Abstract

This article is concerned with the Cham diaspora in Malaysia, who maintain transnational ties to their home land of “Kampong Cham” in Cambodia. With the process of movement and resettlement, this community confronted real challenges and had to develop new ways of life in a new milieu. From traditional forms of farming and fishing, which had been their main sources of economic support in Cambodia, these people transformed their main traditional activities to develop commercially-oriented economic activities in their new settlement.This paper aimed to answer two questions, first, how migrants use patron client relationships to survive and pursue their life in Malaysia. Second, how Cham diaspora in Malaysia who take the role of ethnic entrepreneur or patron help other migrants to negotiate transnational space and therefore facilitate transnationalism. This ethnic network plays an important role in their ethnic businesses and economic survival strategy, both for the previous migrant and new comer migrants. This paper contributes to a contemporary issue of Cham diaspora in Malaysia, one of ethnic minority in Cambodia and their strategy to face globalization by establishing transnational networking.  Keywords: Diaspora, Cham, transnational migration, entrepreneurship, ethnic network, Malaysia AbstrakArtikel ini berkaitan dengan diaspora Cham di Malaysia, yang mempertahankan hubungan transnasional dengan tanah asal mereka "Kampong Cham" di Kamboja. Dengan proses perpindahan dan pemukiman kembali, komunitas ini menghadapi tantangan nyata dan harus mengembangkan cara hidup baru di lingkungan baru. Dari bentuk tradisional pertanian dan perikanan, yang merupakan sumber utama dukungan ekonomi mereka di Kamboja, orang-orang ini mengubah kegiatan tradisional utama mereka untuk mengembangkan kegiatan ekonomi berorientasi komersial di pemukiman baru mereka. Makalah ini bertujuan untuk menjawab dua pertanyaan, pertama, bagaimana migran menggunakan hubungan klien patron untuk bertahan dan mengejar kehidupan mereka di Malaysia. Kedua, bagaimana Cham diaspora di Malaysia yang mengambil peran pengusaha etnis atau pelindung membantu migran lainnya untuk menegosiasikan ruang transnasional dan karena itu memfasilitasi transnasionalisme. Jaringan etnik ini memegang peranan penting dalam bisnis etnik dan strategi bertahan hidup ekonomi mereka, baik bagi pendatang migran migran sebelumnya maupun pendatang baru. Makalah ini berkontribusi pada isu kontemporer Cham diaspora di Malaysia, salah satu etnis minoritas di Kamboja dan strategi mereka untuk menghadapi globalisasi dengan membangun jaringan transnasional. Kata kunci: Diaspora, Cham, migrasi transnasional, kewirausahaan, jaringan etnik, Malaysia

Abstract

This paper examine the existence of separatism in Southeast Asia, specifically, the interactions between state approaches in dealing with nationalist movements. The question is on how the identity of the Pattani Southern Thailand, Acehnese in Indonesia and Moro in the Philippines created and how state approaches contend with the movements. The aims of this paper are explaining these movements identity creation through historical experiences over centuries, and state approaches challenge the movements. The result shows that Moros and Acehnese identity formed through their conflicting historical journeys with kolonialists. However, Pattani identity constructed through history of Buddist rulers that also full of conflicts with Thai Muslim society. The values that referred on these three communities basically are ethno-nationalist shared with Islamic values. These communities are facing state repressions through military and bureaucracy policies, which only meet dead ends by the existence of conflicts. Pattani movement oppressed by Budhist Thailand acted discriminatively on Muslim community because of politics of differences of ethno-religion. The Thai rulers label Pattani as Islamic terrorist group. Likewise, the Philippines governerment fuels conflicts by demonizing Moros as same as Abu Sayyaf terrorist group. The Indonesian government did on the other side of the coin, which is not to demonize Acehnese as terrorist group when they have chance to did so and even after tsunami in 2004, they manage Helsinki agreement in 2005. It suggested that these three governments use multicultural nation approaches in dealing with the movements, which accommodate pluralist and multicultural identities on a more equal position.

