Abstract

A well preserved heritage site may provide an identity to a city, distinguishing it from the others, however, its preservation efforts often face difficulties because they collide with other activities aimed at economic growth. RINDAM IV/Diponegoro area in Magelang City, Central Java is an example of such circumstance. The area is basically an active defense headquarters and military academy located in a city with a long national military history. The study examines the participation of stakeholders namely the Indonesian ARMY (TNI-AD) and Magelang City government in the conservation of RINDAM IV/Diponegoro area in Magelang, through quantitative approach using frequency distribution analysis. Analysis indicated a large amount of support from stakeholders, concerning the conservation of RINDAM IV/Diponegoro area as a heritage site by implementing eight asset management efforts. Each stakeholder provides contribution varying  according to its authority and capacity. The study found indications of well established coordination between the ARMY and the City Government. However, a better synergy involving the ARMY, City Government, managers and users of the heritage site, analysts and the community is needed to support conservation efforts which is sustainable and can benefit the future generations.

Abstract

Housing is a right for everyone, especially low-income people and civil servants. However, based on The Ministry of Public Housing, 30.8 % of the total numbers of civil servants in Indonesia did’t have a home. They just a ride and rent a house. To overcome these problems, the government has cooperated with stakeholders to provide cheap, subsidized housing and made the subsidy policies to low-income people and  civil servants. However, based on fact, 16 % of civil servants class I and II, Diponegoro University haven’t own a home and 64 % of them living in informal housing. Why?

Abstract

Program konservasi cagar budaya melalui mekanisme pemberian insentif (subsidi) telah dilakukan pada permukiman eks buruh tambang batubara di Kawasan Kota Lama Sawahlunto (2007 – 2012).  Pendekatan evaluasi–studi kasus (kualitatif) dilakukan untuk menggambarkan tahapan program pemugaran fasad serta faktor-faktor yang mempengaruhinya, kemudian dilakukan penilaian terhadap kriteria relevansi, efektifitas, efisiensi, dan keberlanjutan.  Berdasarkan evaluasi ditemukan adanya ketidaksesuaian (mismatch) antara kondisi yang direncanakan dengan kebutuhan warga penerima subsidi, serta unsur keterpaksaan dalam pertisipasi masyarakat. Selain itu juga ditemukan kelemahan dalam manajemen kegiatan dan terbatasnya sumberdaya yang tersedia. Sehingga dalam pelaksanaannya terjadi penyimpangan partisipasi yang disebabkan oleh rendahnya komitmen dan motivasi masyarakat. Melalui pemberian subsidi dan pemberdayaan masyarakat memang diperoleh efisiensi yang tinggi, namun menjadi kurang efektif selama masih ada resistensi akibat belum terakomodasinya kebutuhan sesungguhnya dari masyarakat. Dan pada akhirnya hasil (output-outcome) yang diharapkan belum tercapai sepenuhnya, dan program tidak berlanjut sebagaimana diharapkan.

Abstract

Surakarta has a concept of “Eco Cultural City” which has been realized by performing efforts to increase the quality and quantity of green open space, especially in high density residential. Development of a green open space in high-density residentials are an interesting phenomenon to study with raised a research questions: how does the development concept of green open space in high density residential? Purpose of this study is to develop the development concept of green open space in high density settlements. The objects of this research are assessing the characteristics in high density residential, examines the characteristics of  green open space in  high- density residential, analyze green open space typology in high density residential, and analyzes development concept of green open space in high density residential through the “human settlement” concept. This research was conducted using a quantitative approach. The development concept of green open space, in the concept of “human settlement”, geared towards the function development of green open space in achieving “nature” and “society” elements on each green open space typology formed. One form of the development concept of green space is done by optimizing land through planting medium pots of plants.

Abstract

Penyangkringan villages became one village into the Center for Environmental Activities (PKL) to the service center functions as a center of trade and services in accordance with the Spatial Kendal Year 2011-2031. The village where Penyangkringan have potential cash asset village that has not been optimally and can not accommodate these activities so that the village government plans to build a village market. But with a limited budget, cooperation with the private sector to be the solution to overcome it. Authorities village rural market development cooperation with built-operate-transfer (BGS) with a contract term of 10 years. Therefore we need a study evaluating the implementation of the cooperation that focus on the financial feasibility and economic aspects. The purpose of this study was to evaluate the implementation of village government and private partnership in the development of rural markets in financial aspects and economic aspects. Financial and economic aspects views of four criteria: Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Pay Back Period (PBP). The results showed that the financial results obtained Rp. 193.610.176 (NPV), 13,5 % (IRR), 1,035 (BCR), and 4 Years, 3 Months (PBP), while economically the results obtained Rp. 143.437.317 (NPV), 11,6 % (IRR), 1,01 (BCR) and 4 Years, 4 Months (PBP)

