Abstract

ABSTRAK Kampung tematik merupakan salah satu program untuk menyelesaikan masalah kemiskinan dan permukiman kumuh serta pengembangan potensi kawasan permukiman di Kota Semarang.  Pelaksanaan kegiatan kampung tematik difasilitasi oleh pemerintah dalam bentuk pengembangan sumberdaya manusia, perbaikan sarana dan prasarana, dan perbaikan lingkungan dalam jangka waktu satu tahun. Setelah berakhirnya program kampung tematik keberlanjutan pengelolaan dan pengembangan dilakukan oleh masyarakat secara swakelola. Kampung Jawi merupakan salah satu kampung tematik dengan tema kebudayaan Jawa yang masih berjalan konsisten dan berkembang sebagai kawasan wisata. Potensi wisata budaya di Kampung Jawi berupa kesenian tradisional, kehidupan bermasyarakat, event-event budaya, serta lingkungan bertema jawa. Kampung Jawi yang saat ini berada pada tahap awal perkembangan sebagai kawasan wisata memiliki kendala berupa masih minimnya sarana dan prasarana pendukung wisata, promosi, dan pelayanan. Penelitian ini bertujuan untuk mengidentifikasi kesesuaian permintaan dan penawaran wisata. Dalam mencapai tujuan penelitian digunakan metode kualitatif dan kuantitatif dengan teknik analisis deskriptif. Berdasarkan hasil analisis terdapat kesesuaian. Berdasarkan hasil analisis kesesuaian permintaan dan penawaran wisata didapat adanya kesesuaian antara motif wisata dan atraksi wisata yang ditawarkan, kemudahan dalam mengakses moda transportasi, serta penawaran paket wisata sedangkan  ketidaksesuaian  berupa masih minimnya sarana pendukung kegiatan wisata , promos, dan pelayanani.ABSTRACT Thematic villages are one of the programs to solve the problem of poverty and slums and the development of potential residential areas in the city of Semarang. The implementation of thematic village activities is facilitated by the government in the form of human resource development, improvement of facilities and infrastructure, and environmental improvements within a period of one year. After the end of the thematic village program the sustainability of management and development is carried out by the community in self-management. Kampung Jawi is one of thematic villages with the theme of Javanese culture which still runs consistently and develops as a tourist area. The potential of cultural tourism in Kampung Jawi is in the form of traditional arts, community life, cultural events, and Javanese-themed environments. Kampung Jawi which is currently in the early stages of development as a tourist area has obstacles in the form of still lack of supporting facilities for tourism, promotion and service. This study aims to identify the suitability of demand and travel offers. In achieving the research objectives, qualitative and quantitative methods are used with descriptive analysis techniques. Based on the results of the analysis, there are incompatibilities in demand and tourism offerings in the form of limited resources for the community of Kampung Jawi in developing tourism, lack of funding, lack of tourism support facilities, and limited tourism services by the community in responding to requests from the end.

Abstract

Greening is an important activities that should be carried out conceptually in dealing the environmental crisis. Serengan Village is one of the kampung which is actively supporting the greening program in Surakarta. Community and relevant stakeholders have committed various greening activities efforts to rescue the environment in Serengan. The purpose of this study is to examine how the forms of community involvement in the greening efforts in high density residential areas in Serengan, Surakarta. This research was conducted using quantitative and qualitative approach with case study research strategy. Based on our research, we have knowed that the society has been involved in the planning, providing, maintening, and supervision of the greening activities. Serengan community assessed that the condition of the green space in the village is very minimal at this time. The greening activities was performed by community in various motives, such as: to increase the ecological value, to improve the aesthetic value, to get the economic benefit, and  to support the government programs. The existence of stakeholders consisting of City Government, Local Government, Non-Government Institutions, Private/CSR, and Green Community/Academics have greatly contributed helping the development of greening activities in the study area.

