Abstract

This research aims to explore the mechanisms that influence critical infrastructure interdependency risk management efforts in Indonesia, with a focus on the transportation, energy and telecommunications sectors. The research used a qualitative approach involving two main sub-studies: document study and in-depth interviews. The main objectives of this research were to understand the dynamics of interdependence between sectors, the importance of collaboration in risk management, and the role of information sharing and responsibility in creating an effective vital object security control system. Data were collected through in-depth interviews and literature studies, with testing of credibility, transferability, triangulation, dependability, and confirmability to ensure the reliability of the results. The results of this study show that the importance of National Vital Objects (Obvitnas) such as PT Bukit Asam Tbk in supporting Indonesia's energy security and economy, as well as challenges in security management that require coordination between relevant agencies and effective technology integration and intersectoral collaboration, information sharing, and strengthening security control systems are key to maintaining national economic stability and operational sustainability of critical infrastructure.Keywords: Risk Management, Critical Infrastructure, Interdependencies, Collaboration, National Vital Objects, Security Controls, Security Technology

Abstract

The rapid integration of autonomous systems into military operations has revolutionized naval defense, with Unmanned Surface Vessels (USVs) emerging as a critical technology for maritime operations. USVs offer unique advantages in surveillance, reconnaissance, and maritime security. However, their effectiveness remains constrained by the reliance on human operators for critical decision-making, particularly in complex and rapidly evolving maritime environments. This study addresses these limitations by advancing USV autonomy through the integration of artificial intelligence (AI), resilient communication networks, and multisensory navigation systems. Through a comprehensive literature review, this research evaluates current USV applications, identifies gaps in existing technologies, and explores advancements in other countries, including case studies of operational successes and failures. A comparative analysis of Unmanned Aerial Vessels (UAVs) and Unmanned Underwater Vehicles (UUVs) is also conducted to highlight the unique role of USVs in naval operations and justify their selection for this study. The findings reveal that AI-driven decision-making reduces human oversight, enhances adaptability, and increases operational efficiency. Resilient communication protocols ensure coherent operations in contested environments, while multisensory navigation systems improve situational awareness and environmental responsiveness. These innovations collectively enhance mission success rates and tactical flexibility, underscoring the transformative potential of autonomous USVs in modern naval defense. The study concludes with a robust framework for advancing USV technologies, advocating their integration into naval operations to address the complexities of contemporary maritime threats and redefine the future of autonomous maritime systems.

Abstract

The relocation of Indonesia's capital to East Kalimantan introduces unique security risks distinct from those in Jakarta, including potential vulnerabilities to terrorism, espionage, and internal conflicts due to its remote location. This strategic move aims to address Jakarta’s long-standing issues of traffic congestion, air pollution, flooding, and overpopulation, which have overburdened its infrastructure. However, the development in East Kalimantan also poses environmental challenges, such as threats to tropical forests and endangered species habitats. This study examines the security implications and infrastructure requirements of relocating the capital. Employing a literature study method, it analyzes data from books, academic journals, articles, and other published works to develop a comprehensive foundation for policy formulation. The findings reveal that the relocation requires extensive investments in new defense infrastructure, logistical adjustments, and military operations to ensure national security. Integrating modern defense technology will involve significant investment in infrastructure, research and development, and personnel training. Key priorities include safeguarding radio and satellite communications, constructing a new command center, and incorporating advanced technologies such as drones, radar systems, and cybersecurity measures. Additionally, a data center is essential for big data analysis to enhance intelligence and decision-making capabilities. The relocation also necessitates upgrading military facilities and equipment, conducting comprehensive assessments of existing infrastructure, and ensuring readiness to respond to potential social unrest or conflicts. Despite challenges, relocating the capital provides an opportunity to design a modern and integrated defense system while building sustainable infrastructure. It also strengthens national defense readiness and resilience to address future security threats effectively. This study concludes that careful planning and strategic investments are essential to ensure a smooth transition and secure the new capital, optimizing its strategic advantages while mitigating risks.

