JP2WD covers topics related to regional science, regional and/or rural planning, regional economics, spatial and environmental planning, regional information system, community development, and public policy. Emphasis are placed on issues related to rural development in developing and middle-income countries in Asia as the geographical focus. Abstract

Wakatobi's prestige has recently dimmed compared to other similar tourism areas in Indonesia. Carrying the theme of a real underwater paradise in the center of the world's coral triangle, it is sometimes slipped by local people as hell on land. The cause of this phenomenon is the lack of understanding on the power of objects, especially objects in terrestrial areas, whereas tourists who come to Wakatobi spend time not only under the sea, but also more time on land. The aims of this study were to provide information about tourist attractions in Wakatobi in terms of originality, authenticity, uniqueness, diversity, and beauty. Data and information were collected by means of document searches and interviews with key informants. The result showed that Wakatobi cannot be viewed as just one place but the four major islands that compose it. In general, natural, historical, and cultural tourism are spread throughout the islands in Wakatobi. Icons that can be highlighted as strengths of each of the four main islands include dolphin migration attraction in Wangi-Wangi, historical and cultural heritage attractions, especially the Lariangi Dance in Kaledupa, underwater beauty in Tomia, and geological landscape of the rock garden in Binongko. All tourist attractions in Wakatobi shall be connected with the strengthening of infrastructure, which currently seems to be concentrated in the capital only.

Abstract

This study aims to provide an understanding of village development planning in the infrastructure sector using the literature review method, which is to review and re-read the main ideas on the same topic and then add arguments and the author's views or opinions on the topic to be raised. On the other hand, by using a review system like this, authors can also see the shortcomings of previous researchers so that they can formulate and improve regularly. This research reveals that in village development planning currently, it is necessary to have an effective plan and of course produce good planning. Therefore, this study aims to provide a critical review of several articles published on Scopus and categorize themes or concepts related to the study of village development planning. Through descriptive analysis, this study uses a literature review method using VOSviewer software and produces 267 articles indexed by Scopus. Furthermore, this research deals with dominant themes such as rural area, land, rural development. The result and discussion are related to the theme of village development planning in the infrastructure sector, showing that there are 145 concepts in the study of village development planning.

Abstract

Rapid development and high population density are among the factors that cause slum settlements Tangerang Regency. Factors that cause slum settlements in Tangerang Regency have not been identified specifically and the handling of slum settlements are still seen to be uniform between regions. The purpose of this research is to identify the pattern of distribution of slum settlements in Tangerang Regency and the spatial diversity of factors that influence it. Methods used to identify the distribution pattern of slums are Moran's Index, Moran's Scatterplot, and Local Indicator Spatial Autocorrelation. Meanwhile, to understand the spatial diversity of the factors that affect slum settlements, multiple regression analysis was performed using forward stepwise regression, followed by Geographically Weighted Regression (GWR) analysis. Results shows that the pattern of spatial distribution of slum settlements in 2016 and 2018 was concentrated in the northern and southern areas of Tangerang Regency. The distribution pattern of slums shows a centered movement towards the district border with the surrounding areas, namely DKI Jakarta, Tangerang City, and South Tangerang City. The relationship between the Village Development Index and the Land Value Zone has a fairly weak positive correlation, the relationship between the Kelurahan Development Index and the percentage of slum area does not have a significant correlation, while the Land Value Zone with the percentage of slum area has a weak positive correlation. Slum settlements in Tangerang Regency are influenced by physical and non-physical factors including the number of slum location points, the percentage of residential buildings that do not have a building permit, and the percentage of areas affected by inundation. The results of the GWR analysis show that each factor that has a significant influence on slum settlements in Tangerang Regency has a different influence locally in each observed area.

Abstract

Krandegan Digital Village is an example of a smart village, which proved to be able to rise from desolate. The village started from a poor status and turned into the first independent village in Purworejo Regency through optimizing digitalization, especially in the fields of economy and efficiency. Krandegan as a pioneer of the digital-based village in Purworejo has been successful in many proud achievements. However, Krandegan's success cannot be separated from various obstacles faced previously. This study aims to explore what are the obstacles and the key to success of Krandegan Digital Village in supporting the Smart Village program. This research used a qualitative clustering method through a network of ideas using the Wordle program. The result of this research found that Krandegan Village implementation constraints have several important points, namely mindset, needs, interests, application development, socialization, and digital literacy. Meanwhile, the success of the Krandegan Digital Village is influenced by several important factors, including transparency, institutions, human resources, leadership, and thinking strategies. This study provides important information about the transformation of an underdeveloped village into a smart village.

Abstract

Geopark development is one of the national priority programs currently being intensified by the government at both the central and regional levels. There are three pillars of geopark development, namely conservation, economy (tourism), and education, that form the basis for sustainable regional development. This research focuses on institutional development and financing with case studies in Indonesia. Methods used in this research include literature study, online surveys to the Geopark Management Agency in Indonesia, and focus group discussions with experts and the central and regional governments. A content analysis was carried out with a descriptive approach to formulate alternative strategies for institutional development and financing in Indonesia. Results of this research show that institutions are the key to achieving independent, professional, and sustainable governance. In terms of financing, the Geopark management agency needs to be proactive in increasing alternative sources of financing such as innovation in geoproducts and geoservices, opportunities for collaboration with the private sector and the community, grant and loan, geo-sites assets management and others.

