Abstract

The implementation of the Indonesian Ministry of Agriculture’s Agropolitan Policy bares varying results in each area. The outcome of such federal policy, is determined by 1) the structure of the implementation, 2) policy instrument, 3) community participation, and 4) the availability of resources. Lima Puluh Kota Regency in West Sumatra is one of the regions implementing this policy, starting in Mungka District as an Agropolitan District in 2005. The implementation expected an increase in the community’s revenue and productivity by 5%. Analysis showed that in early 2012, the 5% income rise only happens to 63.04% of the population, while 5% increase in productivity only occurs to 34.78%. Further analysis showed that the low outcome is a result of: 1) lack of clarity in the guidelines issued by the Ministry, 2) lack of legal basis for enforcement of the Agropolitan Master Plan, 3) inconsistencies in the agropolitan working group in Lima Puluh Kota Regency, 4) inefficiency of the organizational structure (Susunan Organisasi dan Tata Kerja ‐ SOTK) of Lima Puluh Kota Regency , 5) lack of knowledge and number of counselors in BP3K Mungka to assist the community, 6) lack of support from the local budget committee in the allocation of funding, 7) lack of involvement from the Pemerintah Nagari in implementation of the program, and 8) lack of coordination and communication between the executives and legislatives.

Abstract

Spatial inequality is understood as the disparity among spatial units in a region perceived by the people. Some spatial units can provide proper and affordable public facilities and infrastructure while some others cannot. In Blitar region, spatial inequality is apparent between the North and South part of the region. In this case, the worse-off people (WOP) suffered the most from the situation. Brantas River stretching east-west in the region, marks the boundary dividing the territory into two parts: the North and South sub regions. So far, the North part appeared to be more developed than the South. This study was aimed to answer the question “how to facilitate the worse-off people to get more equitable benefits from the regional development”. The study examined seven aspects of development, i.e. employment, income taxes, minimum wages, social security, educational services, health services and basic infrastructure. The study employed random sampling survey to the WOP of Blitar region, in proportion to the district units (kecamatan). Questionnaires provided perceptions from the WOP per household unit. The study found that the WOP living in the North do not always feel better than those in the South. The North WOP are better in terms of taxation, minimum wages and educational services, while the South WOP are better in the aspects of employment, health services and basic infrastructure. Policy implication analysis recommended immediate reformulations of two policies regarding employment and basic infrastructure, especially clean water and electricity.

Abstract

Bokesan village is included in the minapolitan area which is set as a development area for mina tourism. The success of tourism management needs the capacity of the community to manage tourism activities. However, its capacity is still unknown, so there is a need to study the capacity of the existing community. The research  aims to assess the capacity of the community in managing tourism at Bokesan district in the Minapolitan area of Ngemplak region. The research method used was qualitative method.The results of the study show that the emergence of community capacity in tourism activities is influenced by economic and social motivation. The results of community capacity studies at the individual level indicate that the capacity of individuals who are able to support tourism activities in Bokesan district are the capacity of those in culinary, fishing spot, swimming pools owner  and tour guides. While the study of organizational capacity shows that the capacity of P2MKP Mina Ngremboko organization is stronger than the capacity of Bokesan POKDARWIS organization. It is influenced by the leadership factor of the chairman of the organization. In the P2MKP Mina Ngremboko, the chairman’s’ leadership was able to direct their subordinates to have good commitment and coordination in tourism management. Whereas in the POKDARWIS Bokesan, the chairman have not been able to direct the subordinates well, so that the commitment of members becomes weak.  The form of capacity building in Bokesan Village was carried out in the form of training, assistance, tourism facilities development, cooperation, recruitment, and participation in associations and communication forums.

Abstract

One of the irrigation infrastructure developments realized by the government is Kalibawang Irrigation  Canal in Kulon Progo regency. The rehabilitation of Kalibawang Primary  Canal in 2010 and 2011 is expected to be beneficial for the society’s corps. This study aims at describe the effect of the rehabilitation of Kalibawang Primary Canal towards the economy development of Kalibawang Subdistrict by considering the extensification of agriculture, the intensification of agriculture, the rice production, the agricultural activity in upstream and downstream, and the pattern and structure of the space. This study is quantitative research which is supported by the descriptive analysis as well as superimposes spatial analysis technique. The findings of this study conclude that the rehabilitation of Kalibawang Primary Canal gives positive effect upon the economy development in Kalibawang Subdistrict of Kulon Progo Regency.

Abstract

Special Region of Yogyakarta (DIY) experience the dynamics of changes in land use so that the decline in the forest area of the country. The government set the FMU Forest Management Unit as part of efforts to protect the forests remain sustainable so we need a study that could support optimal implementation of the Management Plan Forest Management Unit (FMU RP). One method to support the optimization is to do a land change prediction models. The purpose of this study include: (1) analyze the land use change from 1990 to 2013 period and (2) predicting the year 2023. Changes in land use land studied is 1990 and 2013, which would then be used as a base projection in 2013-2023. Methods to be used are: 1) Analysis of input output, 2) the integration of Markov chain Celullar automata (CA-MC) with logistic regression. The prediction model will use two scenarios, namely: 1) the existing condition of the existing and 2) the assumption of government intervention with the basic rules. The results showed in the period of 1990-2013 there is a change of land use is of 23%, or around 3,703 ha. From the results predicted changes in land use in 2023, with scenario 1 change-forest land dry land agriculture as an area of 1,337 ha and a change of scenario 2 of forest land area of 1264.36 ha.

