Abstract

The existence of Segara Anakan Lagoon increasingly getting worse. The amount of sedimentation rate makes the lagoon has height sediment. In addition the environmental degradation that happen caused by community activity, this can make worsening the situation.  This study aims to assess the resilience capacity index of lagoon community in Kampung Laut Sub-district towards the decline of lagoon area. The variables used in this study are economic, human, social, physical and ecological. The five variables have indicators that can represent the resilience if lagoon community in Kampung Laut sub-district.  Based on the results of the analysis conducted, it can be seen that the resilience index of the Kampung Laut community is in the medium category with a index of 0.52. However, if this assess more deeply, the resilience of Kampung Laut community might occur because the external factor more dominating than internal factors. This situation makes the Kampung Laut community resilience pretending to have enough resistance than the real condition. Behind this condition, it makes the community dependent on assistance from external parties, so the Kampung Laut community resilience gained not because they are empowered but there are other factors that influence it.

Abstract

Development Salatiga quite rapidly both in terms of population growth, level of activity level and urban physical development requires the availability of adequate transportation infrastructure. To anticipate the problems that may arise and to develop the suburban areas built Ring Road Salatiga (JLS). This study aims to analyze the factors that affect the land price and land use around JLS as well as its association with the development of the city. The selection of study variables using rank analysis, Relative Rank Index (RRI) and the factors that influence was analyzed by spearmans correlation. The results obtained show that the price of land around JLS ranged between Rp 200.000,00 – Rp 2.000.000,00 per meter too far above NJOP price that ranges between Rp 20.000,00 – Rp 537.000,00 each meter. Land Use arround of JLS dominated by trade in services (56.52%) and the trend of land conversion that happens is to trade in services (79.82%). Changes in land use is influenced by two factors namely accessibility and land prices. The existence of JLS directly provide space for the development of new growth suburbs Salatiga and increase physical development of the city in the form of land up 10.8 ha in the period 2010-2012 year.

Abstract

Pahlawan streets and Pemuda streets has recently experienced significant improvements in improving the quality of public space in particular pedestrian ways. Significant improvements were addressed by the government of Semarang that all segments of society could use it more comfortable and safe, but  in  reality  both pedestrian  ways in  the  two corridors  is  still  rarely  seen  used by  people  with disabilities. Referring to the problems it is the thought that research is needed to evaluate the use of pedestrian ways on Pahlawan streets and Pemuda streets for people with disabilities. The purpose of this study was to evaluate the use of pedestrian ways for people with disabilities as well as obtain the factors that cause minimal numbers people with disabilities who access the pedestrian ways. Research targets are to be achieved by identifying the feasibility s tudy of literature and the public perception of disability. The research method uses deductive research methods with qualitative descriptive analysis techniques. This technique is done by commenting on  the feasibility of the elements contained in the pedestrian ways based on the literature and the public perception of disability. Based on a literature review that refers to problems in the field of research obtained variables which are divided into two focus the observation were variables pedestrian ways and variables public perception disabilities. For  people  with disabilities who selected were the physically disabled, visually impaired, hearing impaiired and ederly with perception measurement include comfort, convenience, safety, achievement, usability, sensitivity and independence. Based on the results of the analysis it is known that both the pedestrian ways on Pahlawan streets and Pemuda streets can not be said to be feasible for handicapped due to the lack of quality of both the pedestrian ways. It is also known that there are external and internal factors that dominate cause the minimum  number  of  people  with  disabilities  ranging  from  pedestrian  ways  conditions,  their  own motivation or desire, age and availability of transportation. Under these conditions, the improvements in both the pedestrian ways is necessary to improve the quality of its use for people with disabilities.

Abstract

The development of a peri-urban zone, which appears as a transitional zone from rural to urban characteristics urged by the external development of an urban region, is in fact able to contribute different characteristics among parts of the region, especially on its physical and socio-economic aspects, is like in Kartasura Subdistrict. Kartasura Subdistrict, that shows both of urban development characteristics influenced by Surakarta City and rural existency affected by its rural areas, actually has a greatly land-changing history between 1997–2002 where the changes only started at a few spots. Therefore, it is believed that there is a  zone transformation process that happens periodically and has changed the condition and pattern of transformation rate. Based on the research, it has shown that during the transformation processes between 2002 and 2012, the Peri-Urban Zones of Kartasura Subdistrict have been developing into urban zones, shown by the activity displacement from agriculture to non-agriculture and peoples activities on social and economic sectors, also this research has shown that Kartasura had the uneven spread of transformation rates.

