Abstract

Administrative Transboundary Project: Public Participation Analysis in Indonesia’s New Capital City Planning Processes The Central Government of the Republic of Indonesia once again formulated a plan for moving the National Capital (IKN). The existing government centers in DKI Jakarta Province will be moved to North Penajam Paser Regency and Kutai Kartanegara Regency in East Kalimantan Province. As the progress of planning and preparation for the implementation of this discourse, public opinion is still dominated by negative sentiment, one of the escalated issues is public participation. As the core of democracy, public participation in decision making in the Republic of Indonesia is a necessity. This study intends to review the IKN planning process that has been carried out from the perspective of the participation ladder theory. Descriptive qualitative method used by analyzing electronic news (understanding chronological stories of the project) and media social data (public participation and perception). Comparing those data with previous researches were done to increase depth of analysis. The result showed that participatory regional planning process in IKN project is in the degree of tokenism or symbolism. This is hoped to provide evaluation in the implementation of the capital city relocation project, thus could contribute in creating more inclusive planning processes in further implementation stages.

Abstract

Dynamics and Projections of Land Cover Changes and Spatial Plan Inconsistenciesin Kendeng Mountains Region Kendeng is limestone mountains that stretch across the northern part of Java Island. It is located in 7 regencies in 2 provinces (Pati, Grobogan, Blora, and Rembang Regenciy in Central Java Province; and Lamongan, Bojonegoro, and Tuban Regency in East Java Province). Kendeng Mountains is rich in natural resources and biodiversity. However, the development of mining activities and other cultivation activities has led to a dynamic land cover changes and threatens to damage the karst area of Kendeng Mountains. This research aims to: (1) identify the dynamics of land cover changes (LCC) in Kendeng Mountains (1996–2016); (2) conduct projections of the LCC in 2036; and (3) analyze spatial plan inconsistencies in the region. LCC analysis was conducted with ArcGIS 10.3 software using land cover maps of 1996, 2000, 2006, 2011, and 2016 from the Ministry of Environment and Forestry. Projections of LCC in 2036 was analyzed by CA-Markov using Idrisi Selva software. Spatial plan inconsistency analysis was carried out by overlaying land cover maps with Spatial Plan (RTRW) maps. Based on CA-Markov analysis, the mining area increased from 12 ha (1996) to 1,660 ha (2016), as well as built-up area from 83,543 ha (1996) to 96,761 ha (2016). The projection of land cover change predicts that mining area and built-up area in 2036 will increase to 3,646 ha and 110,843 ha. Existing area (in 2016) which is inconsistent with the Spatial Plan is 12.3%. Based on predicted LCC in 2036, it seems that the chances of spatial plan inconsistencies in this region will increase more in the future.

Abstract

Spatial Dynamic of Registered Land and Its Implications to the Livelihood System of Local Communities in Takalar Regency Takalar Regency is part of the Mamminasata Urban Region in South Sulawesi Province, which is designed to accelerate regional economic growth . Therefore, the government needs to make efforts to create a conducive investment climate in Takalar Regency. One of effort was by accelerating land registration through the Systematic and Complete Land Registration Program (PTSL). PTSL has been implemented in Takalar Regency since 2017. This research aims to identify the spatial dynamic of land registered in Takalar Regency and analyze its implications to the livelihood system of local communities. Data of land registered were analyzed by descriptive analysis, overlaid, and Moran Index spatial autocorrelation analysis was conducted to identify spatial dynamics. Data of livelihoods system, i.e. the human capital, natural capital, social capital, physical capital, and financial capital, were analyzed by Score Index method. Purposive sampling was applied to three village typologies, namely the developing coastal village, the independent coastal village, and the developing non-coastal village. The result shows that unp to 2019, 55% of the number of land parcels in Takalar Regency had been registered. Registered land had increased by 11% from 2017 and PTSL had contributed 54% of the increase. The ratio of land registered to the number of land parcels in 29 villages had changed and showed a random spatial distribution pattern dominated in northwest areas of the regency. The spatial dynamics of land registered were also followed by the dynamics of land transactions, land values, and land conversion. The result of the Scoring Index method showed that the livelihood capital of local communities after implementation of PTSL was categorized as sufficient for all typologies of sample villages. Land registration had direct implications for natural capital and financial capital.

