. Determination of informants using purposive snowball sampling. Data analysis uses data collection, data reduction, data display, and conclusion drawing / verifying. The results showed that the service quality of electronic resident card recording at the District Office of Kanor was from the aspect of infrastructure and facilities, implementing competence and good implementation behavior, but from the aspect of slow service time (not good).

The environmental office of the City of Bukittinggi as the main mover in responsible waste management and encourages the community to be involved in solid waste management, that the waste problem will not be solved if only relying on the government, needs community support and participation, one of them is by establishing a waste bank. This study aims to describe how waste management is carried out by the City Government of Bukittinggi. The method used in this study is descriptive qualitative, data collection techniques using interviews, observation and documentation. To test the validity of the data found in the field with source triangulation techniques. The researcher used management theory by John F. Mee. Based on the results of the study, it can be concluded that the waste management carried out by the City Government of Bukittinggi has been going well. This can be seen from the application of a management perspective that plays an important role in the overall process of waste management starting from planning, organizing, giving motivation and supervision. But in the waste management process by the City Government of Bukittinggi there are still some problems and shortcomings in the management process, namely in the planning and organizing process.