Abstract

Watershed as rainwater catchment are is susceptible with erosion and sedimentaion problems. The calculation of erosion and sediment yield can be calculated with USLE and SDR (Sediment Delivery Ratio) method at each area unit. This research intends to find out the erosion value, distribution and prediction of sediment yield contained in Kreo Hulu Watershed in 2009-2014. Data accumulation methods for the research are observation, documentation, and field measurement. The erosion forecast result in this research obtained based on overlay few maps, that is rain erosivity map, soil erodibility map, length of slope map, management and conservation soil map. This research was construct with using rainfall data from 2009 until 2014. Based on the calculations model of erosion is known that the erosion in the watershed upstream Kreo fluctuation occurring annually. With the result of erosion from 2009 until 2014 are respectively 17.45 tons; 18.78 tons; 17.83 tons; 25.70 tons; 31.62 tons; 26.17 tons. Sediment yield estimates obtained by the relationship between the unit value erosion (based mapping unit), as well as the erosion area of the unit value of Sediment Delivery Ratio in watershed. By calculation of these factors, the value of watershed sediment Kreo Hulu forecast results for 2009-2014 are respectively 2,78 tons, 2.93 tons; 2,78 tons; 4.01 tons; 4.93 tons; 4,08 tons. Spatial distribution of erosion prediction Kreo upstream watershed of very high value erosion is largely rural area/village Gunungpati, Banjarejo, Karangmalang, Lebak and Cepoko. Weight and middle erosion are covering parts of Pasigitan, Branjang, Kalisidi, and Tinjomoyo. Then need to increase conservation of alternative methods land mechanically and vegetative at upstream Kreo watershed.

Abstract

The provision of adequate environmental infrastructure on a settlement can not always be provided by the government because of the limited authority of the local government and the lack of resources and funding are owned by local governments. One of an effort that can be made relating to the maintenance of basic infrastructure and facilities is the involvement of public participation as a group of users who utilize direct the basic infrastructure and facilities. This study is aimed to look at the influence of society characteristics affecting the participation of neighborhood sewer maintenancein the Bandungrejo Village using correlation analysis of crosstab. Analysis of society characteristics and community participation carried out using quantitative methods to search for a number of variables that can be obtained from several reviews of a theory. From that variables then conducted a descriptive analysis of quantitative and analytical weighting. Based on field studies and processing questionnaire the results showed that the level of community participation in village Bandungrejo is still low. The characteristics of age, gender, occupation, income and education affect the participation of neighborhood sewer maintenance. In the case of the Bandungrejo village, variable length of stay has no effect because of economic factors and education dominate people's desire to participate more than other factors.

Abstract

Increased industrial activities in Sadang road – Purwakarta/Subang Boundaries cannot be separated from the increasing accessibility and local government policies related to the location of industrial allotment. On one hand, industrial activities have increased the region's economy, but on the other hand they have caused negative externalities in the form of traffic congestion as a result of the increasing volume of vehicles during peak hours. Socio-economic impacts felt by road users in the event of congestion are clearly visible from the lost benefits and costs incurred. The congestion cost is an addition to travel cost borne by road users due to increasing traffic volume and travel time. This research aims to determine the contributions of the movement of people and goods produced by industrial activities as well as the loss value incurring due to the presence of externalities of industrial activities on the road performance. This study used quantitative method with the analysis of congestion cost as the approach of loss value of road users. The analysis of congestion costs were based on vehicle operating costs (VOC), traffic flow, vehicle speed, travel time value and the amount of queue time.

Abstract

Sebagai upaya untuk melindungi wilayah Resort Wonolelo dari tekanan masyarakat daerah penyangga akan sumber daya alam di kawasan Taman Nasional Gunung Merbabu, dapat dilakukan pemberdayaan masyarakat dengan pengembangan ekowisata. Namun, tantangan dan strategi pemberdayaan masyarakat daerah penyangga melalui ekowisata di Resort Wonolelo belum diketahui, sehingga penelitian ini bertujuan untuk mengetahui tantangan dan strategi pemberdayaan masyarakat melalui ekowisata di Resort Wonolelo berdasarkan persepsi, motivasi, dan preferensi masyarakat. Penelitian dilakukan menggunakan metode kualitatif melalui wawancara dan observasi. Penentuan informan dilakukan secara purposive pada masyarakat di sekitar Resort Wonolelo dengan metode snowballing sebanyak 19 orang. Analisis dilakukan secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa tantangan pemberdayaan masyarakat daerah penyangga melalui ekowisata berupa kurangnya perlindungan sumber daya alam dan payung hukum pengembangan ekowisata; kurangnya kapasitas masyarakat; serta kurangnya koordinasi, peran, dan kemitraan antarinstansi Pemerintah, swasta, dan stakeholder lainnya. Strategi pemberdayaan masyarakat yang dapat dilakukan meliputi: a) perlindungan sumber daya alam dan pengesahan payung hukum pengelolaan ekowisata melalui pemberlakuan kuota pengunjung dan zonning system, pengesahan legalitas jalur pendakian Suwanting, serta penetapan Peraturan Desa hasil penerimaan jasa pengelolaan ekowisata; b) penguatan kapasitas masyarakat melalui pelatihan-pelatihan, pendampingan, studi banding, pemberian bantuan usaha, dukungan pemasaran, dan pembentukan Pokdarwis; serta c) peningkatan kemitraan antarinstansi Pemerintah, swasta, dan stakeholder lainnya terutama dalam penyediaan sarana prasarana, peningkatan kapasitas masyarakat, dan pemasaran.