Abstract

Identifying Potential and Development Status of Tourism Village Development in Central Lombok Regency, West Nusa Tenggara Tourism village is a combination between natural attraction, culture, and local community creativity, supported by accommodation and other facilities that can attract tourists to visit. Central Lombok Regency is one of the regions that have many potential of tourism villages that yet to be developed. Its location is considered to be strategic and supported by the Special Economic Region (KEK) of Mandalika as government’s super-priority destination. Tourism villages can be an alternative destination to support grand tourism project in Mandalika. The current problem is there is lack of information on tourism villages in Central Lombok Regency. This study aims to identify tourism village development potentials and classify the development status of tourism village in Central Lombok Regency. This research used mix-method approaches. Data collection used primary and secondary sources. Data were gained from interview, observation, questionnaire, and literature study. Data were analyzed using descriptive method, through scoring and classifying tourism village statuses. Result of this study shows that attraction and accessibility were the most important aspects to support tourism village development with scoring value of 3.1 and 3.3 respectively. Amenity, community readiness, and administrator had scoring value below 3. Village-owned enterprise (BUMDesa) and tourism awareness groups (Pokdarwis) are yet to support tourism village development. There are lack of promotions, thus needs to be supported by local government and agencies. Most of the villages in Central Lombok Regency were categorized as pioneer and developed. Only Sade village and Ende village were categorized as advanced, with main attraction of Sasak cultural heritage which was established several decades ago.

Abstract

Spatial Interaction Pattern and Characteristics of Individual and Household Commuters between Regencies/Cities in Greater Bandung Differences in regional development in Greater Bandung caused spatial interaction in order to meet the shortcomings in origin areas. One of the form spatial interaction is commuting. This study aimed to analyze the pattern of spatial interaction between regencies/cities in Greater Bandung and determine individual and household commuter characteristics. Variables used to analyze the pattern of spatial interactions were number of commuters, distances, regional development index, built up area ratio, and population density of regency/city units in Greater Bandung. Method used were Entropy Index and Augmented Doubly Constrained Entropy Model. Variables used to determine individual and household commuter characteristics were age, marital status, highest education completed, number of household members, monthly household expenditure, and the main reason for choosing settlement location. Data were originated from 2017 Greater Bandung Commuter Survey held by Statistics Indonesia (BPS), which consists of 15,082 individuals and 4,531 households. The method used was correspondence analysis. Analysis results shows that Bandung Regency, Sumedang Regency, and Bandung City had positive effects on spatial interactions in Greater Bandung. Commuters in Greater Bandung mostly come from regency areas with productive age, low education level, big number of household members, have low and high economic level, live in regency area because of affordable house price and closeness to family. Meanwhile, commuters in Greater Bandung mostly move toward city areas have young and productive age, high education level, have low and high economic level, and variety number of household members.

Abstract

Village Funds and Village Status in Central Java Province Year 2019 is the fifth year of implementation of village fund in Indonesia. At the beginning of its implementation in 2015, village funds were budgeted at IDR 20.8 trillion, which has increased to 3.5 times and reaching about IDR 70 trillion in 2019. This research is aimed to describe village funds and villages status in Central Java Province and the relationship between them. Data to be used are secondary data consisting of village funds and village status according to IDM year 2018 and 2019 in Central Java Province. The analyses used in this research are descriptive statistics and simple regression. Results show that village funds in Central Java Province increase about 14.7% in 2019 and there is an increase in the aggregate of village status. Regression analysis showed that changes in the amount of village funds did not significantly affect the change of village status in Central Java Province.

