Abstract

 Study on development of ”Taiwan Technology” in order to increase rice production have been conducted at Riau province during May 2007. The aim of the study was to know the specification, the farmers response, the potential for the increase in the productivity, the regional governments response, the supporting infrastructure and the technical, social-economical feasibility of “Taiwan technology”, that lately will be developed widely by the regional government in Riau. The study was carried out in the regency of Rokan Hilir and Kampar that developed this technology.Results of the study showed that the application of this technology could increase the productivity of rice up to 1.6 ton unhusked rice/hectare and increase  the income around Rp 1.573 million/ season/hectare. The efficiency of both cultural practices (existing and Taiwan technology) almost the same ( B/C ratio around 1) and marginal benefit cost ratio (MBCR = 2,0) showed that adoption of Taiwan technology was profitable. Unfortunatelly not all of the farmer gave a good response to apply this introduce technology, the reason because the technoloty  needed high input , the pesticide suggestion was also intensive, that it was worried about will cause the impact negaif towards the environment. The reality, not all of the farmers wanted to adopt new technology, and the adopter farmer not fully adopted technology introduced. The technological component that often was adopted widely by the farmer and was continuous was technical the submersion of the seed with salt to select the vigor seed. With the treatment of the submersion to throw the empty or not better seed away, could increase the viability of the seed almost 100%.Hope fully the local government have a good policy to adopt all of good things of this technology and not brought the bad impact for the environment.

Abstract

Farmers’ behavior is various in dealing with risks and their coping strategy. This paper aims to analyze farmers’ behavior in dealing with risks and management strategy of red pepper farm management in upland areas of Central Java. The study was conducted on February to March, 2009, on the red pepper producing centers at Selo sub district, Boyolali district and Karangreja sub district, Purbalingga district. Farmers adopted red pepper in their cropping patterns as a high economic value commodity and high-risk crop was classified as an ex ante risk management strategy. On the other hand, an interactive risk management was carried out through over using of fertilizers, pesticides, and labor. If the farms failed which caused by lower households’ incomes and farm sustainability, the farmers tended to use off-farm incomes to draw savings, to sell some assets, and to borrow as the ex post risk strategy management. The implications of the study are: (i) cropping patterns should include red pepper due to its significant contribution to their incomes; (ii) hybrid red pepper should be tolerant to various environment conditions and pests’ attack; (iii) farm practice should be locally specific for upland areas; and (iv) lessening farms’ risks through crop diversification agribusiness insurance.   Farmers’ collaboration through farmers’ groups, contact farming, and revitalization of Agribusiness sub Terminals can be implemented to reduce red pepper marketing risks.

Abstract

The study intends to figure out performance female extension workers and to investigate its relation to the farmers group performance. The role of agriculture extension services has been very important to support the agriculture development.  Metro City, which proclaimed as an agropolitan city, has nine male and eight female agriculture extension workers (PPL).  Female agriculture extension workers contribute in agricultural development.  Their responsibility is not different to those of male agricultural extension worker.  Their performance can be measured by farmer’s group capability.  There are many factors relate to female agricultural extension worker’s performance.  The research shows that (1) the female agricultural extension worker’s performance is in medium category; (2) income and distance from home to the work place are correlated to the their performance; (3) farmer’s group capability was medium category; (4)  farmers group performance are not related to their capability.

Abstract

This research intends to determine the impact of fluctuation of rice price on the farm gate price. The study is employing survey method and data partially was obtained from Department of Agriculture website. Data analysis was using power function of multiple regression analysis.  The study suggests that there is strong influence of price fluctuation at consumer to the farm gate price.  However, the fluctuation between the two was not proportional where as farm gate price is less fluctuated than the consumer price.  The study also suggests that only if the price at consumer increase by 100%, farm gate price will increase by 33% only the remaining 67% are enjoyed by retailers.  This reflects that marketing system at farm level is less competitive.

