Abstract

Based on staffing data at the Dumai City Human Resources Development and Staffing Agency, it is known that employee competence is still an issue that needs attention, especially in terms of knowledge/intellectual competence (formal education), skills competency (structural training, technical/functional training, courses, stewardship), and experience competencies (tenure, position/leadership experience), and attitude competencies. The purpose of this research is to find out the development of civil servant competency in the Dumai City Human Resources Development and human resources development agency and analyze the factors that hinder the development of civil servant competency in the Dumai City Human Resources Development and Staffing Agency. This research uses qualitative methods that are descriptive. The result of this study is the development of civil servant competencies in the Agency for Personnel and Human Resources Development dumai competency development cycle is still not optimal and there are still factors that hinder the development of Civil Servant Competency in the Agency for Personnel and Human Resources Development.

Abstract

Floods are a social problem that often occurs almost every year. Bekasi Regency in recent years has become a regular flood with the number of submerged areas increasing every year and causing losses in various aspects of life. This is quite a concern and raises questions from the public about how the government's role in flood prevention is, so it is necessary to know the strategic management carried out by the BPBD which is the hand of the Bekasi Regency Government in dealing with floods and their prevention and mitigation. This study uses a descriptive method with a qualitative approach, data collection techniques are carried out through interviews, observations, and documentation using strategic management theory according to Wheelen and Hunger (2008) which have four stages: environmental analysis, strategy formulation, strategy implementation, evaluation and control. The results of this study indicate that the strategic management carried out by BPBD in flood prevention in Bekasi Regency has not been optimal. This is because there are still shortcomings and weaknesses both from BPBD itself and from the community, lack of resources and the absence of strong legality regarding disaster risk studies and education that lacks bad habits of people who still throw garbage in rivers so that it can affect the implementation of the program that is used as a strategy by BPBD.

Abstract

:  Cash is an important instrument for a company. The company’s financial performance can be judged by how the company's cash is managed. During the Covid-19 pandemic in 2020, the government decided to close tourist attractions. This study aims to find out how the performance of cash management during the Covid-19 pandemic was carried out by the Revenue Treasurer at the Pati Regency Youth Sports and Tourism Office. This study uses a descriptive qualitative method to analyze the cash management process in the Revenue Treasurer such as planning, recording, to depositing cash into local government accounts. Data were collected by interview and literature study. The results showed that in general, the Revenue Treasurer has managed cash well, starting from cash planning, recording, to depositing cash. However, the Covid-19 pandemic in 2020 has caused the number of regional revenues from the tourism sector to decline significantly. Some of the obstacles of the Revenue Treasurer in carrying out the cash receipt are the existence of multiple positions, weak communication, and the limited number of collecting officers at tourist attractions. Furthermore, the Revenue Treasurer keeps consistently recording as well as the period of cash is received. the Revenue Treasurer deposited the cash into the regional treasury account on the same day as cash is received. There were evidence of cash deposit in the form of a Deposit Certificate which has been validated by a partner bank appointed by the regional government.

Abstract

Community participation is often discussed in various areas, both in urban and rural areas. Community involvement in the development process in the village is a must considering that the village is a milestone of national development, this should also be encouraged in the village of Masbagik Utara Baru, East Lombok district, considering that the village of Masbagik Utara Baru has a there is a lot of potential and a very large village budget supply. This research is descriptive with a qualitative method approach, conducted in the village of Mabagik Utara Baru, the determination of the informants in this study is snowball sampling, and uses triangulation in data collection, namely, interviews, documentation and observation. The results showed that the level of community participation in the village of Masbagik Utara Baru was very good, it was evident from the activeness of the community in every activity carried out by the village, not only activities that were economically empowering, but also socio-religious activities, this was strengthened by the results the research team interviewed the village head and the local BPD head, he said that the Masbagik Utara Baru community is a very open society with developments and people who have a very high spirit of cooperation, almost every activity is always busy and compact, the results of this interview are also reinforced by opinions religious leaders, educators as well as women and youth leaders in the village of Masbagik Utara Baru, where from their opinion it can be concluded that the collegial collective spirit that has traditionally been obtained is an important force in the increasingly positive development process in the village of Masbagik Utara Baru.

Abstract

The vision and mission of the Regional Head is one of the keys to the success of development in this city. One aspect that is of concern to the government is education as a form of human resource development. Zoning has an impact on the affordability of students to schools, especially public schools. This indirectly affects the capacity of the school. This study aims to determine the urgency of developing junior high school (called SMP) infrastructure with state status in the agenda setting stage. This research using mixed methods and interactive model data analysis. Interactive data analysis are popularized by Miles, Huberman and Saldana (2014), the result is that the infrastructure development of public junior high schools is needed, especially in areas affected by zone-political.

Abstract

Poverty is considered as one of the major problems faced by the Indonesian people which has a direct impact on the community in fulfilling their basic needs. This problem obviously has an impact on the social welfare of the community. For this reason, the community needs assistance to fulfill basic needs which include food, health amenities and education. One of the efforts made by the government to overcome the problem of poverty and improve community welfare is the Family Hope Program. This program is the provision of conditional social assistance to poor families. It is in accordance with the Regulation of the Minister of Social Affairs Number 1 of 2018 concerning the Family Hope Program. With the implementation of this program in Sungai Kakap Village, Kubu Raya Regency, it is hoped that it can help people who are unable to meet the needs of life, especially education and health, for families classified as Very Poor Households. The purpose of this study was to determine the implementation of the Family Hope Program (PKH) in Sungai Kakap Village, Kubu Raya Regency. This study used descriptive qualitative method. Data collection techniques employed are interviews, observation and documentation studies. The research findings show that the recipients of the Family Hope Program in Sungai Kakap Village, Kubu Raya Regency, increased from 2019 to 2020. This was due to the Covid-19 pandemic which caused high prices of basic commodities and the loss of community jobs, so that the financial assistance provided by the government is barely sufficient to meet the needs of the poor. In addition, there is still a lack of program companions for the Family Hope Program, which only amounts to 4 people for 187 families. In the implementation of the Family Hope Program, the involvement of each implementing agency is often considered unimportant due to poor coordination of 3 (three) agencies, namely the Social Service, Sungai Kakap District Office, and the Village Government. The factors that influence the poor communication of the three aformentioned institutions are a fairly wide geographical area, assistants who do not have access to signals and village governments who do not understand the Operational Standards for work procedures.