Abstract

The phenomenon of gender gap in Japan has brought many impacts of change in Japan from the declining birth rate and including the emergence of non-profit organizations (NPO) action groups namely "Fathering Japan"(Ikumen) founded by Tatsuya Ando in 2006, which tried to present as a form of resistance ideology from the myth of "Gender Stereotypes" hegemony in Japan.Ando established the NPOto encourage present and future fathers to play a more active role in child-rearing.“The priority of traditional Japanese fathers is work ... they don't know what to do even when they come home early," said Tetsuya Ando. Thus, it is important to study this social and cultural phenomenon to understand the whole structure of Japanese non-traditional security problem that can be seen through the “Fathering Japan” as a new discourse. By using the discourse alternative approach to analyze the role of the social movement of "Fathering Japan" (Ikumen) as the resistance ideology from Japan cultural mythology, the study was conducted by using qualitative methods through the Discourse Analysis by Ernesto and Chantal Mouffe.Keywords: Fathering Japan, discourse, Non Profit Organization, gender gap, JapanAbstrakFenomena kesenjangan gender di Jepang telah membawa banyak dampak perubahan di Jepang dari tingkat kelahiran yang menurun dan termasuk munculnya  Organisasi Non Profit  (NPO) yaitu "Fathering Japan" (Ikumen) yang didirikan oleh Tatsuya Ando pada 2006, yang mencoba menyajikan bentuk ideologi perlawanan dari mitos hegemoni "Gender Stereotypes" di Jepang. Ando mendirikan NPO untuk mendorong ayah hadir di masa depan untuk memainkan peran yang lebih aktif dalam membesarkan anak. "Prioritas ayah tradisional Jepang adalah pekerjaan ... mereka tidak tahu apa yang harus dilakukan bahkan ketika mereka pulang lebih awal," kata Tetsuya Ando.Dengan demikian, penting untuk mempelajari fenomena sosial dan budaya ini untuk memahami keseluruhan struktur masalah keamanan non-tradisional Jepang yang dapat dilihat melalui "Fathering Japan" sebagai diskursus baru. Dengan menggunakan pendekatan diskursus alternatif  untuk menganalisis peran gerakan sosial "Fathering Japan" (Ikumen) sebagai ideologi perlawanan dari mitologi budaya Jepang, penelitian ini dilakukan dengan menggunakan metode kualitatif melalui Analisis Wacana oleh Ernesto dan Chantal Mouffe .Kata kunci: fathering Jepang, diskursus, NPO, ketimpangan gender, Jepang

Abstract

In the Chinese tradition that is influenced by the Confusianism, women are seen to have lower positions than men. In such a social system, the One-Child policy initiated by Deng Xiaoping since 1979 as a program to control the population, underpin the inferiority perception upon Chinese women. This article aims analyze the effects of the China’s One Child Policy towards Chinese women’s lives. It is important to understand how Chinese Women live after their lives have been affected by this Policy, in a good or a bad way. The results show that One Child Policy has negative impacts on Chinese women’s lives. It does not only lead to discrimination views againts women, but also indirectly violate a Chinese woman’s social, cultural and economic rights. Criminal cases overshadow the Chinese women, ranging from torture, neglect of children, abortion, illegal adoption, human trafficking, kidnapping, and even prostitution. On the other hand, all criminal cases makes women become “rare “ and “special” objects in China. Ironically, the scarcity of women in China actually cause the higher bargaining power of women. Now in their lives, Chinese women can go to school, work, choosing a spouse, or even file for divorce. Women’s social status in Chinese society has increased now. It means that women also obtain the positive impact of One-Child Policy.Keywords: women, confucianism, the one child policyAbstrakDalam tradisi Tiongkok yang dipengaruhi oleh Konfusianisme, perempuan selalu memiliki posisi lebih rendah daripada laki-laki. Dalam sistem sosial seperti ini, Kebijakan Satu Anak yang diperkenalkan oleh Deng Xiaoping sejak 1979 sebagai program untuk mengontrol populasi, turut mendukung inferioritas wanita Tiongkok. Artikel ini mencoba menganalisis efek Kebijakan Satu Anak di Tiongkok kepada kehidupan perempuan. Sangat penting untuk memahami bagaimana perempuan Tiongkok menjalani hidupnya pascakehidupannya telah dipengaruhi oleh kebijakan ini, dengan cara yang baik maupun yang buruk. Artikel ini berkesimpulan bahwa Kebijakan Satu Anak memiliki dampak negatif dalam kehidupan perempuan. Kebijakan ini tidak hanya menyebabkan pandangan diskriminatif terhadap perempuan, namun juga secara tidak langsung melanggar hak asasi dalam kehidupan sosial, kultural, dan ekonomi perempuan Tiongkok. Kasus kriminal pun membayangi perempuan Tiongkok, mulai dari penyiksaan, pengabaian anak perempuan, aborsi, adopsi ilegal, penjualan manusia, penculikan, bahkan prostitusi.Di lain pihak, semua kasus kriminal ini telah membuat perempuan menjadi objek yang “langka” dan “spesial” di Tiongkok. Ironisnya, kelangkaan perempuan di Tiongkok menyebabkan nilai tawar perempuan menjadi lebih tinggi. Sekarang, dalam kehidupan mereka, perempuan Cina bisa pergi ke sekolah, bekerja, memilih pasangan hidup, bahkan menuntut cerai. Status sosial perempuan dalam masyarakat Tiongkok pun sudah meningkat sekarang. Ini berarti, perempuan Tiongkok juga telah mendapatkan efek positif dari Kebijakan Satu Anak.Kata kunci: perempuan, konfusianisme, kebijakan satu anak