Abstract

Green open space is one of the most needed spaces in a city, especially during the Covid-19 pandemic. However, the number of green open spaces in many cities is insufficient. Another problem is the increasing population growth which has an impact on the need for built-up land. The emergence of the Covid-19 pandemic has raised people’s awareness on the need for green open spaces. The presence of green open spaces in the form of city parks is widely used by the community for various activities during the Covid-19 pandemic. Therefore, it is necessary to understand the differences in the use of parks and park visits, both before and during the Covid-19 pandemic. This study aims to analyze the differences between the characteristics of park visits before and during the Covid-19 pandemic and the socioeconomic characteristics of the visitors. Analytical methods used in this study include a cross-tabulation analysis, Chi-square test, and Cramer’s V test to determine whether there are relationships and to identify the strengths of the existing relationship between the characteristics of park visits and visitors before and during the Covid-19 pandemic. Data on the characteristics of park visits and visitors were obtained through an online survey. A number of 141 valid responses were used for further analysis. Results of this study indicated that there are differences in park visits related to the characteristics of visitors before and during the Covid-19 pandemic. The differences in the characteristics of park visits are found in the frequency of visits, duration of visits, and habitual companion.

Abstract

In accelerating spatial planning, an effective instrument is needed in planning so that the implementation of space utilization is in accordance with the expected goals, so that resources remain efficient, investment calculations become more real, and environmental balance in sustainable urban development is maintained. Housing development is often delayed (planning delay) due to the inefficient land provision process. On the other hand, the housing backlog is increasing to 800,000 units per year, thus it is necessary to investigate the effectiveness of planning, especially in the housing sector that has been running in Indonesia. Econometry as a quantitative approach with various variances of analysis techniques has many benefits but has not been widely integrated in planning, especially in calculating the effectiveness of instruments in achieving spatial planning goals. This article aims to examine the effectiveness of planning, especially related to land value and housing development through an econometric model approach by taking samples in Surabaya. The technique used is multiple regression analysis which shows the level of influence between six independent variables, namely land area, building area, land value, land price increases, property prices, and property taxes on the dependent variable, namely the effectiveness of planning indicated in the form of time required to implement the plan. The results show that there are 3 variables of the 6 independent variables that are proven to have an influence based on their significance value, namely land area, land value, and the percentage of increase in land value. Based on the regression results, it takes an average of -0.274 years to be constant, if other variables are considered absent, or it is interpreted that the phenomenon of housing development tends to precede or independent of housing planning in the sectoral plans and spatial plans.

Abstract

Bukit Waruwangi Agrotourism is a new tourist destination in Serang Regency, Banten Province that offers the experience of enjoying a farm with grassland surrounded by beautiful hillside views. A good understanding of the visitors perception, contributory factors of the visit demand, as well as the potential value of tourism activities are fundamental in formulating effective farm management policies. This paper used the individual travel cost method to estimates the recreational value of Bukit Waruwangi Agrotourism. In general, visitors have a good perception of the farm. However, parking facilities, road access, and visitor shelters need to be improved. Travel costs, education level, and distance significantly affect the recreational demand. The value of a single farm visit is estimated to be Rp 18,266.00 per person and estimated annually at Rp 2,465,900,000.

Abstract

In the context of urban development, it is important to pay attention to the environmental carrying capacity aspect considering that the growth of the urban population with its various activities has led to an increase in the need for space, which is often marked by an increase in the built-up area. If not controlled, this growth can result in an imbalance of urban space requirements with land suitability, indicated by the deficit of urban carrying capacity. This paper aims to describe the condition of land carrying capacity by presenting a series of analyzes related to the urban land suitability and the need for urban space, as well as identification of the status of land carrying capacity in Bandung City. Using a descriptive-quantitative approach accompanied by a spatial analysis at the district level, this study reveals the fact that in 2019 as many as 25 out of 30 urban villages (about 83%) in Bandung City already have a deficit in urban carrying capacity status which indicates that space requirements have exceeded the land suitable for urban areas. The estimates of urban space requirements based on population projections in 2031 produce information that only 2 out of 30 districts have surplus land carrying capacity status. The findings in this study indicate that the Bandung City government needs to immediately reorganize the spatial planning regulation in order to balance the development of the built area with the suitability of urban space.

Abstract

Cemetery is one of the space requirements that also needs to be considered in urban management. Because apart from burial activities, burial grounds can also function as urban green open spaces. Private Cemetery Parks (TPBU) currently have not received the attention of stakeholders, especially in urban areas. As a result, many TPBUs are not well organized in terms of management, location, and access to available facilities. South Tangerang City has approximately 150 TPBU whose ownership and management are carried out by social/community institutions. The purpose of this study is to identify the characteristics of private cemetery (TPBU) including management, location, land use, road network, funeral service coverage, funeral facilities, and infrastructure. The research method used is data collection through observation and interviews with grave managers. After that, descriptive analysis was carried out on several criteria, namely location and accessibility, status, and management of the cemetry, and available facilities. The results of this study also explore strategies for TPBU funeral management including the management system, as well as infrastructure that needs to be considered in the management of TPBU funerals in South Tangerang City.
