Abstract

Kenneth Lynch (2005) wrote that the rural area is an area which has particular characteristics such as agriculture activity is a basic sector in the economy, has natural resources either renewable or unrenewable and most of the people take farmer as their livelihood. The changes of rural element’s condition are usually called as rural transformation or regional transformation. Usually, the rural transformation came from the effect of rural development, however not at all. As long is known that development can’t be separated with the political preference of people and political condition. The research of “geopolitics, rural development and rural transformation” wants to identify the influence of geopolitics aspects to rural development and transformation. This research conduct with qualitative method particularly deductive qualitative positivism. The output of the study is the models regarding the influences of geopolitics aspects to rural development and transformation. Trough mathematic logical system “if a is b and if b is c, when if the input is a so the result is c”, the researcher can find not only the influence of the geopolitics (aspects) to rural development and transformation but also the reliability of relationship between them although using qualitative methods.

Abstract

This research aiming to find out the motivation of tourist to visiting attractions of Teluk Palu in Palu City. The approach used in this research is quantitative, by using data processing methods is frequency distribution for grouping categories according to needs variables and  descriptive exploratory analysis for exposure image of the phenomenon in this case to find out the aspects that can direct visitors to a tourist destination. Preferences of visitors against the Teluk Palu tourist attraction arise from various aspects, ranging from a wide variation of tourist attractions on offer, the vitality of a tourist area, easy accessibility and affordability of distance and cost by visitors so that they are motivated and love to do tourism activities in the Gulf region of Palu. In addition, associated with fondness or option of tourist attraction that favored as well as the assessment of the quality of the visitor attraction Teluk Palu. There are huge expectations from  visitors to the progress and development of the tourist areas, as well as a requirement that  must be fulfilled, so the involvement of government, community, and other tourism  stakeholders is needed in the planning, development and proper management of aspects that  support the Teluk Palu tourism activities.

Abstract

Cilacap district has the fishery potential of 72,000 tonnes per year, but only about 21% utilization. Ocean Fishing Port Cilacap Determination by the Ministry of Maritime Affairs and Fisheries as one of the pilot minapolitan-based fisheries led to the development of strategic Minapolitan to be implemented and is expected to provide a multiplier effect in the development of the region in Cilacap and improve the well-being of communities around the minapolitan region. This research was conducted with the aim to formulate the direction of development Minapolitan Ocean Fishing Port Cilacap. The technique of collecting data using interviews, documentation and observation. The sampling technique used is purposive sampling and snowball sampling. The analysis method used in this research is descriptive method qualitative and SWOT analysis. Based on the analysis and calculation of the external and internal factors Minapolitan Ocean Fishing Port Cilacap, the value of internal strengths and weaknesses by 2.2 by 0.9, so that the difference of the rersebut factor is 1.3. External factors obtained by the probability of 2.4 and 1.0 so that the difference between the value of the threat of these two factors is equal to 1.4. Ocean Fishery Port Minapolitan Cilacap have external internal position at the point (1,3; 1,4), namely in quadrant I. In other words, Minapolitan has strengths and opportunities that can be used to support aggressive growth policy (growth oriented strategy). SWOT analysis of the development Minapolitan Ocean Fishing Port Cilacap generating leads recommendation subsystem upstream, downstream subsystem, and subsystem support. As to realize it takes a strong commitment and coordination involving the relevant stakeholders.

Abstract

Magetan Regency Government built north-ring-road in order to alleviate traffic congestion in urban center area. However, the ring-road attracted people to utilize the surrounding area. The area utilization was estimated influencing the form and the structure of Magetan Urban Area. In this respect, this research is aimed to explain the relationship between north-ring road development and the change of form and spatial structure of Magetan Urban Area by using a quantitative approach and a descriptive method in its practice. As the result, the form of Magetan Urban area is compact-square with linear form in the several parts of the urban area. The structure of Magetan Urban Area is sectoral which characterized by the main activity in urban center and swept away following the main road. The development in the periphery area was caused by the increase of activities in urban center. However, the development did not change the urban form, but it contributed to the larger size of the urban form. The development of north-ring road only impacted to the development in the several villages surrounded the road, so it did not change the form and the structure of Magetan Urban Area directly.

Abstract

Bencana lumpur berdampak pada lansekap wilayah Kabupaten Sidoarjo khususnya di Kecamatan Porong, Kecamatan Tanggulangin, dan Kecamatan Jabon Kabupaten Sidoarjo. Fenomen bencana lumpur yang terjadi pada tahun 2006 ternyata saat ini masih memberikan ancaman lanjutan (secondary hazards) pada lingkungan sekitarnya, seperti pencemaran air, amblesan tanah, dan lain-lain. Tujuan dari penelitian ini yaitu untuk mengidentifikasi dampak ancaman lanjutan (secondary hazard) terhadap lingkungannya dan dilanjutkan pada pola persebaran spasial wilayah terdampak dari risiko secondary hazards bencana lumpur di Kabupaten Sidoarjo. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif untuk mendeskripsikan karakteristik bencana lumpur yang kemudian divisualkan secara spasial melalui pemetaan. Berdasarkan hasil analisis bahwa (1) risiko Secondary Hazards di kawasan luapan lumpur lapindo bervariatif diantaranya pencemaran air dan tanah, pencemaran udara, amblesan tanah dan perubahan mata pencaharian. Salah satunya pada pencemaran air yaitu berubahnya warna dan bau yang tidak sedap (2) Pencemaran air memiliki pola persebaran tersebar dan tertinggi. Hal ini disebabkan pencemaran air tidak diikuti oleh batas administrasi. satu titik sungai yang tercemar di sekitar luapan bencana lumpur akan berdampak pada sungai lainnya