Abstract

Fisherman community of Kwala Lama District in Serdang Bedagai Regency, North Sumatera has conducted a community based environmental management program known as the PLBM (pengelolaan Lingkungan Berbasis Pemberdayaan Masyarakat), to help restore the coastal environmental damage in the area. The study aims to identify the processes and changes that are taking place within the sustainable environmental management activity. The study employs (1) environmental, social and economic change analysis, (2) community behavior and attitude analysis, and (3) sustainable community construction process analysis. The study concludes that the community participation approach in environmental management implemented in the PLBM program has in fact encouraged many changes which lead to the community’s improvement of social and economic conditions. The study found that the facilitator group selection process conducted by the administration at the preliminary stage has indeed been successfully carried out, enabling the group to carry out the program fairly and accountably, hence developing trust from the community. The program has also developed solidarity thus rendering the community ready to be fully responsible of environmental management and to continue the program.

Abstract

The Sustainable Capacity Building for Decentralization (SCBD) project funded by the Asian Development Bank (ADB) aimed to strengthen the capacity of local governments in Indonesia. Banjarnegara Regency was selected by the ministry of internal affairs for the implementation of the project. The SCBD Project in Banjarnegara consists of five components including framework of capacity building, institutional capacity building, human resources management, human resources development and sustainable financial and budgeting. This project will is held in five years using two funding schemes phases, donor funded the first 3 years (2009‐2011), then continued by the local government of Banjarnegara. During the 2009‐2011period, the project has finished all five components, PMU then conducted evaluation to ensure achievement of the SCBD’s main goal: strengthening local governance for delivering good public services. The expost evaluation method used to evaluate the SCBD Project for short term outcomes found that the project hasn’t directly improved the public services performance even having completed all five components of the project. Most people in Banjarnegara Regency felt no significant improvement of public services provided by the government. The ineffectiveness of public services can be understood, because not all of the components of the SCBD project had been thoroughly implemented at local government level. Moreover, many activities of the project tend to overlap implying lack of coordination among the project implementation units.

Abstract

Sektor perkembanagan perumahan di Kota Surakarta mengalami perkembangan yang sangat pesat. Pertumbuhan penduduk baik alami maupun migrasi yang pesat membuat kebutuhan akan lahan di perkotaan semakin menjadi tantangan serius. Seperti halnya Kota Surakarta dengan lokasi strategis yaitu ditengah – tengah Pulau Jawa dan menjadi pusat kota dari daerah di sekitarnya menjadikan pertumbuhan Kota Surakarta menjadi pesat . tujuan dari penelitian ini adalah menidentifikasi pola sebaran perumahan untuk melihat kebutuhan sarana prasarana dan utilitas di Kota Surakarta. Studi ini menggunakan metode kuantitatif untuk menggambarkan perkembangan pertumbuhan perumahan terkait pola sebaran di Kota Surakarta. Mengadopsi analisa tetangga terdekat (nearest neighborhood)  untuk mengetahui pola sebaran perumahan. Hal ini karena segudang permasalahan di berbagai aspek yang perlu di benahi bersama mulai dari pemerintah sampai masyarakat.

Abstract

Pekalongan City is one of the city in Indonesia who got the trust from the Ministry of People Housing to fulfill the needs of the livable housing for low incomes people through Rumah Inti Tumbuh (RIT). To enable low-income people access the formal housing, Pekalongan Government partnered with local institutions and low-income people itself. The purpose of this research is to examine the partnership system between local governments, local institution, and the community in fulfilling the needs of the livable housing for low incomes people which occurred in Pekalongan City. This research used the qualitative approach with in-depth interviews, observation method, field, and documents study. Analytical techniques used was qualitative descriptive). The research results obtained that the houses fulfillment mechanism system in the Pekalongan City cannot be released from the aspect of the provision of land and public facilities, low income communities selection of administration and finance, development stage by developing cooperative role as a developer of housing, and financing by utilizing Credit development/self help home improvement micro subsidized from the Ministry of People Housing. As for the pattern of the partnership the partnership model form composed mutualisme when juxtaposed with the partnership of the theory of Sulistiyani (2004: 131).
