Abstract

Although it is a new city, the economic growth of Batu City quite rapidly, especially in the tourism sector. The variety of tourism potential bring tourism sector of Batu City become competitive in provincial even national level. However, along the friction of tour base, there are indication relate of tourist saturation in Batu City. It was shown from decrease in number of tourists in the year 2009-2012 with an average of 13% annually. In addition, the rapid development of tourism in Batu City suspected caused some negative impact on the environment. Therefore, efforts to build the tourism sector in Batu City forward has been duly implementing the concept of sustainable tourism, which one of them is by diversification of tourism products. Diversification of tourism products divided into two, namely destinations and attractions. To diversify destinations Batu City is directed to build the tourist market in corridor Diponegoro and Gajah Mada street around Alun-alun Batu City. Meanwhile, the diversification of tourism products for the natural attractions is directed into the development of alternative tourism with travel packages. In artificial attractions, besides the addition of themed rides, managers can diversify tourist attraction by adding a cultural event such as dances at certain hours. Besides that, diversification of tourism products can be done with the addition and improvement of tourism facilities as well as increased accessibility. It can be directed by a central parking and tour transportation as well as the construction of new access by railway from Abdurrahman Saleh Airport to Batu City passing through Malang City.

Abstract

PDAM water service by only 50 % to 10 % for urban and rural, to accelerate the fulfillment of the need for clean water, need to involve the private sector and communities. This study aims to assess the performance of community-based water services in Tugurejo. Analysis of performance in terms of aspects operational, finance, administration and customer satisfactio. The method of research used is a mixture methods (mixed methods), which combines the methods, techniques of data collection, and quantitative and qualitative data analysis. The results of the performance evaluation study covers aspects operasioanl organizers, finance and administration assessed predicate 'good', and "Developing Capable", means they were able to maintain the consistency and quality of water, capable of generating a profit to run operations, maintain the assets, pay the loan obligations; and managers are able to maintain the sustainability of water services to customers. Performance assessment of the customer, customer satisfaction was assessed by the quality of water services. The value of customer satisfaction index (Customer statisfaction Index) is 78.34 % in the category of "satisfied", meaning that almost all customers satisfied with the service quality attributes of water service providers, although not all of the appropriate customer expectations.

Abstract

Changes in Semarang city is marked by the process of urbanism as an increased need caused widespread land settlements, economic facilities, trade and services as well as network infrastructure. This causes physical changes in the environment and the seizure of the land so that the price of land had become unmanageable. One of the government's efforts to unravel this problem is the structuring of the environment through urban land consolidation program. The program is expected to increase the price of the land, so it will not show the existence of idle land / "idle land" as in other research sites. It is what lies behind the importance of research on the effects of urban land consolidation in Ringintelu, Kalipancur Village - Semarang. The goal is to assess the effect of urban land consolidation on the price of land in Ringintelu, Kalipancur Village - Semarang. Methods this study uses a quantitative approach to factor analysis, multiple regression crosstab and to determine the level of the relationship and influence. The results obtained in this study is the relationship between land consolidation with the price of land in Ringintelu, Kalipancur Village - Semarang. This relationship affects 81.1 to rising land prices by 400% to 900% which are not directly affected by the consolidation program. The influence is said to be directly due to factors such as accessibility and infrastructure development occurs as a result of land consolidation program as well as the influence of other factors.

Abstract

This study is aimed to examinate and anlalyse the governance of poverty countermeasure acceleration in Central Java Province with Semarang City as the case study. The policy of poverty countermeasure acceleration was realized through the Presidential Regulation No. 15/2010, which was followed up with Minister of Internal Affairs Regulation No. 42/2010. This study is a developmental study with qualitative approach by using primary and secondary data. Ressearch findings were interpreted by futuristic approach to describe the future reality that will be constructed. The research results show that: (1) The governance of poverty countermeasure acceleration has not been vertically and horizontally integrated yet; (2) Coordination which will be developed through TKPK formation at the provincial, city/district level has not been realized yet because of procedural conflict; (3) The poverty countermeasure acceleration program has not been oriented yet to production, trading, and investment activities in the free market place; (4) The solution of governance problem is an effective team formation by the Governor oc Central Java Province.

Abstract

In its effort to reduce congestion, Tangerang City Government has installed ATCS in several priority intersections using green wave concept (coordinated green light in priority intersections to reduce delay). The study investigated the change in CO2 emission in relation to the installation of ATCS on Jl. Jend Sudirman road section through traffic performance examination (of delay and travel time). Analysis showed that the installation of ATCS in the study area has improved the traffic performance, indicated by the reduction of average delay as much as 5,633 seconds (23,03%), increase in average speed as much as 1,56 km/hour (5,347%), reduction of average CO2 emission (15,26% at static and 6,208% while moving), therefore saving fuel consumption. In this study, delay has been identified as the variable having the greatest impact in the reduction of CO2 emission. This study argues that as positive results have been observable, the employment of ATCS for priority intersections optimization may be extended.