Abstract

Sustainable livelihood is an activity that can help households in meeting their needs for survival. However, frequent flooding, increase in population growth each year, lack of facilities that support livelihoods such as education and health facilities, has made community’s livelihoods decline. Frequent flood results in reduced agricultural production. As a result, resources available at the research site become unbalanced. Therefore, this study aims to formulate a village development concept based on sustainable livelihood. This research was conducted in Surumana Village, Donggala Regency, Central Sulawesi Province by using primary and secondary data with a sample of 82 households. Likert scale was employed to measure one’s or group’s attitudes, opinions, and perceptions regarding social events or symptoms experienced. Besides, the Delphi method was also employed and used to gather opinions from experts through questionnaires with feedback mechanism while maintaining the anonymity of experts’ responses. The study result show that the maximum resource strength is found in social capital. Meanwhile, the vulnerability that affects resources in Surumana Village is flooding. In addition, the factors that support realization are institutions, education, health, transportation, reducing flooding, and increasing agricultural production.

Abstract

Economic Valuation of Recreational Fishing Tourism in Tanjung Kait Coastal Water, Tangerang, Banten: Contingent Valuation Method and Travel Cost Method Approach Tanjung Kait, located in the north coast of Tangerang, has undeveloped tourism potential of recreational fishing on a bamboo platform in the middle of the sea. The purpose of this research was to determine the economic value of recreational fishing tourism in Tanjung Kait and to identify the influencing factors of the tourism demand in Tanjung Kait. Methods used in this research were Travel Cost Method (TCM) and Contingent Valuation Method (CVM). Linear regression was used to determine influencing factors of tourism demand. Data were obtained by interviewing tourists as respondents, with the help of questionnaires. The result of TCM showed that factors that significantly contributed the number of visits were education and duration of visit. Potential economic value of tourism activity in Tanjung Kait based on TCM reached IDR 3,272,524,846 annually. The result of CVM showed that the factor that significantly affected willingness-to-pay was education. Potential economic value of tourism activity in Tanjung Kait based on CVM reached IDR 2,254,934,539 annually.

Abstract

Identification of Leading Forest Commodities in Supporting ‘Batik’ Wood Creative Industry in Gunungkidul Regency The forestry sector is one of the sectors that has a role in increasing revenue in Gunungkidul Regency, contributing more than a quarter of the regency’s GRDP with main commodities of mahogany, acacia, and sengon. With a forest area of ​​56,592 Ha, it is possible for Gunungkidul Regency to produce large amounts of wood. Wood produced in Gunungkidul Regency are processed into wood-derived products in the form of wooden batik handicrafts, with an average annual turnover of Rp 4,134,801,000.00. This study aims to identify leading commodities using Location Quotient method and to provide land suitability factor for forestry commodities as batik wood industry raw material. Secondary data and primary data are used in this study. Secondary data were obtained through data collection from related institutions, such as the Office of Cooperatives and SMEs of Gunungkidul Regency and Gunungkidul Regency in Figures, Meanwhile, primary data were sourced from interviews. From the results of the study, it was concluded that mahogany and acacia are leading commodities compared to sengon. The implications of this research are expected to be input for the formulation of local government strategies, as well as for batik wood craft producers concentrated at Patuk District in developing the creative economy sector using raw material from Gunungkidul Regency.

Abstract

The island of Bali and its surrounding are part of Indonesia's seism tectonic system. The condition has been faced including by Karangasem Regency. Karangasem Regency is prone by seismic and tsunami disaster. The high level of disaster proneness in Karangasem Regency requires disaster preparedness in pre-disaster phase. Rehabilitation and reconstruction responses are not been effective since these steps require expensive funding and investment. Preparedness efforts in pre-disaster phase are carried out through quality enhancement of spatial plans based on Disaster Risk Reduction (DRR). This research is aimed to provide recommendation for spatial plan, including spatial pattern (land use) plan and development of mitigation infrastructure. This research uses qualitative and quantitative research methods. Analysis tools are Geographic Information Systems (GIS), good practices, and literatures, as well as policies from various sources. The output of this study resulted in a spatial assessment according to the level of tsunami disaster prone level.