Abstract

Perjalanan integrasi Eropa dan proses politik di Uni Eropa telah dibentuk dan dipengaruhi oleh faktor-faktor yang dinamis. Artikel ini secara inti berfokus pada faktor-faktor yang saling terkait serta ketergantungan komplek yang membentuk proses Integrasi Eropa. Di saat yang sama, artikel ini dimaksudkan pula untuk menganalisa sifat dari proses pengambilan kebijakan pada area yang terkait dengan hubungan eksternal Uni Eropa yang merupakan salah satu aspek dari sekian luas kebijakan Uni Eropa. Dengan kata lain, tulisan ini ingin menjelaskan sebuah pengertian yang mendalam mengenai keadaan atau situasi yang saling mempengaruhi dan interaksi yang komplek antara integrasi Eropa dan proses pengambilan kebijakan dan politik. Untuk memahami ini dibutuhkan analisa dan perspektif yang multidisiplin dan studi kasus yang spesifik, dari pada menggunakan sudut pandang dan analisa yang relatif sempit. Langkah ini dirasa sejalan ketika memahami Uni Eropa yang merupakan entitas yang memiliki kekhasan tersendiri.

Abstract

Sektor finansial merupakan sektor kerjasama yang paling intensif di dalam ASEAN+3. Penandatangan Chiang Mai Initiative (CMI) pada Mei 2000 dan kemudian diperluas melalui Chiang Mai Initiative multilateralization (CMIM) atau Common Fund Agreement pada bulan Mei 2009, menandakan sebuah babak baru dalam relasi antara negara-negara tersebut dan juga dalam perdebatan akademik mengenai multilateralisme dan regionalisme di wilayah Asia Timur. Makalah ini menganalisis CMI dalam konteks multilateralisme, bukan dengan cara membandingkan dengan Uni Eropa misalnya, akan tetapi dari segi prinsip-prinsip multilateralisme itu sendiri sebagaimana diformulasikan oleh John Gerard Ruggie.Kata kunci : Chiang Mai initiative, multilateralisme, regionalisme, ASEAN +3

Abstract

The China’s New Silk Road Policy is one of foreign policies from a middle power” country with its rising on economic and military power that in the future could challenge international order dominated by the US. The China’s New Silk Road Policy which consist of two aspects of land (new Silk Road Economic Belt) and maritime (21st Century Maritime Silk Road) is a combination of geopolitics and geoeconomic power to connect Eurasia region with China as the center. This article analyses internal and external factors that drive the China’s government to conduct the policy. Moreover, this article analyses the implementation of the China’s New Silk Road policy and its implications to American hegemony in the world. This article uses concepts such as geopolitic, geoeconomy, foreign policy, and hegemonic stability theory to answer the questions.Keywords: New Silk Road, China, United States of America, foreign policy

Abstract

Several large demonstrations have taken place all over the world in recent years, especially arab spring is a revolutionary wave of protests, and wars occurring in the middle east that. Therefore, this paper try to elaborate the prospect of regionalism in Middle-east after Arab Spring occured. Some academician believed that the dramatical transtition of political regime in middle east can be enable a more deeper integration of arab league than before. But along to the history, the integration of Arab league always restraint because of the absence of collective identity. Indeed, one of the most impotant thing to determine regionalism is collective identity. Collective identity cant be easily constructed when the member still have a misperception among the others. On the other hand, the transformation of global economics push the appearance of south south cooperation. This condition could be push a economic cooperation among arab league members as a first step in institutionalization process.Keyword: Collective Identity, Arab league, Arab Spring, Regionalism, and South-South Cooperation.

Abstract

This paper seeks to interpret and evaluate President Yudhoyonos diplomatic approach towards Malaysia regarding the captured of three Indonesian officials in 2010 by Malaysian Maritime Police. It is interesting since violation of state sovereignty had triggered mass protest in Indonesia, the executive ignored the public demand. Rather than using coercive approach, the Indonesian elite employed soft diplomacy to engage Malaysia towards win-win solutions. This paper argues that Yudhoyonos foreign policy towards Malaysia in this context is counterproductive to increase nations self-esteem. Yudhoyonos soft diplomacy only matters for short term interest but not for long term one. This paper argues that the strategy chosen by President Yudhoyono is rooted from his misconception of soft power. This paper also suggest that soft power alone is insufficient to serve national interest; it need to be combine with hard power. As such, the effective diplomacy is smart power; the combination of soft and hard power which is compatible to the Second Principle of Pancasila.Keywords: soft diplomacy, soft power, SBYs foreign policy, smart power
