Abstract

Bureaucratic capacity in controlling the public-private partnership scheme is inadequate, so that the scheme does not protect the public interest. This paper uses the perspective of institutional approach to the market based government to help explain menggejalanya unpreparedness of government bureaucracy when it should be involved in the scheme of privatization policy in the management of shared water resources. This perspective requires the organizers to run the country together with a logic state power market participants. It is important to note that, in her involvement in politics and the logic of the market running, simultaneously also ongoing political interaction. Therefore, bureaucracy as the parties involved in the privatization scheme is important to analyze the attitude, position and political struggles.

Abstract

This research compares the integrity of election officials in Central Java Province with those who are in Maluku Province on carrying out gubernatorial elections in 2013. The integrity of election officials is measured by basic principles of ethics and conduct as it is defined on Joint Regulation of General Election Commission, General Election Supervisory Agency, and Honorary Board of General Election Organizers Number 13, 11, 1 of 2012 on Code of Ethics For General Election Organizer. The study uses qualitative method of research. It examines documentary data and information related to code of ethics infringements reports conducted by General Election Commission or General Election Supervisory Agency which are connected to their work on carrying out gubernatorial elections in 2013. The research shows that there is no lack of integrity of election organizer in Central Java Province on carrying out gubernatorial elections in 2013. On the contrary, the study found that the election organizer in Maluku involved in some code of ethics infringements on their work.

Abstract

Pancasila is the highest value of ideology compared to other ideologies. Even, Pancasila is the source of all sources of law. Crisis of identity that struck Indonesia nowadays, is one manifestation of the weakening values of Pancasila ideology which caused by a lack of trust in the implementation of Pancasila as social capital state and nation. The capitalism and fundamentalism appear as a manifestation of the faint of national identity. It showed by some cases, such as the emergence of separatist movements and corruption. Riots or small-scale conflicts or individual can develop into large-scale conflict or SARA (Suku, Agama, Ras, dan Antar Golongan) which result damage of public facilities and infrastructure. Since the Orde Lama, Orde Baru, until the Reformation, the Pancasila ideology has a very different role. The Era of Orde Lama is the beginning of the birth of Pancasila and in the Orde Baru, Pancasila was used as a tool to maintain power, and finally the Reformation where the appreciation of Pancasila values increasingly faded because of distrust and so it raises the capitalism and fundamentalism. A suggestion to minimize crisis of national identity is by awareness of meaning and values contained in the Pancasila ideology. We should return to the real values of the Pancasila.

Abstract

People’s participation in the democracy process is one of important factors that marked democracy. Central Java 2013 Governor’s Election is the second governor election in Central Java. The shape of public participation and interaction patterns in 2013 Central Java Governor Election is the main question in this research. This research used survey method. The results showed in terms of political participation, the majority of voters in Central Java is those who were not engaged to any political party. There is no definite relationship between people’s choice in political party in 2009 legislative election and in governor’s election candidate. The majority of voters in Central Java in Pilgub were passive to political news through various media and campaigns.

Abstract

This article is an author’s analysys of Liberal Islamic Thought and its influence on Islamic politics in Indonesian. The issues in this paper are: (a) What is Liberal Islam and Liberal Islam typology?, (b) What is the thought of Liberal Islam in Indonesia?, (c) How is the influence of Liberal Islamic thought in Indonesia? The Liberal Islamic Thoughts described in this article include opposing the idea of an Islamic state (secular), pluralism, democracy, and gender equality having an influence on Islamic political thought. The influence is gaining resistance from fundamentalists, where fundamentalist thinking is to want an Islamic state.

Abstract

Vedi R. Hadiz’s concern on New Order’s strong and durable influence to current politics (old predatory interest/ durable capitalist oligarchy) is quite interesting. His thesis that Indonesian democracy is flawed due to old predatory interest rooted in New Order tends to be problematic in some ways as it ignores context as well as actors’ contribution. This writing, therefore, argues that Hadiz’s structural explanation does not work in all localities, even North Sumatra—his main research locus. Rather, it argues that explaining the correlation between democracy and predatory interest (rent seeking), one necessarily paying attention to specific logic (“abstract structure”) works in localities and actors’ consideration upon it.

Abstract

Kunci bersama is inter-regional cooperation conducted eight counties and cities that border region, in West Java and Central Java.The cooperation covers many aspects but is currently focused on the improvement of infrastructure such as roads connecting the border between the districts. such cooperation has become one of the main methods to accelerate regional development. This research focuses on how this collaboration process and what programs have been carried out with a qualitative approach. The results of this research indicate that maximum cooperation has not done so already, but there are some programs that accomplished.

Abstract

The objective of the research is to analyze the descent of maternal and neonatal mortality rate program based on civil society empowerment in Banyumas   District, Central Java Province 2014. The research use qualitative model with several informants as sources of primary data. The data is taken by interviewing with  some informants,such as: Distric Team Leader of EMAS Banyumas Distric, Government Health Service of Banyumas Distric, CSSC Distric Banyumas, and civil society elements. Triangulation method is the best way to eliminate the fact contruction differences in the context of a certain study when collecting the data about the events and relationships of the various views. Through this technique the researchers also compared the findings with a variety of sources.The study found, firstly, to empower civil society in the  descent of maternal and neonatal mortality rate program based on civil society empowerment in Banyumas   District is to form  KIBBLA Forum  (Maternal, Child dan Neo-natal Health) as a  civil society forum in appreciation to critisize the health services by government; Secondly:  In context in civil society participation in the  descent of maternal and neonatal mortality rate implementation is to form FMM (Civil Soiety form). The forum use civil society connection is involved in that forum. The another form function is  the feed-back forum in health service program.

Abstract

The existence of Law No. 6 of 2014 on Village has constructed the management of village governance, where the central government consider village as autonomous region. On the one hand, the central government accommodate the management of village government through principle of recognition, subsidiarity, diversity, unity, mutual assistance (gotong royong), kinship, deliberation, democracy, independent, participation, equality, empowerment and sustainability. Does the legal construction has implication on the social meaning of village governance? The focus of this study is to analyze changes in the meaning and reality of the implementation of the village governance, and the relation between the authority of the village and the village government structure. Qualitative method was selected, and perspective of emic was used. Data collection prioritize the use of first hand data, which were obtained from several informants through in-depth interview and focus group discussion (FGD). The results of this study show several important issues. First, four areas of village authorities, namely managing village governance, implementation of rural development, coaching rural community, and empowerment of rural community, relate to each other, where the field of development, social and community empowerment, are interpreted as a way of governing. Second, the spirit of village governance is in the local value; that is mutual assistance (gotong royong). The head of village is considered successful in running the village governance if he succeeded in building the spirit of mutual assistance of rural communities. Third, the village government managed to adapt to such change, resulting organizational structure of village government that accommodate traditional structure as well as modern organizational structure, as constructed by the State under Law No. 6 of 2014 on Village.

Abstract

Developmental  process  has been implementasi sing in indonesia  since 1969,  about  almost 45 years. As long as  time developmental mean as  physical developmental in  any aspects meters as GNP, Income Percapita and Economic Growth the indicators coult not described the real developmental results in such country or such area  it is needed  another non eonomic variables as social variables whick some indicators as evendestribusion, evenhealth cares in one composite. Inditional social variabless ould describe development performence of  Pekalongan lokal Government (Kabupaten Pekalongan) more comprehensive. Reminded that developmental performance the main pillar of state stability.