Abstract

The security of the Middle Eastern countries is impacted by the arms trade in the region. Human rights breaches in the Middle East are partly caused by the armaments trade. Currently, one of the primary goals in defending the nation against external threats is obtaining weapons. . The article  examine the Middle East's armaments trade and its impact on human security that analyzed with liberal theory. Descriptive qualitative research methodology was employed in this study. The information was gathered from research-related publications, websites, and other sources. This article finds that the massive arms trade in the Middle East is reducing the quality of human security, in the context of the absorption of welfare funds for arms purchases.

Abstract

This study examines Indonesia's role and contributions to the Maritime Task Force (MTF) of the United Nations Interim Force in Lebanon (UNIFIL), addressing the research question: How does Indonesia's participation in the UNIFIL MTF contribute to its diplomatic standing and international peacekeeping efforts? While the role of naval diplomacy in international politics has been widely studied, limited research focuses on non-aligned nations, such as Indonesia, in multinational peacekeeping operations. This study aims to address this gap by analyzing Indonesia's maritime diplomacy strategies and their implementation within UNIFIL’s peacekeeping mandate. Using a qualitative approach and the Miles and Huberman model, the research delves into Indonesia’s historical involvement in the MTF, its operational challenges, and its cooperation with the Lebanese Armed Forces (LAF). Challenges include coordinating with diverse international actors and achieving peacekeeping objectives in a conflict-prone region. The findings underscore the significance of maritime diplomacy as a critical tool for Indonesia’s foreign policy, demonstrating how its naval forces enhance regional stability and contribute to international security. Indonesia’s proactive role in the MTF highlights its commitment to global peace and security, strengthening its standing as a responsible international actor. In conclusion, Indonesia’s maritime diplomacy not only projects power but also fosters collaborative relationships that advance global peacekeeping efforts and position the nation as a key contributor to international stability.

Abstract

The dynamics in the regional and global scope encourage countries to implement defense diplomacy to achieve national defense and security interests. Indonesia is one of the countries that has implemented defense diplomacy and cooperated with many partners spread across various countries. However, from 2019 to 2023, Indonesia's defense diplomacy and cooperation strengthened with one country, France. This research aims to find out the motives of Indonesia's defense diplomacy towards France in the 2019-2023 period. This research uses a qualitative method with the concept of defense diplomacy motives from Frega Wenas Inkiriwang. The research uses data from books, journal articles, news, reports, and documents from official websites. The research data collection technique was conducted through literature studies and interviews. The results show that the motives of Indonesia's defense diplomacy towards France focus on the motives of strategic engagement, confidence-building measures, capacity building, and international reputation to overcome problems, such as inadequate defense equipment, limited defense technology, unfulfilled MEF I and II targets, lack of human resources capable of mastering defense technology, and the interests of maintaining the integration of the Republic of Indonesia. This study found that Indonesia should keep developing diplomatic connections with France to strengthen the defense industry's capabilities and the competency of the Indonesian National Military personnel. Nevertheless, the Indonesian government must establish a monitoring mechanism for cooperation in procuring defense equipment and staff training. This guarantees the continuation of the cooperation agreement, which promotes Indonesia's defense capabilities and independence. Indonesia is not intended to become dependent on France due to the ongoing collaboration; instead, it is designed to assist in developing national defense.

Abstract

In today's dynamic military defense landscape, traditional methods of threat assessment face significant limitations due to the sheer volume and complexity of data generated. The evolving nature of threats demands more efficient, accurate systems to process and detect potential dangers. This challenge has spurred interest in advanced machine learning techniques, particularly large language models (LLMs), to improve detection accuracy and data-handling efficiency. This study explores the integration of the LLaMA model, a state-of-the-art large language model, into existing military threat assessment systems. The main objective is to empirically assess the model's ability to enhance threat detection capabilities and optimize data processing, comparing its effectiveness against traditional approaches. A comprehensive literature review was conducted, analyzing recent empirical and theoretical research on machine learning applications in threat assessment. The comparative analysis measures its efficiency and accuracy relative to conventional methodologies, revealing that integrating the LLaMA model into military defense frameworks significantly improves data processing speed, reduces human error, and enables more accurate identification of emerging threats. Its scalability and adaptability make it a robust solution to limitations in current threat assessment methods. However, implementing the LLaMA model also presents challenges, such as ensuring smooth integration with existing technology infrastructure. The model's reliance on high-quality, domain-specific data necessitates ongoing investments in data curation and maintenance. Additionally, while the automation of routine analysis tasks reduces human error, it prompts questions about the long-term role of human decision-makers, particularly in critical scenarios where human intuition and ethical considerations are paramount. In conclusion, the LLaMA model offers a transformative solution for enhancing threat assessment in military defense. Its ability to process vast data sets quickly, reduce human error, and provide timely insights makes it invaluable.