Abstract

Pertumbuhan populasi penduduk di Kabupaten Mempawah berimplikasi pada meningkatnya kebutuhan air bersih. Perusahaan Daerah Air Minum (PDAM) merupakan badan usaha yang diberi kewenangan oleh pemerintah daerah kabupaten mempawah dalam memberi pelayanan penyediaan air bersih. sejauh ini kinerja pelayanan PDAM Kabupaten Mempawah belum optimal, ini dapat dilihat dari beberapa permasalahan antara lain, Cakupan pelayanan pada tahun 2016 masih sangat rendah yakni sebesar 9,55% dari jumlah penduduk yang ada, kualitas dan kontinuitas air yang buruk serta masih terdapat keluhan salah satunya terkait peneraan meter air. Tujuan dari penelitian ini adalah untuk mengetahui kinerja pelayanan PDAM Mempawah dan faktor-faktor yang mempengaruhi kinerja pelayanan berdasarkan kepuasan pelanggan. Penelitian ini menggunakan pendekatan kuantitatif, teknik analisis dilakukan dengan skoring dan analisis faktor, sedangkan Teknik pengumpulan data yang digunakan adalah stratified proportionate random sampling dengan jumlah sampel sebanyak 370 responden. Dalam menentukan tingkat kinerja pelayanan akan digunakan beberapa kriteria antara lain, tingkat Kinerja sangat rendah (I < 3,33); kinerja rendah (3,33 ≤ I < 3,65); kinerja sedang (3,65 ≤ I < 3,97); dan kinerja tinggi (I ≥ 3,97). Berdasarkan kriteria ini dapat disimpulkan bahwa tingkat kinerja pelayanan PDAM Kabupaten Mempawah berdasarkan kepuasan pelanggan masuk dalam kategori tingkat kinerja sedang dengan skor 3,65. Kemudian berdasarkan analisis faktor teridentifikasi bahwa faktor Sikap dan kemampuan Komunikasi petugas serta Ketepatan Waktu Penyelenggaraan pelayanan merupakan faktor utama yang mempengaruhi kepuasan pelanggan dengan prosentase nilai pengaruh sebesar 40,12 %.

Abstract

The development of Sentani city post defined as district capital of Jayapura has privilege or growth rapidly. Implication as a new city as result transfer district capital from Jayapura city is on increase land need.. Land supplying to support development activity with acredibity is constreuned by tradition land tenure for Sentani city, tradition land is customary rights from three villages, than is Sereh, Yobeh and Ifar Besar village. Based on this background, so issue land supplying is on how tradition institution role in land supplying to development in Sentani city. By using description-qualitative method with land use distribution activity analysis, customaty rights analysis, comparasion procedure and tradition land release process between tradition people perspective and positive law and also tradition institution involvement analysis, obtained findings that tradition institution role still limited role, not opmimal. Not optimal tradition institution as a reslt of coordination effectiveness, integration, synchronization,  simplification , mechanism (KISSME) has not been adequate, tradition institutional have not been up duties and responsibilities as protector, protective, attendant, antor, supreme leader of existing norms.

Abstract

Kabupaten Belu merupakan salah satu kabupaten di Provinsi NTT yang berbatasan darat langsung dengan Negara RDTL sepanjang 126 KM dan terdapat 2 pintu resmi sebagai pintu gerbang di perbatasan RI-RDTL yaitu Motaain dan Turiskain. Terbukanya akses PLBN secara formal dan pengembangan PLBN Motaain yang didukung dengan konektivitas dan aksesbilitas yang semakin baik ke kawasan perbatasan berdampak terhadap meningkatnya kegiatan perdagangan di sekitar kawasan tersebut. Dengan melihat kondisi ini, perlu dilakukan penelitian untuk mengkaji dampak pengembangan PLBN Motaain ini terhadap kegiatan perdagangan. Pendekatan penelitian ini menggunakan metode kualitatif yang bersifat nonnumerik atau data tidak dalam bentuk angka. Adapun sifat yang digunakan dalam metode ini berupa deskriptif dan merupakan uraian-uraian yang menjelaskan keadaan dilapangan. Model penelitian yang dipilih adalah studi kasus dengan bentuk intrinsic yang bertujuan untuk memahami secara lebih baik dan mendalam tentang suatu kasus tertentu. Hasil kajian dari kondisi perdagangan di kawasan perbatasan Motaain sebelum dan sesudah serta dampak pengembangan PLBN Motaain terhadap kegiatan perdagangan, disimpulkan bahwa terjadi perubahan pada kegiatan perdagangan di kawasan perbatasan Motaain yang berkaitan dengan pelaku perdagangan, alur perdagangan, jenis dan jumlah fasilitas perdagangan yang berdampak juga pada biaya perdagangan, intensitas kegiatan perdagangan, pendapatan perkapita dan berdampak pada pertumbuhan ekonomi dalam skala mikro, mezo dan makro.

Abstract

Urban tourism in South-East Asia has been increasing significantly; the number of visitors rose from 36,1 million in the year 2000 to 69,6 million in 2010. In general, tourism contributes 4,6% of Asean’s income, hence it is included in its development strategy. The study is based on the phenomenon that modernization tends to shift tourism activities in Bandung City, West Java from cultural-historical tourism towards more shopping-culinary activities which are basically consumption; an evolution on urban tourism. The study examines how the shift has affected the development of various new tourist attractions, the pattern of their development and the affecting factors using qualitative-rationalistic method through in-depth interviews. The study found that many facilities, which before had only served as supporting services for tourism, such as restaurants, shopping malls and entertainment services have indeed shifted to become the main attraction of tourism in Bandung City.

Abstract

The development of a city is always influenced by the activities of the community which required land for the activities to take place. Limited land availability demanded a sound control mechanism to ensure the sustainability of the economic growth. The general society has not yet fully understood Building Permit (Izin Mendirikan Bangunan ‐ IMB) as the instrument of control of spatial use, resulting in mismatches between the actual building and the one proposed in the IMB. This research aimed to find the factors driving the mismatches in the IMB implementation within the local Makale community’s understanding to concept of IMB. The study employed quantitative descriptive methods using frequency distribution tables and factor analysis. Factor analysis showed how lack of understanding and awareness in the concept of IMB, together with poor policy and execution by the local government have prevented the fully implementation. Some of the violations found included total building area, building function, Basic Structural Coefficient (Koefisien Dasar Bangunan ‐ KDB), Building Line (Garis Sempadan Bangunan ‐ GSB), and River Line (Garis Sempadan Sungai ‐ GSS). The study concluded the need for IMB awareness promotion through socialization along with the technical procedures, enhancement of IMB monitoring and evaluation processes, finalization of IMB as regional regulation, and enforcement.