Abstract

Reform is an effort to realize good governance. Bureaucratic reform provides hope for a more just and equitable service to achieve public welfare. This type of research is a descriptive survey research with quantitative methods where the data collection methods are Questionnaires, interviews, observations and documentation as a tool to study the data then the research data is used as raw material to analyze empirical conditions and the objectivity of the existence of research objectives at the research location. As for the results of the study, it is known that the Reform of Public Service Administration at the Siak District Head Office was implemented quite well. New Emphasis on Programs has built commitment and awareness by employees of the program, Changes in Attitudes and Behaviors of the Society and Members of the Bureaucracy are still low, public knowledge of program changes and there are still many people with low educational backgrounds, Changes in Leadership Style Leading to Open Communication and Participatory Management still not effective where the communication that is built is not direct communication but through the media and is limited by the bureaucratic structure, and the Efficient Use of Resources One of the problem points in reform is human resources, commitment and employee discipline that need to be built because of the limited impact resources. major changes in service at the Minas District Office of Siak Regency.

Abstract

Fokus dalam penelitian ini adalah upaya untuk meningkatkan kinerja pegawai wanita di Sekretariat Presiden dengan menggali hubungan antara kinerja pegawai dengan faktor-faktor yang dapat mempengaruhinya, yaitu beban kerja, lingkungan kerja, dan stress kerja. Pendekatan penelitian ini menggunakan metode kuantitatif. Pengumpulan data primer dilakukan dengan menyebarkan kuesioner. Analisis data dilakukan dengan analisis deskriftif dan analisis inferensial menggunakan pendekatan Structural Equation Model melalui perangkat lunak SmartPLS3 terhadap 200 data responden. Hasil penelitian menunjukkan bahwa beban kerja tidak memiliki hubungan positif dan pengaruh yang signifikan terhadap stress kerja, namun memiliki hubungan positif dan pengaruh yang signifikan terhadap kinerja. Sedangkan lingkungan kerja tidak memiliki hubungan positif dan pengaruh yang signifikan baik dengan variabek stress kerja maupun variable kinerja. Adapun untuk stress kerja berdasarkan hasil penelitian juga tidak memediasi pengaruh beban kerja dan lingkungan kerja terhadap kinerja.

Abstract

This study was carried out at the Babakan Health Center to understand the introduction of the Youth Care Health Service innovation program and encourage and inhibit factors that enhance the quality of public services. With a sample of 40 respondents accessing services at the Babakan Health Center, the study approach used was qualitative. The method used for data collection was a questionnaire and interview. Although the data analysis approach used was qualitative analysis for interview data and quantitative percentage lines from the questionnaire.  This study's findings showed that % felt happy and very satisfied with the health facilities component  the implementation of the Youth Care Health Service program on the level of quality of public services. Then for the indicator of health workers hitting 57,50 % feeling happy and very satisfied. The adolescent variable hits 57,50  % feel satisfied and satisfied, network variables hit 65,00 percent feel satisfied and very satisfied, and eventually,  75,00 % feel satisfied and very satisfied with the health management variable. Overall, 65,00 % of the 5 study variables are in the satisfied and very satisfied band. Meanwhile, supporting factors include the availability of qualified workers with qualifications and competencies in their fields, the availability of air-conditioned examination room facilities, and the involvement and participation of young people in high-level activities. Moreover, the inhibiting factors include incomplete health facilities such as special counseling rooms for adolescents and inadequate room capacity, support from the community for this program is still low, and lack of cooperation in several work areas. Based on the research results, there are suggestions given that it is necessary to increase socialization to a broader extent. It is required to increase funding, especially supporting facilities and infrastructure and increasing training to existing health workers

Abstract

This study aims to analyze public policies that have been implemented in improving the quality of public services at the Cikalong Wetan Health Center, West Bandung. This study uses a qualitative descriptive method with data collection techniques through interviews, observation, and document studies. The results of the study show that the Cikalong Wetan Health Center has carried out several public policies in improving the quality of public services. One of the policies implemented is the provision of employee training and development to improve service quality. In addition, the Cikalong Wetan Health Center also measures customer satisfaction through surveys and carries out continuous improvements based on the survey results. However, there are still a number of challenges faced in the implementation of public policies at the Cikalong Wetan Health Center. The main challenge is the limited budget and available human resources, making it difficult to implement all the desired policies. In addition, there are still several service aspects that need to be improved, such as increasing service accessibility and accountability. In this case, it is suggested that the Cikalong Wetan Health Center can increase collaboration with related parties, such as the local government, NGOs, and the community, to overcome the challenges they face. In addition, the Cikalong Wetan Health Center also needs to improve budget management and human resources effectively, and continue to evaluate and improve the services provided, so as to increase customer satisfaction and achieve better public service goals.