Abstract

Since 2010 the bussines property development in Semarang City has significant increased. This was shown by skylines likes mall, office complexs and also hotel. On the other side the availability of the land in the city is limit. Owing to that It needs land use optimalization. Oe way is a bussines property with the purpose is to maximalized the land managing so by that the land will got a high cost. The aim of the research was to know the optimalized of land used with used Highest and Best Use Method (HBU) and to get the public opinion related with the developed. The Research method was mixed method (Quantitative and Qualitative) and the locations were Taman Budaya Raden Saleh (TBRS) and Wonderia. The wide of thus areas were 90.000 m2 or 9 Ha. Thus was choosed by Trans Retail Property. The reseason was because the areas were strategic and width lands. On the other hand the attraction that are showed in thus recreations were not attractive. By thus fact it can be say that the land used of the two areas were not yet optimal.By the analized it can be concluded that by the investment approach : the complexs of Taman Budaya Raden Saleh and Wonderia feasible and allow to develop hotel and mall with the high profit. Beside that it also can get benefit of social economic it needs redesain of the city forest used (existing) without any loosing their functions. By that it hopes can get balancing between private public and best and also highest land used in the complexs of Taman Budaya Raden Saleh and Wonderia.

Abstract

Kediri city has a role as a Regional Development Centre for the region around it. The role focuses on the trade in goods and services, industry and education. The impact is an increase in urban activity, including in the transportation sector. The existence of street lights as part of road complementary facilities has an important function in supporting road user safety and improving the city's economy. However, street lighting services in Kediri City do not meet the minimum standards required. So that an increase in street lighting services is absolutely necessary. The limited available resources make it difficult for the Kediri City Government to improve overall street lighting services. Based on these problems, this study aims to determine the priority of improving street lighting services in Kediri City. This research use mix method, namely use the qualitative and quantitative approachment, using the Analytical Hierarchy Process (AHP) and weighted overlay as analytical tools. AHP is used to determine the weight of each variable for priority setting. Weighted overlay analysis is used to determine the priority of road lights improvement by combining the weight variables of AHP results and variable values on each road segment. The AHP produced the highest weight in planning for increasing street lighting was the accident hazard rate (16%) and the number of intersections (12.49%). The final analysis produces four priority levels. The main priorities are on the Kapten Tendean and K.H.Ahmad Dahlan road sections

Abstract

Activity growth in Semarang City has lead to the intensification of land use in the city centers as well as expansion of the built up area at the fringes. However, there are still several pieces of empty local government land asset which have not been utilized and have remained barren. This study aimed to find the optimum form of utilization of such asset by examining 6 pieces of land in Banyumanik District, Semarang City which was categorized as barren land asset by the local government. In actuality, such lands are prone to conflicts in both its ownership and utilization. This study employed qualitative approach in identifying the characteristics of the observed land and quantitative approach in finding the alternatives for utilization of such land asset through AHP analysis. This study found that the optimum form of utilization of empty land asset in high-growth areas are (1) be rented to other parties or (2) be used for plantation and freshwater fisheries, while for lands in low-middle growth areas, the optimum form of re-utilization included (1) utilization for public facilities, and (2) plantation and farming.

Abstract

The transportation’s problem that common in Indonesia is a limitation of road space and intersection that needed to conduct the traffic flow. An accident and degradation of intersection’s performance, it’s caused by the driver’s attitude which have a less concern to the traffic law. This research attempt to observe the driver violation which influences the characteristic of urban’s intersection to find out the phenomenon of traffic’s signal intersection. The strategy to design the intersection in East Bekasi highway for reducing driver violation by using the side friction factor that consists of extending the radius of junction sleeves, constructing lay bay in bus stop, demolition the street vendor, ojek base and public transportation. Also, the geometric intersection factor consists of installation signs, marka reparation, constructing the pedestrian facility, and specific stopping area for motorcycle, then the traffic’s characteristic factor consists of an intensive supervising by policeman, constructing the priority track to turn left on red and installation signs.

Abstract

The lack of information and references about forest fires risk has caused forest fires controlling in Jambi Province could not be done effectively and efficiently. Therefore, a spatial model of forest fires risk based on predictor variables which cause forest fires must be established as one of the alternative innovation in supporting on forest fire controlling. Linear regression analysis on the relation between predictor variables (biophysics and human behavior/anthropogenic) and the occurrences of forest fires in Jambi Province showed significant influence 80.5%, with the form of the equation: Y = 2.380 to 0.02 X1 + 2.45 X2 - 0.67 X3 - 1 , 07 X4 - 0.79 X5 - X6 0,32 - 0,18 1,17 X7 + X8. Analysis of confusion matrix confirmed the accuracy of the model with accuracy rate 80.24% and spatially most areas in Jambi province belongs to the category of high risk of forest fires.