Abstract

The fire services is one of public services that should be provided by Pontianak City Government, as one of the cities with high-risk of fire disaster. In order to provide it, Pontianak City Government assisted by private fire-fighters institutions. One of this institutions is BPA Siantan. In conducting its duties, BPA Siantan cooperate with various parties. Then, "How is the partnership relation among BPA Siantan with others to make fire management services?". This research aims to assess BPA Siantan partnership with others to provide fire management services in Pontianak. This research used a qualitative method with case study strategy to get and can describe the research objects deeply and detail. The results indicated that (1) The fire services of BPA Siantan are not appropriate with the Government standards. (2) BPA Siantan cooperate with other parties, such as local community, Communications Forum, City Government, academics, and APKS (Association of Private Fire-Fighters Institutions) in fire management activities. (3), The partnership of BPA Siantan with the others just limited in providing of information and resources. In the future, to improve the fire management services, the partnership pattern of BPA Siantan with other parties can be developed in activity based costing.

Abstract

PDAM Tirta Pakuan as the operator of water supply in Bogor city is very attentive to provide good drinking water services to the public, especially the distribution of potable water quality through a network of piping in some areas called Zona Air Minum Prima (ZAMP). The program has been ongoing since 2004, but until now the coverage is still low compared with the total customer taps in Bogor City. Under these conditions, a research that aims to formulate development strategies in Zona Air Minum Prima (ZAMP) for groups of households customer in Bogor City is conducted. Based on the results of the survey on medium (R3-R5) and the upper middle (R6-R8) households customer in the existing ZAMP and development plans ZAMP area in Taman Yasmin, there are similar characteristics to customers in both regions indicate development potential. Assessment of customer satisfaction on aspects of quality, quantity and continuity of water in the region showed a "good" score, but an assessment of the communication aspect of PDAM is not good, especially in terms of information provided by PDAM are judged less by the customer. Based on research conducted there can be formulated several strategies, such as communication strategy through early and advanced socialization, price or tariff adjustment strategy of potable water and an additional water filter installation strategy.

Abstract

River control area which actually protected area has been converted into a densely populated residential area. This case happened in the riverside of code, particulary in Kampung Code Utara which is located in the city of Yogyakarta. Besides a part of protected area, it also part of disaster-prone area of Merapi Mountain. Appropriate housing policies need to overcome it. The exact settlement policies need to consider the wishes of the people because basically people have the right to choose a place to stay so the policy can be implemented effectively and efficient. Therefore this study aims to formulate policy model of Kampung Code Utara. This study use a qualitative approach. Data collection techniques used were interview and documentary techniques. Further, data analysis techniques use qualitative descriptive analysis techniques. The population of this study were as many as 193 people. The sample of this study were as many as 20 people from the community of Kampung Code Utara using purposive sampling techniques. The result of this studies show people in Kampung Code Utara decide to stay at riverside of Code because of Kampung Code Utara accessibility which is nearby service center and supported by diverse and affordable transportation. Relocation could be applicable in urban or rural area which the lan is available from Kraton Yogyakarta and the cost to build a flat is payed by Ministry of Public Housing or privat side.

Abstract

During this time, poverty alleviation program specifically for economic empowerment believed to be succesfull in decreasing the rate of poverty and developing asset. But in fact, it is indicated could not guarantee the poors to come out from their conditions. Because there is uneffectiveness indication in that poverty alleviation, it is needed to observe potential of economic empowerment in rural poverty alleviation. The purpose of this research is to know the potential of economic empowerment including its pattern of the relationship and benefit in rural poverty alleviation in Rembang Regency. Analysis in the research including distribution frequency  statistic  and descriptive analysis. This research uses 155 samples of economic empowerment beneficiaries of PNPM Mandiri Perdesaan Simpan Pinjam Kelompok Perempuan (credit loan for woman) scattered across the Sub district Bulu and Kaliori as the research areas. Based on the results of the analysis, the economic empowerment in Rembang Regency can not reach out for poverty alleviation in rural areas. It also can not be used as the primary tool in rural poverty alleviation. This is because in program development, most of beneficiaries are coming from un-poors. Besides, their efforts of industry can not reach the poors to come out from the poverty itself. Meanwhile, various obstacles also triggered micro industry of the poors  remain marginalized.

Abstract

Allocation of village fund is a balancing fund of the central government to village which fund intended to improve the distribution of development in the village include  for infrastructure development Wonoasri Village, Grogol, Kediri. The purpose of this study was to assess the management of allocation of village fund for infrastructure development Wonoasri Village, Grogol, Kediri.The methodology of this study used a qualitative descriptive by involving participants from the village government and the community. Collecting data in this study using the method of documentation, observation and interviews. Analysis in this study using a Logical Framework Analisys. Results of this study were 1) allocation of village fund is divided into 30% for the BPD government activities and 70% for community development activities. The allocation of funds for rural development activities by 70% over 40% for physical development and 30% is used for village institutions. 2) Stakeholders involved in the allocation of village fund include : kepala desa, sekretaris desa, Kaur Keuangan, Ketua LPMD. 3) In the development of infrastructure Wonoasri an error in the post budget, the proposal is not acommodation, planning the allocation of the village fund does not take into consideration the period of tenure of the head of the village as well as planning  which resulted in an adjustment of the details of expenditure on the implementation of the development. 4)there are supporting factors the management of village fund allocation include:  legislation, supervisors in the management of the allocation of village funds. While the inhibiting factors of management allocation of village fund includes limited of funds to allocated rural development of village infrastructure, and not use RPJMDes as guideline to infrastructure development program.