Abstract

The objective of this research is (1) to measure and evaluate proportion of realization of provincial expenditure in Papua’s provincial budget (APBD) of 2001—2005, and (2) to examine the impact of provincial expenditure to provincial income of 2001—2005. This study use 2001—2005 provincial budget and is analyzed using multiple regression analysis followed by F test and CBS (Comparative Budget Statement). The study suggests that (1) APBD of Papua Province has not been allocated proportionately.  Budget allocation did not comply with line-item budgetary system resulting disproportional allocation. (2) simultaneous and partial analysis show that provincial expenditure has influenced significantly to the Income of Papua Province.  Simultaneous regression analysis suggests that provincial expenditure affects targeted of provincial income.  Partial analysis also suggests that all variables significantly affects target of provincial expenditures.

Abstract

Study on land preparations for lowland rice farming aims at understanding level of labor utilization, cost of production, production and earnings as well as efficiency of lowland rice farming.  The study observed three types of land preparation, i.e. using hoe, hand tractor, and hydro tiller.  The study was carried out in Rambah sub-district of Rokan Hulu district from July 205 to January 2006. This research applies survey method. Population in this research is lowland rice farmer at planting season 2005 which amount is 250. The respondent is is grouped into 3 classifications, i.e.: 92 farmers using manual land preparation, 83 farmers using hand tractor, and 73 farmers using hydro tiller. The respondents were selected using stratified proportional random sampling with sample amounts to 13. Quantitative data processing is done using net revenue analysis. Then qualitative analysis is done and the result is presented descriptively.  Result of research indicates that lowland rice farming system with variously land preparation (manual, hand tractor and hydro tiller) competent is achieved seen from value of Return Cost Ratio that is obtained at each type of land preparation done. The best type is by using hydro tiller because it obtains the biggest production, net income, efficiency and family earnings per hectare compared to the others type of land preparation. Seen from production cost, the biggest production cost per hectare is at manual lowland farming system. Among the three type of lowland rice farming system, the biggest production cost released for labor cost, where the biggest usage of labor is at manual land preparation while the smallest usage of labor is at land preparation by using hydro tiller.

Abstract

Staple food consumption pattern which was traditionally various, has shifted toward single staple food pattern, that is rice.  Meanwhile, there are still few people who consume corn and sago, but their consumption level are still low.  The objective of this study is to analyze various corn and sago-based processed food as an effort to promote food consumption diversification.  This study employed both secondary and primary data, collected from NTT and Papua Provinces which were purposively chosen as case study locations.  Province of NTT is for corn consumption whereas Papua for sago.  The data collected were analyzed qualitative-descriptively using  tables and diagrams.  The study suggests that maize and sago could be used as raw materials in various processed food, which are manufactured by both large and medium industries, and small and household industries.  Henceforth, it is clear that the development of maize and sago based food industries must be conducted continuosly as an effort to promote food consumption diversification.

Abstract

Since autonomy era, each province or regency have a different institution of agricultural extension. The fact influences to the implementation of agricultural extension on farmers. The program and organization of agricultural extension must be revitalized in order to support the national agricultural development. This study describes agricultural extension profile and that institution. This study also analyzes issues and factors on revitalization of agricultural extension, especially in Lampung Province.  Descriptive analysis is employed in this study. The result show that  to anticipate the next political and socio-economic changes, there are six factors must be handled; (a) agricultural extension and agricultural development policy, (b) agricultural extension clients, (c) organization and management of agricultural extension, (d) program, strategy, and method of extension, (e) human resource of agricultural extension workers, and (f) financial resource of extension programs.

Abstract

This research aimed at studying (1) cabbage farmers’ behaviour in facing risk, (2) factors determining risk decision on cabbage farming in West Lampung District. The research was located in the central production of cabbage farming at Sekincau and Balik Bukit  subdistrict. There are 71 farmers selected using simple random sampling method. Data has collected in September – October 2005 and analysed by logit method.  About 71% of farmers have risk neutral behavior and the rest (29%) have risk preferring behavior. Determining factors of the farmers’ behaviour were farming experience, income, and land tenure. To develop cabbage farming and to increase the income, farmers are suggested to change their behaviour to face of preferring risk. Farming extension should be conducted to give market information and to empower farmers’ resources to make  farmers dare to allocate optimum production factors to achieve maximum profit.