Abstract

Indonesia's economic resilience is crucial in achieving the vision of Golden Indonesia 2045, which envisions a developed nation with a strong and competitive economy. This study analyzes the Indonesia-China diplomacy strategy in strengthening Indonesia's national economic resilience towards the Golden Indonesia 2045. Strengthening this resilience requires effective diplomacy, particularly with China, Indonesia's largest trading partner and a significant source of foreign investment. To achieve the study’s aims, this study uses a qualitative method with a descriptive-analytical approach. This study finds that the Indonesia-China strategic partnership has flourished over the past decade, with bilateral trade reaching US$78.37 billion in 2021. This partnership has extended beyond trade, encompassing infrastructure, technology, and investment cooperation, contributing positively to Indonesia's economic indicators. However, this growing dependence also presents challenges, such as trade imbalances, necessitating a balanced and strategic approach to diplomacy. By leveraging China's Belt and Road Initiative and other multilateral frameworks, Indonesia aims to enhance its industrial capacity, diversify exports, and attract high-value investments. This holistic approach strengthens economic resilience and positions Indonesia as a critical player in the regional and global economy, aligning with the broader goals of national development and regional stability.

Abstract

The background of this research is the need for a stable and sustainable electricity supply to support economic growth and community welfare. This research aims to examine the important role of PT Paiton Operation and Maintenance Indonesia (PT POMI) in maintaining national electrical energy security in Indonesia, based on the components of energy security according to Cherp and Jewell: availability, accessibility, affordability, and environmental acceptability. The method used is descriptive qualitative with a case study at PT POMI, which is supported by primary and secondary data. Primary data comes from short in-depth interviews with PT POMI Production Department Staff, and secondary data comes from PT POMI archives, government policies, as well as journal articles and books related to the topic. Qualitative analysis techniques were used in this research because it is suitable for explaining what PT POMI does to ensure national electrical energy security. The findings reveal that PT POMI plays a vital role in ensuring energy availability through large-scale, stable electricity production; enhances accessibility via cooperation with PLN and infrastructure reliability; supports affordability through operational efficiency and CSR programs; and promotes environmental acceptability by adopting clean coal technology and implementing community-based conservation programs. The conclusion emphasizes that PT POMI significantly contributes to Indonesia’s national energy security by integrating sustainability, efficiency, and reliability in its operations, while aligning with the national energy transition agenda and environmental goals.

Abstract

The weakening of the regional economy is often a complex social problem. Criminal behavior can occur such as theft of residents' houses caused by the weakening of the regional economy. The study was conducted in Merangin Regency, Jambi Province, which is the second largest palm oil producing province after Riau Province. Merangin is a district with the largest palm oil productivity in Jambi Province. Merangin Regency's dependence on palm oil production is the reason why this location is suitable for research. This study is included in qualitative research with a phenomenological approach that examines precisely and in depth the influence of the regional economy on criminal theft behavior in Merangin Regency, Jambi Province. The weakening of the regional economy due to dependence on income from the weakening of palm oil production and fluctuations in the price of determining Fresh Fruit Bunches (FFB) which have an impact on criminal behavior such as theft. This is caused by the loss of people's fixed income and the influence of other factors such as drug consumption which requires perpetrators to fulfill their needs by stealing. The weakening of the local economy also causes low microeconomic resilience because the fulfillment of household needs is reduced and income is also reduced. Meanwhile, national security, which is a function of the police institution, is also disrupted because negative assumptions about the police are developing in society, resulting in feelings of reluctance and fear of reporting to the police if a criminal act of theft occurs in Merangin Regency.