Abstract

Kota Lama Semarang is an area where the Dutch colonial where there are buildings constructed since the Dutch era . The old city is often referred to as Little Netherland , with the city -like landscape in Europe and the canals that surround the Old City like making miniature Dutch in Semarang . However, as the development of the times , the image of the Old City of Semarang increasingly undermined by the influence of modernization . This study aims to determine the forming elements which affect the image of the city in the Old Town neighborhood , so it can be used as a reference in enhancing the image in the old town area of Semarang . The research method is qualitative and quantitative . From the analysis , it was found that the elements most influence on the image of the Old Town area is in Zone Lt. Soeprapto as the most prominent landmarks is the Church Blenduk , the district has a specific activity and mass system , where there are activities such as worship , trade and services as well as office . In addition , the most prominent path is on track Lt. Soeprapto which can be seen through the presence of a typical row of buildings on the right side or the left lane.

Abstract

Jakarta is a city with a high economic growth rate and continues to increase. Moreover, Jakarta's economic growth led to the development in the surrounding area, especially in Tangerang which had the settlement functions. To serve the mobility of Tangerang's inhabitants to Jakarta, Central Government developed a Bus Rapid Transit (BRT) system as the implementation of a mass transportation in the exclusive bus lane (Busway). One of the BRT routes is Transjabodetabek Poris Plawad-Bundaran Senayan that serve mobility from Tangerang City to City Center of Jakarta (Bundaran Senayan Zones). The service standards analyzed by a comparative method which compares the patterns from field observation findings to the service standards. The quality of service analyzed with the quantitative descriptive method. Based on the findings, 45% of respondents chose for the reason of efficiency associated with more cheap fares. However, the result of the assessment against the standards, the level of service only reached weight values of 16 from 30 total weight rating. It means that there are several factors that still unwell and need to be improved. Furthermore, from the passenger perceptions, the service quality of Transjabodetabek categorized as quite satisfied. The addition of the fleet which should operate as many as 15 buses being only 10 buses per day. It is necessary to improve the quality of service of this Transjabodetabek routes to realize better sustainable transportation system.

Abstract

According to BNPB (2010), Merapi eruption has destroyed 3.705 units of house in Central Java Province and 3.424 units of house in D.I Jogjakarta Province. Klaten is the most affected area In Central Java, approximately 501 ha of land had degraded and covered by volcanic ash in Balerante Village. While the severely damaged settlements impacted by the eruption reached 496 ha (BNPB, 2010). The research is made to comprehend GIS model on finding alternative locations for impacted settlement in hazardous zones of eruption. The principal objective of the research study is to identify and analyze physical condition, community characteristics, and local government regulation related to settlement relocation plan for impacted area of eruption. From the analyses found that priority relocation areas approved by the natural physical, governmental and community aspects are Tegalmulyo as the first priority with 35.9 ha area, Kendalsari as the second priority with 20.1 ha, and Talun as the third priority with 26.8 ha.

Abstract

The less settlements, especially in urban settlements, urban regeneration is needed to support the preparation of residential land. The purpose of this study is to determine the preferences of the development of residential areas located downtown if influenced by internal and external factors that exist around the area. The research method used in this study is quantitative-qualitative mix method, with survey technique and descriptive statistical analysis using cross-sectional (crosstab) and chi-square test. The result of the research shows that the better education level with the old age with the status of HGB occupancy, Pandansari residents mostly have non-permanent job and utilize occupancy to trade. For residential characteristics, one floor functioned as a private residence, while 2 floors for residence kos, there are also in the form of shophouses, inns, hotels, and even there is an apartment being built. Residential preference of Pandansari residents to their present occupancy of shelter, safe environment of flood, tranquility, and hygiene, good drainage condition, effectiveness of water quality provision, electricity supply, good quality of educational facilities, and proximity to trading facilities. Implementation of the concept of city cluster development can be done if: equal land area, model model house, community access road, fair tax policy between landowners, controlled population density, fair management cooperation with investors, economic improvement, and the common vision of residents.

Abstract

Inter-Region Cooperation Board (BKAD) is a body that coordinates inter-region cooperation to reduce competition based on local ego and at the same time increases competitive advantage in a broader scope. The study examined the role of BKAD Subosukowonosraten in coordination of cooperation among locals in the region formerly known as Karesidenan Surakarta. The study analyzed the institutional form and characteristics, role in the cooperation, and the aspects affecting the cooperation. The study is conducted using qualitative case study approach using snowballing interviews with –Ing Ramto being the first source as one of the first initiators of the cooperation. Analysis indicated a sense of independence of BKAD due to its characteristic as being non structural in conducting its role of coordination, facilitation and evaluation throughout the realization of the cooperation. However, this study found an institutional problem which may potentially constrain its role, namely the presence of structural official inside BKAD. This finding may lead to the moderation of BKAD’s role as the central body in the inter-region cooperation because the presence of structural official tend to reduce its independence.