Abstract

Rubber plantation is one of superior commodity and main-livelihood in community of Sijunjung regency. Rubber product that is managed by community currently is in the form of rubber-slab without further processing because of industrial-processing unavailability in Sijunjung regency. Therefore, it causing long list of market-chain and price that is obtained by farmer become 50-55% of factory-price. The purpose of this research is to determine the location of SME rubber-processing industry in Sijunjung regency. Research methodology implemented here was descriptive-quantitative with scoring and weighted overlay techniques. Analysis was conducted by consideration of conformity variable of SME rubber-processing industry area, accessibility, supporting-facility, value of land, transportation expense, and Urban Planningpolicies in Sijunjung regency. Research finding shows that there are seven districts and 31 villages (Nagari) considered to be compatible for SME rubber-processing industry location. However, the most recommended district from these seven districts that are Kamang Baru in particularly Nagari (village) Takung and Sungai Lansek, because these villages have permission from local government to develop agro-industry and produce majority of rubber-product in Sijunjung regency, and also passing by primary road, electricity and fresh water source.

Abstract

The existence of the town can not be separated from its identity, that all the city has a different identity, both positive and negative. The identity of a city is unique conditions and characteristics that distinguish it from other cities. Kota Tua Tebo has an identity with the history of its existence, but because of the policy direction of the development of the City Tebo, the region began to change the identity of the city that are currently physically known only as the old market area and non-physical only a region that is not known as Tebo city beginning. The approach used in this study is a quantitative deductive rationalistic by using descriptive analysis of empirical and statistical factor analysis. Factors affecting the change of identity of the city in the Old Town area Tebo Tebo dtemukan 2 (two) factors, namely physical (organization of space) and non-physical factors (activity and policy space), and 10 (ten) identity factor town. Recommendation is to pay attention and consider each development policy based on the condition of attachment, attention to the development of the city in the future and visual character of the area.

Abstract

Development activities demand land use and spatial planning which are supported by a geographically based physical and socio-economic information system. The availability of fast, accurate and current data has been a fundamental challenge in regional planning. Currently, data needed for urban and regional development planning has not been fully available at the basic data providing institution. Discrepancy of definitions between the data provider and user (the regional planners) are not uncommon. One solution is to establish a specific spatial information system containing the data needed by the planners. The study aims to develop a model of social-economic information system to support regional planning activity at the provincial level. The system contains demographic and economic data and information, which will be used in the regional planning process by using Arcview software. The sistem should assist regional planners by providing fast information in the spatial dimension. The study concluded that the now established system has given simplicity in work with added aesthetical value. The system helps both spatial and numerical analysis by integrating both data system, allowing policy makers and development actors to easily make a decision based on spatial dimension.

Abstract

Port infrastructure in the transport system is a valuable asset for the national economy in order to face the globalization of free trade. Problems of provision of port infrastructure constraints in general is a factor financing. One of the government's efforts to overcome the problems in the provision of infrastructure financing is through the Public Private Partnership (PPP). This research was conducted in order to determine the opportunities and constraints of PPP implementation in the provision of port infrastructure by Master Plan Tanjung Emas Semarang. This study used a qualitative approach with a qualitative descriptive analysis techniques conducted on the characteristics of the PPP, the perception of government and stakeholders, as well as regulatory and institutional policies related to the implementation of the PPP. From this research it is known that in the construction and development of the port of Tanjung Emas does not currently use the PPP scheme because of the ownership status of Tanjung Emas port assets that are still in data collection, and a lack of understanding of the parties implementing the PPP. But the chances of implementing a PPP scheme is still possible in the area of ownership of assets remain below the government.

Abstract

As the capital of the province of East Kalimantan, Samarinda City developments has a rapid progress from year to year. Samarinda City Development has a tendency oriented towards infrastructure development without regard to the existence of the quality of the existing environment. Imbalance of development in Samarinda city is to start decreasing the water catchment area, so its make increasing intensity of flood in the Samarinda City. The purpose of this study was to analyze the impact of changes in land use in the Samarinda city on the ability of the water catchment area. This research method using descriptive approach, the data collection system of primary and secondary. Intensity flood in the Samarinda city  is increasing from year to year, this condition happened as a problem that always occurs during the rainy season. Current development trends, always take an area that should be an infiltration  area for Samarinda City. Culture and inadequate infrastructure conditions such as lack of system of drainage and polder, was another factor causing the high intensity of flood  in Samarinda City. Therefore, the relevant regulations development guidelines for Samarinda  City must consider all aspects of planning, in this case especially the important of a balance of cultivated land and protected areas or zones.Keywords: Changes in land use; intensity of puddles; Samarinda

Abstract

Surakarta City Government has been designing its transportation system towards green transportation as a part of the eco city concept developed for the city in 2010. This study conducted evaluation on Surakarta City’s transportation system in its efforts to realize sustainable transportation in the city. This study employed quantitative approach through 3 analyses, comprising: (1) transportation system analysis regarding the system of activity, movement and network, (2) sustainable transportation analysis regarding transportation economic, social and environmental impacts, and (3) green transportation analysis regarding policy, mode choice and concept implementation. System evaluation analysis showed that the implementation of green transportation concept to realize sustainable transportation has been ‘quite successful’. Sustainable transportation analysis showed that the concept implementation has been ‘quite good’ and representative towards green transportation. However, the realization of green transportation is not to be recognized as ‘good’ due to many drawbacks in many aspects. This study found a need for an official document which explains, directs and regulates the implementation of green transportation concepts in Surakarta City.
